 <section id="H064F01CE39844D29A88C98BBEDB794FE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Landslide Preparedness Act</short-title></quote>.</text> </section><section id="id4f6ad83707094cc093e425b93bd96801"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
 <paragraph id="id0ebfd6aee6904a5e96af814b19d2a452"><enum>(1)</enum><header><enum-in-header>3D</enum-in-header></header><text>The term <term>3D</term> means 3-dimensional.</text> </paragraph><paragraph id="id3d1d1c340980471c9210c20d66ea0dbc"><enum>(2)</enum><header><enum-in-header>3D </enum-in-header>elevation data</header> <subparagraph id="id12b9dd0b468e4966a3dc96447869b022"><enum>(A)</enum><header>In general</header><text>The term <term>3D elevation data</term> means 3D, high-resolution data obtained using lidar, ifsar, or other methods over the United States (including territories).</text>
 </subparagraph><subparagraph id="id79b3839f65804c61b2da03f9be2227df"><enum>(B)</enum><header>Inclusions</header><text>The term <term>3D elevation data</term> includes terrestrial and bathymetric elevation data.</text> </subparagraph></paragraph><paragraph id="idf37a932da0974c4b9ba5d17bdc6df787"><enum>(3)</enum><header><enum-in-header>3D</enum-in-header> elevation program</header><text>The term <term>3D Elevation Program</term> means the 3D Elevation Program established under section 5(a).</text>
 </paragraph><paragraph id="id5812e8c287cf45bb881ed2f488be0cb7"><enum>(4)</enum><header>Ifsar</header><text>The term <term>ifsar</term> means interferometric synthetic aperture radar.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID569E39A7AE294A8BB8194A9568303F9E"><enum>(5)</enum><header display-inline="yes-display-inline">Indian tribe</header><text display-inline="yes-display-inline">The term <term>Indian tribe</term> has the meaning given the term in section 4 of the <act-name parsable-cite="ISDA">Indian Self-Determination and Education Assistance Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>).</text>
 </paragraph><paragraph id="id761421e2a3ed45869cf24b27336f1f36"><enum>(6)</enum><header>Lidar</header><text>The term <term>lidar</term> means light detection and ranging.</text> </paragraph><paragraph id="idf3a659ae16b6476397080be8924e3f77"><enum>(7)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior, acting through the Director of the United States Geological Survey.</text>
 </paragraph><paragraph id="idD2217C8242CE4B2E8299418BF5700DAD"><enum>(8)</enum><header>State</header><text>The term <term>State</term> means any unit of State government handling the identification, mapping, assessment, and research of landslide hazards or responding to landslide events, including—</text>
 <subparagraph id="id366F39F5C31C4F269976FC6072A611CC"><enum>(A)</enum><text>a State geological survey office;</text> </subparagraph><subparagraph id="id0C8E1F6E6A5943048EBD3759DDFFF30F"><enum>(B)</enum><text>a State department of emergency response; and</text>
 </subparagraph><subparagraph id="id9E0F8455CD444C02BA0B4F27C91FC29C"><enum>(C)</enum><text>a State department of transportation.</text> </subparagraph></paragraph></section><section id="HDCA7C732B3B549A29BD5AFC10BF02806"><enum>3.</enum><header>National landslide hazards reduction program</header> <subsection id="HD2A69F06E7CB42978DC7C9C8F2D78B07"><enum>(a)</enum><header>Establishment</header><text>The Secretary shall establish a program, to be known as the <quote>National Landslide Hazards Reduction Program</quote> (referred to in this section as the <quote>program</quote>)—</text>
 <paragraph id="idD1113874B5E34465BDB41B5AFD9DD638"><enum>(1)</enum><text>to identify and understand landslide hazards and risks;</text>
 </paragraph><paragraph id="id1E945C12776443ACA96ECB4D04F9827C"><enum>(2)</enum><text>to reduce losses from landslides;</text> </paragraph><paragraph id="id8921A2D699294D0FAF6EACB61F8ACE26"><enum>(3)</enum><text>to protect communities at risk of landslide hazards; and</text>
 </paragraph><paragraph id="id40E8AA7E55E3463B8089638F5DB0720C"><enum>(4)</enum><text>to help improve communication and emergency preparedness, including by coordinating with communities and entities responsible for infrastructure that are at risk of landslide hazards.</text>
				</paragraph></subsection><subsection id="idca935078bdf44032b19f2b033b04ccff"><enum>(b)</enum><header>Description of program</header>
 <paragraph id="id5F3F89355F1942A28990A0F0E0F83E55"><enum>(1)</enum><header>Program activities</header><text>The Secretary, in coordination with the Interagency Coordinating Committee on Landslide Hazards established by subsection (c)(1) (referred to in this section as the <quote>Committee</quote>) and in coordination with existing activities of the United States Geological Survey and other Federal agencies, shall—</text>
 <subparagraph id="idDA73464E8CB5474CB4123E15EBBE3A53"><enum>(A)</enum><text>identify, map, assess, and research landslide hazards;</text>
