 <section id="H58E4129414574AF1AAC2FD552A101B8B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Modernizing the Pittman-Robertson Fund for Tomorrow’s Needs Act</short-title></quote>.</text> </section><section id="HAA320B3D0F934ABCA12D77DC06FA2098"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">The first section of the Pittman-Robertson Wildlife Restoration Act (<external-xref legal-doc="usc" parsable-cite="usc/16/669">16 U.S.C. 669</external-xref>) is amended by adding at the end the following: <quote>One of the purposes of this Act is to provide financial and technical assistance to the States for the promotion of hunting and recreational shooting.</quote>.</text>
 </section><section id="H5DC7C105595A4E8D81B7AE6241B963B8"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 2 of the Pittman-Robertson Wildlife Restoration Act (<external-xref legal-doc="usc" parsable-cite="usc/16/669a">16 U.S.C. 669a</external-xref>) is amended—</text> <paragraph id="H80B6089A9BAD40558A66AD22879D913D"><enum>(1)</enum><text>by redesignating paragraphs (2) through (8) as paragraphs (4) through (10), respectively; and</text>
 </paragraph><paragraph id="H8B249A462F0B4B3296D281A51BA624CA"><enum>(2)</enum><text>by inserting after paragraph (1) the following:</text> <quoted-block changed="added" committee-id="HII00" display-inline="no-display-inline" id="H1BA3AAA7DB194AD38BCC1EC0819FF4BE" reported-display-style="italic" style="OLC"> <paragraph id="HB921F6D5444C4416AAF6E6E9B6B68D99"><enum>(2)</enum><text>for the purposes of determining the number of paid hunting-license holders in a State, the term <term>fiscal year</term> means the fiscal year or license year of the State;</text>
 </paragraph><paragraph id="H3D41AE62A04340378E2356FBCF3B0B8A"><enum>(3)</enum><text>the term <term>hunter recruitment and recreational shooter recruitment</term> means any activity or project to recruit or retain hunters and recreational shooters, including by—</text>
 <subparagraph id="H423BFCF6A0E64E79AD60909FEF6A7BCF"><enum>(A)</enum><text>using social media, marketing, advertising, surveying, television spots, print, and media;</text> </subparagraph><subparagraph id="HC1FC00E703A040DC9E1683BE5EF096BC"><enum>(B)</enum><text>providing education, mentoring, and field demonstrations;</text>
 </subparagraph><subparagraph id="HD534531579014795A8A79F2189932F04"><enum>(C)</enum><text>enhancing access for hunting and recreational shooting, including through range construction;</text> </subparagraph><subparagraph id="H632B0BE7B9F748578398CA1A17C33F86"><enum>(D)</enum><text>providing education to the public about the role of hunting and recreational shooting in funding wildlife conservation; and</text>
 </subparagraph><subparagraph id="H96FE869CF7EE415C9CED5F0C4BA8BAF8"><enum>(E)</enum><text>using any other means to ensure the growth of hunting and recreational shooting, as determined by the Secretary;</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H67B43B7C52E34F99953FEDC5B666ACA1"><enum>4.</enum><header>Allocation and apportionment of available amounts</header>
 <subsection id="H157356A5A8814DD28D702EEF3E82B1E1"><enum>(a)</enum><header>Apportionment to States</header><text display-inline="yes-display-inline">Section 4(b) of the Pittman-Robertson Wildlife Restoration Act (<external-xref legal-doc="usc" parsable-cite="usc/16/669c">16 U.S.C. 669c(b)</external-xref>) is amended—</text> <paragraph id="HC7A7CE4458884CEAB828818501204059"><enum>(1)</enum><text display-inline="yes-display-inline">in the first sentence, by striking <quote>The Secretary of the Interior</quote> and inserting the following:</text>

 <paragraph id="H1284150487AB47B28F169E3F662DCEE4"><enum>(1)</enum><header>In general</header><text>The Secretary</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block> </paragraph><paragraph id="HFCB5866571564CD383D167834C5BBEE5"><enum>(2)</enum><text>in the second sentence, by striking <quote>Such apportionments</quote> and inserting the following:</text>

