 Laboratory, and for other purposes.</official-title></form><legis-body id="H5BD017445CAA4919B2623654EDD21FED" style="OLC"><section id="H71DAD9ABBBDD49ABB52D5F3FE38CE479" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Research and Development for First Responders Act</short-title></quote>.</text></section><section id="H2A6CB12C34BC47ECB6E82CAC583B49C8"><enum>2.</enum><header>National Urban Security Technology Laboratory</header><subsection id="HCE0772A467A0407DAE9932D49A170F61"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Title III of the Homeland Security Act of 2002 is amended—</text><paragraph id="H24B4E209D7E846EDA58AFC59E37FAA70"><enum>(1)</enum><text>by redesignating the second section 319 (relating to EMP and GMD mitigation research and development) as section 320; and</text></paragraph><paragraph id="H1A6B5101F5844152A0716194F1604299"><enum>(2)</enum><text>by inserting after section 320, as so redesignated, the following new section:</text><quoted-block id="H7617F37047914CCB8D9BFFC0B4546524"><section id="H51BF8921031245BE9DBC51AB8D6C89E3"><enum>321.</enum><header>National Urban Security Technology Laboratory</header><subsection id="H5D1114ECFC5242AD8DE600F64559C9C5"><enum>(a)</enum><header>In general</header><text>The Secretary, acting through the Under Secretary for Science and Technology, shall designate the laboratory described in subsection (b) as an additional laboratory pursuant to the authority under section 308(c)(2). Such laboratory shall be used to test and evaluate emerging technologies and conduct research and development to assist emergency response providers in preparing for, and protecting against, threats of terrorism.</text></subsection><subsection id="HDF7E7D69D0874F6C82950F1449505ACE"><enum>(b)</enum><header>Laboratory described</header><text>The laboratory described in this subsection is the laboratory—</text><paragraph id="H1D8B4630A37B44A4819EAD02CFE75699"><enum>(1)</enum><text>known, as of the date of the enactment of this section, as the National Urban Security Technology Laboratory;</text></paragraph><paragraph id="H949B7E836C984286BA516DE41EC2199B"><enum>(2)</enum><text>previously known as the Environmental Measurements Laboratory; and</text></paragraph><paragraph id="H4F68191AD7B946FF8610A8F217B24423"><enum>(3)</enum><text>transferred to the Department pursuant to section 303(1)(E).</text></paragraph></subsection><subsection id="H1E8C0B1CE51A4B1CAF1DF3DB83A8DC63"><enum>(c)</enum><header>Laboratory activities</header><text>The laboratory designated pursuant to subsection (a), shall—</text><paragraph id="HCC36788152474DAABE41F675009E0EB1"><enum>(1)</enum><text display-inline="yes-display-inline">conduct tests, evaluations, and assessments of current and emerging technologies, including, as appropriate, cybersecurity of such technologies that can connect to the internet, for emergency response providers;</text></paragraph><paragraph id="HCAC3372EB1F543AEBE7A1A5D11CE01E2"><enum>(2)</enum><text>conduct research and development on radiological and nuclear response and recovery;</text></paragraph><paragraph id="H774A14C6E57747C2A503F7F33661706D"><enum>(3)</enum><text>act as a technical advisor to emergency response providers; and</text></paragraph><paragraph id="HA42FCA50CFFA48C3BC7AA681F599827F"><enum>(4)</enum><text>carry out other such activities as the Secretary determines appropriate.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H8A8F167FB08B4289A3657BDB9EC6A610"><enum>(b)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of contents in section 1(b) of such Act is amended by striking both items relating to section 319 and the item relating to section 318 and inserting the following:</text><quoted-block display-inline="no-display-inline" id="H69B69197A4E045DFA582CB6F5F1980DA" style="OLC"><toc regeneration="no-regeneration"><toc-entry level="section">318. Social media working group.</toc-entry><toc-entry level="section">319. Transparency in research and development.</toc-entry><toc-entry level="section">320. EMP and GMD mitigation research and development.</toc-entry><toc-entry level="section">321.
