			 Vietnam</header>
 <subsection id="HBB70B0D7B30344E296B97E66DDE0A04A"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/11">Chapter 11</external-xref> of title 38, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/38/1116">section 1116</external-xref> the following new section:</text>

					<section id="H1B2023ACFAF5448D80E9F84212DCBB5C"><enum>1116A.</enum><header>Presumptions of service connection for veterans who served in the territorial seas of the Republic
			 of Vietnam</header>
 <subsection id="HD96850D8264F4AFDA4800CE7D0B08A28"><enum>(a)</enum><header>Service connection</header><text display-inline="yes-display-inline">For the purposes of section 1110 of this title, and subject to section 1113 of this title, a disease covered by section 1116 of this title becoming manifest as specified in that section in a veteran who, during active military, naval, or air service, served in the territorial seas of the Republic of Vietnam during the period beginning on January 9, 1962, and ending on May 7, 1975, shall be considered to have been incurred in or aggravated by such service, notwithstanding that there is no record of evidence of such disease during the period of such service.</text>
 </subsection><subsection id="HBDD377A605D1463C9513869977D1FEF5"><enum>(b)</enum><header>Exposure</header><text display-inline="yes-display-inline">A veteran who, during active military, naval, or air service, served in the territorial seas of the Republic of Vietnam during the period beginning on January 9, 1962, and ending on May 7, 1975, shall be presumed to have been exposed during such service to an herbicide agent containing dioxin or 2,4-dichlorophenoxyacetic acid, and may be presumed to have been exposed during such service to any other chemical compound in an herbicide agent, unless there is affirmative evidence to establish that the veteran was not exposed to any such agent during that service.</text>
						</subsection><subsection commented="no" id="HCB6B86BA39054A8D84880365DBADA91A"><enum>(c)</enum><header>Effective date of award</header>
 <paragraph commented="no" display-inline="yes-display-inline" id="HE92EC8D8506E404EA0466FBFBF5F792D"><enum>(1)</enum><text display-inline="yes-display-inline">Except as provided by paragraph (2), the effective date of an award under this section shall be determined in accordance with section 5110 of this title.</text>
							</paragraph><paragraph changed="added" commented="no" committee-id="HVR00" id="H6595E0D9C91C4FDF80B861F8C7598EC6" indent="up1" reported-display-style="italic"><enum>(2)</enum>
 <subparagraph commented="no" display-inline="yes-display-inline" id="H3718126FA8EE4E669EC15B482877538E"><enum>(A)</enum><text display-inline="yes-display-inline">Notwithstanding subsection (g) of section 5110 of this title, the Secretary shall determine the effective date of an award based on a claim under this section for a veteran described in subparagraph (B) by treating the date on which the veteran filed the prior claim specified in clause (i) of such subparagraph as the date on which the veteran filed the claim so awarded under this section.</text>
 </subparagraph><subparagraph changed="added" commented="no" committee-id="HVR00" id="H38F9AD371CE148658B558C17396A2556" indent="up1" reported-display-style="italic"><enum>(B)</enum><text>A veteran described in this subparagraph is a veteran who meets the following criteria:</text> <clause commented="no" id="HE5CF8ECC74F04355A5A54EE53DB5DC16"><enum>(i)</enum><text display-inline="yes-display-inline">The veteran submitted a claim for disability compensation on or after September 25, 1985, and before January 1, 2019, for a disease covered by this section, and the claim was denied by reason of the claim not establishing that the disease was incurred or aggravated by the service of the veteran.</text>
 </clause><clause commented="no" id="H4238FDEF7FD948D3B873FB1E6B79A6C7"><enum>(ii)</enum><text>The veteran submits a claim for disability compensation on or after January 1, 2019, for the same condition covered by the prior claim under clause (i), and the claim is approved pursuant to this section.</text>
