			 medical scribes to maximize the efficiency of physicians at medical
			 facilities of the Department of Veterans Affairs.</official-title></form>
	<legis-body display-enacting-clause="yes-display-enacting-clause">
 <section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Maximizing Efficiency and Improving Access to Providers at the Department of Veterans Affairs Act</short-title></quote>.</text>
		</section><section id="idff651b1e8ca649e0940e1bb3c89cda0a"><enum>2.</enum><header>Pilot program on increasing the use of medical scribes to maximize the efficiency of physicians at
			 medical facilities of the Department of Veterans Affairs</header>
 <subsection id="id55616921ce004aa790d9238b6e270cbf"><enum>(a)</enum><header>In general</header><text>Commencing not later than 120 days after the date of the enactment of the Act, the Secretary of Veterans Affairs shall carry out a pilot program to increase the use of medical scribes to maximize the efficiency of physicians at medical facilities of the Department of Veterans Affairs.</text>
 </subsection><subsection id="ida90b26c5e36e41bbb0406e42f90a0cf2"><enum>(b)</enum><header>Duration</header><text>The Secretary shall carry out the pilot program during the 18-month period beginning on the date of the commencement of the pilot program.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="ida981b8d0b6e54dafb7bce08378659cff"><enum>(c)</enum><header>Locations</header><text>The Secretary shall carry out the pilot program at not fewer than five medical facilities of the Department—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="id74A57A66517A44F8A64849715CDE6B06"><enum>(1)</enum><text>at which the Secretary has determined there is a high volume of patients; or</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6FEE0AD2F2974491AA5607D0FB0E134E"><enum>(2)</enum><text>that are located in rural areas and at which the Secretary has determined there is a shortage of physicians and each physician has a high caseload.</text>
				</paragraph></subsection><subsection id="id4B79682861C947CD82FA0F4D3808B24A"><enum>(d)</enum><header>Contracts</header>
 <paragraph id="idA34128545942436F96B130AEDC731264"><enum>(1)</enum><header>In general</header><text>In carrying out the pilot program, the Secretary shall enter into a contract with one or more appropriate nongovernmental entities described in paragraph (2).</text>
 </paragraph><paragraph id="id1e94780c31554579928f5d0a7c2c1c5a"><enum>(2)</enum><header>Appropriate nongovernmental entities described</header><text>An appropriate nongovernmental entity described in this paragraph is an entity that trains and employs professional medical scribes who specialize in the collection of medical data and data entry into electronic health records.</text>
				</paragraph></subsection><subsection id="id508b82c1bb7c40bcb624ebd77e8ad3af"><enum>(e)</enum><header>Collection of data</header>
 <paragraph id="idCDE68B37F14D44A2BEBA04C8327F557D"><enum>(1)</enum><header>In general</header><text>The Secretary shall collect data on the pilot program to determine the effectiveness of the pilot program in increasing the efficiency of physicians at medical facilities of the Department.</text>
 </paragraph><paragraph id="id6739F50604BB4033AFA6C6AF92FD9966"><enum>(2)</enum><header>Elements</header><text>The data collected under paragraph (1) shall include the following with respect to each medical facility participating in the pilot program:</text>
 <subparagraph id="idd51c5a56467f455bb5055e644eb67b9a"><enum>(A)</enum><text>The average wait time for a veteran to receive care from a physician at such medical facility before implementation of the pilot program.</text>
 </subparagraph><subparagraph id="id91e0ca2844a44e469bb6c989ec7784a9"><enum>(B)</enum><text>The average wait time for a veteran to receive care from such a physician after implementation of the pilot program.</text>
 </subparagraph><subparagraph id="idf357f17775ef4664a44384b8d86fb05f"><enum>(C)</enum><text>The average number of patients that such a physician is able to see on a daily basis before implementation of the pilot program.</text>
 </subparagraph><subparagraph id="id4330b048e4504441861c05939bf8e5c4"><enum>(D)</enum><text>The average number of patients that such a physician is able to see on a daily basis after implementation of the pilot program.</text>
