			 whether countries are meeting the minimum standards for the elimination of
			 human trafficking, and for other purposes.</official-title></form>
	<legis-body>
 <section id="id304681789B2A42D6A8F1E714E2C2576F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Trafficking Victims Protection Reauthorization Act of 2017</short-title></quote>.</text> </section><section id="id1555848BA8B14BCD94F4E688351249AF" section-type="subsequent-section"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 103 of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102</external-xref>) is amended—</text>
 <paragraph id="id1C9F7420203F47988FB8C745A1985B4B"><enum>(1)</enum><text>by redesignating paragraphs (5) through (15) as paragraphs (7) through (17), respectively; and</text> </paragraph><paragraph id="idBD90A579C53846BEB51E8517C7BC307A"><enum>(2)</enum><text>by inserting after paragraph (4) the following:</text>
				<quoted-block display-inline="no-display-inline" id="id3B36B25BDC8F455EB42FC5540BA029B4" style="OLC">
 <paragraph id="idff99411a89514dd6ad0418330cf02764"><enum>(5)</enum><header>Concrete actions</header><text>The term <term>concrete actions</term> means actions that demonstrate increased efforts by the government of a country to meet the minimum standards for the elimination of trafficking, including any of the following:</text>
 <subparagraph id="id1B42CF6931A947AA801BB8B9B7C51DE9"><enum>(A)</enum><text>Enforcement actions taken.</text> </subparagraph><subparagraph id="id811ED668F3C945E2BA63AFB703E16D22"><enum>(B)</enum><text>Investigations actively underway.</text>
 </subparagraph><subparagraph id="id2F018F9F49C1489389B076D44415E6DF"><enum>(C)</enum><text>Prosecutions conducted.</text> </subparagraph><subparagraph id="id43436942982B4AA8949887B0F12F48D0"><enum>(D)</enum><text>Convictions attained.</text>
 </subparagraph><subparagraph id="idFC7E323F21FA4BD895C48F2BC3CB5622"><enum>(E)</enum><text>Training provided.</text> </subparagraph><subparagraph id="idF98C6F551226456AB8D8C1D586A0CE4E"><enum>(F)</enum><text>Programs and partnerships actively underway.</text>
 </subparagraph><subparagraph id="id59ed046ccd154570b1e174f8e0fb04d5"><enum>(G)</enum><text>Efforts to prevent severe forms of trafficking, including programs to reduce the vulnerability of particularly vulnerable populations, involving survivors of trafficking in community engagement and policy making, engagement with foreign migrants, ending recruitment fees, and other such measures.</text>
 </subparagraph><subparagraph id="id0AD27568942D4CD299640290AB057A63"><enum>(H)</enum><text>Victim services offered, including immigration services and restitution.</text> </subparagraph><subparagraph id="idBC1D6DB553B9476C8111D3C197936844"><enum>(I)</enum><text>The amount of money the government has committed to the actions described in subparagraphs (A) through (H).</text>
 </subparagraph></paragraph><paragraph id="id0CDC12CB19664B058F7CBF93E32EFBB8"><enum>(6)</enum><header>Credible evidence</header><text>The term <term>credible evidence</term> includes all of the following:</text> <subparagraph id="idDEAAF15125674AD8AB250B89DA797FDF"><enum>(A)</enum><text>Reports by the Department of State.</text>
 </subparagraph><subparagraph id="idFD7BCADD5DE0444A94D52C3FD1279B1C"><enum>(B)</enum><text>Reports of other Federal agencies, including the Department of Labor’s List of Goods Produced by Child Labor or Forced Labor and List of Products Produced by Forced Labor or Indentured Child Labor.</text>
 </subparagraph><subparagraph id="idE7A27FCA018142FDB68380F5FDF6042E"><enum>(C)</enum><text>Documentation provided by a foreign country, including—</text> <clause id="id92B750734D764C0BB7897F24C4FF2BB4"><enum>(i)</enum><text>copies of relevant laws, regulations, and policies adopted or modified; and</text>
 </clause><clause id="id8812B7C455BD4E8DB17301131FA9CAE1"><enum>(ii)</enum><text>an official record of enforcement actions taken, judicial proceedings, training conducted, consultations conducted, programs and partnerships launched, and services provided.</text>
 </clause></subparagraph><subparagraph id="idF0A1F64D032E4F15B0AE13D85E3DC5EB"><enum>(D)</enum><text>Materials developed by civil society organizations.</text> </subparagraph><subparagraph id="idBDEBBAC184B948F1AE84B68B4DE6BE29"><enum>(E)</enum><text>Information from survivors of human trafficking, vulnerable persons, and whistleblowers.</text>
 </subparagraph><subparagraph id="id3A4534BF98AD48AF83D2052E88080BEA"><enum>(F)</enum><text>All relevant media and academic reports that, in light of reason and common sense, are worthy of belief.</text>
 </subparagraph><subparagraph id="idAAA7D8969B2D47568D30139874C749F4"><enum>(G)</enum><text>Information developed by multilateral institutions.</text> </subparagraph><subparagraph id="id8FA9C19D7891423A8DFDCF568F29D246"><enum>(H)</enum><text>An assessment of the impact of the actions described in subparagraphs (A) through (I) of paragraph (5) on the prevalence of human trafficking in the country.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="id3b0326fa69b1416fa811daa013e7885b"><enum>3.</enum><header>Sense of Congress regarding private sector support to strengthen law enforcement agencies and the
			 role of private businesses in preventing and combating child sex
 trafficking</header><text display-inline="no-display-inline">It is the sense of Congress that—</text> <paragraph id="idFF85F52FC7C34E0CA39D4F4F18B5EBEE"><enum>(1)</enum><text display-inline="yes-display-inline">the President should work with the private sector to explore, develop, and use technology that strengthens Federal law enforcement capabilities to combat traffickers and criminal networks; and</text>
