		<official-title>To amend the Foreign Agents Registration Act of 1938 to increase enforcement of certain violations
			 and strengthen certain transparency requirements.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Foreign Agent Lobbying Transparency Enforcement Act</short-title></quote>.</text>
 </section><section id="idB495D1060C064658AD8D8E09C04E00B6"><enum>2.</enum><header>Enforcement and penalties</header><text display-inline="no-display-inline">Section 8 of the Foreign Agents Registration Act of 1938 (<external-xref legal-doc="usc" parsable-cite="usc/22/618">22 U.S.C. 618</external-xref>) is amended by inserting after subsection (c) the following:</text>
			<quoted-block display-inline="no-display-inline" id="id362FFD7C600546469D17C0A0A217DDBB" style="OLC">
 <subsection id="idf568eeb3950342f08cbf31980b8b8efa"><enum>(d)</enum><text>If the Attorney General determines that any person has engaged in any acts that constitute a violation of any provision of this Act, or regulations issued thereunder, or if any agent of a foreign principal fails to comply with any of the provisions of this Act or the regulations issued thereunder, or otherwise is in violation of this Act, the Attorney General may impose a civil fine of—</text>
 <paragraph id="id51ba419f294c44c0b8750012b55f44c3"><enum>(1)</enum><text>not less than $2,500 for the first offense;</text> </paragraph><paragraph id="idbe20a2ab07594bec8570574d07ece6d5"><enum>(2)</enum><text>not less than $5,000 for the second offense; and</text>
 </paragraph><paragraph id="idb5c39b57d68b4d67a0ef68f01de8adc1"><enum>(3)</enum><text>any amount that the Attorney General determines is appropriate based on the severity and frequency of the offenses.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </section><section id="idC3CA95EBE0724AD7A36275661492A834"><enum>3.</enum><header>Filing and labeling political propaganda</header><text display-inline="no-display-inline">Section 4 of the Foreign Agents Registration Act of 1938 (<external-xref legal-doc="usc" parsable-cite="usc/22/614">22 U.S.C. 614</external-xref>) is amended—</text> <paragraph id="idE2A4A7CEA773462893CEEE85522402EA"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>or circulated among two or more persons</quote> and inserting <quote>to any other person</quote>; and</text>
 </paragraph><paragraph id="id05CA01512D504676B6D8BFB1331E7BF9"><enum>(2)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id7AA7A26AE9C1420C938D1E8EF7D9A6EE" style="OLC"> <subsection id="id6f83cd063b8247929fc79ae6568ad32b"><enum>(g)</enum><header>Additional information required with filing</header><text>It shall be unlawful for any person within the United States who is an agent of a foreign principal and required to register under the provisions of this Act to transmit or cause to be transmitted in the United States mails or by any means or instrumentality of interstate or foreign commerce any informational materials for or in the interests of such foreign principal without filing with the Attorney General a statement that includes—</text>
 <paragraph id="id849BC8997D27451C837EBC2768F1095A"><enum>(1)</enum><text>the name of each original recipient of the materials; and</text> </paragraph><paragraph id="id451335C5FDB4478E9EF6B60401A510D4"><enum>(2)</enum><text>the original date on which the materials will be distributed.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
