 <section id="H0F4F0C57DE454D7989FD8D24B4266E08" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Enhancing DHS’ Fusion Center Technical Assistance Program Act</short-title></quote>.</text> </section><section id="HE88BF57011F74645BE0631D54489C4D9"><enum>2.</enum><header>Fusion center technical assistance program</header><text display-inline="no-display-inline">Section 210A of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/124h">6 U.S.C. 124h</external-xref>) is amended—</text>
 <paragraph id="HA4D5075FBC43494984488B2E09CB0F15"><enum>(1)</enum><text>by redesignating subsections (j) and (k) as subsections (k) and (l), respectively; and</text> </paragraph><paragraph id="H00716D191E824923B7A7E9FC7BE7E681"><enum>(2)</enum><text>by inserting after subsection (i) the following new subsection (j):</text>

					<subsection id="H6E8CEC007F4145DFADFC9F03164BE1A1"><enum>(j)</enum><header>Fusion center technical assistance program</header>
 <paragraph id="H3C66168897A14EEBA775878945448803"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary, in consultation with officials from the National Network of Fusion Centers and, to the greatest extent practicable, other relevant stakeholders, shall establish a fusion center technical assistance program.</text>
 </paragraph><paragraph id="HB0F15575BA164D06BA73539377D39C22"><enum>(2)</enum><header>Elements of program</header><text>In carrying out the fusion center technical assistance program established under paragraph (1), the Secretary shall—</text>
 <subparagraph id="HFF678F367DE44EE79060EBC78707293B"><enum>(A)</enum><text display-inline="yes-display-inline">provide technical assistance to fusion centers regarding—</text> <clause id="HF6B6C3DB0839407AA5BDBB2654DC6C1D"><enum>(i)</enum><text>grants administered under sections 2003 and 2004;</text>
 </clause><clause id="H187D36F4C6E34064B8F209A62996DAEC"><enum>(ii)</enum><text>terrorism prevention activities; and</text> </clause><clause id="H1DAC50CE80AB490A8DF4466C7E5749A0"><enum>(iii)</enum><text>intelligence and information sharing;</text>
 </clause></subparagraph><subparagraph id="H6A49BE11C36E43BAA9C77E2B9B9E38C1"><enum>(B)</enum><text>provide to fusion centers notice of any changes to the activities referred to in subparagraph (A);</text> </subparagraph><subparagraph id="H81DD1795D09746AFAAD170CD42EE5A68"><enum>(C)</enum><text>make available best practices regarding—</text>
 <clause id="H0DDEBF2C0D33425D864951A51E9EB50F"><enum>(i)</enum><text>fusion center operations;</text> </clause><clause id="H3C94E856E17F4FAEB836DABD449941FA"><enum>(ii)</enum><text>information sharing and analysis of homeland security threats, including cyber threats;</text>
 </clause><clause id="H746F387F047645EE97A518E4AE5E5BF8"><enum>(iii)</enum><text>protecting privacy, civil rights, and civil liberties; and</text> </clause><clause id="H1325B96D5BE341C3B82A89459ECA8D37"><enum>(iv)</enum><text>such other best practices as the Secretary determines appropriate; and</text>
