 <section id="H213160B1EC75422F8F7582DF5C4BB5B1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Volcano Early Warning and Monitoring System Act</short-title></quote>.</text> </section><section id="HBDA5BE4B9399488EA5297E61D2CC85A0"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
 <paragraph id="HCE27ABBF7F44486BB0EB41EC73C771FB"><enum>(1)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior, acting through the Director of the United States Geological Survey.</text>
 </paragraph><paragraph id="H55301C25CD3C41F49A8F8406E895A374"><enum>(2)</enum><header>System</header><text>The term <term>System</term> means the National Volcano Early Warning and Monitoring System established under section 3(a)(1).</text> </paragraph></section><section id="H73A3CAC910E64927931339011A60B726"><enum>3.</enum><header>National volcano early warning and monitoring system</header> <subsection id="H06F0C2AB800B4A87B6528F37FDE485E8"><enum>(a)</enum><header>Establishment</header> <paragraph id="H7394046B174C43818195CE1947BE7136"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish within the United States Geological Survey a system, to be known as the <quote>National Volcano Early Warning and Monitoring System</quote>, to monitor, warn, and protect citizens of the United States from undue and avoidable harm from volcanic activity.</text>
 </paragraph><paragraph id="H2CE6DCF215584D5089DA2DDD0911BC01"><enum>(2)</enum><header>Purposes</header><text>The purposes of the System are—</text> <subparagraph id="H8C24846E8FF647FFAC951B850B3A8C0B"><enum>(A)</enum><text display-inline="yes-display-inline">to organize, modernize, standardize, and stabilize the monitoring systems of the volcano observatories in the United States, which include the Alaska Volcano Observatory, California Volcano Observatory, Cascades Volcano Observatory, Hawaiian Volcano Observatory, Yellowstone Volcano Observatory, and other volcano observatories established under subsection (d); and</text>
 </subparagraph><subparagraph id="H973DE901DFE142A1BF3AA95FDF1591F2"><enum>(B)</enum><text>to unify the monitoring systems of volcano observatories in the United States into a single interoperative system.</text>
 </subparagraph></paragraph><paragraph id="H6728BA94DFCB42FF8EDC342B235A1960"><enum>(3)</enum><header>Objective</header><text>The objective of the System is to monitor all the volcanoes in the United States at a level commensurate with the threat posed by the volcanoes by—</text>
 <subparagraph id="H5003632DFA2C46EBBA01A3ADAF62DCF9"><enum>(A)</enum><text>upgrading existing networks on monitored volcanoes;</text> </subparagraph><subparagraph id="H7C40DE56E92F4B34845374AF117FAAF4"><enum>(B)</enum><text>installing new networks on unmonitored volcanoes; and</text>
 </subparagraph><subparagraph id="H4435F82B22EB46DF86E9E95D5476660D"><enum>(C)</enum><text>employing geodetic and other components when applicable.</text> </subparagraph></paragraph></subsection><subsection id="H5681B5C7C83D43AFB5114111583C8AA3"><enum>(b)</enum><header>System components</header> <paragraph id="H11C29E381B164ACCA43504CEE5690F6F"><enum>(1)</enum><header>In general</header><text>The System shall include—</text>
 <subparagraph id="H3AAF84D2AC434752B99A520E68EE31CD"><enum>(A)</enum><text>a national volcano watch office that is operational 24 hours a day and 7 days a week;</text> </subparagraph><subparagraph id="HE6A00A6377FD4E0BB9BE6681CA23B302"><enum>(B)</enum><text>a national volcano data center; and</text>
 </subparagraph><subparagraph id="H2EDC2E41DDE3471A855B3509E9DDED5F"><enum>(C)</enum><text>an external grants program to support research in volcano monitoring science and technology.</text> </subparagraph></paragraph><paragraph id="H4BD89B1EF3C54E3289B818818A4019D0"><enum>(2)</enum><header>Modernization activities</header><text>Modernization activities under the System shall include the comprehensive application of emerging technologies, including digital broadband seismometers, real-time continuous Global Positioning System receivers, satellite and airborne radar interferometry, acoustic pressure sensors, and spectrometry to measure gas emissions.</text>
				</paragraph></subsection><subsection id="HF7B8DF95F9C94EA09111A1076430321C"><enum>(c)</enum><header>Management</header>
				<paragraph id="HDEC450E2A2FE4DC9AB1C24A815D60084"><enum>(1)</enum><header>Management plan</header>
 <subparagraph id="HE961E4C0FACA41C191F51302768CE2A5"><enum>(A)</enum><header>In general</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary shall submit to Congress a 5-year management plan for establishing and operating the System.</text>
