			 Federal Open Market Committee, and for other purposes.</official-title></form>

 <section id="HBC67ADECA3C24488A232AC08B53410A6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Reserve Blackout Improvement Act</short-title></quote>.</text> </section><section id="H7A05EA287D454951BE83F6275ACC2459" section-type="subsequent-section"><enum>2.</enum><header>Federal Open Market Committee blackout period</header><text display-inline="no-display-inline">Section 12A of the Federal Reserve Act (<external-xref legal-doc="usc" parsable-cite="usc/12/263">12 U.S.C. 263</external-xref>) is amended by adding at the end the following new subsection:</text>

				<subsection id="H54C7D3F157AE4E9E9E9725E7E38B117A"><enum>(d)</enum><header>Blackout period</header>
 <paragraph id="HBD7E0C51DCA0432DBB62DD02CB5E6AFC"><enum>(1)</enum><header>In general</header><text>During a blackout period, the only public communications that may be made by members and staff of the Committee with respect to macroeconomic or financial developments or about current or prospective monetary policy issues are the following:</text>
 <subparagraph id="H05A15D1192914F908D3A3FDA67A03F88"><enum>(A)</enum><text>The dissemination of published data, surveys, and reports that have been cleared for publication by the Board of Governors of the Federal Reserve System.</text>
 </subparagraph><subparagraph id="H2CDE6920013D49AA83DAE3593FC929D6"><enum>(B)</enum><text>Answers to technical questions specific to a data release.</text> </subparagraph><subparagraph id="HA01974A415BE4CC0BDF44CB3F9DD9EB7"><enum>(C)</enum><text>Communications with respect to the prudential or supervisory functions of the Board of Governors.</text>
 </subparagraph></paragraph><paragraph id="H5878B935975340E0B9B7A4E0FB3A3F95"><enum>(2)</enum><header>Blackout period defined</header><text>For purposes of this subsection, and with respect to a meeting of the Committee described under subsection (a), the term <quote>blackout period</quote> means the time period that—</text>
 <subparagraph id="H9D48961DC96E4BAB8FE98F01A08BCAA5"><enum>(A)</enum><text>begins immediately after midnight on the day that is one week prior to the date on which such meeting takes place; and</text>
 </subparagraph><subparagraph id="H8AF3713A713A40D9ACE8BB0A2D48E2FD"><enum>(B)</enum><text>ends at midnight on the day after the date on which such meeting takes place.</text> </subparagraph></paragraph><paragraph id="HDA208842DE7D468BB7C655480247F9AE"><enum>(3)</enum><header>Exemption for chairman of the board of governors</header><text>Nothing in this section shall prohibit the Chairman of the Board of Governors of the Federal Reserve System from participating in or issuing public communications.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
