 <section id="H2EB2A1BB3D5D4D6F921D4BBB14FCC84F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Every Kid Outdoors Act</short-title></quote>.</text> </section><section id="H3148E446ACFE4BA297A9BFF62251ECD2"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
 <paragraph id="H2C08D5FE42074DEF9676318CDF9D7096"><enum>(1)</enum><header>Federal land and waters</header><text>The term <quote>Federal land and waters</quote> means any Federal land or body of water under the jurisdiction of any of the Secretaries to which the public has access.</text>
 </paragraph><paragraph id="H78DD6B7E394A49C5B87659B8E15F0BC9"><enum>(2)</enum><header>Program</header><text>The term <quote>program</quote> means the Every Kid Outdoors program established under section 3(a).</text> </paragraph><paragraph id="H1DA3E5427D0C47558B72C67D6CCEAB4E"><enum>(3)</enum><header>Secretaries</header><text>The term <quote>Secretaries</quote> means—</text>
 <subparagraph id="HDDA3FB27F62447BA9C9548595E1EC716"><enum>(A)</enum><text>the Secretary of the Interior, acting through—</text> <clause id="HF4A9E6EC568C45A7B2425E39CCC40E67"><enum>(i)</enum><text>the Director of the National Park Service;</text>
 </clause><clause id="H4F466151179A4D9685C5E0E2D91ABA39"><enum>(ii)</enum><text>the Director of the United States Fish and Wildlife Service;</text> </clause><clause id="H6003BFF65D354EBCA9C65EAB00DC2419"><enum>(iii)</enum><text>the Director of the Bureau of Land Management; and</text>
 </clause><clause id="H152B60B42900482A8829AEB4348E90A3"><enum>(iv)</enum><text>the Commissioner of Reclamation;</text> </clause></subparagraph><subparagraph id="H121EEF7689424BD28E384A34B551FBCC"><enum>(B)</enum><text>the Secretary of Agriculture, acting through the Chief of the Forest Service;</text>
 </subparagraph><subparagraph id="HB7B96FD00D6C48E9AD3894328ED79FB4"><enum>(C)</enum><text>the Secretary of Commerce, acting through the Administrator of the National Oceanic and Atmospheric Administration; and</text>
 </subparagraph><subparagraph id="HF799652EC685466BA899FFF88927F7EE"><enum>(D)</enum><text>the Secretary of the Army, acting through the Chief of Engineers of the Corps of Engineers.</text> </subparagraph></paragraph><paragraph id="HA509A6C27079435F851EF6B7DC78FF49"><enum>(4)</enum><header>State</header><text display-inline="yes-display-inline">The term <quote>State</quote> means each of the several States, the District of Columbia, American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, the Virgin Islands of the United States, and any other territory or possession of the United States.</text>
 </paragraph><paragraph id="HDF9A0B8FDEF043F58CCAA2745BE95BAF"><enum>(5)</enum><header>Student or Students</header><text display-inline="yes-display-inline">The term <quote>student</quote> or <quote>students</quote> means any fourth grader or home-schooled learner 10 years of age residing in the United States, including any territory or possession of the United States.</text>
			</paragraph></section><section id="HA5E2315F4FF5468F9785382D2FEE6118"><enum>3.</enum><header>Every kid outdoors program</header>
 <subsection id="H72AE8D752D434281A4EDF98D65F4685B"><enum>(a)</enum><header>Establishment</header><text>The Secretaries shall jointly establish a program, to be known as the <quote>Every Kid Outdoors program</quote>, to provide free access to Federal land and waters for students and accompanying individuals in accordance with this section.</text>
			</subsection><subsection id="H894A26BB4CE04F5782B812D1AF845651"><enum>(b)</enum><header>Annual passes</header>
 <paragraph id="H8CE7814FD91E4FC9955CF8212ACEC61E"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">At the request of a student, the Secretaries shall issue a pass to the student, which allows access to Federal lands and waters for which access is subject to an entrance, standard amenity, or day use fee, free of charge for the student and—</text>
 <subparagraph id="HEDA3D4FFC0524E72B5F1D14E3984466A"><enum>(A)</enum><text>in the case of a per-vehicle fee area—</text> <clause id="H852E03241CAF41389134CAEB6D472A57"><enum>(i)</enum><text>any passengers accompanying the student in a private, noncommercial vehicle; or</text>
 </clause><clause id="H6C69AB2FFF874A508C274325012B91BA"><enum>(ii)</enum><text>not more than 3 adults accompanying the student on bicycles; or</text> </clause></subparagraph><subparagraph id="H3C69A80FB2334782AC04B24888A7B4A0"><enum>(B)</enum><text>in the case of a per-person fee area, not more than 3 adults accompanying the student.</text>
 </subparagraph></paragraph><paragraph id="HF5A203F291094BE195AE0087D778E2CD"><enum>(2)</enum><header>Term</header><text>A pass described in paragraph (1) shall be effective during the period beginning on September 1 and ending on August 31 of the following year.</text>
 </paragraph><paragraph id="HC9783385322F4997BD3E81EB039F146C"><enum>(3)</enum><header>Presence of a student in grade four required</header><text>A pass described in paragraph (1) shall be effective only if the student to which the pass was issued is present at the point of entry to the applicable Federal land or water.</text>
 </paragraph></subsection><subsection id="H76E7269C5CE8481E92C3575771BA4C36"><enum>(c)</enum><header>Other activities</header><text>In carrying out the program, the Secretaries—</text> <paragraph id="H1782D3D3AC434C66BAA3BBFF666FD154"><enum>(1)</enum><text>may collaborate with State Park systems that opt to implement a complementary Every Kid Outdoors State park pass;</text>
 </paragraph><paragraph id="H47377F5C8CF0425C8E97B556E6541E08"><enum>(2)</enum><text display-inline="yes-display-inline">may coordinate with the Secretary of Education to implement the program;</text> </paragraph><paragraph id="H0F17F12270A44095956DF754DFD1F578"><enum>(3)</enum><text>shall maintain a publicly available website with information about the program;</text>
 </paragraph><paragraph id="H65B2257C0FAD4E7DB760A9747EF5BE66"><enum>(4)</enum><text>may provide visitor services for the program; and</text> </paragraph><paragraph id="HC0D457BF30234558A51332EB481C9EEA"><enum>(5)</enum><text display-inline="yes-display-inline">may support approved partners of the Federal land and waters by providing the partners with opportunities to participate in the program.</text>
 </paragraph></subsection><subsection id="HCE88DCED5B1B47C199706F815C611AC8"><enum>(d)</enum><header>Reports</header><text>The Secretary of the Interior, in coordination with each Secretary, shall prepare a comprehensive report to Congress each year describing—</text>
 <paragraph id="H89E80273C4B04685A485945DD20313B2"><enum>(1)</enum><text>the implementation of the program;</text> </paragraph><paragraph id="H2139D97EA5664E39B49D936D3F893CFA"><enum>(2)</enum><text>the number and geographical distribution of students who participated in the program; and</text>
 </paragraph><paragraph id="H30512B473C98406CB224711E732A0823"><enum>(3)</enum><text>the number of passes described in subsection (b)(1) that were distributed.</text> </paragraph></subsection><subsection id="H2D98AD6FC9B648468F3B36637E69E9D4"><enum>(e)</enum><header>Sunset</header><text>The authorities provided in this Act, including the reporting requirement, shall expire on the date that is seven years after the date of enactment of this Act.</text>
