 <section changed="deleted" committee-id="SSEG00" id="H40FCDB51E6CE459EBEF98FAD3B5457EE" reported-display-style="strikethrough" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Medgar Evers Home National Monument Act</short-title></quote>.</text> </section><section changed="deleted" committee-id="SSEG00" id="H90B0B3D7ADE34328AEE393EB09D60E84" reported-display-style="strikethrough"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
 <paragraph id="H4E9DD7BD2E184B048AFE1130DB46A0E8"><enum>(1)</enum><header>Monument</header><text>The term <term>Monument</term> means the Medgar Evers Home National Monument established by section 3.</text> </paragraph><paragraph id="H78BFDCEE877F40BB8382E6CB66686768"><enum>(2)</enum><header>Historic district</header><text>The term <term>Historic District</term> means the Medgar Evers Historic District, as included on the National Register of Historic Places, and as generally depicted on the Map.</text>
 </paragraph><paragraph id="H88441AF48BC4472D80AB98E35A73C067"><enum>(3)</enum><header>Map</header><text display-inline="yes-display-inline">The term <term>Map</term> means the map entitled <quote>Medgar Evers Home National Monument</quote>, numbered 515/142561, and dated February 2018.</text> </paragraph><paragraph id="H0FF42DEE43A9499D95DB80E59535920E"><enum>(4)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior, acting through the Director of the National Park Service.</text>
 </paragraph><paragraph id="HC3C764FBFF1B40D1B8F4BBCF2E6F83E3"><enum>(5)</enum><header>College</header><text>The term <term>College</term> means Tougaloo College, a private educational institution located in Tougaloo, Mississippi.</text> </paragraph></section><section changed="deleted" committee-id="SSEG00" id="H5D8D4C8EF67B4CE7A273EBB4E619E847" reported-display-style="strikethrough"><enum>3.</enum><header>Establishment of Medgar Evers Home National Monument</header> <subsection id="H57660B44EE2A47FFBB4551AE4413AF14"><enum>(a)</enum><header>Establishment</header> <paragraph id="HF028F8ACA4BC443999E8CD27AF0DAB73"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Subject to paragraph (2), there is established the Medgar Evers Home National Monument in the State of Mississippi as a unit of the National Park System to preserve, protect, and interpret for the benefit of present and future generations resources associated with Medgar Evers’ pivotal role in the American Civil Rights Movement.</text>
 </paragraph><paragraph id="H0ECC2CDDF9254298BB5B28233CAD3D71"><enum>(2)</enum><header>Conditions</header><text>The Monument shall not be established until the date on which the Secretary—</text> <subparagraph id="H05197D0AD48E4C5D812A53CF50DC3804"><enum>(A)</enum><text display-inline="yes-display-inline">has entered into a written agreement with the College providing that all parcels within the Medgar Evers Home National Monument boundary as depicted on the Map shall be donated to the United States for inclusion in the Monument to be managed consistently with the purposes of the Monument; and</text>
 </subparagraph><subparagraph id="H38468563745E433FB91CC8B6AF69B5CF"><enum>(B)</enum><text>has otherwise acquired sufficient land or interests in land within the boundaries of the Monument to constitute a manageable unit.</text>
 </subparagraph></paragraph></subsection><subsection id="H284DBDB935814DBA9D2BDD8FCEA12D5F"><enum>(b)</enum><header>Boundaries</header><text>The boundaries of the Monument shall be the boundaries as generally depicted on the Map.</text> </subsection><subsection id="H42C2A1A6234E4F88B163B0794921BFD8"><enum>(c)</enum><header>Availability of map</header><text>The Map shall be on file and available for public inspection in the appropriate offices of the National Park Service.</text>
 </subsection><subsection id="H9579DA80E4CF4CC3953E5A068C27D163"><enum>(d)</enum><header>Acquisition authority</header><text>The Secretary may only acquire any land or interest in land located within the boundary of the Monument by—</text>
 <paragraph id="H84A6257D03294FF9841645783DA6B720"><enum>(1)</enum><text>donation;</text> </paragraph><paragraph id="H30832A9720E14AF6999022276CCEC5E7"><enum>(2)</enum><text>purchase with donated funds; or</text>
 </paragraph><paragraph id="H4D7EC2364ED6442AABEE9DE74F5142CF"><enum>(3)</enum><text>exchange.</text> </paragraph></subsection><subsection id="H5F769E69FB6F47FC9DBD790980F9FD63"><enum>(e)</enum><header>Administration</header> <paragraph id="HC4D855B1D6F74D83922F81177E46BD54"><enum>(1)</enum><header>In general</header><text>The Secretary shall administer the Monument in accordance with—</text>
 <subparagraph id="HF7EA24B7CE734C709791B7F9DC742C28"><enum>(A)</enum><text>this Act; and</text> </subparagraph><subparagraph id="HF2921C635D094658BD99DEC4A255959A"><enum>(B)</enum><text>the laws generally applicable to units of the National Park System, including—</text>
 <clause id="HBA1EBFE9C9144FFFA74EE07935BB1647"><enum>(i)</enum><text display-inline="yes-display-inline">section 100101(a), chapter 1003, and sections 100751(a), 100752, 100753, and 102101 of title 54, United States Code; and</text>