 </clause></subparagraph></paragraph></subsection><subsection id="H2B8380DACE3D4F08A9298DFBEA5C06DC"><enum>(d)</enum><header>Herbicide agent</header><text>In this section, the term <quote>herbicide agent</quote> has the meaning given that term in section 1116 (a)(3) of this title.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </subsection><subsection id="H9511EF085E6D455E916CBA1DB67C11E0"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of such chapter is amended by inserting after the item relating to section 1116 the following new item:</text>

 </subsection><subsection commented="no" display-inline="no-display-inline" id="H25DE81739FEC4992ACEEE6EFE9088AE5"><enum>(c)</enum><header>Health care</header><text>Section 1710(e)(4) of such title is amended by inserting <quote>(including the territorial seas of such Republic)</quote> after <quote>served on active duty in the Republic of Vietnam</quote>.</text> </subsection><subsection id="H9828FD8BE6B04347A73CB3B1C42B23EE"><enum>(d)</enum><header>Outreach</header> <paragraph id="H100285971EB14AD1B5B9EA38A176B5CB"><enum>(1)</enum><header>Requirement</header><text>The Secretary of Veterans Affairs shall conduct outreach to inform veterans described in paragraph (2) of the ability to submit a claim for disability compensation under section 1116A of title 38, United States Code, as added by subsection (a).</text>
 </paragraph><paragraph id="H5E0EF2C895834090AA5818B79FC65146"><enum>(2)</enum><header>Veteran described</header><text display-inline="yes-display-inline">A veteran described in this paragraph is a veteran who, during active military, naval, or air service, served in the territorial seas of the Republic of Vietnam during the period beginning on January 9, 1962, and ending on May 7, 1975.</text>
 </paragraph></subsection><subsection commented="no" id="H74228FEE3AA140ADBBDEAE24A5F70C2F"><enum>(e)</enum><header>Reports</header><text display-inline="yes-display-inline">Not later than January 1, 2020, and not later than January 1, 2022, the Secretary of Veterans Affairs shall submit to the Committees on Veterans’ Affairs of the House of Representatives and the Senate a report on claims for disability compensation under section 1116A of title 38, United States Code, as added by subsection (a). Each report shall include the following with respect to the period covered by the report, disaggregated by the regional offices of the Department of Veterans Affairs:</text>
 <paragraph commented="no" id="HEC22F8FF493F449F8BEBD386606F96A0"><enum>(1)</enum><text>The number of claims filed under such section.</text> </paragraph><paragraph commented="no" id="H65A028B57BF54EFA994E39A02E91D9C5"><enum>(2)</enum><text>The number of such claims granted.</text>
 </paragraph><paragraph commented="no" id="H0ACFB570983A4541A985FB86742B45B5"><enum>(3)</enum><text>The number of such claims denied.</text> </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HDF6BF4259B414AE7AE6EFD7C6CAA916F"><enum>(f)</enum><header display-inline="yes-display-inline">Effective date</header><text display-inline="yes-display-inline">The amendments made by this section shall take effect on January 1, 2019.</text>
			</subsection></section><section id="HAF3B56DC8B024F07A0DC1D1A43681875" section-type="subsequent-section"><enum>2.</enum><header>Presumption of herbicide exposure for certain veterans who served in Korea</header>
 <subsection id="HB6D232781535492B84A6CDC5DC0B79D4"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/11">Chapter 11</external-xref> of title 38, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/38/1116A">section 1116A,</external-xref> as added by section 1, the following new section:</text>

					<section id="H94CB71B85A184E4AB9FAE1255DB8B156"><enum>1116B.</enum><header>Presumption of herbicide exposure for certain veterans who served in Korea</header>
						<subsection id="HC9AF8B9708A74B309D6EB5751C5AD938"><enum>(a)</enum><header>Presumption of service-Connection</header>
 <paragraph commented="no" display-inline="yes-display-inline" id="HE2D589CD2B5044CC8DB1C6B9B1B004AE"><enum>(1)</enum><text>For the purposes of section 1110 of this title, and subject to section 1113 of this title, a disease specified in subsection (b) that becomes manifest as specified in that subsection in a veteran described in paragraph (2) shall be considered to have been incurred or aggravated in the line of duty in the active military, naval, or air service, notwithstanding that there is no record of evidence of such disease during the period of such service.</text>
