			 configuration that permits users to directly initiate a call to 9–1–1
			 without dialing any additional digit, code, prefix, or post-fix, and for
			 other purposes.</official-title></form>

 <section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Kari’s Law Act of 2017</short-title></quote>.</text> </section><section id="idc617d42cb7764e97a9bc835a7bbb44f7"><enum>2.</enum><header>Default configuration of multi-line telephone systems for direct dialing of 9–1–1</header> <subsection id="id3ef6477900c048a89ac99d07289fbaf5"><enum>(a)</enum><header>In general</header><text>Title VII of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/601">47 U.S.C. 601</external-xref> et seq.) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id267a3115cefc46cca1f51033c5efde01" style="OLC">
					<section id="id0dd46320c9af40ae9efdbd1a58580f16"><enum>721.</enum><header>Default configuration of multi-line telephone systems for direct dialing of 9–1–1</header>
 <subsection id="id09fd81f502924c07883dbde51ad91ad8"><enum>(a)</enum><header>Definitions</header><text>In this section—</text> <paragraph id="id70f105a3768f40faa43ca23f17f46459"><enum>(1)</enum><text>the term <term>multi-line telephone system</term> has the meaning given the term in section 6502 of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1471">47 U.S.C. 1471</external-xref>); and</text>
 </paragraph><paragraph id="id57d072e2f54040fe94668fadb68e2eb4"><enum>(2)</enum><text>the term <term>public safety answering point</term> has the meaning given the term in section 222(h).</text> </paragraph></subsection><subsection id="idf5b9291639ad4d5f97b2f360e7059e3b"><enum>(b)</enum><header>Multi-Line telephone system functionality</header><text>A person engaged in the business of manufacturing, importing, selling, or leasing multi-line telephone systems may not manufacture or import for use in the United States or sell or lease or offer to sell or lease in the United States a multi-line telephone system unless the technology of the system has the capabilities described in subsections (c) and (e).</text>
 </subsection><subsection id="id7ecefd5ab95c4ea29a5376ff4c4f9315"><enum>(c)</enum><header>Multi-Line telephone system installation</header><text>A person engaged in the business of installing multi-line telephone systems serving locations in the United States may not install such a system in the United States unless, upon installation, the system allows a call that is initiated when a user dials 9–1–1 from any station equipped with dialing facilities to be transmitted to the appropriate public safety answering point—</text>
 <paragraph id="ida34025cec80e42f0ad8bdde922af7d9c"><enum>(1)</enum><text>without requiring the user to dial any additional digit, code, prefix, or post-fix, including any trunk-access code (such as the digit 9); and</text>
 </paragraph><paragraph id="id4f03051141b64a3185410db9ff1a6a83"><enum>(2)</enum><text>regardless of whether the user is required to dial a digit, code, prefix, or post-fix described in paragraph (1) for other calls.</text>
 </paragraph></subsection><subsection id="id251959fc381042ef9fc7a5aead89c210"><enum>(d)</enum><header>Other 9–1–1 emergency dialing patterns</header><text>Nothing in this section shall prohibit the configuration of a multi-line telephone system so that other 9–1–1 emergency dialing patterns will also initiate a call to a public safety answering point, provided that the dialing pattern 9–1–1 remains available to users.</text>
						</subsection><subsection id="id3d84993d9ec44065807ba16ed4e7a9ac"><enum>(e)</enum><header>On-Site notification</header>
 <paragraph id="id0004d9a1c1344bb89f15c212567c72fb"><enum>(1)</enum><header>In general</header><text>A person engaged in the business of installing multi-line telephone systems serving locations in the United States, in installing a system described in paragraph (2) in the United States, shall configure the system so that when a person at the facility where the system is installed initiates a call to 9–1–1 using the system, the system provides a notification to—</text>
 <subparagraph id="id9496a83559d949a99c5121b8ae77a830"><enum>(A)</enum><text>a central location at the facility; or</text> </subparagraph><subparagraph id="ide6f1f80749cc4f82bd14da06ea0477f4"><enum>(B)</enum><text>a person or organization with responsibility for safety or security for the location as designated by the manager or operator of the system.</text>
 </subparagraph></paragraph><paragraph id="idb4aaea9f8707487f9a93e98883d52fbe"><enum>(2)</enum><header>Application</header><text>A system described in this paragraph is a multi-line telephone system that is able to be configured to provide the notification described in paragraph (1) without any improvement to the system.</text>
							</paragraph></subsection><subsection id="ide15326335b8643d1827df8c5af41afee"><enum>(f)</enum><header>Regulations</header>
 <paragraph id="id7814c131a4d04598b2e2e00e41d53de9"><enum>(1)</enum><header>Authority</header><text>The Commission may prescribe regulations to carry out this section.</text> </paragraph><paragraph id="id462a2d12489542dd9d12aed08c90dd1d"><enum>(2)</enum><header>Technologically neutral</header><text>Regulations prescribed under paragraph (1) shall, to the extent practicable, promote the purposes of this section in a technologically neutral manner.</text>
 </paragraph></subsection><subsection id="id6541ca4060754e25aa0cac6cb06026ae"><enum>(g)</enum><header>Enforcement</header><text>This section shall be enforced under title V, except that section 501 applies only to the extent that the section provides for the imposition of a fine.</text>
 </subsection><subsection id="ided076dbec48c46689c01fa0c626fb251"><enum>(h)</enum><header>Effect on state law</header><text>Nothing in this section or in regulations prescribed under this section shall be construed to prevent any State from enforcing any State law that is not inconsistent with this section.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="idf27fff094a0e4fe6859ca7e4e4229b85"><enum>(b)</enum><header>Effective date</header><text>The amendment made by subsection (a) shall apply with respect to a multi-line telephone system that is manufactured, imported, offered for first sale or lease, first sold or leased, or installed after the date that is 2 years after the date of the enactment of this Act.</text></subsection></section></legis-body><endorsement><action-date>July 10, 2017</action-date><action-desc>Reported without amendment</action-desc></endorsement></bill>
