 threats, including vehicular attacks, and for other purposes.</official-title></form><legis-body id="H418D91B071174848B601BA1307BFC46B" style="OLC"><section id="H435E6D4F2D8642AAB6C9099A540AB51A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Shielding Public Spaces from Vehicular Terrorism Act</short-title></quote>.</text></section><section id="HCAF93022FC1144FF87D976DEB82C550E"><enum>2.</enum><header>Research and development</header><text display-inline="no-display-inline">The Homeland Security Act of 2002 is amended—</text><paragraph id="H10C8DA07E3C04531B2DB697FD49D7731"><enum>(1)</enum><text>in paragraph (11) of section 302 (<external-xref legal-doc="usc" parsable-cite="usc/6/182">6 U.S.C. 182</external-xref>), by inserting <quote>research and development to combat emerging terrorist threats, such as vehicular attacks, and</quote> before <quote>the long-term</quote>; and</text></paragraph><paragraph id="H104D5DA22C0444E2A482C0FA8B9AACAE"><enum>(2)</enum><text>in subparagraph (B) of section 308(b)(2) (<external-xref legal-doc="usc" parsable-cite="usc/6/188">6 U.S.C. 188(b)(2)</external-xref>)—</text><subparagraph id="H607BE78611754DA0BE1067B577E57F6C"><enum>(A)</enum><text>in the matter preceding clause (i), by striking <quote>expertise in—</quote> and inserting <quote>expertise in the following:</quote>;</text></subparagraph><subparagraph id="H3DC6B8B4AF094064879BDE411DD532EB"><enum>(B)</enum><text>by redesignating clause (xiv) as clause (xv); and</text></subparagraph><subparagraph id="H26C0AF2C5068477E84559A8421C42CDE"><enum>(C)</enum><text>by inserting after clause (xiii) the following new clause:</text><quoted-block display-inline="no-display-inline" id="HC3F2DC87CC1D4B4DBCBC5A7C4C1E7FA6" style="OLC"><clause id="HE6CBB0295201479F9BB1AE041419A3CA"><enum>(xiv)</enum><text display-inline="yes-display-inline">Combating emerging terrorist threats, including vehicular attacks.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section><section id="H7248CE203A5D45AC9B61F50E0450DD48"><enum>3.</enum><header>Allowable uses</header><text display-inline="no-display-inline">Section 2008 of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/609">6 U.S.C. 609</external-xref>) is amended—</text><paragraph id="H4A83B10F29694D12BE461F207DBAE24F"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="HD58281C235D449B8AEF7FD0F98BD4C2A"><enum>(A)</enum><text>by redesignating paragraphs (11) through (14) as paragraphs (12) through (15), respectively; and</text></subparagraph><subparagraph id="H58FE8BDF01714362AD68FCFB1D9D1D84"><enum>(B)</enum><text>by inserting after paragraph (10) the following new paragraph:</text><quoted-block id="HC7A7DCD7C7004C84BA7B581252ED50B8" style="OLC"><paragraph id="H61BAD806E049437D97C501E3718E9390"><enum>(11)</enum><text>addressing security vulnerabilities of public spaces, including through the installation of bollards and other target hardening activities;</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H3E3B52D1F6024AD782FC8A17732AC189"><enum>(2)</enum><text>in subsection (b)—</text><subparagraph id="H0EA4D3EDA8E94C918A24786AC564BA28"><enum>(A)</enum><text>in paragraph (3)(B), by striking <quote>(a)(10)</quote> and inserting <quote>(a)(12)</quote>; and</text></subparagraph><subparagraph id="HC5949171442E48E8A15FEC296020BFA8"><enum>(B)</enum><text>by adding at the end the following new paragraph:</text><quoted-block display-inline="no-display-inline" id="H6DDAA35EEEDE4A6FAADD9708BB621D89" style="OLC"><paragraph id="HAEF8502A58DF4E98AF56637F324A0C9E"><enum>(6)</enum><header>Firearms</header><subparagraph id="H6D95234705E14E0DB84E56D15709E2F8"><enum>(A)</enum><header>In general</header><text>A grant awarded under section 2003 or 2004 may not be used for the provision to any person of a firearm or training in the use of a firearm.</text></subparagraph><subparagraph id="H1BC8FEF2CCCE4F2EBD0728F58808D077"><enum>(B)</enum><header>No effect on other laws</header><text>Nothing in this paragraph may be construed to preclude or contradict any other provision of law authorizing the provision of firearms or training in the use of firearms.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section><section id="HD213EF6426144DD48091A9282124C19F"><enum>4.</enum><header>Report</header><text display-inline="no-display-inline">The Secretary of Homeland Security shall submit to the Committee on Homeland Security of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate a report on potential terrorism vulnerabilities relating to emerging automotive technologies that support driverless vehicles and the associated threat such vehicles may pose to people in public spaces. Such report shall also compare any public benefit of such vehicles against any such vulnerabilities and threats.</text></section></legis-body><attestation><attestation-group><attestation-date chamber="House" date="20180619">Passed the House of Representatives June 19, 2018.</attestation-date><attestor display="yes">Karen L.
