			 American Civil Rights Network, and for other purposes.</official-title></form>
	<legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC">
 <section id="idc4690903-5a0c-4207-a4a3-4f2dac5342b1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>African American Civil Rights Network Act </short-title></quote>.</text> </section><section id="id26bcdd46-e487-4391-b46d-f26fed371796"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are—</text>
 <paragraph id="idef873b07-d62a-45c0-9ab0-587a4ed9fca9"><enum>(1)</enum><text>to recognize—</text> <subparagraph id="id31422d03-445a-4d63-bed1-f65b74fd300c"><enum>(A)</enum><text display-inline="yes-display-inline">the importance of the African American civil rights movement; and</text>
 </subparagraph><subparagraph id="id4ae62952-1df5-4fec-9e4f-ce6be47c9461"><enum>(B)</enum><text>the sacrifices made by the people who fought against discrimination and segregation; and</text> </subparagraph></paragraph><paragraph id="idaa09de10-b59c-4b90-be7f-bbb19262a31d"><enum>(2)</enum><text>to authorize the National Park Service to coordinate and facilitate Federal and non-Federal activities to commemorate, honor, and interpret—</text>
 <subparagraph id="id61afd5c6-15f1-4bf0-95e9-30a3302d7861"><enum>(A)</enum><text display-inline="yes-display-inline">the history of the African American civil rights movement;</text> </subparagraph><subparagraph id="id12581058-ae3a-4711-b5f7-9a2b6cbe1ffb"><enum>(B)</enum><text>the significance of the civil rights movement as a crucial element in the evolution of the Civil Rights Act of 1964 (<external-xref legal-doc="usc" parsable-cite="usc/42/2000a">42 U.S.C. 2000a</external-xref> et seq.); and</text>
 </subparagraph><subparagraph id="id910992f8-3e55-45fb-8180-efe2598d76fc"><enum>(C)</enum><text display-inline="yes-display-inline">the relevance of the African American civil rights movement in fostering the spirit of social justice and national reconciliation.</text>
				</subparagraph></paragraph></section><section id="id8b75e5cd-a8e1-4990-8c79-e20e5df72e9e"><enum>3.</enum><header>African American Civil Rights Network Program</header>
 <subsection id="idf070d12a-c66d-45a8-ade5-c6590efd51ac"><enum>(a)</enum><header>In general</header><text>Subdivision 1 of division B of subtitle III of title 54, United States Code, is amended by inserting after chapter 3083 the following:</text>

					<chapter id="id0626090f-eda2-4880-b7f3-bcf80a9377a4" style="OLC"><enum>3084</enum><header>African American Civil Rights Network </header><toc><toc-entry level="section">Sec. </toc-entry>
							<toc-entry idref="id1dc09c39-4231-4285-88c7-1e80da8a6297" level="section">308401. Definition of Network.</toc-entry>
							<toc-entry idref="id36d487f8-3ce9-4caa-874e-3b19682eb0a7" level="section">308402. African American Civil Rights Network.</toc-entry>
							<toc-entry idref="id0074a545-77c3-488c-b1f8-5c924b201eb5" level="section">308403. Cooperative agreements and memoranda of understanding.</toc-entry>
						</toc>
 <section id="id1dc09c39-4231-4285-88c7-1e80da8a6297"><enum>308401.</enum><header>Definition of Network</header><text display-inline="no-display-inline">In this chapter, the term <term>Network</term> means the African American Civil Rights Network established under section 308402(a).</text> </section><section id="id36d487f8-3ce9-4caa-874e-3b19682eb0a7"><enum>308402.</enum><header>African American Civil Rights Network</header> <subsection id="ide9464ef9-86c9-4f7b-b539-22d2cd018ba7"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall establish, within the Service, a program to be known as the <quote>African American Civil Rights Network</quote>.</text>
 </subsection><subsection id="id955cce79-857e-4f0b-93fe-5f4b14d96720"><enum>(b)</enum><header>Duties of Secretary</header><text display-inline="yes-display-inline">In carrying out the Network, the Secretary shall—</text> <paragraph id="idc5fb17e7-b369-4956-be20-cf2a275ea9d1"><enum>(1)</enum><text display-inline="yes-display-inline">review studies and reports to complement and not duplicate studies of the historical importance of the African American civil rights movement that may be underway or completed, such as the Civil Rights Framework Study;</text>