 </subparagraph><subparagraph id="idFBEDC3FEB3414AD7845D1C481CD5B934"><enum>(B)</enum><text>respond to landslide events; and</text> </subparagraph><subparagraph id="H3356F6EB82C04D7B895A4B919D6E5108"><enum>(C)</enum><text>in coordination with States and Indian tribes—</text>
 <clause id="id360DB3F863B54EA390E400570B75876A"><enum>(i)</enum><text>establish working groups with States and Indian tribes to identify regional and local priorities for researching, identifying, mapping, and assessing landslide hazards; and</text>
 </clause><clause id="id8436309BC2734F55BB2E9D84AB8ADD6F"><enum>(ii)</enum><text>develop and implement landslide hazard guidelines for—</text> <subclause id="id566DDDD79CE34372AE7EC7692F596DAC"><enum>(I)</enum><text>geologists;</text>
 </subclause><subclause id="idC88B6583ABA241FDB99B164D5D0662E2"><enum>(II)</enum><text>geological and geotechnical engineers; and</text> </subclause><subclause id="id0422548D2B584985B09C03A8F65500F8"><enum>(III)</enum><text>land use and other decisionmakers.</text>
 </subclause></clause></subparagraph></paragraph><paragraph id="id63A8510B099E4031A19F5B865DF7C7D0"><enum>(2)</enum><header>National strategy</header><text>Not later than 180 days after the date of enactment of this Act, and every 5 years thereafter, the Secretary, in coordination with the Committee, shall develop and publish a national strategy for landslide hazards and risk reduction in the United States, which shall include—</text>
 <subparagraph id="idD1D5EFCE818C4BAB92830EBB7729DA3D"><enum>(A)</enum><text>goals and priorities for the program;</text> </subparagraph><subparagraph id="id2259912D042743A9836D955DDE8B424A"><enum>(B)</enum><text>priorities for data acquisition, research, communications, and risk management on landslides and landslide hazards across relevant Federal agencies; and</text>
 </subparagraph><subparagraph id="id72cc1f99edc6472dae22594e4071c724"><enum>(C)</enum><text>a detailed interagency plan to carry out the national strategy, including details about the programs, projects, and budgets that will be used to implement the national strategy.</text>
 </subparagraph></paragraph><paragraph id="id1D6ECC6A937F4E8FB470E0AA65EC2279"><enum>(3)</enum><header>National landslide hazards database</header><text>In carrying out the program, the Secretary, in coordination with States and Indian tribes, shall develop and maintain a publicly accessible national landslide hazard and risk inventory database to compile, maintain, standardize, and evaluate data regarding—</text>
 <subparagraph id="id1148AEB2E8CD453BB725E84CB2D497CE"><enum>(A)</enum><text>landslide hazards and risks nationwide;</text> </subparagraph><subparagraph id="H91E73BB07B8249A4AAB65B8463724798"><enum>(B)</enum><text>the nationwide impact of landslides on—</text>
 <clause id="idB215369385114C9099EACBDEC12BB880"><enum>(i)</enum><text>health and safety;</text> </clause><clause id="id9F97DD584F044FB48E7D4A98FC1EF51F"><enum>(ii)</enum><text>the economy and infrastructure; and</text>
 </clause><clause id="idCD57695938304268B36EA9A14008DFB8"><enum>(iii)</enum><text>the environment;</text> </clause></subparagraph><subparagraph id="HB1577277DAE744F09E1272E8E8C9C330"><enum>(C)</enum><text>landslide hazard stabilization; and</text>
 </subparagraph><subparagraph id="id326CE23A0C4245379A79593C0F77BE9A"><enum>(D)</enum><text>reduction of losses from landslides.</text> </subparagraph></paragraph><paragraph id="H980C7FB850C9417FA9CDDEBDCEF5BBEE"><enum>(4)</enum><header>Landslide hazard and risk preparedness for communities</header><text>In carrying out the program, the Secretary, in coordination with the Secretary of the Army, the Secretary of Commerce, the Secretary of Homeland Security, the Secretary of Transportation, and the heads of other relevant Federal agencies, and in consultation with States and Indian tribes, shall develop and disseminate—</text>
 <subparagraph id="id42845213494C4859820274CBEE54C92F"><enum>(A)</enum><text>landslide planning and risk reduction guidance, guidelines, maps, tools, and training materials to help inform State, local, and tribal governments and decisionmakers with respect to—</text>
 <clause id="id36AAC775E97F495D964E20CE45B697B9"><enum>(i)</enum><text>the use and implementation of landslide hazard assessments;</text>
 </clause><clause id="id279A33A84E6E475A8BF1A53AFA3B1F89"><enum>(ii)</enum><text>the applied use of the database developed under paragraph (3);</text> </clause><clause id="idC9C5FA0B3C714137A4CDCB270AB4C995"><enum>(iii)</enum><text>reducing losses from landslides; and</text>
 </clause><clause id="idFE37390C4C8449AAB9779CF2C8A867A2"><enum>(iv)</enum><text>resources available for communities working to improve landslide hazard preparedness; and</text> </clause></subparagraph><subparagraph id="id326438F1BC0549C591A5F1FFB7351425"><enum>(B)</enum><text>landslide preparedness curricula and training modules for—</text>
