			 provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Professional Boxing Safety Act of 1996 to include fighters of combat sports in the
			 safety provisions of such Act.</official-title></form>
	<legis-body id="H72B6111A383747D9ABDA6C4DA0B64B41" style="OLC">
 <section id="HAE739B6238C14A849E709E5DDFD5BA85" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Muhammad Ali Expansion Act</short-title></quote>.</text> </section><section id="H8543B265BB8F4C7B9F5E63BBDDC77028"><enum>2.</enum><header>Inclusion of mixed martial arts fighters</header> <subsection id="H2265751EC43145B483C01A062D4A91F6"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 2 of the Professional Boxing Safety Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/15/6301">15 U.S.C. 6301</external-xref>) is amended—</text>
 <paragraph id="HBC9A6F9D81044D1896E29812BD7FE814"><enum>(1)</enum><text>by redesignating paragraphs (4) through (15) as paragraphs (5), (6), (7), (9), (10), (11), (12), (13), (14), (15), (16), and (17), respectively;</text>
 </paragraph><paragraph id="HAB43761130134883969FC330E7225D92"><enum>(2)</enum><text>by inserting after paragraph (3) the following:</text> <quoted-block display-inline="no-display-inline" id="H25ACDC4AB3C94D5A86AE8F5004A1F56D" style="OLC"> <paragraph id="HA29248B8B989423898B660EE92CCF430"><enum>(4)</enum><header>Fighter</header><text display-inline="yes-display-inline">The term <term>fighter</term> means an individual who fights in a professional mixed martial arts competition or other professional combat sport competition.</text></paragraph><after-quoted-block>; </after-quoted-block></quoted-block>
 </paragraph><paragraph id="H06F5A8EAB88B4E7D9CD27274B7F41B33"><enum>(3)</enum><text>by inserting after paragraph (7), as so redesignated, the following:</text> <quoted-block display-inline="no-display-inline" id="H43F97885FC2145F2A8CA0C82CD777E45" style="OLC"> <paragraph id="H0BB83083A8214FE0BA2632E323D76F7B"><enum>(8)</enum><header>Combat sport competition</header><text display-inline="yes-display-inline">The term <term>combat sport competition</term> means a professional fight that allows fighters to use one or more forms of martial arts, including mixed martial arts. Such term does not include—</text>
 <subparagraph id="HDD10CE310E704A2280B89284A67F49D7"><enum>(A)</enum><text>a combat sport that allows the use of a weapon or foreign object; or</text> </subparagraph><subparagraph id="H37D86E04AE764EAE800631699B36EABB"><enum>(B)</enum><text>a competition that is regulated by an amateur sports organization.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </paragraph><paragraph id="H623A29361036417AA8B1315BD95297E0"><enum>(4)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H9D2F74B884724AC180919822FEDCAA94" style="OLC"> <paragraph id="HC5957C4A9783484D944CF6F73CADFEBA"><enum>(18)</enum><header>Mixed martial arts</header><text display-inline="yes-display-inline">The term <term>mixed martial arts</term> means a full-contact combat sport that allows fighters to use both striking and grappling techniques, and both standing and on the ground, from a variety of other combat sports and martial arts.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H8F00401E29334D02B3A62C36B797C008"><enum>(b)</enum><header>Conforming amendments</header>
 <paragraph id="H5EF231383A95465880F9BE34B9E03B44"><enum>(1)</enum><text display-inline="yes-display-inline">Sections 3 through 21 (other than section 20) of the Professional Boxing Safety Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/15/6301">15 U.S.C. 6301 et seq.</external-xref>) are amended—</text>
 <subparagraph id="H8F0DC71D275E4CD992FDB2FCA5BE5A09"><enum>(A)</enum><text>by inserting <quote>or fighter</quote> after <quote>boxer</quote> each place it appears;</text> </subparagraph><subparagraph id="HA142696547364BD89E3E61E50D81E5BC"><enum>(B)</enum><text>by inserting <quote>and fighters</quote> after <quote>boxers</quote> each place it appears;</text>
 </subparagraph><subparagraph id="H6B716A7CF2B8450A859C2ABB49618B51"><enum>(C)</enum><text>by inserting <quote>or combat sport competition</quote> after <quote>boxing match</quote> each place it appears;</text> </subparagraph><subparagraph id="HFDCAA649EA6E4B3383CB5958F30EF2A4"><enum>(D)</enum><text>by inserting <quote>and combat sport competitions</quote> after <quote>boxing matches</quote> each place it appears;</text>
