<section id="H750093BC1CEB402D8506087C47396F35" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Student, Teachers, and Officers Preventing School Violence Act of 2018</short-title></quote> or the <quote><short-title>STOP School Violence Act of 2018</short-title></quote>.</text></section> <section id="HBC8D5305E8DD44E08FDB997DFAAD939F"><enum>2.</enum><header>Grant program for school security</header><text display-inline="no-display-inline">Part AA of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10551">34 U.S.C. 10551</external-xref> et seq.) is amended—</text> 
<paragraph id="H84FF25B2DDF4406E8749CC31C4FD3021"><enum>(1)</enum><text>in section 2701 (<external-xref legal-doc="usc" parsable-cite="usc/34/10551">34 U.S.C. 10551</external-xref>)—</text> <subparagraph id="HD68A8722B95341049BF6499591D61B60"><enum>(A)</enum><text>in subsection (a)—</text> 
<clause id="HBAE2F2C6C746416BA35282928E30ED8A"><enum>(i)</enum><text>by striking <quote>Director of the Office of Community Oriented Policing Services</quote> and inserting <quote>Director of the Bureau of Justice Assistance</quote>; and </text></clause> <clause id="HE0F7A0DFE3C642BDB2D7B3FFF58F926C"><enum>(ii)</enum><text>by striking <quote>including the placement and use of metal detectors and other deterrent measures</quote> and inserting <quote>through evidence-based strategies and programs to prevent violence, which may include the use of appropriate technologies, including the placement and use of metal detectors and other deterrent measure and emergency notification and response technologies</quote>;</text></clause></subparagraph> 
<subparagraph id="HF60644425D904BAC9E0153D6EDEAAF07"><enum>(B)</enum><text>in subsection (b)—</text> <clause id="H188FB82BFBAD4A4BBDDF4E65E5434985"><enum>(i)</enum><text>in the matter preceding paragraph (1), by inserting after <quote>through</quote> the following: <quote>evidence-based school safety programs that may include</quote>; and </text></clause> 
<clause id="H7CA1948859C34DD3A564508AFA39ECDE"><enum>(ii)</enum><text>by striking paragraphs (1) through (6) and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="HCD2E8D9DDDCC4418A24A415C67CBB3A6" style="OLC"> <paragraph id="H19F05FA848ED4C248DF2CD42417C9CAE"><enum>(1)</enum><text>Training to prevent student violence against others and self, including training for local law enforcement officers, school personnel, and students.</text></paragraph> 
<paragraph id="H94777FC3B76E447FB2A7B03D3AE8A46F"><enum>(2)</enum><text>The development and operation of anonymous reporting systems for threats of school violence, including mobile telephone applications, hotlines, and internet websites.</text></paragraph> <paragraph id="H62EF31DC171E41D5BBB0FAE64F490B11"><enum>(3)</enum><text display-inline="yes-display-inline">The development and operation of—</text>
<subparagraph id="H72703E19672D4976AB57FB281FC50081"><enum>(A)</enum><text>school threat assessment and intervention teams that may include coordination with law enforcement agencies and school personnel; and</text></subparagraph> <subparagraph id="H5AB201A488874F2AA0BA77622EE70A8A"><enum>(B)</enum><text>specialized training for school officials in responding to mental health crises.</text></subparagraph></paragraph> 
<paragraph id="HA6C3BE5515CD48AFB4BFC5A0DFB954CF"><enum>(4)</enum><text>Coordination with local law enforcement.</text></paragraph> <paragraph id="H9CADCECE8C92451D9A70C374A54E13B7"><enum>(5)</enum><text>Placement and use of metal detectors, locks, lighting, and other deterrent measures.</text></paragraph> 
<paragraph id="H58611654BE674E8BAC11D977A33F9597"><enum>(6)</enum><text>Security assessments.</text></paragraph> <paragraph id="H2B8D5BCCA55543FC8F463D46807B393A"><enum>(7)</enum><text>Security training of personnel and students.</text></paragraph> 