 <clause id="id9E174C1F90A94B69A9570B39642E848F"><enum>(i)</enum><text>State, local, and tribal officials;</text> </clause><clause id="idFBB4F51F5F514B75A1657DDE61B963FB"><enum>(ii)</enum><text>Federal, State, local, and tribal emergency managers; and</text>
 </clause><clause id="id52462C2613E6449F82450B85D71444F5"><enum>(iii)</enum><text>the National Guard.</text> </clause></subparagraph></paragraph><paragraph id="idFF22D4C443D84BDA90768618AF725CA2"><enum>(5)</enum><header>Flash flood and debris flow early warning system</header><text>In carrying out the program, the Secretary, in coordination with the Secretary of Commerce, shall expand the early warning system for flash floods and debris flow by—</text>
 <subparagraph id="id8e7ee19eb14f4aabbb05096056e5da9c"><enum>(A)</enum><text>expanding the early warning system for post-wildfire debris flow to include recently burned areas across the western United States;</text>
 </subparagraph><subparagraph id="id91EDAEEE89D143DE9744C839313C7A04"><enum>(B)</enum><text>developing procedures with State, local, and tribal governments to monitor stormwater drainage in areas with high flash flood and debris flow risk; and</text>
 </subparagraph><subparagraph id="id84a054c12fd740688cd7beefbf7f96d0"><enum>(C)</enum><text>identifying high-risk debris flow areas, such as recently burned land and potential lahar hazard areas.</text>
 </subparagraph></paragraph><paragraph id="id16F73287D39E4EB58F9BC199E744DB29"><enum>(6)</enum><header>Emergency response activities</header><text>In carrying out the program, the Secretary, in coordination with the Secretary of Commerce, the Secretary of Homeland Security, the heads of other relevant Federal agencies, States, and Indian tribes, shall establish emergency response procedures for the rapid deployment of Federal scientists, equipment, and services to areas impacted by a significant landslide event—</text>
 <subparagraph id="id52AE074A6B16462EA71E13577D24338A"><enum>(A)</enum><text>to support emergency response efforts and improve the safety of emergency responders;</text> </subparagraph><subparagraph id="id8E0C5FF7C464480A85465852C9370B44"><enum>(B)</enum><text>to improve data collection; and</text>
 </subparagraph><subparagraph id="idC15F3A3FCD4A4640899B2ED562B7F23F"><enum>(C)</enum><text>to conduct research to advance the understanding of the causes, impacts, and reduction of landslide hazards and risks.</text>
					</subparagraph></paragraph></subsection><subsection id="HA333A4140D14442399BBA10AA614C294"><enum>(c)</enum><header>Interagency Coordinating Committee on Landslide Hazards</header>
 <paragraph id="H8AAD5F04686A4A359FC0633396D75C9B"><enum>(1)</enum><header>In general</header><text>There is established a committee, to be known as the <quote>Interagency Coordinating Committee on Landslide Hazards</quote>.</text> </paragraph><paragraph id="HC94E01AC7A634036A3AF78459558E459"><enum>(2)</enum><header>Membership</header><text>The Committee shall be composed of the following members (or their designees):</text>
 <subparagraph id="idC193DA41175141348B0B3F544FC67054"><enum>(A)</enum><text>The Secretary, who shall serve as Chairperson of the Committee.</text>
 </subparagraph><subparagraph id="H5F255648C2204FF3AD5228EBED8CDD37"><enum>(B)</enum><text>The Secretary of the Army.</text> </subparagraph><subparagraph id="idB3275040080A495B9457B4DFA0EEC51D"><enum>(C)</enum><text>The Secretary of Commerce.</text>
 </subparagraph><subparagraph id="idC40AE171E15A4880831571821EF624A7"><enum>(D)</enum><text>The Secretary of Homeland Security.</text> </subparagraph><subparagraph id="id7E31933BC8C44EE9A949962ACD2E520A"><enum>(E)</enum><text>The Secretary of Transportation.</text>
 </subparagraph><subparagraph id="HC6322EA08B914BEF9ECA4F8821C810B5"><enum>(F)</enum><text>The Director of the National Science Foundation.</text> </subparagraph><subparagraph id="H7B775DB013BE4C2F852CDB4F741DEBC0"><enum>(G)</enum><text>The Director of the Office of Science and Technology Policy.</text>
 </subparagraph><subparagraph id="HB9226CF56D2B44C3B75B67D8133AF8F7"><enum>(H)</enum><text>The Director of the Office of Management and Budget.</text> </subparagraph></paragraph><paragraph id="HE417D87AF4E14EA1A989030E7288B65D"><enum>(3)</enum><header>Meetings</header><text>The Committee shall meet at the call of the Chairperson.</text>
 </paragraph><paragraph id="H8FFD31D7CE7F4418B9A4BF85F37898FA"><enum>(4)</enum><header>Purpose and duties</header><text>The Committee shall—</text> <subparagraph id="H0C42D82678FE4A4AB997B2B75768E867"><enum>(A)</enum><text>advise and oversee the program;</text>
 </subparagraph><subparagraph id="id8bc199c7f0fc40be825b83a203e4fa27"><enum>(B)</enum><text>facilitate communication and coordination across Federal agencies in the planning, management, budgeting, and execution of landslide activities; and</text>
