			 making certain spending cuts to the Department of Defense.</official-title></form>
	<legis-body id="H867CA2C294A3470183187016305C5680" style="OLC">
 <section id="H9854AB50C11844E394ABBB64E3864584" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Defending Special Education Students and Families Act of 2017</short-title></quote>.</text> </section><section id="H682A88684B8E425BA1981B9335A566D9" section-type="subsequent-section"><enum>2.</enum><header>Authorization of appropriations for part B of the Individuals with Disabilities Education Act</header> <text display-inline="no-display-inline">Section 611(i) of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1411">20 U.S.C. 1411(i)</external-xref>) is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="HD9A7BF7E4118406FB7AA8167F3AFBB99" style="OLC">
 <subsection id="H166CE6D7C9E44A2AA168C521C742D39C"><enum>(i)</enum><header>Authorization of Appropriations</header><text display-inline="yes-display-inline">For the purpose of carrying out this part, other than section 619, there are authorized to be appropriated—</text>
 <paragraph commented="no" id="H45B2F85E22CB470CBB92E9D044A92ED9"><enum>(1)</enum><text display-inline="yes-display-inline">$14,820,549,000 for fiscal year 2018;</text> </paragraph><paragraph id="H68DC72629ECF4B26AED54771E03D30EB"><enum>(2)</enum><text display-inline="yes-display-inline">$18,299,715,000 for fiscal year 2019;</text>
 </paragraph><paragraph id="HF13458C3218D4390B21D7C0102B47BD0"><enum>(3)</enum><text display-inline="yes-display-inline">$22,595,623,000 for fiscal year 2020;</text> </paragraph><paragraph id="H799CA3587C604320ABF8667767DD062C"><enum>(4)</enum><text display-inline="yes-display-inline">$27,900,008,000 for fiscal year 2021;</text>
 </paragraph><paragraph id="H2187F2D3A5934568B5CEAB3856B7AC53"><enum>(5)</enum><text display-inline="yes-display-inline">$34,499,611,000 for fiscal year 2022; and</text> </paragraph><paragraph id="HBB585C118FEC4F47AC143E43492837D5"><enum>(6)</enum><text display-inline="yes-display-inline">for fiscal year 2023 and each subsequent fiscal year—</text>
 <subparagraph id="HC4AC5C8ECD2C45B8B1D48817306290A5"><enum>(A)</enum><text>the number of children with disabilities in the prior school year in the States, outlying areas, and freely associated States who received special education and related services—</text>
 <clause id="H0D903FAD101745279912A14AEBCD6D51"><enum>(i)</enum><text>aged 3 through 5 if the States, outlying areas, and freely associated States are eligible for a grant under section 619; and</text>
 </clause><clause id="HAB8A9934A3964460ACEE86A798873C51"><enum>(ii)</enum><text>aged 6 through 21; multiplied by</text> </clause></subparagraph><subparagraph id="H7E660F07D53F4DF5BE0F91AE473CD0E0"><enum>(B)</enum><text>40 percent of the average per-pupil expenditure in public elementary schools and secondary schools in the United States; adjusted by</text>
 </subparagraph><subparagraph id="H60FB45F96F9A4F99A21C37CBE6503CD0"><enum>(C)</enum><text>the rate of annual change in the sum of 85 percent of such State's, outlying areas, and freely associated State's population described in subsection (d)(3)(A)(i)(II).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HF6C6D913D862484093D447CA6983911B"><enum>3.</enum><header>Redirection of defense spending for domestic programs</header>
 <subsection id="H5DCA230C384449B2BF99C6CC6AE71DDC"><enum>(a)</enum><header>Changes to discretionary spending limits</header><text display-inline="yes-display-inline">Section 251(c) of the Balanced Budget and Emergency Deficit Control Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/2/901">2 U.S.C. 901(c)</external-xref>) is amended as follows:</text>