 <paragraph id="H7AE6BC0091424377A7B87159DC4A13DC"><enum>(2)</enum><header>Adjustments</header><text>The apportionments under paragraph (1)</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block> </paragraph><paragraph id="H3D247B46A8454C9C89B7574A8630177E"><enum>(3)</enum><text>by striking the third sentence; and</text>
 </paragraph><paragraph id="HBA9E5BF6191946BE9EC24219A764ED23"><enum>(4)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text> <quoted-block changed="added" committee-id="HII00" display-inline="no-display-inline" id="H9D83AD9127914277817AB8A3EE88A82D" reported-display-style="italic" style="OLC"> <paragraph id="H38C3AAEF545A417E94282A4F433654DA"><enum>(3)</enum><header>Use of funds</header> <subparagraph id="H1596B42279B14767A71D33B9DBB6CE0F"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Subject to subparagraph (B), amounts apportioned under this subsection may be used for hunter recruitment and recreational shooter recruitment.</text>
 </subparagraph><subparagraph id="HE4C23DAC2D394BA7A874BB1E699F0383"><enum>(B)</enum><header>Limitation</header><text display-inline="yes-display-inline">A State may make an expenditure under subparagraph (A) only if the amount of the expenditure during the fiscal year in which the expenditure is made plus the amount of the expenditures for hunter recruitment and recreational shooter recruitment made during the 4 fiscal years preceding that fiscal year is not greater than 25 percent of the total amount apportioned to the State under this subsection during that 5-fiscal-year period.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="H38B5AFDD8E194616A9EC4D9F6D1620FC"><enum>(b)</enum><header>Apportionment of certain taxes</header><text>The first subsection (c) of section 4 of the Pittman-Robertson Wildlife Restoration Act (<external-xref legal-doc="usc" parsable-cite="usc/16/669c">16 U.S.C. 669c</external-xref>) is amended—</text>
 <paragraph id="HB1F28C01EC464DE287779DB9324B4BA2"><enum>(1)</enum><text>by inserting <quote><header-in-text level="subsection" style="OLC">Apportionment of revenues from pistols, revolvers, bows, and arrows.—</header-in-text></quote> after the enumerator;</text> </paragraph><paragraph id="H7C2295BF500F4268B7D2B86EEC263B4C"><enum>(2)</enum><text>by striking <quote>One-half</quote> and inserting the following:</text>

 <paragraph id="H2A673D8E42D24E0F83C17231877B7FB6"><enum>(1)</enum><header>In general</header><text>Subject to paragraph (2), <fraction>1/2</fraction></text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block> </paragraph><paragraph id="H8CAF563CAA2043148ECA28E9B03FB857"><enum>(3)</enum><text>by striking <quote><italic>: Provided</italic>, That</quote> and inserting a period;</text>
 </paragraph><paragraph id="HCDA601F067984BE389096C659D0D77F3"><enum>(4)</enum><text>by striking <quote>each State shall be apportioned not more than 3 per centum and not less than 1 per centum of such revenues</quote> and inserting the following:</text>

 </paragraph><paragraph id="H75CBE7E22CD04A0E8DC312B000F929E7"><enum>(5)</enum><text>by striking <quote>For the purpose</quote> and inserting the following:</text> <quoted-block changed="added" committee-id="HII00" display-inline="no-display-inline" id="HE677F2ADE74445F2B28C275B79029C49" reported-display-style="italic" style="OLC"> <paragraph id="H040F483A69E74457808CFCDCE08F51A2"><enum>(3)</enum><header>Population determination</header><text>For the purpose</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>