 </subparagraph><subparagraph id="H5810E627384E42298DD468301743F9F3"><enum>(E)</enum><text>by inserting <quote>or competition</quote> after <quote>the match</quote> each place it appears; and</text> </subparagraph><subparagraph id="H6B6719E2D263428C93AB23987F7DFEB5"><enum>(F)</enum><text>by striking <quote>boxing service provider</quote> and inserting <quote>boxing or combat sport service provider</quote>.</text>
 </subparagraph></paragraph><paragraph id="H14351CE4FE54451BAA11E75F167DFA4E"><enum>(2)</enum><text>Section 2 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/6301">15 U.S.C. 6301</external-xref>) is further amended—</text> <subparagraph id="HF2565EA06D514947A3B7C9A2817B924B"><enum>(A)</enum><text>in paragraph (2), by inserting <quote>and combat sport competitions</quote> after <quote>professional boxing matches</quote>;</text>
 </subparagraph><subparagraph id="H0D57DF6EAF1D498B929EFFD602CB294A"><enum>(B)</enum><text>in paragraphs (3), (6), and (14), by inserting <quote>and fighters</quote> after <quote>boxers</quote> each place it appears;</text> </subparagraph><subparagraph id="H6A7271F9BB214463817DA4EC58367633"><enum>(C)</enum><text>in paragraphs (4), (11), and (13), by inserting <quote>or fighter</quote> after <quote>boxer</quote> each place it appears;</text>
 </subparagraph><subparagraph id="H712AEE97A71C41B9BDB76289AE02D465"><enum>(D)</enum><text>in paragraphs (6), (9), and (14), by inserting <quote>or combat sport competition</quote> after <quote>professional boxing match</quote> each place it appears;</text> </subparagraph><subparagraph id="H9483755EDBDA4C108AE3CE27DF5975A0"><enum>(E)</enum><text>in paragraph (9), by inserting <quote>or competition</quote> after <quote>the match</quote> each place it appears;</text>
 </subparagraph><subparagraph id="HE709CF4984594690BA3EE5B51442A2B1"><enum>(F)</enum><text>in paragraphs (12) and (13), by striking <quote>boxing service provider</quote> and inserting <quote>boxing or combat sport service provider</quote>; and</text> </subparagraph><subparagraph id="H2A9E98FE667E4280BE2EECDAFCA5CF43"><enum>(G)</enum><text>in paragraph (15) by inserting <quote>or combat sports</quote> after <quote>boxing</quote>.</text>
 </subparagraph></paragraph><paragraph id="H8229118EC49A482AB4B726E105CB68A5"><enum>(3)</enum><text>Section 3(2) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/6302">15 U.S.C. 6302(2)</external-xref>) is further amended by inserting <quote>and professional combat sports industry</quote> after <quote>professional boxing industry</quote>.</text> </paragraph><paragraph id="H655DD74C6C8C42488E1E0D1E119FA873"><enum>(4)</enum><text display-inline="yes-display-inline">Section 4(a) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/6303">15 U.S.C. 6303(a)</external-xref>) is further amended by inserting <quote>and combat sport regulations</quote> after <quote>professional boxing regulations</quote>.</text>
 </paragraph><paragraph id="H0B155013C2D048BA83E02CF44395B71B"><enum>(5)</enum><text display-inline="yes-display-inline">Section 6(c) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/6305">15 U.S.C. 6305(c)</external-xref>) is further amended by inserting <quote>and fighting</quote> after <quote>risk associated with boxing</quote>.</text> </paragraph><paragraph id="H4D7B0A0D3EA54CE58132B5FDE1FE6D73"><enum>(6)</enum><text>Section 7(a)(2) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/6306">15 U.S.C. 6306(a)(2)</external-xref>) is further amended by inserting <quote>or compete</quote> after <quote>box</quote>.</text>
 </paragraph><paragraph id="H13AA6BF2FDD4430A8ABE097E9106237A"><enum>(7)</enum><text display-inline="yes-display-inline">Section 9 of such Act is further amended—</text> <subparagraph id="H966C2CA5B9714073A683E5123F617E7F"><enum>(A)</enum><text>by striking <quote>Within 2</quote> and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="HE529743759E8437CB4143DF49FC5D451" style="OLC">
 <subsection id="HF10BAA40686D454F945E6AC69F4E932E"><enum>(a)</enum><header>Boxing contracts</header><text display-inline="yes-display-inline">Within 2</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block> </subparagraph><subparagraph id="HE7617AA33CDC4B5A9EECC8992BBC40D6"><enum>(B)</enum><text>by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="HDC4DC735A5994C4C96EAED8C02EACED3" style="OLC">