 </paragraph><paragraph changed="added" committee-id="HVR00" id="H1356B07A02804C1EB75DA1A78A1C5FB0" indent="up1" reported-display-style="italic"><enum>(2)</enum><text>A veteran described in this paragraph is a veteran who, during active military, naval, or air service, served in or near the Korean demilitarized zone (DMZ), during the period beginning on September 1, 1967, and ending on August 31, 1971.</text>
 </paragraph></subsection><subsection id="HEC4B23803B324D38BA590E71C70D0316"><enum>(b)</enum><header>Diseases</header><text>A disease specified in this subsection is—</text> <paragraph id="H05B39166A7554E88842FC56B4314D8B8"><enum>(1)</enum><text>a disease specified in paragraph (2) of subsection (a) of section 1116 of this title that becomes manifest as specified in that paragraph; or</text>
 </paragraph><paragraph id="H8EF5909895474EAFA2E8C77027CD385B"><enum>(2)</enum><text>any additional disease that—</text> <subparagraph id="H279DFA8367D94F02B7CCAA52DD939D81"><enum>(A)</enum><text display-inline="yes-display-inline">the Secretary determines in regulations warrants a presumption of service-connection by reason of having positive association with exposure to an herbicide agent; and</text>
 </subparagraph><subparagraph id="H8A239BAC4C5F4A44BD8832BF5ADAD416"><enum>(B)</enum><text display-inline="yes-display-inline">becomes manifest within any period prescribed in such regulations.</text> </subparagraph></paragraph></subsection><subsection id="H0E248D409CC34A92ABEB1552FED6725E"><enum>(c)</enum><header>Herbicide agent</header><text>For purposes of this section, the term <quote>herbicide agent</quote> has the meaning given such term in section 1821(d) of this title.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>

					<section id="H3EABB3BCED074688875C574AB9520729"><enum>1822.</enum><header>Benefits for children of certain Thailand service veterans born with spina bifida</header>
 <subsection id="H757D2CAC19FE47DA9E998593D98B47DA"><enum>(a)</enum><header>Benefits authorized</header><text>The Secretary may provide to any child of a veteran of covered service in Thailand who is suffering from spina bifida the health care, vocational training and rehabilitation, and monetary allowance required to be paid to a child of a Vietnam veteran who is suffering from spina bifida under subchapter I of this chapter as if such child of a veteran of covered service in Thailand were a child of a Vietnam veteran who is suffering from spina bifida under such subchapter.</text>
 </subsection><subsection id="HD3CACAD3012E47D8B09A29F6E20A74C9"><enum>(b)</enum><header>Spina bifida conditions covered</header><text>This section applies with respect to all forms and manifestations of spina bifida, except spina bifida occulta.</text>
 </subsection><subsection id="H1293FF15E7B0480CB0168AD6A0BD7E9E"><enum>(c)</enum><header>Veteran of covered service in Thailand</header><text>For purposes of this section, a veteran of covered service in Thailand is any individual, without regard to the characterization of that individual's service, who—</text>
 <paragraph id="H1A4844671867418E93B4F85BD3C15F63"><enum>(1)</enum><text>served in the active military, naval, or air service in Thailand, as determined by the Secretary in consultation with the Secretary of Defense, during the period beginning on January 9, 1962, and ending on May 7, 1975; and</text>
 </paragraph><paragraph id="H57553CDB7E6C4C15BBEC87858CD0858F"><enum>(2)</enum><text>is determined by the Secretary, in consultation with the Secretary of Defense, to have been exposed to a herbicide agent during such service in Thailand.</text>
 </paragraph></subsection><subsection id="H09C6CC6C1EE048DB8E80BB2296292E03"><enum>(d)</enum><header>Herbicide agent</header><text>For purposes of this section, the term <term>herbicide agent</term> means a chemical in a herbicide used in support of United States and allied military operations in Thailand, as determined by the Secretary in consultation with the Secretary of Defense, during the period beginning on January 9, 1962, and ending on May 7, 1975.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>

