			 on official Government business, and for other purposes. </official-title></form>
	<legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC">
 <section id="HF0F0F0A4E2104A42831DACEE6929A8F9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Modernizing Government Travel Act</short-title></quote>.</text> </section><section id="H142D01539CC14E7486BBAF8A733BC2DC"><enum>2.</enum><header>Federal employee reimbursement for use of modern travel services</header> <subsection id="H5B06803EF23D4C79998ED0A03763774F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 90 days after the date of enactment of this Act—</text>
 <paragraph id="id3E604666768F4E88B5B30134CA9EA688"><enum>(1)</enum><text display-inline="yes-display-inline">the Administrator of General Services shall prescribe regulations under section 5707 of title 5, United States Code, to provide for the reimbursement for the use of a transportation network company or innovative mobility technology company by a Federal employee traveling on official business under subchapter I of chapter 57 of such title; and</text>
 </paragraph><paragraph id="id80739083D3C64EDAA819C7A7105BBA3B"><enum>(2)</enum><text display-inline="yes-display-inline">the Director of the Administrative Office of the United States Courts shall prescribe such regulations with respect to the reimbursement of employees of the judicial branch of the Government.</text>
 </paragraph></subsection><subsection id="HFD486C372CAB4DBEB2F3E58F9C9B313E"><enum>(b)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="H5EAAE2E92F0649CA9C55A8CDCF787644"><enum>(1)</enum><header>Innovative mobility technology company</header><text display-inline="yes-display-inline">The term <quote>innovative mobility technology company</quote> means an organization, including a corporation, limited liability company, partnership, sole proprietorship, or any other entity, that applies technology to expand and enhance available transportation choices, better manage demand for transportation services, or provide alternatives to driving alone.</text>
 </paragraph><paragraph id="idb69d628c212d49678cef58919453749d"><enum>(2)</enum><header>Transportation network company</header><text>The term <term>transportation network company</term>—</text> <subparagraph id="ide32726f5cded4779a86860acb32526b9"><enum>(A)</enum><text>means a corporation, partnership, sole proprietorship, or other entity that uses a digital network to connect riders to drivers affiliated with the entity in order for the driver to transport the rider using a vehicle owned, leased, or otherwise authorized for use by the driver to a point chosen by the rider; and</text>
 </subparagraph><subparagraph id="idc76f049c79e54117830b06a3d65ccf98"><enum>(B)</enum><text>does not include a shared-expense carpool or vanpool arrangement that is not intended to generate profit for the driver.</text>
 </subparagraph></paragraph></subsection></section><section id="HC7E59032282E42B99953672471CB2510"><enum>3.</enum><header>Report on transportation costs</header><text display-inline="no-display-inline">Section 5707(c) of title 5, United States Code, is amended to read as follows:</text> <quoted-block display-inline="no-display-inline" id="H148F9531DE6642FD921112B633BB7852" style="USC"> <subsection id="HBFD565755E1D4EBDBD32FEC5A429DC1E"><enum>(c)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H64B4DF645CE64811B6FF1BE38233752A"><enum>(1)</enum><text display-inline="yes-display-inline">Not later than November 31 of each year, the head of each agency shall submit to the Administrator of General Services, in a format prescribed by the Administrator and approved by the Director of the Office of Management and Budget—</text>
 <subparagraph id="H38AF28DED9404B5D9123C8491AFBE857" indent="up1"><enum>(A)</enum><text>data on total agency payments for such items as travel and transportation of people, average costs and durations of trips, and purposes of official travel;</text>
 </subparagraph><subparagraph id="H361D5984146B4E22BBF5E27A7AD9EABF" indent="up1"><enum>(B)</enum><text>data on estimated total agency payments for employee relocation; and</text> </subparagraph><subparagraph id="H90CAC14CC0A849AFAD0168A196AAF416" indent="up1"><enum>(C)</enum><text>an analysis of—</text>
 <clause id="id813A6362CBBB4E9F8802FA4A1D916647"><enum>(i)</enum><text>the total costs of transportation service by type; and</text> </clause><clause id="idDC5656A53F2542DF951C2354E21D1E71"><enum>(ii)</enum><text>the total number of trips using each transportation type for purposes of official travel.</text>
 </clause></subparagraph></paragraph><paragraph id="HB5E072194EF84C168081007B4BF3F1EA" indent="up1"><enum>(2)</enum><text>The Administrator of General Services shall make the data and analyses submitted under paragraph (1) publically available upon receipt.</text>
 </paragraph><paragraph id="HEE111DFCFB864FD2A5814F170C6D2051" indent="up1"><enum>(3)</enum><text>Not later than January 31 of each year, the Administrator of General Services shall submit to the Director of the Office of Management and Budget, the Committee on Oversight and Government Reform of the House of Representatives, and the Committee on Homeland Security and Government Affairs of the Senate—</text>
 <subparagraph id="H23079490622248D4AC82F925AC2109FF" indent="up1"><enum>(A)</enum><text>an examination of the data and analyses submitted under paragraph (1) for the agencies listed in section 901(b) of title 31;</text>
 </subparagraph><subparagraph id="id2542F7A94EB2462F925AC574F40CF180" indent="up1"><enum>(B)</enum><text>a survey of such data and analyses for each agency not listed in section 901(b) of title 31; and</text> </subparagraph><subparagraph id="HA1A5230619B74CE589A0A613773E7E5A" indent="up1"><enum>(C)</enum><text>a description of any regulations promulgated, or changes to regulations promulgated, under this section during the previous year.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
