 <section id="HB1F8192E110A4F598901EDB679A020BF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Counterterrorism Advisory Board Act of 2017</short-title></quote>.</text> </section><section id="H0248590BFB9848D5B85F202FDCC57C53"><enum>2.</enum><header>Department of Homeland Security Counterterrorism Advisory Board</header> <subsection id="HD3395040564840EEBD5DDA2B7A041690"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">At the end of subtitle A of title II of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/121">6 U.S.C. 121</external-xref> et seq.) insert the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="HE066A94D2373442D9C182AF2C70D9AAA" style="OLC">
					<section id="HD0B67A30CD09464A8328E05C8168C8CA"><enum>210G.</enum><header>Departmental coordination on counterterrorism</header>
 <subsection id="H31A48987EF21448F8C9F57633F3EB027"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is in the Department a board to be composed of senior representatives of departmental operational components and headquarters elements. The purpose of the board shall be to coordinate and integrate departmental intelligence, activities, and policy related to the counterterrorism mission and functions of the Department.</text>
 </subsection><subsection id="HF92B0900B2804F5FBBC88173E15E382E"><enum>(b)</enum><header>Charter</header><text>There shall be a charter to govern the structure and mission of the board. Such charter shall direct the board to focus on the current threat environment and the importance of aligning departmental counterterrorism activities under the Secretary’s guidance. The charter shall be reviewed and updated every 4 years, as appropriate.</text>
						</subsection><subsection id="H641F4C4EAAC341F985C1AC633892BDAD"><enum>(c)</enum><header>Members</header>
 <paragraph id="H9ECB10F6F41942299AC7E3A2560AB315"><enum>(1)</enum><header>Chair</header><text>The Secretary shall appoint a Coordinator for Counterterrorism within the Department who will serve as the chair of the board.</text>
 </paragraph><paragraph id="H8AA518D9DCE04BA2B12A43C40C52F304"><enum>(2)</enum><header>Additional members</header><text>The Secretary shall appoint additional members of the board from among the following:</text> <subparagraph id="H13E292F75B934919B48AA39A90308888"><enum>(A)</enum><text>The Transportation Security Administration.</text>
 </subparagraph><subparagraph id="HB9D5F457A5D240AC84ECEADA04AB5606"><enum>(B)</enum><text>United States Customs and Border Protection.</text> </subparagraph><subparagraph id="H9D3438DE9F4F4910950704D095B01BB8"><enum>(C)</enum><text>United States Immigration and Customs Enforcement.</text>
 </subparagraph><subparagraph id="H26DDD7A2B3C14E5D90158EBB8681F2A7"><enum>(D)</enum><text>The Federal Emergency Management Agency.</text> </subparagraph><subparagraph id="H47E024BA32F14D02AA032C5079E01756"><enum>(E)</enum><text>The Coast Guard.</text>
 </subparagraph><subparagraph id="H66BB30CF3485489F889BF1AE3FBE99AC"><enum>(F)</enum><text>United States Citizenship and Immigration Services.</text> </subparagraph><subparagraph id="HD50D522D64664B38BAA2F0AFC0C42459"><enum>(G)</enum><text>The United States Secret Service.</text>
 </subparagraph><subparagraph id="H183056EFC0324BFD820075E9AB5E71C0"><enum>(H)</enum><text>The National Protection and Programs Directorate.</text> </subparagraph><subparagraph id="HA11C76D5DB0F412AA14863B63DA6E80E"><enum>(I)</enum><text>The Office of Operations Coordination.</text>
 </subparagraph><subparagraph id="H584A53426ECA4D88A54AE5F918CFB932"><enum>(J)</enum><text>The Office of the General Counsel.</text> </subparagraph><subparagraph id="H74260B4A53B84B1799F31BC5DD88C38D"><enum>(K)</enum><text>The Office of Intelligence and Analysis.</text>
 </subparagraph><subparagraph id="HE6687AAB4B26484F8D8CC5CFF961DEF7"><enum>(L)</enum><text>The Office of Policy.</text> </subparagraph><subparagraph id="H894CC0F438D044AE91EA4172A8BC3589"><enum>(M)</enum><text>The Science and Technology Directorate.</text>
 </subparagraph><subparagraph id="H6F837A8342214067A0246B4896F03066"><enum>(N)</enum><text>Other Departmental offices and programs as determined appropriate by the Secretary.</text> </subparagraph></paragraph></subsection><subsection id="HC479B962CCCC4FA7B8F39BACCAFE7CB1"><enum>(d)</enum><header>Meetings</header><text>The board shall meet on a regular basis to discuss intelligence and coordinate ongoing threat mitigation efforts and departmental activities, including coordination with other Federal, State, local, tribal, territorial, and private sector partners, and shall make recommendations to the Secretary.</text>
 </subsection><subsection id="HE85170C14B784C35909D495D7C30A823"><enum>(e)</enum><header>Terrorism alerts</header><text>The board shall advise the Secretary on the issuance of terrorism alerts pursuant to section 203 of this Act.</text>
 </subsection><subsection id="H44DBA6662A0042CA88135FCDD6C65E5E"><enum>(f)</enum><header>Prohibition on additional funds</header><text display-inline="yes-display-inline">No additional funds are authorized to carry out this section.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </subsection><subsection id="HDB5FF2B2E6874FB5858FD4033DD3541F"><enum>(b)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of contents in section 1(b) of such Act is amended by inserting after the item relating to section 210F the following new item:</text>

 </subsection><subsection id="HC4B2EA5B023A486DAE267756DAE270D7"><enum>(c)</enum><header>Report</header><text>Not later than 90 days after the date of the enactment of this Act, the Secretary, acting through the Coordinator for Counterterrorism, shall submit to the Committee on Homeland Security of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate a report on the status and activities of the board established under section 210G of the Homeland Security Act of 2002, as added by subsection (a).</text>