 </subparagraph><subparagraph id="id4f9ba65a6b3a4700b0a7a54aa1513c02"><enum>(C)</enum><text>support the development and execution of the national strategy under subsection (b)(2), including by—</text>
 <clause id="id8eae645ed48b4e4882fd2396c74c251a"><enum>(i)</enum><text>supporting the development of national goals and priorities for the national strategy;</text> </clause><clause id="idc3fd02c84ef247888b7cbfec67d6c77a"><enum>(ii)</enum><text>articulating Federal agency roles, responsibilities, and resources for carrying out the national strategy; and</text>
 </clause><clause id="id527641d334724a7ea9e39c411dc0ea1d"><enum>(iii)</enum><text>overseeing the implementation of the national strategy.</text> </clause></subparagraph></paragraph></subsection><subsection id="H7A135AF3A2AE483281205C84A7A26BDE"><enum>(d)</enum><header>Advisory Committee</header> <paragraph id="H9928695BB4694534943EE5756E720023"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish an advisory committee, to be known as the <quote>Advisory Committee on Landslides</quote> (referred to in this subsection as the <term>Advisory Committee</term>).</text>
 </paragraph><paragraph id="H313A3AB598144580827636C2A321AEDC"><enum>(2)</enum><header>Membership</header><text>The Advisory Committee shall be composed of not fewer than 11 members—</text> <subparagraph id="id67F2181979AF4FC8806DA7D8F5FB16A6"><enum>(A)</enum><text>of whom none may be an individual described in any of subparagraphs (A) through (F) of section 7342(a)(1) of title 5, United States Code; and</text>
 </subparagraph><subparagraph id="idD59416621E204F9490E05AC7D1F69447"><enum>(B)</enum><text>who shall be representatives of—</text> <clause id="HAF853496C5424DADADE7F34D5188AF8C"><enum>(i)</enum><text>States, including State geological organizations;</text>
 </clause><clause id="id7A3B6460FCF04C22A738A3F7A1EC10F5"><enum>(ii)</enum><text>Indian tribes, including tribal geological organizations;</text> </clause><clause id="H700C0C05E6A64482BCC2A0535DDDFAE1"><enum>(iii)</enum><text>research institutions and institutions of higher education that are qualified—</text>
 <subclause id="id0D5325D53BEC4107A603D04A620A48D1"><enum>(I)</enum><text>to provide advice regarding landslide hazard and risk reduction; and</text>
 </subclause><subclause id="idD969FB80D5AD40DBA4CF6774B809E40F"><enum>(II)</enum><text>to represent related scientific, architectural, engineering, and planning disciplines;</text>
 </subclause></clause><clause id="H2D7B14F2E849482AB9E17A6E491F12B4"><enum>(iv)</enum><text>industry standards development organizations; and</text> </clause><clause id="HC4D68C99C63446AEAEFE6897D62F8A6C"><enum>(v)</enum><text>State, local, and tribal emergency management agencies.</text>
						</clause></subparagraph></paragraph><paragraph id="H126060B623684686B94C727AA8401EB3"><enum>(3)</enum><header>Recommendations</header>
 <subparagraph id="id5F5642F199B145D4B68788EAFCABBFDC"><enum>(A)</enum><header>In general</header><text>The Advisory Committee shall submit to the Committee recommendations for the implementation of the program, including recommendations regarding—</text>
 <clause id="id984C6DA5C6C94D7CB32751FCC59962B7"><enum>(i)</enum><text>landslide hazard and risk reduction and planning;</text> </clause><clause id="idABB801236B30480DAB1EC592B4F104F8"><enum>(ii)</enum><text>tools for communities;</text>
 </clause><clause id="id9D5F145400444D96A083E0565DD34145"><enum>(iii)</enum><text>research; and</text> </clause><clause id="id0CFD3980DB9048308E9EFD2D5187AD04"><enum>(iv)</enum><text>such other topics as the Advisory Committee determines appropriate.</text>
 </clause></subparagraph><subparagraph id="id03ADA15B11D64EA5BCF61C1D4996EA0B"><enum>(B)</enum><header>Consideration</header><text>The Secretary and the agency heads described in subparagraphs (A) through (H) of subsection (c)(2) shall take into consideration any recommendation of the Advisory Committee submitted under subparagraph (A).</text>
					</subparagraph></paragraph></subsection><subsection id="H4463BEAD04F44D499E1E0B6102A9A17A"><enum>(e)</enum><header>Grant programs</header>
				<paragraph id="H188A22C999324435907BC5BA6D36D30F"><enum>(1)</enum><header>Cooperative landslide hazard mapping and assessment program</header>
 <subparagraph id="HCFEE5D93E74F4CABBC02CE168EA761BB"><enum>(A)</enum><header>In general</header><text>Subject to appropriations, the Secretary may—</text> <clause id="id4ECF3F3EBC0D492A9F9B4C5BC5C8FC95"><enum>(i)</enum><text>provide grants, on a competitive basis, to State, local, and tribal governments to research, map, assess, and collect data on landslide hazards within the jurisdictions of those governments; and</text>
 </clause><clause id="id9105C7AE3CE44298B36D93713BA2EA6B"><enum>(ii)</enum><text>accept and use funds received from other Federal and non-Federal partners to advance the purposes of the program.</text>