 </paragraph><paragraph id="id2D7EC484BD1E438B96DFB8A9173FBED3"><enum>(2)</enum><text>private businesses, both domestic and international, should take every reasonable step to prevent and combat child sex trafficking.</text>
 </paragraph></section><section id="ida6cbdbeb41ad41e99042ffba34945dd1"><enum>4.</enum><header>Prohibition on placement or recruitment fees</header><text display-inline="no-display-inline">Section 106(g) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7104">22 U.S.C. 7104(g)</external-xref>) is amended—</text> <paragraph id="id0c813133672f4e859e0b5dbd5b85d0e2"><enum>(1)</enum><text>by redesignating clauses (i) through (iv) as paragraphs (1) through (4), respectively, and moving such paragraphs 4 ems to the left; and</text>
 </paragraph><paragraph id="id0139529af484439096cffd7e071f322a"><enum>(2)</enum><text>in paragraph (4), as redesignated—</text> <subparagraph id="id5f374619a08541fd8404505b721ca831"><enum>(A)</enum><text>by redesignating subclauses (I) through (V) as subparagraphs (A) through (E), respectively, and moving such subparagraphs 4 ems to the left;</text>
 </subparagraph><subparagraph id="id027c4ba9687947de9c4ca4153ebfb3c7"><enum>(B)</enum><text>in subparagraph (B), as redesignated, by redesignating items (aa) and (bb) as clauses (i) and (ii), respectively, and moving such clauses 4 ems to the left; and</text>
 </subparagraph><subparagraph id="id76db5fa7223940ab9ba02a59d7bf4855"><enum>(C)</enum><text>in subparagraph (D), as redesignated, by striking <quote>unreasonable placement or recruitment fees</quote> and all that follows through the period at the end and inserting <quote>placement or recruitment fees.</quote>.</text> </subparagraph></paragraph></section><section id="id7C68820141E64382AB9FA01CB1EEBB4C"><enum>5.</enum><header>Minimum standards for the elimination of trafficking</header><text display-inline="no-display-inline">Section 108(b) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7106">22 U.S.C. 7106(b)</external-xref>) is amended—</text>
 <paragraph id="id02A678740B74427EBE0DC9951A2E4AF9"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1)—</text> <subparagraph id="id79E2D5B322CA4954A2F680C8C333C32E"><enum>(A)</enum><text display-inline="yes-display-inline">by inserting <quote>and without bias</quote> after <quote>vigorously</quote>;</text>
 </subparagraph><subparagraph id="id867AEBA35E5C418D86B6ED8414C6F7E0"><enum>(B)</enum><text>by striking <quote>if the government</quote> and inserting the following:</text> <quoted-block display-inline="yes-display-inline" id="idEACC230366D048288E766B5EC42485E4" style="OLC"> <text>if—</text><subparagraph id="idA3236D14154A448B8BA068B6BD7E1F79"><enum>(A)</enum><text>the government</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block> </subparagraph><subparagraph id="id658EF88671E04E75960C3126D9EAF61A"><enum>(C)</enum><text>by striking <quote>such acts and the Secretary</quote> and inserting the following:</text>
					<quoted-block display-inline="yes-display-inline" id="id31445FCF68604FB7B2F43B2773F98F7E" style="OLC">
 <text>such acts;</text><subparagraph id="idE227F050C59F4DE78D924E2633BABBFF"><enum>(B)</enum><text>the Secretary</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block> </subparagraph><subparagraph id="id11C2715B53D14C69B3BDA29E260C9604"><enum>(D)</enum><text>by striking <quote>such data.</quote> and inserting the following:</text>
					<quoted-block display-inline="yes-display-inline" id="idADDEF3853D2D492F86B1FFFD19857C61" style="OLC">
 <text>such data; and</text><subparagraph id="idD7E7CA8770E8402B996F69C8FD72A40E"><enum>(C)</enum><text>the Secretary has included a description of such data and a description of such good faith efforts to collect such data in the annual Trafficking in Persons Report.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="id3BF27E50F56F4012AEDDC39274F36B30"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (7)—</text> <subparagraph id="id374415D51DA74B87A21823B2C86D6B54"><enum>(A)</enum><text display-inline="yes-display-inline">by inserting <quote>and without bias</quote> after <quote>vigorously</quote>;</text>
 </subparagraph><subparagraph id="idEE83ACA0E7514F65A9DE3C6AC5A1A02B"><enum>(B)</enum><text>by inserting <quote>or enable</quote> after <quote>condone</quote>;</text> </subparagraph><subparagraph id="idB43DC8FAEBA74149885333E8BBC591B6"><enum>(C)</enum><text>by striking <quote>if the government</quote> and inserting the following:</text>
					<quoted-block display-inline="yes-display-inline" id="id1764102E675646CC9F247DA5B6B3B330" style="OLC">
 <text>if—</text><subparagraph id="id4075570F0A404589840F863C19A74A56"><enum>(A)</enum><text>the government</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block> </subparagraph><subparagraph id="idD7D875037CDF45D0ABFF8418CCA4D2FB"><enum>(D)</enum><text>by striking <quote>such acts and the Secretary</quote> and inserting the following:</text>
					<quoted-block display-inline="yes-display-inline" id="id80468BB12B02407BB82322E038675D1C" style="OLC">
 <text>such acts;</text><subparagraph id="id9D6F3EA9F2DB4A8E884B615016720AA9"><enum>(B)</enum><text>the Secretary</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block> </subparagraph><subparagraph id="id223BCC148F6548809AEB729BF66CAA73"><enum>(E)</enum><text>by striking <quote>such data.</quote> and inserting the following:</text>
					<quoted-block display-inline="yes-display-inline" id="id10FFF7DBB8A44642AA851E23A1EAABD3" style="OLC">
 <text>such data; and</text><subparagraph id="id6DFCDC54FA514ABE9622320D03F4461D"><enum>(C)</enum><text>the Secretary has included a description of such data in the annual Trafficking in Persons Report.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block> </subparagraph></paragraph></section><section id="idD205BE2E26794B2BB1A17F255796F01C"><enum>6.</enum><header>Actions against governments failing to meet minimum standards</header><text display-inline="no-display-inline">Section 110(b) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107</external-xref>) is amended—</text>
