			 provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Food and Nutrition Act of 2008 to simplify the SNAP recertification process for the
			 elderly and disabled, and to spur innovation in the application processes
			 of SNAP, the Medicare Savings Program, and supplemental security income
			 that will increase the utilization of entitlement programs among the most
			 vulnerable of populations.</official-title></form>
	<legis-body id="H2C87DF1909D948DBAFD7BE26975ECA19" style="OLC">
 <section commented="no" id="H5C79E02EC5B347FABDBDC0526E3FFF2B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>SNAP Simplification for the Elderly Act</short-title></quote>.</text> </section><section id="H02BC083011434F92ADB2529F39372916"><enum>2.</enum><header>Enhanced and coordinated procedures for certain households with elderly or disabled members</header> <subsection id="H7AE7DD72A9004E1DAF208C9C41CE630E"><enum>(a)</enum><header>Longer certification periods for certain households with elderly or disabled members</header><text>Section 3(f) of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2012">7 U.S.C. 2012(f)</external-xref>) shall be amended to read as follows:</text>
				<quoted-block id="H83F152208BB7413DABCFC0ACF14B1258" style="OLC">
 <subsection id="H86EF87917B804675BDC3834CA021EA29"><enum>(f)</enum><text><quote>Certification period</quote> means the period for which households shall be eligible to receive benefits. The certification period shall not exceed 12 months, except as provided in paragraphs (1) and (2). The limits specified in this subsection may be extended until the end of any transitional benefit period established under section 11(s). The certification period may be—</text>
 <paragraph id="H7F23B90FA1E54A07992A78BA2E0CC4F7"><enum>(1)</enum><text>up to 24 months if all adult household members are elderly or disabled; or</text> </paragraph><paragraph id="HE766D3DE3936402CA6E641FCB0B879AC"><enum>(2)</enum><text>up to 36 months if—</text>
 <subparagraph id="H3B09BEC1A00B4AD4A070B45D93CBE04F"><enum>(A)</enum><text>all adult household members are elderly or disabled;</text> </subparagraph><subparagraph id="HF9B18DABAD114E7F8C4963449EFDCD11"><enum>(B)</enum><text>all adult household members who are elderly or disabled are enrolled in Medicaid, including those enrolled in the Medicare Savings Program as defined in section 1144(c)(7) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1320b-14">42 U.S.C. 1320b–14(c)(7)</external-xref>);</text>
 </subparagraph><subparagraph id="HEEC2728EEEC7430A8C6DE84EB8A3A3DD"><enum>(C)</enum><text>the State agency’s administration of the program under paragraph (B) is jointly administered or highly coordinated with benefits under this Act, as determined by the Secretary; and</text>
 </subparagraph><subparagraph id="HE44C57BF10A64DE08E94044BB8D12AA5"><enum>(D)</enum><text>at the time the household is certified the household has no earned income.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </subsection><subsection commented="no" id="H71D621E7E6334788BE5C3C3A2A6BA102"><enum>(b)</enum><header>Combined application projects</header><text>Section 11(j) of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2020">7 U.S.C. 2020(j)</external-xref>) is amended by adding at the end the following—</text>
				<quoted-block id="H65C97284D3DB4F91A4857D734BC1E558" style="OLC">
 <paragraph commented="no" id="H4E626925C6F64DA2A49B7378BE2A76F4"><enum>(3)</enum><header>SSI combined application projects</header><text display-inline="yes-display-inline">The Secretary and the Commissioner of Social Security shall revise the memorandum of understanding in effect on the date of enactment of the SNAP Simplification for the Elderly Act regarding services to be provided in Social Security offices under this subsection and subsection (i), to provide that, in addition to the other activities under this subsection, the two agencies shall make available Combined Application Projects to not fewer than 10 additional States that are prepared to undertake such projects and satisfy the Secretary and Commissioner’s requirements for such projects.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="H893394DD4CA44EC6B8002BA8AA74D131"><enum>(c)</enum><header>Pilot projects</header><text>Section 17 of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2026">7 U.S.C. 2026</external-xref>) is amended by adding at the end the following—</text>
