			 Copyrights, and for other purposes. </official-title></form>

 <section id="HACE689CB7D6E44C391B0F3F57FD87E51" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Register of Copyrights Selection and Accountability Act of 2017</short-title></quote>.</text> </section><section id="H5565DBDDE66E4FD3B7B39F3677C36194" section-type="subsequent-section"><enum>2.</enum><header>Register of Copyrights</header> <subsection id="H0E5A2BD97E614A4C8014980A56524A44"><enum>(a)</enum><header>Amendments</header><text display-inline="yes-display-inline">Section 701 of title 17, United States Code, is amended—</text>
 <paragraph id="H1D91B486010740569CC38026A6C8BA37"><enum>(1)</enum><text>in subsection (a)—</text> <subparagraph id="H7F19D2F915BA427FA06418F6F670DAB4"><enum>(A)</enum><text>by striking <quote>(a) All administrative</quote> and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="HB05BC0BB6D064EB59106C083F583ECAC" style="OLC">
							<subsection id="HD0E7483E699E44ECA23ED8A3C779E01C"><enum>(a)</enum><header>Register and Director</header>
 <paragraph id="H73E5CB5562CF4B0A93569C141CCAC467"><enum>(1)</enum><header>In general</header><text>All administrative</text></paragraph></subsection><after-quoted-block>; </after-quoted-block></quoted-block> </subparagraph><subparagraph id="H989FC6669B4F4378BD86211B2F06F164"><enum>(B)</enum><text>by striking <quote>director</quote> and inserting <quote>Director</quote>;</text>
 </subparagraph><subparagraph id="HCDE3BE5A86874A73B1266841AB06D746"><enum>(C)</enum><text>by inserting after the first sentence the following: <quote>The Register of Copyrights shall be a citizen of the United States with a professional background and experience in copyright law, shall be capable of identifying and supervising a Chief Information Officer or other similar official responsible for managing modern information technology systems, and shall be appointed by the President from the individuals recommended under paragraph (6), by and with the advice and consent of the Senate.</quote>; and</text>
 </subparagraph><subparagraph id="HF0A579E551B74B3E8A70C41AAA9A35D7"><enum>(D)</enum><text>in the last sentence, by striking <quote>shall be appointed</quote> and all that follows through <quote>and shall act</quote> and inserting <quote>shall act</quote>;</text> </subparagraph></paragraph><paragraph id="HF429DDB8DA864490ACF1E75318CE1B0B"><enum>(2)</enum><text>in subsection (b), by redesignating paragraphs (1) through (5) as subparagraphs (A) through (E), respectively, and adjusting the margins accordingly;</text>
 </paragraph><paragraph id="H45B800940BFA4843866705B9A40E2538"><enum>(3)</enum><text>by redesignating subsection (b) as paragraph (2), and adjusting the margins accordingly;</text> </paragraph><paragraph id="H53213ACE79F445429F62C1174C41CA89"><enum>(4)</enum><text>in paragraph (2), as so redesignated, by inserting <quote><header-in-text level="paragraph" style="OLC">Duties</header-in-text>.—</quote> before <quote>In addition</quote>;</text>
 </paragraph><paragraph id="H721D18F5A58D48C5BDEAB1D37CB31963"><enum>(5)</enum><text>by inserting after paragraph (2) the following:</text> <quoted-block display-inline="no-display-inline" id="H724D8D4F3509465FAD74281A288FA213" style="OLC"> <paragraph id="H21FF8F1AA07347B68A347DFD8EFEBAE6"><enum>(3)</enum><header>Oath</header><text>The Register of Copyrights shall, before taking office, take an oath to discharge faithfully the duties of the Copyright Office described in paragraph (2).</text>
						</paragraph><paragraph id="H3AF688A17FB94255ABA6973955FC8CCA"><enum>(4)</enum><header>Removal</header>
 <subparagraph id="H9205C5D5B231428C8336C04926D4BBA9"><enum>(A)</enum><header>In general</header><text>The Register of Copyrights may be removed from office by the President.</text> </subparagraph><subparagraph id="H91B3E523AE404088B1356E21959C6416"><enum>(B)</enum><header>Notification</header><text>The President shall provide notification to both Houses of Congress of a removal under subparagraph (A).</text>
							</subparagraph></paragraph><paragraph id="H03D510A59A484F329602A61620A9EB90"><enum>(5)</enum><header>Term of Office</header>
 <subparagraph id="H82CCF427F9AD4A8CA1B458849152A973"><enum>(A)</enum><header>In general</header><text>Subject to subparagraph (B), the Register of Copyrights—</text> <clause id="H9E30F7E19D1543C58C7925C1CD844E19"><enum>(i)</enum><text>shall be appointed for a term of 10 years; and</text>