 </clause><clause id="H9FA9F8C8206E4107AF87D00A395EA85B"><enum>(ii)</enum><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/54/3201">chapter 3201</external-xref> of title 54, United States Code.</text> </clause></subparagraph></paragraph><paragraph id="HE52EA87ACE644111BD09AA8FFCF85271"><enum>(2)</enum><header>Management plan</header> <subparagraph id="H31FA68AC570D4029B78F6492DF7D02A5"><enum>(A)</enum><text>Not later than 3 years after the date on which funds are first made available to the Secretary for this purpose, the Secretary shall prepare a general management plan for the Monument in accordance with section 100502 of title 54, United States Code.</text>
 </subparagraph><subparagraph id="H977A7EED621F4F39A9EA082C882CED8E"><enum>(B)</enum><text>On completion of the general management plan under subparagraph (A), the Secretary shall submit it to the Committee on Natural Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate.</text>
					</subparagraph></paragraph></subsection><subsection id="H81C1043F49124B848623365F65315789"><enum>(f)</enum><header>Cooperative agreements</header>
 <paragraph id="H71C2AD515BD14996BFC45AC77BF1103B"><enum>(1)</enum><header>Monument</header><text display-inline="yes-display-inline">The Secretary shall enter into a cooperative agreement with the College for interpretive and educational programming related to the Monument, and may enter into other cooperative agreements for the purposes of carrying out this Act.</text>
 </paragraph><paragraph id="H8AE9BFBF7E5A4113A9D4722A31B058CD"><enum>(2)</enum><header>Historic district</header><text>The Secretary may enter into cooperative agreements with the owner of a nationally significant property within the Historic District, to identify, mark, interpret, improve, restore, and provide technical assistance with respect to the preservation and interpretation of the property.</text>
 </paragraph></subsection><subsection id="H563DCEFD69EF46F7AA99B0656D7E8D0A"><enum>(g)</enum><header>No buffer zones</header><text>Nothing in this Act, the establishment of the Monument, or the management of the Monument shall be construed to create buffer zones outside of the Monument. The fact that an activity or use can be seen, heard, or detected from within the Monument shall not preclude the conduct of that activity or use outside of the Monument.</text></subsection></section></legis-body>
	<legis-body display-enacting-clause="no-display-enacting-clause">
 <section changed="added" committee-id="SSEG00" id="id3e86fa587fa3434fbeb754f193136983" reported-display-style="italic" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Medgar and Myrlie Evers Home National Monument Act</short-title></quote>.</text> </section><section changed="added" committee-id="SSEG00" id="id8b023a3d01864813a796749c7d664768" reported-display-style="italic"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
 <paragraph id="id12998c547db548769b31890eb8e3235e"><enum>(1)</enum><header>College</header><text>The term <term>College</term> means Tougaloo College, a private educational institution located in Tougaloo, Mississippi.</text> </paragraph><paragraph id="ida15b0475455c4f8a8abb0f30ce715995"><enum>(2)</enum><header>Historic district</header><text>The term <term>Historic District</term> means the Medgar Evers Historic District, as included on the National Register of Historic Places, and as generally depicted on the Map.</text>
 </paragraph><paragraph id="id4c73aee8050846768e0ef7b45e6bb4b9"><enum>(3)</enum><header>Map</header><text>The term <term>Map</term> means the map entitled <quote>Medgar and Myrlie Evers Home National Monument</quote>, numbered 515/142561, and dated September 2018.</text> </paragraph><paragraph id="id69d6e08d28324d648a02f6d4207a196c"><enum>(4)</enum><header>Monument</header><text>The term <term>Monument</term> means the Medgar and Myrlie Evers Home National Monument established by section 3.</text>
 </paragraph><paragraph id="id5ea71ff524514d92bfba454c71036e15"><enum>(5)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior, acting through the Director of the National Park Service.</text> </paragraph></section><section changed="added" committee-id="SSEG00" id="id57c25ed25b5a40719f8e2c026f9a4be1" reported-display-style="italic"><enum>3.</enum><header>Establishment of medgar and myrlie evers home national monument</header> <subsection id="idb3df3a5fba7e4b7bbdd7c87b56b18495"><enum>(a)</enum><header>Establishment</header> <paragraph id="id0a59bf4e1e234f46baa61e5c43605ed6"><enum>(1)</enum><header>In general</header><text>Subject to paragraph (2), there is established the Medgar and Myrlie Evers Home National Monument in the State of Mississippi as a unit of the National Park System to preserve, protect, and interpret for the benefit of present and future generations resources associated with the pivotal roles of Medgar and Myrlie Evers in the American Civil Rights Movement.</text>