						</clause></subparagraph><subparagraph id="HAA56876F542C4F1EB8BCDC4377770467"><enum>(B)</enum><header>Priority</header>
 <clause id="HC9400E93FB1340899FD2735EABFA8462"><enum>(i)</enum><header>In general</header><text>The Secretary shall consult annually with the Committee, States, and Indian tribes to establish priorities for the grant program under this paragraph.</text>
 </clause><clause commented="no" id="H0B25FD13516D4E8288D074741E191492"><enum>(ii)</enum><header>Funding prioritization</header><text display-inline="yes-display-inline">In providing grants under this paragraph, the Secretary shall give priority to projects that—</text> <subclause commented="no" id="idDC521573C4634C75B10609484C040755"><enum>(I)</enum><text display-inline="yes-display-inline">will achieve the greatest landslide hazard and risk reduction;</text>
 </subclause><subclause commented="no" id="id9B47E7FD9BB042AEB49A07EBAF229080"><enum>(II)</enum><text>reflect the goals and priorities of the national strategy established under subsection (b)(2)(A);</text> </subclause><subclause commented="no" id="id28A35C6CAEB64484A1242DE6A7FAFFF8"><enum>(III)</enum><text display-inline="yes-display-inline">would receive not more than 50 percent of the total cost of the project from non-Federal sources; and</text>
 </subclause><subclause commented="no" id="idCE4950A0467C4CF0B2737CB509EE5A27"><enum>(IV)</enum><text>include acquisition of enhanced elevation data consistent with the 3D Elevation Program.</text> </subclause></clause></subparagraph></paragraph><paragraph id="H73A5981E36F544398A1F70E50CB7C484"><enum>(2)</enum><header>National landslide research grants</header><text>In providing grants for landslide research and development, the Director of the National Science Foundation, in consultation with the Secretary and the Committee, shall ensure that the grants are provided on a competitive basis to State, local, and tribal governments, institutions of higher education, and nongovernmental entities to advance the goals and priorities of the national strategy established under subsection (b)(2)(A), including for research and development on—</text>
 <subparagraph id="id69ffbb4af7e14ab7b7239d5a3bc4d5f1"><enum>(A)</enum><text>the causes, mechanisms, triggers, hydrology, and geology of landslides;</text> </subparagraph><subparagraph id="id61cf366b16b643c09d970d0f0b7a8186"><enum>(B)</enum><text>ways to reduce landslide hazards and risks to minimize loss of life and property, including landslide hazard and risk communication, perception, decisionmaking, tools, and technologies; and</text>
 </subparagraph><subparagraph id="id4A7DB2FB75794B5B9A2B3DB75DE038E6"><enum>(C)</enum><text>other goals and priorities of the national strategy established under subsection (b)(2)(A).</text>
 </subparagraph></paragraph></subsection><subsection id="id6b66fb60304341d0b09912ff8bb59b26"><enum>(f)</enum><header>Annual report</header><text>The Secretary shall submit to Congress an annual report, including a description of, with respect to the preceding calendar year—</text>
 <paragraph id="id5ba1f9365d0c4891bf367b55d6560fcf"><enum>(1)</enum><text>the goals and accomplishments of the Secretary and the agency heads described in subparagraphs (A) through (H) of subsection (c)(2) in carrying out the national strategy developed under subsection (b)(2), expressed—</text>
 <subparagraph id="id1e355e1a540a4a6c8f2acf9c9f07509b"><enum>(A)</enum><text>by agency, program, and budgetary resource; and</text> </subparagraph><subparagraph id="id6d47aee590b3493898d8e4c82bc8a66b"><enum>(B)</enum><text>by the goals and priorities of the national strategy established under subsection (b)(2)(A);</text>
 </subparagraph></paragraph><paragraph id="id041c439fb644414ba92e575b072bd143"><enum>(2)</enum><text>the results of the activities of the Committee under this section;</text> </paragraph><paragraph id="id6749654c14ea4fb78dc9278b6f977844"><enum>(3)</enum><text>the extent to which any recommendations of the Advisory Committee under subsection (d)(3)(A) have been implemented;</text>
 </paragraph><paragraph id="id9e2746344cd841eea1f60482ec47fa9d"><enum>(4)</enum><text>the grants provided under this section during that preceding calendar year, including a description of—</text>
 <subparagraph id="id0a29a49c4e25415dbd5828cbe1c9a7a4"><enum>(A)</enum><text>each activity carried out using such a grant; and</text> </subparagraph><subparagraph id="id16238240d0fd4140b6eb481dd47eb2aa"><enum>(B)</enum><text>the results of those activities; and</text>
 </subparagraph></paragraph><paragraph id="id136b4293f74b41c493c4762788a9f7ba"><enum>(5)</enum><text>for each significant landslide event in the United States during that preceding calendar year—</text> <subparagraph id="idb7f2f16aa6bb4f5badde46d4bcd57617"><enum>(A)</enum><text>a description of the landslide event and the implications of the event on communities, including life and property;</text>