 <paragraph id="id69EB67A1655E4DACBBDAB5D4C2A9BA7F"><enum>(1)</enum><text>in paragraph (1)—</text> <subparagraph id="id232A6EE19A964125994D549E4565E78A"><enum>(A)</enum><text>by striking <quote>The report should</quote> and inserting <quote>The report shall, to the extent concurrent reporting data is available, cover efforts and activities taking place during the period between April 1 of the year preceding the report and March 31 of the year in which the report is made, and should</quote>;</text>
 </subparagraph><subparagraph id="idDF4801DC91DD4B319D9FEE184F2E991B"><enum>(B)</enum><text>in subparagraph (A), by inserting <quote>based only on concrete actions taken by the country that are recorded during the reporting period</quote> after <quote>such standards</quote>;</text> </subparagraph><subparagraph id="id6837C7AFA6F9466CA1036E9D9693D41A"><enum>(C)</enum><text>in subparagraph (B) by inserting <quote>based only on concrete actions taken by the country (excluding any commitments by the country to take additional future steps during the next year) that are recorded during the reporting period</quote> after <quote>compliance</quote>;</text>
 </subparagraph><subparagraph id="idEEC5B8D952F148829109FAA7C58DFAFB"><enum>(D)</enum><text>by amending subparagraph (C) to read as follows:</text> <quoted-block display-inline="no-display-inline" id="idDEAD50F1AD984F938DF616D5C1DDE7F2" style="OLC"> <subparagraph id="id969571bfd25d4707bab9e4503a6dee6b"><enum>(C)</enum><text>a list of those countries, if any, to which the minimum standards for the elimination of trafficking are applicable, and whose governments—</text>
 <clause id="idA3BB29C92799456EBB3C3AE199107479"><enum>(i)</enum><text>do not fully comply with such standards and are not making significant efforts to bring themselves into compliance;</text>
 </clause><clause id="idA33E9852309C433EA5524EDE6D1C3033"><enum>(ii)</enum><text>tolerate trafficking in government-funded programs; or</text> </clause><clause id="idDF5C34D2A46847B4A7E0A3BA15BF9F73"><enum>(iii)</enum><text>have a government-supported practice of—</text>
 <subclause id="id4755EEAA59C048F587187D15136C6F04"><enum>(I)</enum><text>trafficking;</text> </subclause><subclause id="id196c339d90ff49bdbfaf544ccf97b420"><enum>(II)</enum><text>facilitating the use of forced labor (such as in agriculture, forestry, mining, or construction);</text>
 </subclause><subclause id="ide4e2ec35dc5b49099caa1270c384ad5f"><enum>(III)</enum><text>permitting sexual slavery in government camps, compounds, or outposts; or</text> </subclause><subclause id="id6d8a19c421894fd08cd4ea8586917e1d"><enum>(IV)</enum><text>employing child soldiers;</text></subclause></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph><subparagraph id="idB9B632D749354C419A3DC132940E0849"><enum>(E)</enum><text>in subparagraph (F), by striking <quote>and</quote> at the end;</text> </subparagraph><subparagraph id="id29ED5DF5BD67439DB3BC4BF61E212EC6"><enum>(F)</enum><text>in subparagraph (G), by striking the period at the end and inserting <quote>; and</quote>; and</text>
 </subparagraph><subparagraph id="id0CE391498AC24BF8B1D521DF0F29DCBC"><enum>(G)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id131D99311F9E47DFBD9B15B0AAE390A7" style="OLC"> <subparagraph commented="no" id="idAC965D877A214EFB8D400AE3AD963673"><enum>(H)</enum><text>for each country included in a different list than the country had been placed in the previous annual report, a detailed explanation of how the concrete actions (or lack of such actions) undertaken (or not undertaken) by the country during the previous reporting period contributed to such change, including a clear linkage between such actions and the minimum standards enumerated in section 108.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="idCFBA1A2DC2B746488F5FC18736CAB1EF"><enum>(2)</enum><text>in paragraph (2)—</text> <subparagraph id="id1D6671A65F334366A94D8989BDE08A7E"><enum>(A)</enum><text>in subparagraph (A)(iii)—</text>
 <clause id="idB4BA998DC31A403B8057AEA5EDFC4CAC"><enum>(i)</enum><text>in subclause (I), by adding <quote>or</quote> at the end;</text> </clause><clause id="idB815939621D947B98E0D02568FC119E1"><enum>(ii)</enum><text>in subclause (II), by striking <quote>; or</quote> and inserting a period; and</text>
 </clause><clause id="id38D38F78AA56460A9A684060682CB8B3"><enum>(iii)</enum><text>by striking subclause (III);</text> </clause></subparagraph><subparagraph id="idA2F16042ACEC4907B6843255BE2E4399"><enum>(B)</enum><text>in subparagraph (B), by striking <quote>the last annual report</quote> and inserting <quote>April 1 of the previous year</quote>;</text>
 </subparagraph><subparagraph id="id90B441C42A8947E581027B432BA1E3B9"><enum>(C)</enum><text>in subparagraph (D)—</text> <clause id="idD8F6EA5A552443B6ABC627CFAABE12E9"><enum>(i)</enum><text>in clause (i), by striking <quote>2008,</quote> and all that follows and inserting—</text>
						<quoted-block display-inline="no-display-inline" id="id58CF1B8845404427980891E1DC1C61B9" style="OLC">
 <clause id="idDB72C8392CC94654AD37A1D1A892F700"><enum></enum><text>2008—</text> <subclause commented="no" display-inline="no-display-inline" id="idDE41824547E249AF9423EBDEF8A5010E"><enum>(I)</enum><text display-inline="yes-display-inline">shall be included on the list of countries described in paragraph (1)(C); and</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="id1B0609723DF84A36962A3A7B94D1B4D7"><enum>(II)</enum><text display-inline="yes-display-inline">shall be required to meet the requirements specified in paragraph (1)(B) before the country may be removed from the list of countries described in paragraph (1)(C).</text></subclause></clause><after-quoted-block>; and</after-quoted-block></quoted-block>