				<quoted-block display-inline="no-display-inline" id="H782D9297C7634F65A514B1DDBF6E84C6" style="OLC">
					<subsection id="H0084EC8E4E5D49B59245B37E85E0F293"><enum>(m)</enum><header>Pilot projects for SSA senior centers To provide integrated delivery of services</header>
 <paragraph id="H2A33DE7FC9DF40E99C301853E4930E95"><enum>(1)</enum><header>Authority for pilot projects</header><text display-inline="yes-display-inline">The Secretary shall carry out, in collaboration with the Commissioner of Social Security, under such terms and conditions as they consider appropriate, pilot projects in not more than 10 local offices of the Social Security Administration that serve high-poverty areas to develop and test approaches to integrate delivery of benefits to households that include low-income elderly or disabled members.</text>
 </paragraph><paragraph id="H848CC9C3164F47648BB3490D39CED628"><enum>(2)</enum><header>Pilot projects</header><text>Pilot projects carried out under this subsection shall develop and test approaches to improve participation in multiple programs that provide benefits to such members.</text>
 <subparagraph id="HA818B6944A6A441FADAF45F4AB9EF46E"><enum>(A)</enum><text>Such approaches shall include—</text> <clause id="H4F36D68B5CC24C7880D8A8655E39E996"><enum>(i)</enum><text>developing service delivery offices that—</text>
 <subclause id="HA3C3A5F9398C44A4AFAD60A64E75E1EA"><enum>(I)</enum><text>provide a <quote>one-stop shopping</quote> approach where applicants and recipients can apply for multiple benefits at local offices of the Social Security Administration; or</text>
 </subclause><subclause id="HA2976EC626F24D14A2AA40DB8999BA06"><enum>(II)</enum><text>include collocation of staff of other government entities or nonprofit private organizations at such offices;</text>
 </subclause></clause><clause id="HC03459AB0DA24D198A3130BA0DEAEAB0"><enum>(ii)</enum><text>collaborating with private nonprofit organizations, such as community-based organizations, emergency feeding organizations, or organizations that serve elderly individual or individuals with disabilities;</text>
 </clause><clause display-inline="no-display-inline" id="H4177B96F6F634BB9AAC00739A0650CC7"><enum>(iii)</enum><text>make changes to allow for applications (which may include recertification applications) to be collected for a wider range of programs, for example, by revising applications and data systems to collect information for multiple programs;</text>
 </clause><clause id="H5948DA16ED4C4CB99B86B2DF5774CB74"><enum>(iv)</enum><text>targeting education and application assistance to specific sub-populations with low participation rates in included programs; or</text>
 </clause><clause id="H317BAF8059E942E585E25D94A4E69517"><enum>(v)</enum><text>data-driven approaches that allow sharing relevant data across included programs for the purpose of improving cross-program enrollment.</text>
 </clause></subparagraph><subparagraph id="H5C6E618726C24FAB97BB98C280F5D54D"><enum>(B)</enum><header>Definitions</header><text>For purposes of this subsection—</text> <clause id="H9A816782F11C4A4EAE2DB9147DAF1F6B"><enum>(i)</enum><text display-inline="yes-display-inline">the term <quote>eligible entity</quote> means the State agency that administers the supplemental nutrition assistance program in collaboration with the Social Security Administration; and</text>
 </clause><clause id="HD3736ABDC8694C96869E6A4C30ACE5E7"><enum>(ii)</enum><text>the term <quote>included programs</quote> means—</text> <subclause id="H86A6BCEFAE16491589EBDE131EF790F1"><enum>(I)</enum><text>the supplemental nutrition assistance program;</text>
 </subclause><subclause id="H561516D1797241D0A3D265FB8E9C40D6"><enum>(II)</enum><text>programs administered by the Administrator of Social Security that are available to individuals who are elderly or have a disability;</text>
 </subclause><subclause id="H48647663861D434396D5E6AE6B9DBA90"><enum>(III)</enum><text>the Medicare Savings Program (as defined in section 1144(c)(7) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1320b-14">42 U.S.C. 1320b–14(c)(7)</external-xref>);</text>
 </subclause><subclause id="H1BF3BCA881D54CD082BBABE9535D478F"><enum>(IV)</enum><text>at the option of an eligible entity, any other Federal, State, or local program that is available to low-income individuals who are elderly or have disability.</text>