 </subparagraph><subparagraph id="HD51D683CFA754E208E34E341FA8C08D3"><enum>(B)</enum><header>Inclusions</header><text>The management plan submitted under subparagraph (A) shall include—</text> <clause id="H4A4A9617ECBB4D02AD7DF4B20DA52978"><enum>(i)</enum><text>annual cost estimates for modernization activities and operation of the System;</text>
 </clause><clause id="H046F484E4E824D36B4C2A77061151DD4"><enum>(ii)</enum><text>annual milestones, standards, and performance goals; and</text> </clause><clause id="HB0BC0EBA8A8B433289DF5BE4617815BD"><enum>(iii)</enum><text>recommendations for, and progress towards, establishing new, or enhancing existing, partnerships to leverage resources.</text>
 </clause></subparagraph></paragraph><paragraph id="H98D5FE95C292492CAF16DE9D6A7EA764"><enum>(2)</enum><header>Advisory committee</header><text>The Secretary shall establish an advisory committee to assist the Secretary in implementing the System, to be comprised of representatives of relevant agencies and members of the scientific community, to be appointed by the Secretary.</text>
 </paragraph><paragraph id="H2FDF3A30DA5E4074B343CC49FECE7283"><enum>(3)</enum><header>Partnerships</header><text display-inline="yes-display-inline">The Secretary may enter into cooperative agreements with institutions of higher education and State or territorial agencies designating the institutions of higher education and State or territorial agencies as volcano observatory partners for the System.</text>
 </paragraph><paragraph id="H1A82B51EF496476CA944E77910155B2F"><enum>(4)</enum><header>Coordination</header><text>The Secretary shall coordinate the activities under this Act with the heads of relevant Federal agencies, including—</text>
 <subparagraph id="H8BB9DD905A89440E984BE84CB6E3B2AA"><enum>(A)</enum><text>the Secretary of Transportation;</text> </subparagraph><subparagraph id="H3B700F4DB6694ADE8AADAD40AF0983CC"><enum>(B)</enum><text>the Administrator of the Federal Aviation Administration;</text>
 </subparagraph><subparagraph id="H3AA45E29B96B4369B31473AEB41C9F32"><enum>(C)</enum><text>the Administrator of the National Oceanic and Atmospheric Administration; and</text> </subparagraph><subparagraph id="H5903A66AAD4D46A8A20916B82380F82E"><enum>(D)</enum><text>the Director of the Federal Emergency Management Administration.</text>
					</subparagraph></paragraph></subsection><subsection id="HC90487B9FC6240BBAF2BC74AF336496D"><enum>(d)</enum><header>Volcano Observatory in Pacific U.S. Territories</header>
 <paragraph id="H3D75A002598343588F4DA6B9EB0DD7DC"><enum>(1)</enum><header>Feasibility study</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Secretary shall conduct a study to assess the feasibility of establishing volcano observatories in Guam, the Northern Mariana Islands, and American Samoa to monitor volcanic activity across the western and southern Pacific Ocean along the Ring of Fire, including underwater volcanic activity in such region.</text>
 </paragraph><paragraph id="H15E42F143C8C4C62AE6BC7FC5F6694A3"><enum>(2)</enum><header>Consultation</header><text>The Secretary shall consult with appropriate territorial and local entities in conducting the study.</text>
 </paragraph><paragraph id="H0A4980DC64A343F0955849CEBE572FBB"><enum>(3)</enum><header>Cooperative agreement</header><text display-inline="yes-display-inline">If the study required by paragraph (1) determines that such observatories are feasible, then the Secretary, subject to the availability of appropriations, may enter into cooperative agreements under subsection (c)(3) with institutions of higher education or territorial agencies to establish such volcano observatories as part of the National Volcano Early Warning and Monitoring System.</text>
 </paragraph></subsection><subsection id="HEB041F9EEAE34D9082823870EDADD307"><enum>(e)</enum><header>Annual report</header><text display-inline="yes-display-inline">In each of fiscal years 2018 through 2024, the Secretary shall submit to Congress a report that describes the activities carried out under this Act.</text>
			</subsection></section><section id="H136D0F5D837040D9A315ECF59D630A38"><enum>4.</enum><header>Funding</header>
 <subsection id="H61544BCD02014B35BB7C7DB0235E81EA"><enum>(a)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Secretary to carry out this Act $15,000,000 for each of fiscal years 2018 through 2024.</text>
 </subsection><subsection id="H0B843FBB4087412D88E42E3BE5A15164"><enum>(b)</enum><header>Effect on other sources of Federal funding</header><text>Amounts made available under this section shall supplement, and not supplant, Federal funds made available for other United States Geological Survey hazards activities and programs.</text>