 </subparagraph><subparagraph id="idc7f3017c6c4a4f0e821a2073ae3e97b2"><enum>(B)</enum><text>recommendations on how the identification of the landslide risk could have been improved prior to the event;</text>
 </subparagraph><subparagraph id="id4a5eeced6d8b496ebe81aa499dd7623b"><enum>(C)</enum><text>a description of the effectiveness of any warning and risk communication, including the dissemination of warnings by State, local, and tribal partners in the affected area;</text>
 </subparagraph><subparagraph id="idfa7e058f999f43cfb1ebd597e80692f8"><enum>(D)</enum><text>recommendations to improve risk identification, reduction, and communication to landowners and local governments;</text>
 </subparagraph><subparagraph id="idc376752e2b394ca3bf310fa7ce3c50b0"><enum>(E)</enum><text>recommendations to improve landslide hazard preparedness and emergency response activities under this section; and</text>
 </subparagraph><subparagraph id="idb8492c069f354f20b5b32455073397f9"><enum>(F)</enum><text>such other findings as the Secretary determines appropriate.</text>
 </subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id2a4a00230dbe45eba401a3cfca77b405" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Ground subsidence</header><text display-inline="no-display-inline">As the Secretary determines to be appropriate and subject to appropriations, the Secretary, through existing programs, shall advance the identification, mapping, research, and monitoring of subsidence and groundwater resource accounting, particularly in areas affected by drought.</text>
		</section><section id="idC64DC32C268244738290F38CD9628EAE"><enum>5.</enum><header>3D Elevation Program</header>
			<subsection id="idd3c873f20b3d45df93b51621c84733b0"><enum>(a)</enum><header>Establishment of <enum-in-header>3D</enum-in-header> elevation program</header>
 <paragraph id="idb0fd9d0d7d1d46c798e7ed71c325ad38"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish a program, to be known as the <quote>3D Elevation Program</quote>—</text> <subparagraph id="idfd4c28038dad42d2864f55acafc6c323"><enum>(A)</enum><text>to provide 3D elevation data coverage for the United States;</text>
 </subparagraph><subparagraph id="id49b16251220345659978e35c3f11bb5e"><enum>(B)</enum><text>to coordinate and facilitate the collection, dissemination, and use of 3D elevation data among Federal departments and agencies and non-Federal entities;</text>
 </subparagraph><subparagraph id="idc477650d59304eb0adfeb6c7511d8228"><enum>(C)</enum><text>to produce standard, publicly accessible 3D elevation data products for the United States; and</text> </subparagraph><subparagraph id="id9a511852a8a34e398a574e729b4f1867"><enum>(D)</enum><text>to promote the collection, dissemination, and use of 3D elevation data among Federal, State, local, and tribal governments, communities, institutions of higher education, and the private sector through—</text>
 <clause id="id35be19fcb53e4c9896c171216b0e2e34"><enum>(i)</enum><text>cooperative agreements;</text> </clause><clause id="id26e1c84d4c4c4b6d8c9f039c1612b9b1"><enum>(ii)</enum><text>the development and maintenance of spatial data infrastructure to provide quality control and deliver to the public 3D elevation data products;</text>
 </clause><clause id="id189b58c236b340b1b9b244a83ba31eb5"><enum>(iii)</enum><text>the development of standards and guidelines for 3D elevation data acquisition to increase accessibility to 3D elevation data in a standard, easy-to-use format; and</text>
 </clause><clause id="id7c8088bac98f45a28b5061d9f0b73a7a"><enum>(iv)</enum><text>the identification, assessment, and adoption of emerging technologies to improve the accuracy and efficiency of the 3D Elevation Program.</text>
						</clause></subparagraph></paragraph><paragraph id="id326cb5ec5a3c436a8cdc9aef01debe74"><enum>(2)</enum><header>Management</header>
 <subparagraph id="id34b7b126997f4dcabc8563c0778d1fb3"><enum>(A)</enum><header>In general</header><text>The Secretary shall manage the 3D Elevation Program—</text> <clause id="ide173896bc8294e80adfbb1a74e87f40a"><enum>(i)</enum><text>to ensure efficiency with respect to related activities of the Department of the Interior and other participating Federal departments and agencies; and</text>
 </clause><clause id="id82d55b20c8184c3bb40afc0b92e2f10c"><enum>(ii)</enum><text>to meet the needs of Department of the Interior programs, stakeholders, and the public.</text> </clause></subparagraph><subparagraph id="id0c6458812b2e440e95d04f3161c0b9e0"><enum>(B)</enum><header>Other Federal departments and agencies</header><text>The head of each Federal department and agency involved in the acquisition, production, distribution, or application of 3D elevation data shall—</text>
 <clause id="id55815e8086a84afaa76ba20a1c689070"><enum>(i)</enum><text>coordinate with the 3D Elevation Federal Interagency Coordinating Committee established under subsection (b) to acquire additional, enhanced 3D elevation data;</text>