 <paragraph id="HCFB9FF504D6D49C3AE6E2D3D4594B363"><enum>(1)</enum><header>Fiscal year 2018</header><text>In paragraph (5)—</text> <subparagraph id="HB47C3DB03E374BD6BB5C98ED8D805E67"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (A), relating to spending in the revised security category, by inserting <quote>(decreased by $14,820,549,000)</quote> after the dollar amount; and</text>
 </subparagraph><subparagraph id="H9314A1581F6F4BE1B04E8318A7332F5B"><enum>(B)</enum><text display-inline="yes-display-inline">in subparagraph (B), relating to spending in the revised nonsecurity category, by inserting <quote>(increased by $14,820,549,000)</quote> after the dollar amount.</text> </subparagraph></paragraph><paragraph id="HE767421C8CDA4E44909D5E3AE67B796E"><enum>(2)</enum><header>Fiscal year 2019</header><text>In paragraph (6)—</text>
 <subparagraph id="H784A9987F88645A9913D7008C3698FF5"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (A), relating to spending in the revised security category, by inserting <quote>(decreased by $18,299,715,000)</quote> after the dollar amount; and</text> </subparagraph><subparagraph id="H50270575A750428EB2673A1CF3D09234"><enum>(B)</enum><text display-inline="yes-display-inline">in subparagraph (B), relating to spending in the revised nonsecurity category, by inserting <quote>(increased by $18,299,715,000)</quote> after the dollar amount.</text>
 </subparagraph></paragraph><paragraph id="H20AE83739D84492C913B7CE185F8E470"><enum>(3)</enum><header>Fiscal year 2020</header><text>In paragraph (7)—</text> <subparagraph id="H2C600A4B7D1A4376A4414D8D443FE6AB"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (A), relating to spending in the revised security category, by inserting <quote>(decreased by $22,595,623,000)</quote> after the dollar amount; and</text>
 </subparagraph><subparagraph id="H4659D08B829D4E21AFCE16D34FD9D818"><enum>(B)</enum><text display-inline="yes-display-inline">in subparagraph (B), relating to spending in the revised nonsecurity category, by inserting <quote>(increased by $22,595,623,000)</quote> after the dollar amount.</text> </subparagraph></paragraph><paragraph id="H0A8D78FE2B0140D7A8FB897CEE4BA79F"><enum>(4)</enum><header>Fiscal year 2021</header><text>In paragraph (8)—</text>
 <subparagraph id="H1692DFA5B0F446F886CBF0BFE369A7E3"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (A), relating to spending in the revised security category, by inserting <quote>(decreased by $27,900,008,000)</quote> after the dollar amount; and</text> </subparagraph><subparagraph id="H72E5C415330B4C43B200E5F53B89BE8E"><enum>(B)</enum><text display-inline="yes-display-inline">in subparagraph (B), relating to spending in the revised nonsecurity category, by inserting <quote>(increased by $27,900,008,000)</quote> after the dollar amount.</text>
 </subparagraph></paragraph></subsection><subsection id="H957C7D1B8BC5493D9A32D36321F0C0CB"><enum>(b)</enum><header>Authorization of appropriation</header><text>From amounts made available for programs within the <quote>revised nonsecurity category</quote> pursuant to subsection (a), the following amounts are authorized to be appropriated in accordance with the amendment made by section 2(a)—</text>
 <paragraph commented="no" id="HFD544B32B0904102B85F61B9FA7FF1D8"><enum>(1)</enum><text display-inline="yes-display-inline">$14,820,549,000 for fiscal year 2018;</text> </paragraph><paragraph id="H9172919FEA8D4F0ABD13862BE13D41DF"><enum>(2)</enum><text display-inline="yes-display-inline">$18,299,715,000 for fiscal year 2019;</text>
 </paragraph><paragraph id="HBCCA126216A1412F908894FE937B04E4"><enum>(3)</enum><text display-inline="yes-display-inline">$22,595,623,000 for fiscal year 2020; and</text> </paragraph><paragraph id="H7EC73B97EC6848D8B3E1DC00DA3E8EF1"><enum>(4)</enum><text display-inline="yes-display-inline">$27,900,008,000 for fiscal year 2021.</text>