 </paragraph><paragraph id="idbed1bd757d28447f8afeba8e66f8dfb3"><enum>(2)</enum><header>Determination by the secretary</header><text>The Monument shall not be established until the date on which the Secretary determines that a sufficient quantity of land or interests in land has been acquired to constitute a manageable park unit.</text>
 </paragraph></subsection><subsection id="id6b510aa1aa9547ceaf5b5b31968ff299"><enum>(b)</enum><header>Boundaries</header><text>The boundaries of the Monument shall be the boundaries generally depicted on the Map.</text> </subsection><subsection id="id9417c4e20c5444b7b60459458b8e3d84"><enum>(c)</enum><header>Availability of map</header><text>The Map shall be on file and available for public inspection in the appropriate offices of the National Park Service.</text>
 </subsection><subsection id="id560d5b88401a4a48a7637263c31c4604"><enum>(d)</enum><header>Acquisition authority</header><text>The Secretary may only acquire any land or interest in land located within the boundary of the Monument by—</text>
 <paragraph id="id17a79ad2b8254a449a2ab33c6ed516e4"><enum>(1)</enum><text>donation;</text> </paragraph><paragraph id="id0b02a22b3a704ac5a14904a90e8d24b7"><enum>(2)</enum><text>purchase from a willing seller with donated or appropriated funds; or</text>
 </paragraph><paragraph id="ide4cb609c1d464d4c869a720621012ceb"><enum>(3)</enum><text>exchange.</text> </paragraph></subsection><subsection id="id263da9c334be42e292814eadaa056b39"><enum>(e)</enum><header>Administration</header> <paragraph id="id4ed60248909d42b2ae0035f13ac67039"><enum>(1)</enum><header>In general</header><text>The Secretary shall administer the Monument in accordance with—</text>
 <subparagraph id="idb86f6f99e980485fa0802ed2d47b7d08"><enum>(A)</enum><text>this Act; and</text> </subparagraph><subparagraph id="idd27b6b93f3914bb7bf09c5b8842663a0"><enum>(B)</enum><text>the laws generally applicable to units of the National Park System, including—</text>
 <clause id="idee3bf0fe7eed4026bff4c1e0f91580c8"><enum>(i)</enum><text>section 100101(a), chapter 1003, and sections 100751(a), 100752, 100753, and 102101 of title 54, United States Code; and</text>
 </clause><clause id="id30f3039a2bd84be4a1772a3cea3955fe"><enum>(ii)</enum><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/54/3201">chapter 3201</external-xref> of title 54, United States Code.</text> </clause></subparagraph></paragraph><paragraph id="idee337ef4879d4647b3d6f1a776c41bf9"><enum>(2)</enum><header>Management plan</header> <subparagraph id="id36534c1d836540e8815d8d1a875d8394"><enum>(A)</enum><header>In general</header><text>Not later than 3 years after the date on which funds are first made available to the Secretary for this purpose, the Secretary shall prepare a general management plan for the Monument in accordance with section 100502 of title 54, United States Code.</text>
 </subparagraph><subparagraph id="id6e6f6b1d44bb4f19a96fcd4d4379d94d"><enum>(B)</enum><header>Submission</header><text>On completion of the general management plan under subparagraph (A), the Secretary shall submit it to the Committee on Natural Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate.</text>
					</subparagraph></paragraph></subsection><subsection id="id524d519b87f944aba0158a911ccb0ac3"><enum>(f)</enum><header>Agreements</header>
 <paragraph id="id03bf6901d8f644cfaed2c79a4f5139c7"><enum>(1)</enum><header>Monument</header><text>The Secretary—</text> <subparagraph id="id1CB91E1FC0ED42779A053D472AEAE5F5"><enum>(A)</enum><text>shall seek to enter into an agreement with the College to provide interpretive and educational services relating to the Monument; and</text>
 </subparagraph><subparagraph id="idC4090E55FB3648568E5A96C62E091980"><enum>(B)</enum><text>may enter into agreements with the College and other entities for the purposes of carrying out this Act.</text>
 </subparagraph></paragraph><paragraph id="id31980a98a18a4f918b006e5f095ee209"><enum>(2)</enum><header>Historic district</header><text>The Secretary may enter into agreements with the owner of a nationally significant property within the Historic District, to identify, mark, interpret, and provide technical assistance with respect to the preservation and interpretation of the property.</text>
				</paragraph></subsection><subsection id="id0e44a99a66794f779600dc4e0a85790f"><enum>(g)</enum><header>No buffer zones</header>
 <paragraph id="id9a20bb33bca1457ab1a0107125b98f2b"><enum>(1)</enum><header>In general</header><text>Nothing in this Act, the establishment of the Monument, or the management of the Monument creates a buffer zone outside of the Monument.</text>
 </paragraph><paragraph id="idaa750cabad9a4e0e90a5e4c95352081e"><enum>(2)</enum><header>Activity or use outside monument</header><text>The fact that an activity or use can be seen, heard, or detected from within the Monument shall not preclude the conduct of the activity or use outside of the Monument.</text></paragraph></subsection></section></legis-body><official-title-amendment>Amend the title so as to read: <quote>An Act to establish the Medgar and Myrlie Evers Home National Monument in the State of Mississippi,