 </subclause></clause></subparagraph></paragraph><paragraph commented="no" id="H5E332EB5B52C4014BAA3874DABA700E5"><enum>(3)</enum><header>Funding of grants</header><text>The Secretary shall use not more than $50,000,000 of funds made available for fiscal year 2018 under section 18(a)(1), to remain available until expended, to make grants to State agencies to pay 100 percent of the cost of the selected eligible entities to carry out the pilot. Such grants shall supplement and not supplant other funding available to the eligible entities.</text>
						</paragraph><paragraph commented="no" id="H2689A9685ED64644A0E2FD2178E74EFC"><enum>(4)</enum><header>Eligible entity and lead agency</header>
 <subparagraph commented="no" id="H2735A06B9BE54DE99379D215890C0EB8"><enum>(A)</enum><text display-inline="yes-display-inline">To be eligible to receive a grant for a pilot project under this subsection, an entity shall be a State agency administering the supplemental nutrition assistance program in collaboration with the Social Security Administration.</text>
 </subparagraph><subparagraph commented="no" id="HA9F0A19FD0C840C7BC12DBE848879A97"><enum>(B)</enum><text>The State agency shall designate a lead agency for the pilot project, which may be the State agency, a local governmental agency, or the Social Security Administration.</text>
 </subparagraph></paragraph><paragraph commented="no" id="H1612183BCA8A4B34984EBC63262B9BEF"><enum>(5)</enum><header>Application</header><text>To be eligible to receive a grant under this subsection a State shall submit an application at such time, in such manner, and containing such information as the Secretary may require.</text>
 </paragraph><paragraph commented="no" id="H072D488967864467B6450065AE26FEC1"><enum>(6)</enum><header>Selection of eligible entities</header><text>The Secretary and Commissioner of Social Security—</text> <subparagraph commented="no" id="H7F155D97405F457E9EE4F76EEA7D9C2D"><enum>(A)</enum><text>shall develop criteria for the selection of eligible entities to receive grants for pilot projects under this subsection; and</text>
 </subparagraph><subparagraph commented="no" id="H184CB65333244F6A866C6989F3CD414C"><enum>(B)</enum><text>shall give preference to—</text> <clause commented="no" id="HED4D960FB9354EC395AB7433F0995AF2"><enum>(i)</enum><text>projects that target individuals or communities with high levels of poverty among seniors and people with disabilities;</text>
 </clause><clause commented="no" id="H148C037872CF46FBA00050112E3069E3"><enum>(ii)</enum><text>partnerships between governmental and nongovernmental entities;</text> </clause><clause commented="no" id="HDBE69AD66CE7444D982177454D7C304C"><enum>(iii)</enum><text>strategies that test innovative approaches that would be likely to be replicable in other communities;</text>
 </clause><clause commented="no" id="HFE8CB519CEA94C9BA9C773FC2C4E403E"><enum>(iv)</enum><text>projects that include resources from sources other than the federal government.</text> </clause></subparagraph></paragraph><paragraph id="H107082D7CB9D410DAE2DC273696A2A7F"><enum>(7)</enum><header>Report to Congress</header><text display-inline="yes-display-inline">Not later than 2 years after the date of the enactment of SNAP Simplification for the Elderly Act, the Secretary and Commissioner of Social Security jointly shall submit to the Committees on Agriculture and Ways and Means of the House of Representatives and the Committees of Agriculture, Nutrition, and Forestry and Finance of the Senate a report that includes—</text>
 <subparagraph id="H070B6F2C55104C858356DE917B55114C"><enum>(A)</enum><text>an assessment of the impact such pilot projects have on participation in included programs and a description of the results of such projects;</text>
 </subparagraph><subparagraph id="H660CF720334740FCB6E2880259179B62"><enum>(B)</enum><text>identification of approaches that are most successful and, to the extent practicable, the reasons for the success; and</text>
 </subparagraph><subparagraph id="HED2BCD13078942BA91C61240609DCD5F"><enum>(C)</enum><text>a discussion of best practices and the factors that would affect whether such approaches can be replicated in other locations.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section></legis-body></bill>