 <paragraph id="H7732CE25F0A34AD6B49E19CF68BC811B"><enum>(1)</enum><text display-inline="yes-display-inline">the military installations of the United States located in Thailand during the period beginning on January 9, 1962, and ending on May 7, 1975, at which an herbicide agent (as defined in section 1822 of title 38, United States Code, as added by subsection (a)) was actively used; and</text>
 </paragraph><paragraph id="HE5EA56F71A3141E3BEED8C9E225A4F6A"><enum>(2)</enum><text>the period of such use.</text> </paragraph></subsection></section><section id="H08D4F6C15E7D45B287BECE1CFAA2BBE3"><enum>4.</enum><header>Report on certain Gulf War Illness study</header><text display-inline="no-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of Veterans Affairs shall submit to the Committees on Veterans’ Affairs of the House of Representatives and the Senate a report on the findings, as of the date of the report, of the Follow-up Study of a National Cohort of Gulf War and Gulf Era Veterans under the epidemiology program of the Department of Veterans Affairs.</text>
		</section><section id="HCB29E167CC42469E83B13043418AD751" section-type="subsequent-section"><enum>5.</enum><header>Loans guaranteed under home loan program of Department of Veterans Affairs</header>
 <subsection id="H3DAEAB30DF12402FB4B64DAAAA2C0C10"><enum>(a)</enum><header>Adjustment of loan limit</header><text>Section 3703(a)(1) of title 38, United States Code, is amended—</text> <paragraph id="HDA80148B3341461F9E63F9F9A6CF2408"><enum>(1)</enum><text>in subparagraph (A)(i)(IV)—</text>
 <subparagraph id="H857E72ED0F2645C1BC4007D440CD231B"><enum>(A)</enum><text>by striking <quote>the lesser of</quote>; and</text> </subparagraph><subparagraph id="H6B059C19D8DB4A09BB7D55D0B34E53F5"><enum>(B)</enum><text>by striking <quote>or 25 percent of the loan</quote>; and</text>
 </subparagraph></paragraph><paragraph id="HB86C99EF29A144A78C3C0C2A6C510F2F"><enum>(2)</enum><text>in subparagraph (C), by striking <quote>Freddie Mac</quote> and all that follows through the period at the end and inserting <quote>amount of the loan.</quote>.</text> </paragraph></subsection><subsection id="H7C17BEDA96F1435FB44743D7B31FBF55"><enum>(b)</enum><header>Loan fees</header><text display-inline="yes-display-inline">Section 3729(b)(2) of such title is amended by striking the loan fee table and inserting the following:</text>

 </paragraph></subsection><subsection id="H3A227FD082BC4762AE75A9D6367C43F7"><enum>(d)</enum><header>Effective date</header><text>The amendments made by this section shall apply with respect to a loan guaranteed under section 3710 of title 38, United States Code, on or after January 1, 2019.</text>
 </subsection><subsection id="H91F5137C0EB44D429A78D827E73FAADD"><enum>(e)</enum><header>Guidance</header><text display-inline="yes-display-inline">Notwithstanding section 501 of such title, the Secretary of Veterans Affairs may issue guidance to implement this section before prescribing new regulations under sections 3703 and 3729 of such title, as amended by subsections (a), (b), and (c).</text>
			</subsection></section><section id="H6D11DCABEDB744B1A3D807D8894460F6" section-type="subsequent-section"><enum>6.</enum><header>Information gathering for Department of Veterans Affairs home loan appraisals</header>
 <subsection id="H81E3278DCED141ED9129CAD088648B8B"><enum>(a)</enum><header>In general</header><text>Section 3731(b) of title 38, United States Code, is amended by adding at the end the following new paragraph:</text>
				<quoted-block changed="added" committee-id="HVR00" display-inline="no-display-inline" id="H30E8D02D2F744520898350070C060429" reported-display-style="italic" style="USC">
 <paragraph id="H413D1A3E7DAE4C00A722195F91DB5E59" indent="up1"><enum>(3)</enum><text display-inline="yes-display-inline">The Secretary shall permit an appraiser on a list developed and maintained under subsection (a)(3) to make an appraisal for the purposes of this chapter based solely on information gathered by a person with whom the appraiser has entered into an agreement for such services.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection display-inline="no-display-inline" id="H07ED25DE986D4B5C86C4A3110A0127B3"><enum>(b)</enum><header>Effective date</header><text>The amendments made by this section shall apply with respect to an appraisal under section 3731 of such title, on or after January 1, 2019.</text>
