		<official-title display="yes">To amend the Economic Growth and Regulatory Paperwork Reduction Act of 1996 to ensure that Federal
			 financial regulators perform a comprehensive review of regulations to
			 identify outdated or otherwise unnecessary regulatory requirements imposed
			 on covered persons, and for other purposes.</official-title>

 <section id="H4C6300B753B6435494D102DF2DA09C3D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Comprehensive Regulatory Review Act</short-title></quote>.</text> </section><section id="HF98A88DA4A744DD49670428EF0D6BAEA"><enum>2.</enum><header>Amendments to definitions of the Economic Growth and Regulatory Paperwork Reduction Act</header><text display-inline="no-display-inline">Section 2001(c) of the Economic Growth and Regulatory Paperwork Reduction Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/12/252">12 U.S.C. 252</external-xref> note) is amended by adding at the end the following new paragraphs:</text>
			<quoted-block display-inline="no-display-inline" id="H73A642A570584D9EBC3E3FE4E7690F9F" style="OLC">
 <paragraph id="H93E69F9B9A7B4A0C9935CB8221F94C6B"><enum>(8)</enum><header>Covered person</header><text display-inline="yes-display-inline">The term <term>covered person</term> has the meaning given such term in section 1002 of the Consumer Financial Protection Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/12/5481">12 U.S.C. 5481</external-xref>).</text>
 </paragraph><paragraph id="H3A28E9E0FE7541268C4BC124EADE9E70"><enum>(9)</enum><header>Federal financial regulator</header><text>The term <term>Federal financial regulator</term> means the Office of the Comptroller of the Currency, the Federal Deposit Insurance Corporation, the Board of Governors of the Federal Reserve System, the Bureau of Consumer Financial Protection, and the National Credit Union Administration Board.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H1F93F7E9C2EB4B21A898CA9D1EDE1FEC"><enum>3.</enum><header>Ensuring a comprehensive regulatory review</header>
 <subsection id="H763872810D1146CBAB368F943577C2ED"><enum>(a)</enum><header>In General</header><text>Subsection (a) of section 2222 of the Economic Growth and Regulatory Paperwork Reduction Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/12/3311">12 U.S.C. 3311(a)</external-xref>) is amended—</text>
 <paragraph id="HC410B8F797034D9FB0DA5897533255FB"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>10 years</quote> and inserting <quote>7 years</quote>;</text> </paragraph><paragraph id="HD4D02A3C1FED44569194F13943AEA862"><enum>(2)</enum><text>by striking <quote>each appropriate</quote> and all that follows through <quote>review</quote> and inserting <quote>the Federal financial regulators shall each conduct a comprehensive review</quote>;</text>
 </paragraph><paragraph id="HEB7FE4A673854A53A6ACD3DE10A6AE16"><enum>(3)</enum><text>by striking <quote>such appropriate Federal banking agency</quote> and inserting <quote>such Federal financial regulator, jointly or otherwise,</quote>; and</text> </paragraph><paragraph id="HC3EBF2B14A8B4AB9BB5ED7002575F597"><enum>(4)</enum><text display-inline="yes-display-inline">by inserting <quote>or covered persons</quote> after <quote>insured depository institutions</quote>.</text>
 </paragraph></subsection><subsection id="HA5DD4F591FD44A159EBEADBFD4B2BCA4"><enum>(b)</enum><header>Conforming Amendments</header><text>Such section is amended—</text> <paragraph id="H77F3607BDADA473990FF41B51C7F0DFE"><enum>(1)</enum><text>in subsections (b), (c), (d), and (e), by striking <quote>the appropriate Federal banking agency</quote> each place that term appears and inserting <quote>the appropriate Federal financial regulator</quote>; and</text>