 </subparagraph><subparagraph id="idb81c211d580941b580e401cad8ed3c07"><enum>(E)</enum><text>The average amount of time such a physician spends on documentation on a daily basis before implementation of the pilot program.</text>
 </subparagraph><subparagraph id="idd80a3204eff544ff971eb5c4a567cc6f"><enum>(F)</enum><text>The average amount of time such a physician spends on documentation on a daily basis after implementation of the pilot program.</text>
 </subparagraph><subparagraph id="id9bd4275b44e541e09968882c451b95b2"><enum>(G)</enum><text>The satisfaction and retention scores of each such physician before implementation of the pilot program.</text>
 </subparagraph><subparagraph id="id6D880C6ED09A403B9CF510A5852EDF2E"><enum>(H)</enum><text>The satisfaction and retention scores of each such physician after implementation of the pilot program.</text>
 </subparagraph><subparagraph id="id894f2589313a43dfaf5b344a83392d6f"><enum>(I)</enum><text>The patient satisfaction scores for each such physician before implementation of the pilot program.</text> </subparagraph><subparagraph id="id3DC5A5D8E0374605B64C47CB31E50147"><enum>(J)</enum><text>The patient satisfaction scores for each such physician after implementation of the pilot program.</text>
 </subparagraph><subparagraph id="idb40320f9ce324edb944310eec3515da2"><enum>(K)</enum><text>The patient satisfaction scores for their health care experience before implementation of the pilot program.</text>
 </subparagraph><subparagraph id="id318ABDBBEDBD45EF9B7DEB38940F6C5B"><enum>(L)</enum><text>The patient satisfaction scores for their health care experience after implementation of the pilot program.</text>
					</subparagraph></paragraph></subsection><subsection id="id18c16dbbc60643d5bf6324e9995bacdd"><enum>(f)</enum><header>Report</header>
 <paragraph id="id1DC4D63ED755401CA1ED2544B42C921B"><enum>(1)</enum><header>In general</header><text>Not later than 180 days after the commencement of the pilot program, and not less frequently than once every 180 days thereafter for the duration of the pilot program, the Secretary shall submit to Congress a report on the pilot program.</text>
 </paragraph><paragraph id="idEAA5A13E03884A1EB466D929563251FB"><enum>(2)</enum><header>Elements</header><text>Each report required by paragraph (1) shall include the following:</text>
 <subparagraph id="id2c1770ac69f9419883f9e73d2ddae12b"><enum>(A)</enum><text>The number of medical facilities of the Department that are participating in the pilot program.</text> </subparagraph><subparagraph id="ide4f3ec23d2064599a73ca9bb179b6d95"><enum>(B)</enum><text>With respect to each such medical facility, an assessment of the effects that participation in the pilot program has had on the following:</text>
 <clause id="id0890151b6196481690cf59eaf2545e5c"><enum>(i)</enum><text>Maximizing the efficiency of physicians at such medical facility.</text> </clause><clause id="idb4ee43f708b6402682166fc4f91698fc"><enum>(ii)</enum><text>Reducing average wait times for appointments.</text>
 </clause><clause id="id9c6080f3b71843d98371036cbd61e819"><enum>(iii)</enum><text>Improving access of patients to electronic medical records.</text> </clause><clause id="id5c230a067b8e4097aa89335a696b3a9d"><enum>(iv)</enum><text>Mitigating physician shortages by increasing the productivity of physicians.</text>
 </clause></subparagraph><subparagraph id="idD1E3820CB3574F3C99D2E50B58923ABE"><enum>(C)</enum><text>All data collected under subsection (e).</text> </subparagraph><subparagraph id="id56b3c3c828c84f168dedb5faad15f74c"><enum>(D)</enum><text>Such recommendations as the Secretary may have with respect to the extension or expansion of the pilot program.</text>
 </subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idae0c5221b81a4248ba1dd2195bf94938"><enum>(g)</enum><header>Medical scribe defined</header><text>In this section, the term <term>medical scribe</term> means a member of the medical team hired and trained specifically and exclusively to perform documentation in an electronic health record to maximize the productivity of a physician.</text></subsection></section></legis-body></bill>