 </clause><clause id="idFCAEE2C57DAD495C96009B247B2DA3B1"><enum>(ii)</enum><text>in clause (ii), by striking <quote>2 years</quote> and inserting <quote>1 year</quote>; and</text> </clause></subparagraph><subparagraph id="id503285B646514B7E881B9C0FB3066D7B"><enum>(D)</enum><text>in subparagraph (E)—</text>
 <clause id="idF1DB4BCC3BA241D9AF096E16CE95FE74"><enum>(i)</enum><text>in the subparagraph heading, by striking <quote><header-in-text level="subparagraph" style="OLC">Public</header-in-text></quote> and inserting <quote><header-in-text level="subparagraph" style="OLC">Congressional</header-in-text></quote>; and</text> </clause><clause id="id68A573EACD414781A59135BE51433D24"><enum>(ii)</enum><text>by striking <quote>shall provide</quote> and all that follows and inserting the following:</text>
						<quoted-block display-inline="yes-display-inline" id="idB1B3C1E9F6C94E3B91CCAAB919256610" style="OLC">
 <text>shall—</text><clause id="id5f90917e5a1141979c57134201da0ccb"><enum>(i)</enum><text>provide a detailed description of the credible evidence supporting such determination on a publicly available website maintained by the Department of State; and</text>
 </clause><clause id="ide975ed23af3a45cea0d69498d9437bd3"><enum>(ii)</enum><text>offer to brief the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name> and the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name> on any written plan submitted by the country under subparagraph (D)(ii)(I), with an opportunity to review the written plan.</text></clause><after-quoted-block>;</after-quoted-block></quoted-block>
 </clause></subparagraph></paragraph><paragraph id="id072806A3E5FB47D7B1C3D4E52B8BDA80"><enum>(3)</enum><text>in paragraph (3)—</text> <subparagraph id="idBA868A2D1AF24A7A92C3842ECDBEB2D4"><enum>(A)</enum><text>in subparagraph (B), by striking <quote>and</quote> at the end;</text>
 </subparagraph><subparagraph id="id711C7AC2CA8A47FDA369F5E24419C418"><enum>(B)</enum><text>in subparagraph (C), by striking the semicolon at the end and inserting a period; and</text> </subparagraph><subparagraph id="idC56F6CE495A84741AC6CB08D562F10F5"><enum>(C)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idB4719DDE32B74DB49AF9771FE1E13EE9" style="OLC">
 <subparagraph id="id65afbe1f8def4f4a8e3a696d63aea71c"><enum>(D)</enum><text>the extent to which the government of the country is devoting sufficient budgetary resources—</text> <clause id="id580ae27a484743ad805d22907996fc52"><enum>(i)</enum><text>to investigate and prosecute acts of severe trafficking in persons;</text>
 </clause><clause id="ide9e623975f124749b1332991b116afd3"><enum>(ii)</enum><text>to convict and sentence persons responsible for such acts; and</text> </clause><clause id="id6d0e451505224e49b86941f4096177de"><enum>(iii)</enum><text>to obtain restitution for victims of human trafficking;</text>
 </clause></subparagraph><subparagraph id="idffe9bc8034da4b43b314cd5b9c653a4a"><enum>(E)</enum><text>the extent to which the government of the country is devoting sufficient budgetary resources—</text> <clause id="id4cb5777390944a6e93747b27092d0f68"><enum>(i)</enum><text>to protect and rehabilitate victims of trafficking in persons; and</text>
 </clause><clause id="id8a8c169410ff45cba9f62179186593fb"><enum>(ii)</enum><text>to prevent severe forms of trafficking in persons; and</text> </clause></subparagraph><subparagraph id="idf9576c835d584e00bf4e32186edb6507"><enum>(F)</enum><text>the extent to which the government of the country has consulted with domestic and international civil society organizations to improve the provision of services to victims of trafficking in persons.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="idB1BF0B26B01745E297730638D1258A28"><enum>(4)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id29E7CA78C7D249D296C52EF454DB8010" style="OLC"> <paragraph id="id6E4E4B1C592E418690692DB2DDD223FB"><enum>(4)</enum><header>Action plans for countries upgraded to tier 2 watchlist</header> <subparagraph id="idad117e6047b946af9356b4a0a62dd605"><enum>(A)</enum><header>In general</header><text>Not later than 180 days after the release of the annual Trafficking in Persons Report, the Ambassador-at-Large of the Office to Monitor and Combat Trafficking and the Assistant Secretary of the appropriate regional bureau, in consultation with appropriate officials from the government of each country described in paragraph (2)(A)(ii), shall—</text>
 <clause id="id1B6FBA32618E4531910A732B33D86C1B"><enum>(i)</enum><text>prepare an action plan for each country upgraded from Tier 3 to Tier 2 Watchlist to further improve such country’s tier ranking under this subsection; and</text>
 </clause><clause id="id8FC5E2B92C9247D09A1EAB7EF4072B8F"><enum>(ii)</enum><text>present the relevant action plan to the government of each such country.</text> </clause></subparagraph><subparagraph id="id0ef778b5843a420d8b8deeb183dfc662"><enum>(B)</enum><header>Coordination</header><text>The United States Ambassador or Charge d’Affaires of the country for which an action plan is being prepared, in consultation with the Ambassador-at-Large of the Office to Monitor and Combat Trafficking in Persons, shall be responsible for coordinating all necessary diplomatic engagement to prepare such plan.</text>
 </subparagraph><subparagraph id="id451c82f176f340c8bc496b24618b971f"><enum>(C)</enum><header>Contents</header><text>Each action plan prepared under this paragraph—</text> <clause id="idD05B377A09DC4DF2A3FD7D9443E078F5"><enum>(i)</enum><text>shall include specific concrete actions to be taken by the country to substantively address deficiencies preventing the country from meeting Tier 2 standards, based on credible evidence; and</text>
