 <section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Help Americans Never Get Unwanted Phone calls Act of 2017</short-title></quote> or <quote><short-title>HANGUP Act</short-title></quote>.</text> </section><section id="idFF0BD245E8BC4E95B2877FF4CCC2DC38" section-type="subsequent-section"><enum>2.</enum><header>Repeal of debt collection amendments; clarifying coverage with respect to government contractors</header> <subsection id="id29EF7A0B3DA54437A83A43F2766B9FB8"><enum>(a)</enum><header>In general</header><text>The Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/151">47 U.S.C. 151</external-xref> et seq.) is amended—</text>
 <paragraph id="id4E5A4A4613294AF8B099D9561FDAAFEB"><enum>(1)</enum><text>in section 3 (<external-xref legal-doc="usc" parsable-cite="usc/47/153">47 U.S.C. 153</external-xref>), by striking paragraph (39) and inserting the following:</text> <quoted-block act-name="" display-inline="no-display-inline" id="idBA1FC663449046638AEED9C33B5DA878" style="OLC"> <paragraph id="id6A2ECB467DEE48ADBC4A25B6043C489C"><enum>(39)</enum><header>Person</header><text>The term <term>person</term>—</text>
 <subparagraph id="idDBF437B71D4D487BA459D23DBC49CDB4"><enum>(A)</enum><text>includes an individual, partnership, association, joint-stock company, trust, or corporation; and</text> </subparagraph><subparagraph id="idA231B15019FD4B0CBEE48024B95C1898"><enum>(B)</enum><text>for the purposes of section 227, includes—</text>
 <clause id="idD9FCDF04FEBB46CBBE3BEE7C6D55334E"><enum>(i)</enum><text>a contractor of—</text> <subclause id="id8B9ABB16EBD34303B8B88CDDDCF5DAF3"><enum>(I)</enum><text>the United States Government; or</text>
 </subclause><subclause id="id5F7D3B6941E84FA098A57E1349280217"><enum>(II)</enum><text>any State or local government; and</text> </subclause></clause><clause commented="no" display-inline="no-display-inline" id="id2F67F8680B4E4EF689C08EA2D2C49659"><enum>(ii)</enum><text>an entity of any legal form.</text></clause></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </paragraph><paragraph id="id195202494B904F9C8D0CE136BCF7D82F"><enum>(2)</enum><text>in section 227(b) (<external-xref legal-doc="usc" parsable-cite="usc/47/227">47 U.S.C. 227(b)</external-xref>)—</text> <subparagraph id="id9F982A102F004D86A9050AF8DBDE37BC"><enum>(A)</enum><text>in paragraph (1)—</text>
 <clause id="id5499D3D473714713941EF5C096A9C301"><enum>(i)</enum><text>in subparagraph (A)(iii), by striking <quote>, unless such call is made solely to collect a debt owed to or guaranteed by the United States</quote>; and</text> </clause><clause id="idC80DFC5254064D0FBEC2B3435A41E186"><enum>(ii)</enum><text>in subparagraph (B), by striking <quote>, is made solely pursuant to the collection of a debt owed to or guaranteed by the United States,</quote>; and</text>
 </clause></subparagraph><subparagraph id="id1731B5679C0E4E71AA5AFF53EF5DCCE9"><enum>(B)</enum><text>in paragraph (2)—</text> <clause id="idA4A4C83E64EB47CCA7533679469698C0"><enum>(i)</enum><text>in subparagraph (F)(ii), by adding <quote>and</quote> at the end;</text>
 </clause><clause id="id12385219183D468E87917D63CC48386B"><enum>(ii)</enum><text>in subparagraph (G)(ii), by striking <quote>; and</quote> at the end and inserting a period; and</text> </clause><clause id="id7FD37A4B31D543C8B43E945F1C42A7A3"><enum>(iii)</enum><text>by striking subparagraph (H).</text>
 </clause></subparagraph></paragraph></subsection><subsection id="idDBBBCF0052454D8CB863D1C0A00B6AFE"><enum>(b)</enum><header>Regulations</header><text>Section 301(b) of the Bipartisan Budget Act of 2015 (<external-xref legal-doc="usc" parsable-cite="usc/47/227">47 U.S.C. 227</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/114/74">Public Law 114–74</external-xref>) is repealed.</text></subsection></section></legis-body></bill>