 </paragraph><paragraph id="id61eedd52-e30c-42ca-a46e-fc7c280fbb63"><enum>(2)</enum><text display-inline="yes-display-inline">produce and disseminate appropriate educational materials relating to the African American civil rights movement, such as handbooks, maps, interpretive guides, or electronic information;</text>
 </paragraph><paragraph id="id31ee93a3-f8db-4c6c-8a7e-a58d29b7abb7"><enum>(3)</enum><text>enter into appropriate cooperative agreements and memoranda of understanding to provide technical assistance under subsection (c); and</text>
 </paragraph><paragraph id="id8079e674-dac6-4ac7-a2c0-aa4cef4b818e"><enum>(4)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id0532cfcf-c223-44b0-91ca-29e44f94c2e7"><enum>(A)</enum><text>create and adopt an official, uniform symbol or device for the Network; and</text> </subparagraph><subparagraph id="idecbaa820-db5e-483f-88d6-e19fcd6622f2" indent="up1"><enum>(B)</enum><text>issue regulations for the use of the symbol or device adopted under subparagraph (A).</text>
 </subparagraph></paragraph></subsection><subsection id="idbd6ecf8d-7da0-4910-aa1a-c005aabf4759"><enum>(c)</enum><header>Elements</header><text>The Network shall encompass the following elements:</text> <paragraph id="id9f2ba3ea-4671-43e4-90c5-351873c462b1"><enum>(1)</enum><text display-inline="yes-display-inline">All units and programs of the Service that are determined by the Secretary to relate to the African American civil rights movement during the period from 1939 through 1968.</text>
 </paragraph><paragraph id="id1123cb9b-c765-429c-8765-64d134a64621"><enum>(2)</enum><text>Other Federal, State, local, and privately owned properties that—</text> <subparagraph id="id8775a025-4393-4a76-b7ba-7c0fea03d472"><enum>(A)</enum><text display-inline="yes-display-inline">relate to the African American civil rights movement;</text>
 </subparagraph><subparagraph id="id524de787-2c27-4389-9797-79c607ab9c52"><enum>(B)</enum><text display-inline="yes-display-inline">have a verifiable connection to the African American civil rights movement; and</text> </subparagraph><subparagraph id="id657d06b9-e05f-4c65-90a0-a5ce1cccd925"><enum>(C)</enum><text>are included in, or determined by the Secretary to be eligible for inclusion in, the National Register of Historic Places.</text>
 </subparagraph></paragraph><paragraph id="id5d5ca509-043c-4a25-9953-0761c6cb1261"><enum>(3)</enum><text display-inline="yes-display-inline">Other governmental and nongovernmental facilities and programs of an educational, research, or interpretive nature that are directly related to the African American civil rights movement.</text>
 </paragraph></subsection></section><section id="id0074a545-77c3-488c-b1f8-5c924b201eb5"><enum>308403.</enum><header>Cooperative agreements and memoranda of understanding</header><text display-inline="no-display-inline">To achieve the purposes of this chapter and to ensure effective coordination of the Federal and non-Federal elements of the Network described in section 308402(c) with System units and programs of the Service, the Secretary may enter into cooperative agreements and memoranda of understanding with, and provide technical assistance to the heads of other Federal agencies, States, units of local government, regional governmental bodies, and private entities.</text></section></chapter><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="id0411f724-0aa6-4263-b738-fa9e1d410848"><enum>(b)</enum><header>Clerical amendment</header><text>The table of chapters for subdivision 1 of division B of subtitle III of title 54, United States Code, is amended by inserting after the item relating to chapter 3083 the following:</text>