 </clause><clause id="id0287E89DCB7D462A970D71925B3E55DC"><enum>(ii)</enum><text>should be focused on short-term and multiyear goals.</text> </clause></subparagraph><subparagraph id="id387c520b31af49f3ba4d270ae1711746"><enum>(D)</enum><header>Briefings</header><text>The Ambassador-at-Large of the Office to Monitor and Combat Trafficking and all appropriate regional Assistant Secretaries shall make themselves available to brief the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name>, the <committee-name committee-id="SSAP00">Committee on Appropriations of the Senate</committee-name>, the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name>, and the <committee-name committee-id="">Committee on Appropriations of the House of Representatives</committee-name> on the implementation of each action plan prepared under this paragraph.</text>
 </subparagraph><subparagraph id="id990CBEBD99ED47A29AD825699BEB8164"><enum>(E)</enum><header>Savings provision</header><text>Nothing in this paragraph may be construed as modifying—</text> <clause id="id1DBC4C79C8AF44539AC74C7AED20DFC0"><enum>(i)</enum><text>minimum standards for the elimination of trafficking under section 108; or</text>
 </clause><clause id="idC35A19C518684C06B95F7EBD25AC56D8"><enum>(ii)</enum><text>the actions against governments failing to meet minimum standards under this section or the criteria for placement on the Special Watch List under paragraph (2).</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="idC1B9E9BB099E46C29AECBBD6EFA72FDB"><enum>7.</enum><header>Communication with governments of countries designated as Tier 2 Watch List countries on the
			 Trafficking in Persons report</header>
 <subsection id="id173322F780E542C881D33BE338703C25"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not less than annually, the Secretary of State shall provide, to the foreign minister of each country that has been downgraded to a <quote>Tier 2 Watch List</quote> country pursuant to the Trafficking in Persons report submitted under section 110(b) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)</external-xref>)—</text>
 <paragraph id="id556a56a7eefa405e8b10ceca06cba06c"><enum>(1)</enum><text>a copy of the annual Trafficking in Persons report; and</text> </paragraph><paragraph id="id81782EC2FD2D49C7B672E063267CD073"><enum>(2)</enum><text>information pertinent to that country’s downgrade, including—</text>
 <subparagraph id="id2567D33FC2CE47C3B73663391F5C8A80"><enum>(A)</enum><text>confirmation of the country’s designation to the Tier 2 Watch List;</text> </subparagraph><subparagraph id="id0CBE2B00D429485590C65F38DBAB32D0"><enum>(B)</enum><text>the implications associated with such designation and the consequences for the country of a downgrade to Tier 3;</text>
 </subparagraph><subparagraph id="id6410B8392A384581B13EB80DA54E503A"><enum>(C)</enum><text>the factors that contributed to the downgrade; and</text> </subparagraph><subparagraph id="id4654ECBF086E416C88EC95CFA19FE4B8"><enum>(D)</enum><text>the steps that the country must take to be considered for an upgrade in status of designation.</text>
 </subparagraph></paragraph></subsection><subsection id="id9AF5140D20CD40D5881A9CD1DE9D71EA"><enum>(b)</enum><header>Sense of Congress regarding communications</header><text>It is the sense of Congress that, given the gravity of a Tier 2 Watch List designation, the Secretary of State should communicate the information described in subsection (a) to the foreign minister of any country downgraded to the Tier 2 Watch List.</text>
 </subsection></section><section id="id9275dae857364ab190c8103c6846e03e"><enum>8.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">Section 113 of the Trafficking Victims Prevention Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7110">22 U.S.C. 7110</external-xref>) is amended—</text> <paragraph id="id5b4d98e4816a4fc3887fced6cdbdac04"><enum>(1)</enum><text>by striking subsection (a) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="id611c6968034f44758f7074cd19e8813f" style="OLC">
 <subsection id="id6c2b14e388f24a9fa0facaa97619f16e"><enum>(a)</enum><header>Authorization of appropriations in support of the Task Force</header><text>There are authorized to be appropriated to the Department of State, for each of the fiscal years 2018 through 2023, $12,500,000 for Diplomatic and Consular Programs of the Office to Monitor and Combat Trafficking in Persons, which shall be used to carry out sections 105(e), 105(f), and 110, including for additional personnel.</text></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
 </paragraph><paragraph id="idaac4c6c6b11549499e0004d203b95db0"><enum>(2)</enum><text>by striking subsection (c) and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="id3DC83AB839344BD5975450141F9CC6E4" style="OLC"> <subsection id="idfa374efb41d4499abd9f6abc229b44c0"><enum>(c)</enum><header>Authorization of appropriations for the Department of State</header> <paragraph id="id6f3217aef9564d748565bc7c9bf66046"><enum>(1)</enum><header>Assistance to combat trafficking</header><text>There are authorized to be appropriated to the Department of State, for each of the fiscal years 2018 through 2023, $64,800,000, which shall be used—</text>
 <subparagraph id="id5642880C84F140FCAD5A73F3719E5F9E"><enum>(A)</enum><text>to carry out sections 106 and 107(a);</text> </subparagraph><subparagraph id="id8590A19B005E462ABFB25E037E9CDD9F"><enum>(B)</enum><text>to carry out section 134 of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2152d">22 U.S.C. 2152d</external-xref>);</text>
