<congress display="no">115th CONGRESS</congress><session display="no">2d Session</session><legis-num display="no">H.R. 1625</legis-num><current-chamber display="yes">In the Senate of the United States,</current-chamber><action><action-date date="20180228">February 28, 2018.</action-date></action><legis-type display="yes">Amendment:</legis-type></engrossed-amendment-form><engrossed-amendment-body><section id="id5f1a458cfcd74e569e37eee39dc6f738" section-type="resolved"><text>That the bill from the House of Representatives (H.R. 1625) entitled <quote>An Act to amend the State Department Basic Authorities Act of 1956 to include severe forms of trafficking in persons within the definition of transnational organized crime for purposes of the rewards program of the Department of State, and for other purposes.</quote>, do pass with the following</text></section><amendment><amendment-instruction blank-lines-after="0"><text>Strike out all after the enacting clause and insert:</text></amendment-instruction><amendment-block blank-lines-after="1" changed="added" reported-display-style="italic"><section id="id16e12363-7953-42b5-977a-e54ce7afb84b" section-type="section-one"><enum>1.</enum><header>Short titles</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Targeted Rewards for the Global Eradication of Human Trafficking</short-title></quote> or the <quote><short-title>TARGET Act</short-title></quote>.</text></section><section id="idea02b56c-da08-49ad-9a9d-859b9571c180"><enum>2.</enum><header>Findings; sense of Congress</header><subsection id="id70204064-b382-48eb-aa86-479447186984"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text><paragraph id="iddb62122a-c528-4d38-9a8d-b7336b82e23b"><enum>(1)</enum><text>Trafficking in persons is a major transnational crime, as recognized by the <short-title>Trafficking Victims Protection Act of 2000</short-title> (<external-xref legal-doc="usc" parsable-cite="usc/22/7101">22 U.S.C. 7101</external-xref> et seq.; division A of <external-xref legal-doc="public-law" parsable-cite="pl/106/386">Public Law 106–386</external-xref>).</text></paragraph><paragraph id="idf90250a7-e1fc-431a-b5e7-75f988945fa4"><enum>(2)</enum><text>Trafficking in persons is increasingly perpetrated by organized, sophisticated criminal enterprises.</text></paragraph><paragraph id="id0bc1a57c-2bad-4c3d-aa58-eab78d7832c6"><enum>(3)</enum><text>Combating trafficking in persons requires a global approach to identifying and apprehending the world’s worst human trafficking rings.</text></paragraph></subsection><subsection id="id0525831e-bed2-442a-a321-82640f1173cf"><enum>(b)</enum><header>Sense of Congress</header><text display-inline="yes-display-inline">It is the sense of Congress that the Department of State’s rewards program is a powerful tool in combating sophisticated international crime and that the Department of State and Federal law enforcement should work in concert to offer rewards that target human traffickers who prey on the most vulnerable people around the world.</text></subsection></section><section id="id51db540c-c7f8-4836-89d8-d7616f7b8323"><enum>3.</enum><header>Rewards for Justice</header><text display-inline="no-display-inline">Section 36(k)(5) of the State Department Basic Authorities Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/22/2708">22 U.S.C. 2708(k)(5)</external-xref>) is amended—</text><paragraph id="id3ebcd5b3-2773-45b5-a4b7-f7c831b84e8d"><enum>(1)</enum><text>in the matter preceding subparagraph (A), by striking <quote>means</quote>;</text></paragraph><paragraph id="id2c99d932-986c-4632-a365-1a8f4866a316"><enum>(2)</enum><text>by redesignating subparagraphs (A) and (B) as clauses (i) and (ii), respectively, and moving such clauses, as redesignated, 2 ems to the right;</text></paragraph><paragraph id="idda27b08c-d418-4397-87ec-9c692f4bd156"><enum>(3)</enum><text>by inserting before clause (i), as redesignated, the following:</text><quoted-block changed="added" display-inline="no-display-inline" id="idbd17efb1-d277-4dd7-9bd6-c270be44b596" reported-display-style="italic" style="OLC"><subparagraph id="id8a373207-1b0a-475c-b1c9-e75d99788b6e"><enum>(A)</enum><text display-inline="yes-display-inline">means—</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="id92f501ba-05ff-4db0-ae0c-5f7417c3ebd0"><enum>(4)</enum><text>in clause (ii), as redesignated, by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="ida29e92c7-d2e8-4d59-b820-bb414818545e"><enum>(5)</enum><text>by adding at the end following:</text><quoted-block changed="added" display-inline="no-display-inline" id="idede3d33a-d403-4f91-b81f-077927f765a0" reported-display-style="italic" style="OLC"><subparagraph id="id13b0146f-1186-4cf1-bfb0-7ff4ad77df6c"><enum>(B)</enum><text display-inline="yes-display-inline">includes severe forms of trafficking in persons (as defined in section 103 of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102</external-xref>)) involving at least 1 jurisdiction outside of the United States.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></amendment-block></amendment></engrossed-amendment-body><attestation><attestation-group><attestor></attestor><role>Secretary</role></attestation-group></attestation><endorsement></endorsement></amendment-doc>