 </clause><clause id="idf4dcedde09444753b4f405899220d264"><enum>(ii)</enum><text>submit to the Secretary a description of priority areas of interest for 3D elevation data collection for use in providing grants and cooperative agreements under subsection (d);</text>
 </clause><clause id="ida234d1e1f7b342b39e3f1f7f809a0ae7"><enum>(iii)</enum><text>implement policies and procedures for data acquisition and sharing that are consistent with standards and guidelines developed under the 3D Elevation Program;</text>
 </clause><clause id="idce713d062d424989aaa95081ab167bb8"><enum>(iv)</enum><text>participate in, and share the results and benefits of, the 3D Elevation Program, in accordance with standards and guidelines developed under the 3D Elevation Program; and</text>
 </clause><clause id="id5ce01fb0934c4851a5ffed9570f4d325"><enum>(v)</enum><text>ensure that any 3D elevation data acquired with Federal grant funding—</text> <subclause id="idC4BC2CCD2B964E04ADD2C31948FCBE32"><enum>(I)</enum><text>meets 3D Elevation Program standards; and</text>
 </subclause><subclause id="id619AB6C75CCD4279A65521E7E7EC8D58"><enum>(II)</enum><text>is included in the national holdings of those data.</text> </subclause></clause></subparagraph></paragraph></subsection><subsection id="idb9acc91cf1404a2a8d90f1fd4891fe6e"><enum>(b)</enum><header>3D Elevation Federal Interagency Coordinating Committee</header> <paragraph id="id4bc29022a4b5447dba12228adccd9d07"><enum>(1)</enum><header>Establishment</header><text>The Secretary, in coordination with the Secretary of Commerce, shall establish an interagency coordinating committee, to be known as the <quote>3D Elevation Federal Interagency Coordinating Committee</quote> (referred to in this subsection as the <term>Committee</term>), to better coordinate 3D elevation data management across the Federal Government.</text>
 </paragraph><paragraph id="ide2768ab1fc61453e942707022804e51e"><enum>(2)</enum><header>Membership</header><text>The Committee shall be composed of the following members (or their designees):</text> <subparagraph id="id36e118b1e3c849bc9b8d821cdfa62e06"><enum>(A)</enum><text>The Secretary, who shall serve as Chairperson of the Committee.</text>
 </subparagraph><subparagraph id="idB312DFBF748F4896B5FDCC954878D60E"><enum>(B)</enum><text>The Secretary of Agriculture.</text> </subparagraph><subparagraph id="id3535C85D2DE346358CB831269E5C0796"><enum>(C)</enum><text>The Secretary of Commerce.</text>
 </subparagraph><subparagraph id="id220E75811B924D07AC9C280E33E9BCBF"><enum>(D)</enum><text>The Secretary of Homeland Security.</text> </subparagraph><subparagraph id="id34c0bca6aa484d238ac1c19cb12af180"><enum>(E)</enum><text>The Director of the National Science Foundation.</text>
 </subparagraph><subparagraph id="idce92e42c4ce849c5901b624f4bbb353c"><enum>(F)</enum><text>The Director of the Office of Science and Technology Policy.</text> </subparagraph><subparagraph id="id6cd6e0e6dfee4d5fabfb7992ad9669c2"><enum>(G)</enum><text>The Director of the Office of Management and Budget.</text>
 </subparagraph><subparagraph id="id3eab0af644c54fcf8cc02b61bc2a30f9"><enum>(H)</enum><text>The head of any other Federal department or agency, at the request of the Secretary.</text> </subparagraph></paragraph><paragraph id="ide186b3371ca14525b1207c0de4f249b1"><enum>(3)</enum><header>Coordination</header><text>The Committee shall coordinate, as appropriate, with the existing activities of—</text>
 <subparagraph id="idc16d6e35a28741f3b7c6111e7f2bcfca"><enum>(A)</enum><text>the 3D Elevation Program Executive Forum;</text> </subparagraph><subparagraph id="idfd80e15a66b3450eb2baf6923206153c"><enum>(B)</enum><text>the Alaska Mapping Executive Committee;</text>
 </subparagraph><subparagraph id="idb067395245af4a6f84b02abea935ca15"><enum>(C)</enum><text>the 3D Elevation Working Group; and</text> </subparagraph><subparagraph id="id0710ad644e774caba6ef52618d547b23"><enum>(D)</enum><text>the 3D National Elevation Subcommittee.</text>
 </subparagraph></paragraph><paragraph id="id4105ba87ef3947dd96b3b9c6a893a0d6"><enum>(4)</enum><header>Meetings</header><text>The Committee shall meet at the call of the Chairperson.</text>
 </paragraph><paragraph id="id5313834c5d93461699c33e5f009d20d4"><enum>(5)</enum><header>Duties</header><text>The Committee shall—</text> <subparagraph id="idD0CDED54288545AE8C8F2F37127D4DB2"><enum>(A)</enum><text>oversee the planning, management, and coordination of the 3D Elevation Program; and</text>
 </subparagraph><subparagraph id="id9EEDDB0768E04A22BF6C32BCAE0BC169"><enum>(B)</enum><text>develop, by not later than 1 year after the date of enactment of this Act, and update periodically thereafter—</text>
 <clause id="idaac66ed3137443cd957041820bb561ec"><enum>(i)</enum><text>a strategic plan that establishes goals and priorities for activities carried out under the 3D Elevation Program; and</text>
