		<section id="HFB6FC6A10F24422F82A2C890A5F98CA6" section-type="section-one"><enum>1.</enum><header>Adams Memorial Commission</header>
 <subsection id="HF5E5E1B9F3CC4625BF089CD62838357D"><enum>(a)</enum><header>Commission</header><text display-inline="yes-display-inline">There is established a commission to be known as the <quote>Adams Memorial Commission</quote> (referred to in this section as the <quote>Commission</quote>) for the purpose of establishing a permanent memorial to honor John Adams and his legacy as authorized by <external-xref legal-doc="public-law" parsable-cite="pl/107/62">Public Law 107–62</external-xref>, located in the city of Washington, District of Columbia, including sites authorized by <external-xref legal-doc="public-law" parsable-cite="pl/107/315">Public Law 107–315</external-xref>.</text>
 </subsection><subsection id="H599BD4FD31034C16A1CE3E49DBE9B25E"><enum>(b)</enum><header>Membership</header><text>The Commission shall be composed of—</text> <paragraph id="H117D4B4B0A2944F282159CC988EB521F"><enum>(1)</enum><text>four persons appointed by the President, not more than two of whom may be members of the same political party;</text>
 </paragraph><paragraph id="H81BEB448A8A2422EA99BDCA477D37C6A"><enum>(2)</enum><text>four Members of the Senate appointed by the President pro tempore of the Senate in consultation with the Majority Leader and Minority Leader of the Senate, of which not more than two appointees may be members of the same political party; and</text>
 </paragraph><paragraph id="HC876387BBBB142F58CED1DE16CD2B076"><enum>(3)</enum><text>four Members of the House of Representatives appointed by the Speaker of the House of Representatives in consultation with the Majority Leader and Minority Leader of the House of Representatives, of which not more than two appointees may be members of the same political party.</text>
 </paragraph></subsection><subsection id="H7976028457B942138823A98E2EE6309D"><enum>(c)</enum><header>Chair and vice chair</header><text>The members of the Commission shall select a Chair and Vice Chair of the Commission. The Chair and Vice Chair shall not be members of the same political party.</text>
 </subsection><subsection id="HEA68817A02134C7CBC783CF781F651B1"><enum>(d)</enum><header>Vacancies</header><text>Any vacancy in the Commission shall not affect its powers if a quorum is present, but shall be filled in the same manner as the original appointment.</text>
			</subsection><subsection id="HAB2673E781BB44ABBC84A9DF746578DA"><enum>(e)</enum><header>Meetings</header>
 <paragraph id="H5F438E201206423B96A55BC1FB1D74D5"><enum>(1)</enum><header>Initial meeting</header><text>Not later than 45 days after the date on which a majority of the members of the Commission have been appointed, the Commission shall hold its first meeting.</text>
 </paragraph><paragraph id="HFB73C333058643BBA35C080AC90E671E"><enum>(2)</enum><header>Subsequent meetings</header><text>The Commission shall meet at the call of the Chair.</text> </paragraph></subsection><subsection id="H13A1F961341449DFB49CF7AF8FB7F576"><enum>(f)</enum><header>Quorum</header><text>A majority of the members of the Commission shall constitute a quorum but a lesser number of members may hold hearings.</text>
 </subsection><subsection id="HE43D6408D4E2433E850D1513E795A225"><enum>(g)</enum><header>No compensation</header><text>A member of the Commission shall serve without compensation, but may be reimbursed for expenses incurred in carrying out the duties of the Commission.</text>
 </subsection><subsection id="HCBC2A787ED614B6187DE544D547B9F66"><enum>(h)</enum><header>Duties</header><text>The Commission shall consider and formulate plans for a permanent memorial to honor John Adams and his legacy, including the nature, location, design, and construction of the memorial.</text>
 </subsection><subsection id="H4B4C84BED0214A8BAADA7711511D1CFE"><enum>(i)</enum><header>Powers</header><text>The Commission may—</text> <paragraph id="H8ED61C24684A4418AEDFA5BF3E171E28"><enum>(1)</enum><text>make such expenditures for services and materials for the purpose of carrying out this section as the Commission considers advisable from funds appropriated or received as gifts for that purpose;</text>
 </paragraph><paragraph id="HD918150970984245BB3FEA9361099BDB"><enum>(2)</enum><text>accept gifts, including funds from the Adams Memorial Foundation, to be used in carrying out this section or to be used in connection with the construction or other expenses of the memorial; and</text>
 </paragraph><paragraph id="H87F2847C670C454798DE85C53F78A8AA"><enum>(3)</enum><text>hold hearings, enter into contracts for personal services and otherwise, and do such other things as are necessary to carry out this section.</text>
 </paragraph></subsection><subsection id="HB847454362524362A67E50D7DBDD11A0"><enum>(j)</enum><header>Reports</header><text>The Commission shall—</text> <paragraph id="H836BC70774B0485F9C7D0A7ABAD9A33F"><enum>(1)</enum><text>report the plans required by subsection (h), together with recommendations, to the President and the Congress at the earliest practicable date; and</text>
 </paragraph><paragraph id="H3DAA0C3DD73149618D9CE527692B34EF"><enum>(2)</enum><text>in the interim, make annual reports on its progress to the President and the Congress.</text> </paragraph></subsection><subsection id="HBCF95A452BA047CDB5D06D62CE19502B"><enum>(k)</enum><header>Applicability of other laws</header><text>The Federal Advisory Committee Act (5 U.S.C. App.) shall not apply to the Commission.</text>
 </subsection><subsection id="HED6E80CFD6904909BBCF0B3647C629CD"><enum>(l)</enum><header>Termination</header><text>The Commission shall terminate 7 years after the date of the enactment of this Act.</text> </subsection></section><section id="H8A00BE24446045A5B33D558C990ED8AF" section-type="subsequent-section"><enum>2.</enum><header>Amendment to <external-xref legal-doc="public-law" parsable-cite="pl/107/62">Public Law 107–62</external-xref></header><text display-inline="no-display-inline">Public Law 107–62 is amended by striking <quote>Adams Memorial Foundation</quote> each place it occurs and inserting <quote>Adams Memorial Commission</quote>.</text>