 </subparagraph><subparagraph id="id9399653EE70F4112B92AE897649F71CE"><enum>(C)</enum><text>to assist countries in meeting the minimum standards described in section 108; and</text> </subparagraph><subparagraph id="idE81189823E1342D88A1161F6852B1396"><enum>(D)</enum><text>for programs and activities on prevention, protection, and prosecution to combat all forms of trafficking in persons internationally, including training activities for law enforcement officers, prosecutors, and members of the judiciary with respect to trafficking in persons at the International Law Enforcement Academies.</text>
							</subparagraph></paragraph><paragraph id="id5c16bdac005a4dfa85bca8413daa6cd7"><enum>(2)</enum><header>End modern slavery initiative</header>
 <subparagraph id="id035202c8f8414f83a5577571711a5f0a"><enum>(A)</enum><header>In general</header><text>There are authorized to be appropriated to the Department of State, for each of the fiscal years 2021 through 2023, $37,500,000, which shall be used to reduce the prevalence of modern slavery globally.</text>
 </subparagraph><subparagraph id="id88057b85972a434ebb98c4cbb38dcade"><enum>(B)</enum><header>Use of funds</header><text>The Secretary of State may obligate amounts appropriated pursuant to subparagraph (A), on an incremental basis—</text>
 <clause id="id94A94671748F471C8B9EC92E4BC710DE"><enum>(i)</enum><text>to carry out the grant program authorized under section 1298(b) of the National Defense Authorization Act for Fiscal Year 2017 (<external-xref legal-doc="usc" parsable-cite="usc/22/7114">22 U.S.C. 7114</external-xref> note); and</text>
 </clause><clause id="id419FBC4AEBC641BEA0DE3C7A3751A462"><enum>(ii)</enum><text>to ensure the effective and efficient implementation of program activities.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block> </paragraph><paragraph id="idb3dfa93284cf4c2ba37ebebe7e0ebd2f"><enum>(3)</enum><text>by striking subsection (e); and</text>
 </paragraph><paragraph id="id4A4C3C1FE20C455EAC28EB0167A8C0A1"><enum>(4)</enum><text>by redesignating subsections (f), (g), (h), and (i) as subsections (e), (f), (g), and (h), respectively.</text>
			</paragraph></section><section id="idb82b3c4123e84873a832b8f8284b5d8a"><enum>9.</enum><header>Requirements for strategies to prevent trafficking</header>
			<subsection id="id76cb5d15b1254fc68fdd643f2931c2a7"><enum>(a)</enum><header>Report on new practices To combat trafficking</header>
 <paragraph id="idfa5f4eefb1ca42ce9554f4eb6027890d"><enum>(1)</enum><header>In general</header><text>Not later than 120 days after the date of the enactment of this Act, and annually thereafter for 7 years, the Secretary of State, in consultation with the Administrator of the United States Agency for International Development, shall submit a report to the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name> and the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name> that—</text>
 <subparagraph id="idb5aefc1a92f84a1191e26df5a53e38ef"><enum>(A)</enum><text>describes any practices adopted by the Department or the Agency—</text> <clause id="idb66571a088ee4eda9f91dad6a9525914"><enum>(i)</enum><text>to better combat trafficking in persons, in accordance with the results of the study conducted under section 101(b) of the Trafficking Victims Protection Reauthorization Act of 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/109/164">Public Law 109–164</external-xref>); and</text>
 </clause><clause id="idefc922c601c44dd8a18664c868fda0e7"><enum>(ii)</enum><text>to reduce the risk of trafficking in post-conflict or post-disaster areas; or</text> </clause></subparagraph><subparagraph id="id141b9e466174459b8780123040c72819"><enum>(B)</enum><text>includes a strategy to reduce the risk of trafficking in the areas referred to in subparagraph (A)(ii), if none of the practices referred to in subparagraph (A) have been adopted.</text>
 </subparagraph></paragraph><paragraph id="ida90a194f31f140eb9474e25a13be81cf"><enum>(2)</enum><header>Public availability</header><text>Each report submitted under paragraph (1) shall be posted on a publicly available website of the Department of State.</text>
 </paragraph></subsection><subsection id="id4c15a077416a41b8a7a2592fa736cb29"><enum>(b)</enum><header>Child protection strategies in watch list countries</header><text>The Administrator of the United States Agency for International Development shall incorporate into the relevant country development cooperation strategy for each country on the special watch list described in paragraph (2)(A) of section 110(b) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)</external-xref>) or on the list described in paragraph (1)(C) of such section, strategies for the protection of children and the reduction of the risk of trafficking.</text>
			</subsection></section><section id="id20C15CEE26794E07AE0DAC305B7C2FB8"><enum>10.</enum><header>Child soldier prevention</header>
 <subsection id="H27B392B26FA74DA0B031F67B4CB10760"><enum>(a)</enum><header>Short title</header><text display-inline="yes-display-inline">This section may be cited as the <quote><short-title>Child Soldier Prevention Act of 2017</short-title></quote>.</text> </subsection><subsection id="H88656CE755424143915D5CBA5D615353"><enum>(b)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text>
 <paragraph id="HE126FA51BFB944608C071DD67F4BD2C1"><enum>(1)</enum><text display-inline="yes-display-inline">The recruitment or use of children in armed conflict is unacceptable for any government or government-supported entity receiving United States assistance.</text>
 </paragraph><paragraph id="H40659A65C137474C8E32A6078C150F10"><enum>(2)</enum><text>The recruitment or use of children in armed conflict, including direct combat, support roles, and sexual slavery, occurred during 2015 and 2016 in Afghanistan, South Sudan, Sudan, Burma, the Democratic Republic of the Congo, Iraq, Nigeria, Rwanda, Somalia, Syria, and Yemen.</text>