 </paragraph><paragraph id="HBCA82A72971042A6AD2EDC21C76B2E79"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (e)(1), by striking <quote>the appropriate Federal banking agencies</quote> and inserting <quote>the appropriate Federal financial regulator</quote>.</text> </paragraph></subsection></section><section id="H57059156A6E64C35A37BC65230DA634F"><enum>4.</enum><header>Considerations for comprehensive regulatory review</header><text display-inline="no-display-inline">Section 2222 of the Economic Growth and Regulatory Paperwork Reduction Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/12/3311">12 U.S.C. 3311</external-xref>), as amended by section 3, is further amended—</text>
 <paragraph id="H541EE2153C2A4407965CCE9313D69CD5"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (c), by striking <quote>10 years</quote> and inserting <quote>7 years</quote>; and</text> </paragraph><paragraph id="HEDA343CFCCF748318BA4A27F039CA486"><enum>(2)</enum><text>in subsection (d)—</text>
 <subparagraph id="H17CD739CEE644498BFF5910DA16A9345"><enum>(A)</enum><text>in paragraph (1), by striking <quote>and</quote> at the end;</text> </subparagraph><subparagraph id="H4567443E82504D06A33BE5369BA8E8D9"><enum>(B)</enum><text>in paragraph (2), by striking the period at the end and inserting <quote>; and</quote>; and</text>
 </subparagraph><subparagraph id="H5B5241A16858434BA68933BCB80BC11A"><enum>(C)</enum><text>by adding at the end the following new paragraph:</text> <quoted-block display-inline="no-display-inline" id="HA126B06CD893494EBA9E66A2D57D1FD8" style="OLC"> <paragraph id="H3F381873F6624F6F9A10F7C7E2604D22"><enum>(3)</enum><text display-inline="yes-display-inline">tailor other regulations related to covered persons in a manner that limits the regulatory compliance impact, cost, liability risk, and other burdens, unless otherwise determined by the Council or the appropriate Federal financial regulator.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </subparagraph></paragraph></section><section id="H3AA7752EAD234A15AF66843D3C761115"><enum>5.</enum><header>Reviews conducted by the Bureau</header><text display-inline="no-display-inline">Section 2222 of the Economic Growth and Regulatory Paperwork Reduction Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/12/3311">12 U.S.C. 3311</external-xref>), as amended by section 4, is further amended by adding at the end the following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H560971E23D0A47478E13C182D500FB73" style="OLC">
 <subsection id="H8D4F200DA2BA4CAE90E535B9D7C75E3C"><enum>(f)</enum><header>Reviews conducted by the Bureau</header><text display-inline="yes-display-inline">The Bureau of Consumer Financial Protection shall—</text> <paragraph id="HF93D7181D51E493E80CE7B133B6EE072"><enum>(1)</enum><text>use any relevant information from an assessment conducted under section 1022(d) of the Consumer Financial Protection Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/12/5512">12 U.S.C. 5512(d)</external-xref>) in conducting the review required under subsection (a); and</text>
 </paragraph><paragraph id="H7AF1F29C79D24B15A4E3F80F970269C2"><enum>(2)</enum><text display-inline="yes-display-inline">conduct such review in accordance with the purposes and objectives described in subsections (a) and (b) of section 1021 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/12/5511">12 U.S.C. 5511</external-xref>).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H8394DF523D9A4C3FA69DC2DB3B278F28"><enum>6.</enum><header>Reduction of surplus funds of Federal reserve banks</header>
 <subsection id="H77A5498504F34E4582F4E078C1D0B013"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 7(a)(3)(A) of the Federal Reserve Act (<external-xref legal-doc="usc" parsable-cite="usc/12/289">12 U.S.C. 289(a)(3)(A)</external-xref>) is amended by striking <quote>$7,500,000,000</quote> and inserting <quote>$7,495,714,285</quote>.</text> </subsection><subsection id="HCBE6EE924585464ABD5AC193454B8CC4"><enum>(b)</enum><header>Effective date</header><text>Subsection (a) shall take effect on May 1, 2018.</text>