 </clause><clause id="ide135a99d00ff4ed2bfe0877389c5767e"><enum>(ii)</enum><text>a detailed management plan to implement the strategic plan.</text> </clause></subparagraph></paragraph></subsection><subsection id="id1d4fa7b8acb64b46b3e6c6bdfc144766"><enum>(c)</enum><header>Subcommittee of National Geospatial Advisory Committee</header> <paragraph id="idaf5b5c25f08e4a11b05d014d29ecae5b"><enum>(1)</enum><header>Establishment</header> <subparagraph id="id065247203AD74C69AE7790754DB0BDF6"><enum>(A)</enum><header>In general</header><text>The Secretary shall establish, within the National Geospatial Advisory Committee, a subcommittee (referred to in this subsection as the <term>Subcommittee</term>).</text>
 </subparagraph><subparagraph id="idBE5F02328C3444B2A1EE28BF8A934273"><enum>(B)</enum><header>Membership</header><text>The Subcommittee shall—</text> <clause id="idE96C0B06C1F043AB9D33CAE3A521D19E"><enum>(i)</enum><text>consist of not fewer than 11 members, of whom none may be a Federal officer or employee; and</text>
 </clause><clause id="idEEFF293662FC49F49D2E48B735E03204"><enum>(ii)</enum><text>include representatives of—</text> <subclause id="idA47A7D8198114817B3682B7417936127"><enum>(I)</enum><text>research and academic institutions;</text>
 </subclause><subclause id="idA1B710285D4B400191F770276AA11DC5"><enum>(II)</enum><text>industry standards development organizations;</text> </subclause><subclause id="idE60B3F5CD2ED40929B311545EAA35853"><enum>(III)</enum><text>units of State and local government; and</text>
 </subclause><subclause id="idAC6CFF3E7D2943128859D06D0CA8DF1D"><enum>(IV)</enum><text>the private sector.</text> </subclause></clause></subparagraph></paragraph><paragraph id="id98df18d29736427e9497c26c6204719f"><enum>(2)</enum><header>Duties</header> <subparagraph id="id4523729F895F4BE6B9B9013BFD362DEE"><enum>(A)</enum><header>Assessment</header><text>The Subcommittee shall conduct an assessment of—</text>
 <clause id="id389b0b56a770405ebdb6b0a7a25bdd1f"><enum>(i)</enum><text>trends and developments in—</text> <subclause id="id8A6C23B8F61643EA9F7D038AB063A336"><enum>(I)</enum><text>the collection, dissemination, and use of 3D elevation data; and</text>
 </subclause><subclause id="id165D26D3D4464ED0880DEF87225C5B04"><enum>(II)</enum><text>science and technology relating to 3D elevation data;</text> </subclause></clause><clause id="id358e5391daef4f1fb013df2a866ade18"><enum>(ii)</enum><text>the effectiveness of the 3D Elevation Program in carrying out the activities described in subsection (a)(1);</text>
 </clause><clause id="ida924a9749c61492697e6f21928235191"><enum>(iii)</enum><text>the need to revise or reorganize the 3D Elevation Program; and</text> </clause><clause id="id5105fe3c74ab4efb89ec583efe6acac3"><enum>(iv)</enum><text>the management, coordination, implementation, and activities of the 3D Elevation Program.</text>
 </clause></subparagraph><subparagraph id="id3620ac96831047e48105c93be051bd11"><enum>(B)</enum><header>Report</header><text>Not later than 1 year after the date of enactment of this Act, and not less frequently than once every 2 years thereafter, the Subcommittee shall submit to the Secretary and the 3D Elevation Federal Interagency Coordinating Committee established under subsection (b) a report that includes—</text>
 <clause id="id35A5B3BB32BD4C87A429C456399402B1"><enum>(i)</enum><text>the findings of the assessment under subparagraph (A); and</text> </clause><clause id="id1605550C105045C89F97766A7D9AADB9"><enum>(ii)</enum><text>recommendations of the Subcommittee based on those findings, if any.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="id0cc849afef064a42b1399a80651bfa59"><enum>(d)</enum><header>Grants and cooperative agreements</header>
 <paragraph id="idc8b3ebf97fe2465f9e16fa72475c4521"><enum>(1)</enum><header>In general</header><text>The Secretary may make grants and enter into cooperative agreements with other Federal departments and agencies, units of tribal, State, or local government, institutions of higher education, nonprofit research institutions, or other organizations to facilitate the improvement of nationwide coverage of 3D elevation data.</text>
 </paragraph><paragraph id="idb5fcd1d03d7d4feeb3372fbccdb4a17e"><enum>(2)</enum><header>Applications</header><text>To be eligible to receive a grant or enter into a cooperative agreement under this subsection, an entity described in paragraph (1) shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text>
 </paragraph><paragraph id="idfd6e9472456e4d30908898ade271323b"><enum>(3)</enum><header>Terms and conditions</header><text>A grant or cooperative agreement under this subsection shall be subject to such terms and conditions as the Secretary determines to be appropriate, including making data publically available and interoperable with other Federal datasets.</text></paragraph></subsection></section></legis-body></bill>