 </paragraph><paragraph id="H60776D936D41452083BA9B148D9750B8"><enum>(3)</enum><text>Entities of the Government of Afghanistan, particularly the Afghan Local Police and the Afghan National Police, continue to recruit children to serve as combatants or as servants, including as sex slaves.</text>
 </paragraph><paragraph commented="no" id="HF58BFD0AE23949998FACFB9DC858CF22"><enum>(4)</enum><text>Police forces of the Government of Afghanistan participate in counterterrorism operations, direct and indirect combat, and security operations, fight alongside regular armies, and are targeted for violence by the Taliban and by other opposition groups.</text>
 </paragraph><paragraph id="HD7AA2D0ADC95410B923C1AB538DE5AAD"><enum>(5)</enum><text>In February 2016, a 10-year-old boy was assassinated by the Taliban after he had been publically honored by Afghan local police forces for his assistance in combat operations against the Taliban.</text>
 </paragraph><paragraph id="H051EC5A7E47042DBB3E8ED25B3E777C4"><enum>(6)</enum><text>The recruitment and use of children in armed conflict by government forces continued during 2016 in South Sudan with the return to hostilities.</text>
 </paragraph><paragraph id="HB105BE033AAE4A5B8AA7910FAD5A87C3"><enum>(7)</enum><text>At least 650 children have been recruited and used in armed conflict in South Sudan during 2016, and at least 16,000 children have been recruited since that country’s civil war began in 2013.</text>
				</paragraph></subsection><subsection id="H0C98443A81EA4AF7A225D614296395C5"><enum>(c)</enum><header>Amendments to the Child Soldiers Prevention Act of 2008</header>
 <paragraph id="H1CBF22F7069E4ABCBDF1E77D996BCCCF"><enum>(1)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 402 of the Child Soldiers Prevention Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/22/2370c">22 U.S.C. 2370c</external-xref>) is amended—</text> <subparagraph id="id08A62D6916704CFFBEC1F84CF03E827C"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (2)—</text>
 <clause id="idAD341FD9395E44B896F25EBB2F7F8E1B"><enum>(i)</enum><text display-inline="yes-display-inline">in subparagraph (A), by inserting <quote>, police, or other security forces</quote> after <quote>governmental armed forces</quote> each place such phrase appears; and</text> </clause><clause id="idF31BEE2AE12C4CEC9302287086BFCB0F"><enum>(ii)</enum><text>in subparagraph (B), by striking <quote>clauses</quote> and inserting <quote>clause</quote>; and</text>
 </clause></subparagraph><subparagraph id="idAE480FB562A94D13B98FEB6BC4316AFD"><enum>(B)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id821774f879324879aa02ea28fcfaa0d7" style="OLC"> <paragraph id="iddf627fc3a9f648f8a10bf81991654955"><enum>(3)</enum><header>Nonlethal supplies</header><text>The term <term>nonlethal supplies</term> means property, other than real property, of the Department of Defense that is not a weapon, ammunition, or other equipment or material that is designed to inflict serious bodily harm or death.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="H0D3E923A1A1B484DB0F73B7FE6BBF1C6"><enum>(2)</enum><header>Prohibition</header><text display-inline="yes-display-inline">Section 404 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2370c-1">22 U.S.C. 2370c–1</external-xref>) is amended—</text> <subparagraph id="H5100FB536F344267887AD7441DD3FFCA"><enum>(A)</enum><text>in subsection (a)—</text>
 <clause id="H6F5A60DB18874FFEB01DA26929E2152D"><enum>(i)</enum><text display-inline="yes-display-inline">by inserting <quote>, police, other security forces,</quote> after <quote>governmental armed forces</quote>; and</text> </clause><clause commented="no" id="HEB6C30EBD87B4C38B9DB9EC46F19011C"><enum>(ii)</enum><text>by striking <quote>recruit and use child soldiers</quote> and inserting <quote>recruit or use child soldiers</quote>;</text>
 </clause></subparagraph><subparagraph id="H4348C59F132042E897F0E47E5386E339"><enum>(B)</enum><text>in subsection (b), by amending paragraph (2) to read as follows:</text> <quoted-block display-inline="no-display-inline" id="H390E4C749A0F4729BED31EBA05641277" style="OLC"> <paragraph id="H3A8C7A9CF7984F519627A02A0AA2094B"><enum>(2)</enum><header>Notification</header> <subparagraph id="H216D1335602F470B8A581664C63EAA54"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 45 days after the submission of each report required under section 110(b) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)</external-xref>), the Secretary of State shall formally notify each government included in the list required under paragraph (1) of its inclusion on such list.</text>
 </subparagraph><subparagraph id="HF33BCBE9566A4A678CFAFE983C956DEE"><enum>(B)</enum><header>Congressional notification</header><text>As soon as practicable after making all of the notifications required under subparagraph (A) with respect to a report, the Secretary of State shall notify the appropriate congressional committees that the requirements under subparagraph (A) have been completed.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph><subparagraph id="H2C66EBF723DA49C9A7D72EB0E8ABFEBD"><enum>(C)</enum><text>in subsection (e)(1), in the matter preceding subparagraph (A), by striking <quote>to a country</quote> and all that follows through <quote>subsection (a)</quote> and inserting <quote>under section 541 of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2347">22 U.S.C. 2347</external-xref>) through the Defense Institute for International Legal Studies or the Center for Civil-Military Relations at the Naval Post-Graduate School, and may provide nonlethal supplies to a country subject to the prohibition under subsection (a)</quote>.</text>