 </paragraph></subsection><subsection id="H0AF3C8BC70854537B59E42C45AC45BB8"><enum>(c)</enum><header>Technical correction</header><text display-inline="yes-display-inline">Section 4 of the Pittman-Robertson Wildlife Restoration Act (<external-xref legal-doc="usc" parsable-cite="usc/16/669c">16 U.S.C. 669c</external-xref>) is amended by redesignating the second subsection (c) and subsection (d) as subsections (d) and (e), respectively.</text>
 </subsection></section><section id="H34F2A8C9097541339780130F3181F5A9"><enum>5.</enum><header>Expenditures for management of wildlife areas and resources</header><text display-inline="no-display-inline">Section 8 of the Pittman-Robertson Wildlife Restoration Act (<external-xref legal-doc="usc" parsable-cite="usc/16/669g">16 U.S.C. 669g</external-xref>) is amended—</text> <paragraph id="H2E9ECE0F67A04715B5F9D7DDC94C76C4"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), in the third sentence, by striking <quote>and public relations</quote>; and</text>
 </paragraph><paragraph id="HE14AEE362990404FBD69E5F35AF7CF2A"><enum>(2)</enum><text>in subsection (b), in the first sentence, by striking <quote>, as a part of such program</quote>.</text> </paragraph></section><section id="H44778C2C20544617B4C663B58AA19664"><enum>6.</enum><header>Firearm and bow hunter education and safety program grants</header><text display-inline="no-display-inline">Section 10(a)(1)(A) of the Pittman-Robertson Wildlife Restoration Act (<external-xref legal-doc="usc" parsable-cite="usc/16/669h-1">16 U.S.C. 669h–1(a)(1)(A)</external-xref>) is amended—</text>
 <paragraph id="H36FF49221F8243CC8E261864633E589B"><enum>(1)</enum><text>in clause (iii), by striking <quote>and</quote> at the end; and</text> </paragraph><paragraph id="H06D1765636854949BC2C9BF8A7FDC7DD"><enum>(2)</enum><text>by adding at the end the following:</text>
				<quoted-block changed="added" committee-id="HII00" display-inline="no-display-inline" id="HC0A6DDBD722548809D53DB5FCD5619BE" reported-display-style="italic" style="OLC">
 <clause id="H4641EF21B3E6472EA48F1D5BFCB93BD0"><enum>(v)</enum><text>the enhancement of hunter recruitment and recreational shooter recruitment; and</text></clause><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section><section id="H0239ADBD5CF749C2A8DDD8FB0784A518"><enum>7.</enum><header>Multistate conservation grant program</header><text display-inline="no-display-inline">Section 11 of the Pittman-Robertson Wildlife Restoration Act (<external-xref legal-doc="usc" parsable-cite="usc/16/669h-2">16 U.S.C. 669h–2</external-xref>) is amended—</text>
 <paragraph id="H30BFF3E865794FD2B9B6D33265B1F5B9"><enum>(1)</enum><text>in subsection (a)(1)—</text> <subparagraph id="HA2D74BA0A4974C4E95F6A2C2BB19A502"><enum>(A)</enum><text>by striking <quote>Not more than</quote> and inserting the following:</text>

 <subparagraph id="HE1054E73BBB54873BADC8E7542DFD2E3"><enum>(B)</enum><header>Availability for hunter and recreational shooter grants</header><text>Not more than $5,000,000 of the revenues covered into the fund from any tax imposed under <external-xref legal-doc="usc" parsable-cite="usc/26/4161">section 4161(b)</external-xref> of the Internal Revenue Code of 1986 for a fiscal year shall be available to the Secretary exclusively for making hunter recruitment and recreational shooter recruitment grants that promote a national hunting and shooting sport recruitment program, including related communication and outreach activities.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="H82F1964936D347FF976E369F4EC2FFDA"><enum>(2)</enum><text display-inline="yes-display-inline">in the matter preceding subsection (b)(3)(A), by striking <quote>International</quote>;</text> </paragraph><paragraph id="H5D684ADFB89444BA92BCC8E37400D7AD"><enum>(3)</enum><text display-inline="yes-display-inline">in the matter preceding subsection (c)(2)(A)(i), by striking <quote>International</quote>;</text>
