		<section id="HE0E5B4B6A9C64811B37C99B8F82586E8" section-type="section-one"><enum>1.</enum><header>Extension of Generalized System of Preferences</header>
 <subsection id="HD4EA56CFB21B4B6AAF393CD6D2595690"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 505 of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2465">19 U.S.C. 2465</external-xref>) is amended by striking <quote>December 31, 2017</quote> and inserting <quote>December 31, 2020</quote>.</text> </subsection><subsection id="HD00A977032E244FDB8DC3CD4F6712246"><enum>(b)</enum><header>Effective date</header> <paragraph id="H08F636D0F77E4E7DAAB6982B379E0901"><enum>(1)</enum><header>In general</header><text>The amendment made by subsection (a) shall apply to articles entered on or after the 30th day after the date of the enactment of this Act.</text>
				</paragraph><paragraph id="H4EBA2927DB08452392779FB7D94A3AC7"><enum>(2)</enum><header>Retroactive application for certain liquidations and reliquidations</header>
 <subparagraph id="H015D305F4234480986603558E02C89C8"><enum>(A)</enum><header>In general</header><text>Notwithstanding section 514 of the Tariff Act of 1930 (<external-xref legal-doc="usc" parsable-cite="usc/19/1514">19 U.S.C. 1514</external-xref>) or any other provision of law and subject to subparagraph (B), any entry of a covered article to which duty-free treatment or other preferential treatment under title V of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2461">19 U.S.C. 2461</external-xref> et seq.) would have applied if the entry had been made on December 31, 2017, that was made—</text>
 <clause id="HFBFDA68862A84A19A4D7FEECA9468A39"><enum>(i)</enum><text>after December 31, 2017, and</text> </clause><clause id="H4D7E5115E27746479BB1E92A9C3A47F3"><enum>(ii)</enum><text>before the effective date specified in paragraph (1),</text>
						</clause><continuation-text continuation-text-level="subparagraph">shall be liquidated or reliquidated as though such entry occurred on the effective date specified
 in paragraph (1).</continuation-text></subparagraph><subparagraph id="H55F69C05AE5D4CC6BBA2D3F4A2225794"><enum>(B)</enum><header>Requests</header><text>A liquidation or reliquidation may be made under subparagraph (A) with respect to an entry only if a request therefor is filed with U.S. Customs and Border Protection not later than 180 days after the date of the enactment of this Act that contains sufficient information to enable U.S. Customs and Border Protection—</text>
 <clause id="HCDF7B3C9C01F4781B1B6B9CA2D43565D"><enum>(i)</enum><text>to locate the entry; or</text> </clause><clause id="H2037B0AE676C4734BF6CDCBA3D204CB3"><enum>(ii)</enum><text>to reconstruct the entry if it cannot be located.</text>
 </clause></subparagraph><subparagraph id="HDDF9589FC85E47F3AADF4D107201390A"><enum>(C)</enum><header>Payment of amounts owed</header><text>Any amounts owed by the United States pursuant to the liquidation or reliquidation of an entry of a covered article under subparagraph (A) shall be paid, without interest, not later than 90 days after the date of the liquidation or reliquidation (as the case may be).</text>
 </subparagraph></paragraph><paragraph id="HD0AA6AA2635A4AF1AC05E2FF474DB054"><enum>(3)</enum><header>Definitions</header><text>In this subsection:</text> <subparagraph id="H3732DE083D1D4807A3C3016ACC85D8D1"><enum>(A)</enum><header>Covered article</header><text>The term <quote>covered article</quote> means an article from a country that is a beneficiary developing country under title V of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2461">19 U.S.C. 2461</external-xref> et seq.) as of the effective date specified in paragraph (1).</text>
 </subparagraph><subparagraph id="HF5EEFFD9ACEF4B239327939D748724C4"><enum>(B)</enum><header>Enter; entry</header><text>The terms <quote>enter</quote> and <quote>entry</quote> include a withdrawal from warehouse for consumption.</text> </subparagraph></paragraph></subsection><subsection id="H07C997FAF1B741F2A347AE23992D5229"><enum>(c)</enum><header>Annual report on enforcement of eligibility criteria</header><text>Not later than 1 year after the date of the enactment of this Act, and annually thereafter through December 31, 2020, the United States Trade Representative shall submit to the Committee on Ways and Means of the House of Representatives and the Committee on Finance of the Senate a report on efforts to ensure that countries designated as beneficiary developing countries under title V of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2461">19 U.S.C. 2461</external-xref> et seq.) are meeting the eligibility criteria set forth in section 502(c) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/19/2462">19 U.S.C. 2462(c)</external-xref>).</text>
 </subsection></section><section id="H1FFFD02364F94C29AE66027274B897CA"><enum>2.</enum><header>Technical modification to procedures for competitive need limitation and waivers</header><text display-inline="no-display-inline">Section 503 of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2463">19 U.S.C. 2463</external-xref>) is amended—</text> <paragraph id="H9193271F588E4B3CA090637A00DE7664"><enum>(1)</enum><text>in subsection (c)(2)—</text>
 <subparagraph id="HEA9C638C11484830B87E568FFD2A0787"><enum>(A)</enum><text>in the matter following subparagraph (A)(i)(II), by striking <quote>July 1</quote> and inserting <quote>November 1</quote>; and</text> </subparagraph><subparagraph id="H1A9E1AC106F84FB09EA72FDC7696E963"><enum>(B)</enum><text>in subparagraph (E), by striking <quote>on January 1, 1995</quote> and inserting <quote>in any of the preceding 3 calendar years</quote>; and</text>
 </subparagraph></paragraph><paragraph id="HEACBE34EB1484FE4BB15868B9B7476F7"><enum>(2)</enum><text>in subsection (d), by striking <quote>July 1</quote> each place it appears and inserting <quote>November 1</quote>.</text> </paragraph></section><section id="H80E6AE80ADFA48128B98065E81219E55"><enum>3.</enum><header>Customs user fees</header><text display-inline="no-display-inline">Section 13031(j)(3)(A) of the Consolidated Omnibus Budget Reconciliation Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/19/58c">19 U.S.C. 58c(j)(3)(A)</external-xref>) is amended by striking <quote>February 24, 2027</quote> and inserting <quote>August 1, 2027</quote>.</text>