<paragraph id="H93FA000EB26C4E559478EEEE4AF9AAF4"><enum>(8)</enum><text>Subgrants to State or local law enforcement agencies, schools, school districts, nonprofit organizations, or Indian tribal organizations to implement grants awarded under this section.</text></paragraph> <paragraph id="HD5BC496545024CFFB43A50EABAB22EE5"><enum>(9)</enum><text>Acquisition and installation of technology for expedited notification of local law enforcement during an emergency.</text></paragraph> 
<paragraph id="H6836571B9A274381ABC6D51D1CF2AB9D"><enum>(10)</enum><text>Any other measure that, in the determination of the Director, may provide a significant improvement in security.</text></paragraph><after-quoted-block>; </after-quoted-block></quoted-block></clause> </subparagraph> <subparagraph id="H902210DF34CE4F61B1E4024F42A42160"><enum>(C)</enum><text>in subsection (c)—</text> 
<clause id="H09166A3A5FCD47C5B82F1239A3963181"><enum>(i)</enum><text>by striking <quote>and has</quote> and inserting <quote>has</quote>; and</text></clause> <clause id="HF647E7959659431594D39218C79D946C"><enum>(ii)</enum><text>by inserting before the period at the end the following: <quote>, and will use evidence-based strategies and programs, such as those identified by the Comprehensive School Safety Initiative of the Department of Justice</quote>; and</text></clause></subparagraph> 
<subparagraph id="H8408E2D0F8AB4502813E744F012E295B"><enum>(D)</enum><text>in subsection (d)(1), by striking <quote>50 percent</quote> and inserting <quote>75 percent</quote>;</text></subparagraph></paragraph> <paragraph id="HABF2AAA4601040A98FF0DC8310BE46FB"><enum>(2)</enum><text>in section 2702 (<external-xref legal-doc="usc" parsable-cite="usc/34/10552">34 U.S.C. 10552</external-xref>)—</text> 
<subparagraph id="H6621935179A140F6B8175BC7C82BEEEF"><enum>(A)</enum><text>in subsection (a)(2), in the matter preceding subparagraph (A), by striking <quote>child psychologists</quote> and inserting <quote>mental health professionals</quote>; and</text></subparagraph> <subparagraph id="HAAA16B4BA8294808897F8F77B4162EDB"><enum>(B)</enum><text>in subsection (b), by striking <quote>this part</quote> and inserting <quote>the <short-title>STOP School Violence Act of 2018</short-title></quote>;</text></subparagraph></paragraph> 
<paragraph id="H98A70248C30A476D9079FDC52AF35EC9"><enum>(3)</enum><text>in section 2704(1) (<external-xref legal-doc="usc" parsable-cite="usc/34/10554">34 U.S.C. 10554(1)</external-xref>), by striking <quote>a public</quote> and inserting <quote>an</quote>; </text></paragraph> <paragraph id="H584FB6B51D9042AC9B26C0F857D77C5B"><enum>(4)</enum><text display-inline="yes-display-inline">in section 2705, by striking <quote>$30,000,000 for each of fiscal years 2001 through 2009</quote> and inserting <quote>$75,000,000 for each of fiscal years 2019 through 2028, of which not less than $50,000,000 shall be available in each such fiscal year for grants for the activities described in paragraphs (1) and (4) of section 2701(b)</quote>; and</text></paragraph>
<paragraph id="H1FAB0145FF1D44FD8800F3C6CCE0F794"><enum>(5)</enum><text>by adding at the end the following: </text> <quoted-block style="OLC" id="H3660392079214BA88E698C40E459E070" display-inline="no-display-inline"> <section id="H88A3FC2D6A7442049F5D56D8CE8DE108"><enum>2706.</enum><header>Rules of construction</header> <subsection id="HA7DF87D042B64B5CA64B107374111D1A"><enum>(a)</enum><header>No funds To provide firearms or training</header><text display-inline="yes-display-inline">No amounts provided as a grant under this part may be used for the provision to any person of a firearm or training in the use of a firearm. </text></subsection>