 <subsection id="H671079039D3D4C55ACE3833F566D76D0"><enum>(b)</enum><header>Combat sports contracts</header><text display-inline="yes-display-inline">Not later than 2 years after the date of enactment of the <short-title>Muhammad Ali Expansion Act</short-title>, the Association of Boxing Commissions (ABC) shall develop and shall approve by a vote of no less than a majority of its member State boxing commissioners, guidelines for minimum contractual provisions that should be included in bout agreements and mixed martial arts and other combat sport contracts. It is the sense of the Congress that State boxing commissions should follow these ABC guidelines.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="HB8AE839D55394A9F9ACBBC94D76C0701"><enum>(8)</enum><text display-inline="yes-display-inline">Section 10(a) of such Act is further amended—</text> <subparagraph id="H2FE326E6276544FDAD6122B2E0AACE2F"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1)(B), by inserting <quote>or fighter’s</quote> after <quote>boxer’s</quote>; and</text>
 </subparagraph><subparagraph id="HA3D6801132BC4742B95FC8ADD86E3346"><enum>(B)</enum><text>in paragraph (2)—</text> <clause id="H8A9606B5071C484D9832B992D56A8642"><enum>(i)</enum><text>by striking <quote>This subsection</quote> and inserting <quote>With respect to boxing contracts, this subsection</quote>; and</text>
 </clause><clause id="HFD510BF486EB44BABC2BEB0E51E432DE"><enum>(ii)</enum><text>by adding at the end the following: <quote>With respect to mixed martial arts and other combat sport contracts, this subsection shall only apply to contracts entered into after the date of the enactment of the Muhammad Ali Expansion Act.</quote>.</text>
 </clause></subparagraph></paragraph><paragraph id="H604E6166FB394E8585512B7B601B9956"><enum>(9)</enum><text>Section 11 of such Act is further amended—</text> <subparagraph id="H3BE6B2E14B6F4669B3BA544334B03A3E"><enum>(A)</enum><text>in subsection (a)—</text>
 <clause id="H22C686AC79734873A12A2C831BAB381D"><enum>(i)</enum><text>by striking <quote>Within 2</quote> and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="H1C40E9B8485C49198989B9EDA9716FB4" style="OLC"> <paragraph id="HCBB0338E1C964D829762233339C44301"><enum>(1)</enum><header>Boxing contracts</header><text display-inline="yes-display-inline">Within 2</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </clause><clause id="HD175EA5A496B43419D8C55509E603B48"><enum>(ii)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H294B7F7A3F474541809CA12A2054ED49" style="OLC"> <paragraph id="H62B32688D7AB4804B3B6AC5954B31ACC"><enum>(2)</enum><header>Combat sports</header><text display-inline="yes-display-inline">Not later than 2 years after the date of the enactment of the Muhammad Ali Expansion Act, the Association of Boxing Commissions shall develop and shall approve by a vote of no less than a majority of its member State boxing commissioners, guidelines for objective and consistent written criteria for the ratings of mixed martial arts and other combat sports. It is the sense of the Congress that sanctioning bodies and State boxing commissions should follow these ABC guidelines.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </clause></subparagraph><subparagraph id="HE988FE1F24104566B7ED9BEC4AB9C970"><enum>(B)</enum><text>in subsection (d)(1)(C) is amended by striking <quote>boxer’s rating</quote> and inserting <quote>boxer or fighter’s rating</quote>.</text> </subparagraph></paragraph><paragraph id="H7B6FFA7052EE46F6942C2E727A1A8F43"><enum>(10)</enum><text display-inline="yes-display-inline">Section 13 of such Act is further amended—</text>
 <subparagraph id="H7FA4A4886CF3492CBB9CA95637BB022C"><enum>(A)</enum><text>in subsection (a), by striking <quote>boxer’s purse</quote> and inserting <quote>boxer or fighter’s purse</quote>; and</text> </subparagraph><subparagraph id="H9AC93E06B4514048ABFF28982FFD9D88"><enum>(B)</enum><text display-inline="yes-display-inline">in subsection (b), by striking <quote>boxer’s purse</quote> and inserting <quote>boxer or fighter’s purse</quote>.</text>
 </subparagraph></paragraph><paragraph commented="no" id="HC2624FD08602427FA1FFD06171D4128D"><enum>(11)</enum><text display-inline="yes-display-inline">Section 17(b)(2)(B) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/6308">15 U.S.C. 6308(b)(2)(B)</external-xref>) is further amended by inserting <quote>, and fighters participating in a mixed martial arts competition or other combat sport competition scheduled for 11 minutes or more</quote> after <quote>10 rounds or more</quote>.</text>
 </paragraph><paragraph commented="no" id="HABC241642BF448BBA8F5651A2985411E"><enum>(12)</enum><text display-inline="yes-display-inline">Section 18(b)(3) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/6309">15 U.S.C. 6309(b)(3)</external-xref>) is further amended by inserting <quote>or combat sport</quote> after <quote>State boxing</quote>.</text> </paragraph></subsection></section></legis-body></bill>