 </subparagraph></paragraph><paragraph id="H3D956590534E4519A120331975BA23F0"><enum>(3)</enum><header>Reports</header><text display-inline="yes-display-inline">Section 405 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2370c-2">22 U.S.C. 2370c–2</external-xref>) is amended—</text> <subparagraph id="H45F420CC16E3411EACFE9FF90DE0E262"><enum>(A)</enum><text>in subsection (c)—</text>
 <clause id="H33E4187142254A608966A654604F4FCB"><enum>(i)</enum><text>in the matter preceding paragraph (1)—</text> <subclause id="id061E956CD51E4A3A9053D9A6AC1A050A"><enum>(I)</enum><text>by striking <quote>, during any of the 5 years following the date of the enactment of this Act,</quote>; and</text>
 </subclause><subclause id="id9DE5526380F649039522014FBF828D36"><enum>(II)</enum><text>by striking <quote>wavier</quote> and inserting <quote>waiver</quote>;</text> </subclause></clause><clause id="HD7D9114E91AA411AAE23EB0F85D83AB6"><enum>(ii)</enum><text>by redesignating paragraphs (2), (3), and (4) as paragraphs (3), (4), and (5), respectively;</text>
 </clause><clause id="H45EF7C32A73F40C39679FC2E1642B531"><enum>(iii)</enum><text>by inserting after paragraph (1) the following:</text> <quoted-block display-inline="no-display-inline" id="H31D49E1170F044B39E23164ABF7D0F9A" style="OLC"> <paragraph id="H42B85F71323E4FA6A1150C124C619B29"><enum>(2)</enum><text display-inline="yes-display-inline">a description and the amount of any assistance withheld under this title pursuant to the application of the prohibition under section 404(a) to those countries;</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </clause><clause commented="no" id="H8B1E390B6F0D4D2BA8A76D45E28497FB"><enum>(iv)</enum><text display-inline="yes-display-inline">in paragraph (5), as redesignated, by inserting <quote>and the amount</quote> after <quote>a description</quote>; and</text> </clause></subparagraph><subparagraph commented="no" id="H128E6103CF41426FB2145423498138DC"><enum>(B)</enum><text>by adding at the end the following:</text>

 <subsection commented="no" display-inline="no-display-inline" id="H262F73525A5F46208DB64DF9D1E4AEF9"><enum>(d)</enum><header>Information To be included in annual Trafficking in Persons report</header><text display-inline="yes-display-inline">If a country is notified pursuant to section 404(b)(2), or if a waiver is granted pursuant to section 404(c)(1), the Secretary of State shall include, in each report required under section 110(b) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7107">22 U.S.C. 7107(b)</external-xref>), the information required to be included in the annual report under subsection (c).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection></section><section commented="no" id="idD301B936F7144EEF9C5EAE5222C53C60"><enum>11.</enum><header>United States support for integration of anti-trafficking interventions in multilateral development
			 banks</header>
 <subsection id="id7e9f3b2828644148b130c8c0df3f4dae"><enum>(a)</enum><header>Requirements</header><text>The Secretary of the Treasury, in consultation with the Department of State’s Ambassador at Large for Monitoring and Combating Trafficking in Persons, shall instruct the United States Executive Director of each multilateral development bank to initiate discussions with the other executive directors and management of the respective multilateral development bank to—</text>
 <paragraph id="ida60b451a27b64aba9881189c5e97edab"><enum>(1)</enum><text>further develop anti-human trafficking provisions in relevant project development, safeguards, procurement, and evaluation policies;</text>
 </paragraph><paragraph id="id15a9aec246c84896b3140050fb2af8ba"><enum>(2)</enum><text>employing a risk-based approach, require human trafficking risk assessments and integration plans as a routine part of developing projects through existing, forthcoming or new mechanisms and processes;</text>
 </paragraph><paragraph id="id10a32522e5404a418a99794358c157fe"><enum>(3)</enum><text>support analyses of the impact of severe forms of trafficking in persons on key indicators of economic and social development and of the benefits of reducing human trafficking on economic and social development;</text>
 </paragraph><paragraph id="idf28abb372195461b88ebb4822d65764d"><enum>(4)</enum><text>support the proactive integration of effective anti-trafficking interventions into projects with the objectives of enhancing development outcomes and reducing the incidence of severe forms of trafficking in project areas;</text>
 </paragraph><paragraph id="ide0c07562197647ec8a2e58d9823f28d5"><enum>(5)</enum><text>increase the capacity of multilateral development banks and of recipient governments to conduct human trafficking risk assessments and integrate anti-trafficking interventions into projects;</text>
 </paragraph><paragraph id="idc5a9bfc344784939a06e80306b0d55d3"><enum>(6)</enum><text>support the development of meaningful risk mitigation and reduction policies, regulations, and strategies within the multilateral development banks to reduce the incidence and prevalence of severe forms of trafficking in persons and enhance development outcomes that may be improved by reducing the incidence and prevalence of human trafficking; and</text>
 </paragraph><paragraph id="idbb1380655e1d405c8df60da1b277b168"><enum>(7)</enum><text>support the inclusion of human trafficking risk analysis in the development of relevant country strategies by each multilateral development bank.</text>
 </paragraph></subsection><subsection id="id8c7c1f14f4c94d7496115d04703a199a"><enum>(b)</enum><header>Briefings</header><text>The Secretary of the Treasury shall make relevant officials available to brief the Committee on Foreign Relations and the Committee on Appropriations of the Senate and the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives on the implementation of this section.</text>