 </clause><clause id="H0170E846CA594D6196F6724DC429D70A"><enum>(ii)</enum><text>may serve until a successor is appointed, confirmed, and taken the oath of office.</text> </clause></subparagraph><subparagraph commented="no" id="H11C3F33143104561B033F4E1FBAB9309"><enum>(B)</enum><header>Limitation</header><text>The Register of Copyrights may not continue to serve after the date on which Congress adjourns sine die after the date on which the 10-year period described in subparagraph (A)(i) ends.</text>
 </subparagraph><subparagraph id="H22C1EB60562A4025AB3683DF2F0F23B1"><enum>(C)</enum><header>Reappointment</header><text>An individual appointed to the position of Register of Copyrights, by and with the advice and consent of the Senate, may be reappointed to that position in accordance with the requirements of this section.</text>
 </subparagraph></paragraph><paragraph id="HFEA26173B5324CFB8F329719BBF5F4E0"><enum>(6)</enum><header>Panel for Register of Copyrights Recommendations</header><text>There is established a panel to recommend a list of at least 3 individuals to the President for appointment as the Register of Copyrights. The panel shall be composed of the following:</text>
 <subparagraph id="HA0697893D039468694016F8757DD4F77"><enum>(A)</enum><text>The Speaker of the House of Representatives.</text> </subparagraph><subparagraph id="H1FBF3362E625423A85D09DE6EA2987DC"><enum>(B)</enum><text>The President pro tempore of the Senate.</text>
 </subparagraph><subparagraph id="HC2A47A2CBF2E452CB659F166165F149F"><enum>(C)</enum><text>The majority and minority leaders of the House of Representatives and the Senate.</text> </subparagraph><subparagraph id="H2AE752168F374C9B88B4C8406CDE81B6"><enum>(D)</enum><text>The Librarian of Congress.</text></subparagraph></paragraph><after-quoted-block>; </after-quoted-block></quoted-block>
 </paragraph><paragraph id="H27D8AD12C6E94B398B1CA09571BB0BEB"><enum>(6)</enum><text>by redesignating subsections (c) through (f) as subsections (b) through (e), respectively;</text> </paragraph><paragraph id="H0344646EC46B4213B7904317F82CDCB7"><enum>(7)</enum><text>in subsection (b), as so redesignated, by inserting <quote><header-in-text level="subsection" style="USC">Seal</header-in-text>.—</quote> before <quote>The Register</quote>;</text>
 </paragraph><paragraph id="HBC137240596C4F2CB97440BA65089842"><enum>(8)</enum><text display-inline="yes-display-inline">in subsection (c), as so redesignated, by inserting <quote><header-in-text level="subsection" style="USC">Annual Report</header-in-text>.—</quote> before <quote>The Register</quote>;</text> </paragraph><paragraph id="H868D55944A274BC8AB70C0B2050854FD"><enum>(9)</enum><text display-inline="yes-display-inline">in subsection (d), as so redesignated, by inserting <quote><header-in-text level="subsection" style="USC">Applicability of title<enum-in-header> 5</enum-in-header></header-in-text>.—</quote> before <quote>Except as provided</quote>; and</text>
 </paragraph><paragraph commented="no" id="H01B4E6EAAFB945BD92EC289646E50A27"><enum>(10)</enum><text display-inline="yes-display-inline">in subsection (e), as so redesignated, by inserting <quote><header-in-text level="subsection" style="USC">Compensation</header-in-text>.—</quote> before <quote>The Register</quote>.</text> </paragraph></subsection><subsection id="H92E0754642EA4F19AE8F43387EF64C20"><enum>(b)</enum><header>Applicability</header><text display-inline="yes-display-inline">The amendments made by subsection (a) shall apply with respect to any vacancy for the Register of Copyrights after January 1, 2017. If a Register of Copyrights is appointed during the period beginning on January 1, 2017, and ending on the day before the date of the enactment of this Act, that Register shall meet the requirements of the amendments made by this Act or shall be replaced in accordance with such amendments.</text>
 </subsection></section><section id="H8E11625380134557A2870958F7D0142A"><enum>3.</enum><header>Construction</header><text display-inline="no-display-inline">Nothing in this Act may be construed to impact the mandatory deposit requirements in title 17, United States Code.</text></section></legis-body></bill>
