 <section id="H91EF20167918418D918A15929A11B7BB" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Abraham Lincoln Medal for Public Sacrifice Act of 2017</short-title></quote>.</text> </section><section id="H6EDDC55545C243BA913797543393A79C"><enum>2.</enum><header>Establishment</header> <subsection id="H1FACA6FB38944239AC40422B515973C3"><enum>(a)</enum><header>Medal established</header><text display-inline="yes-display-inline">There is established a medal referred to as the <quote>Abraham Lincoln Medal for Public Sacrifice</quote>.</text>
 </subsection><subsection id="HDD3704F1ADA64B31B9696E472AECE8BC"><enum>(b)</enum><header>Award</header><text>The President shall award the medal established under subsection (a) to each qualified individual whom the President determines to be wounded or killed on or after the date of the enactment of this Act in circumstances in which the death or wound is—</text>
 <paragraph id="H5EED2341BA284360BC811381FBA9BC81"><enum>(1)</enum><text display-inline="yes-display-inline">the result of an attack—</text> <subparagraph display-inline="no-display-inline" id="H2516D1BE7110478986F6F97D374C71D7"><enum>(A)</enum><text>targeted on the qualified individual as a result of the status of such qualified individual as an officer or employee of the Federal Government; or</text>
 </subparagraph><subparagraph id="HF980EDE4367C402D93A80F6251E04289"><enum>(B)</enum><text>that occurs while the qualified individual is acting in an official capacity as an officer or employee of the Federal Government; and</text>
 </subparagraph></paragraph><paragraph id="H9314A182849C444A8C417CADABB36932"><enum>(2)</enum><text>not the result of willful misconduct or negligence of such qualified individual.</text> </paragraph></subsection><subsection id="H0BFDF3CA8FC14D3DB90FE78F12DB4995"><enum>(c)</enum><header>Special authority for retroactive award</header><text display-inline="yes-display-inline">The President may award the medal established under subsection (a) to qualified individuals wounded or killed prior to the date of the enactment of this Act in circumstances listed in subsection (b).</text>
 </subsection><subsection id="HC66EC221CDEF4C5F8AA6E7C7FD95915A"><enum>(d)</enum><header>Design and striking</header><text display-inline="yes-display-inline">The Secretary of the Treasury shall design and strike the medal established under subsection (a) with suitable emblems, devices, and inscriptions, and ensure that the medal does not closely resemble the Purple Heart.</text>
 </subsection><subsection id="H646AAAC1E17C4468BA4D3C0D9ECE9F6C"><enum>(e)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act:</text> <paragraph id="H0734BCD008774D999707D98E085FE9D2"><enum>(1)</enum><header>Qualified individual</header><text display-inline="yes-display-inline">The term <term>qualified individual</term> means an officer or employee of the Federal Government other than a member of the armed forces.</text>
 </paragraph><paragraph id="H729B331D704D46909203AFF1F15469E4"><enum>(2)</enum><header>Armed forces</header><text>The term <term>armed forces</term> has the meaning given the term in section 2101 of title 5, United States Code.</text> </paragraph><paragraph id="H8437B793D57942829A7B4AE17DDE6B31"><enum>(3)</enum><header>Employee</header><text>The term <term>employee</term> has the meaning given the term in section 2105 of title 5, United States Code.</text>
 </paragraph><paragraph id="H6648AB846D074623A2746C1CB521EA45"><enum>(4)</enum><header>Officer</header><text>The term <term>officer</term> has the meaning given the term in section 2104 of title 5, United States Code.</text> </paragraph><paragraph id="HCEC819CD5DAA4D0793E9A9AC82F6D540"><enum>(5)</enum><header>Wound</header><text>The term <term>wound</term> means an injury to any part of the body directly from an outside force or agent that requires medical treatment.</text>
