			 weather and climate change by protecting, managing, and conserving the
			 fish, wildlife, and plants of the United States, and to maximize
			 Government efficiency and reduce costs, in cooperation with State, local,
			 and Tribal Governments and other entities, and for other purposes.</official-title></form>

 <section id="H672B5C8500EC4C60A104082102896F08" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safeguarding America's Future and Environment Act</short-title></quote> or the <quote><short-title>SAFE Act</short-title></quote>.</text> </section><section id="HA2FAE06457464F10AC5101D0681CB862"><enum>2.</enum><header>Findings, purposes, and policy</header> <subsection id="HCD2F89F3A1A54D088D8CE772D7B4DD71"><enum>(a)</enum><header>Findings</header><text>Congress finds that—</text>
 <paragraph id="H03C44F800AEA49A0BDC97D622E00D355"><enum>(1)</enum><text>healthy, diverse, and productive communities of fish, wildlife, and plants provide significant benefits to the people and economy of the United States, including—</text>
 <subparagraph id="HAB491144FBE649B293FB549070EDC026"><enum>(A)</enum><text>abundant clean water supplies;</text> </subparagraph><subparagraph id="H1A66F46D6DA3488DAA8FF819AB67C685"><enum>(B)</enum><text>flood and coastal storm protection;</text>
 </subparagraph><subparagraph id="H9AEF2FD6795C462F8DA2DD6ABE6D6FDB"><enum>(C)</enum><text>clean air;</text> </subparagraph><subparagraph id="HEA04139A90E94BDABC8B167E29D0C01D"><enum>(D)</enum><text>a source of food, fiber, medicines, and pollination of the crops and other plants of the United States;</text>
 </subparagraph><subparagraph id="HF084805AEFA8460FA2345B03E4A111D4"><enum>(E)</enum><text>outdoor recreation, which is a source of jobs and economic stimulus;</text> </subparagraph><subparagraph id="H22508AED4B33425AA2B5BAE3395AFE38"><enum>(F)</enum><text>hunting and fishing opportunities and support for subsistence communities;</text>
 </subparagraph><subparagraph id="HBDC7D10A7B9443B8A372427887A890BF"><enum>(G)</enum><text>opportunities for scientific research and education;</text> </subparagraph><subparagraph id="HD0EF9BDF09CF4CD383962C7BB270D29E"><enum>(H)</enum><text>world-class tourism destinations that support local economies; and</text>
 </subparagraph><subparagraph id="HC11747B578A54405A15525D95E02F398"><enum>(I)</enum><text>sequestration and storage of carbon to help mitigate changes to the global climate system;</text> </subparagraph></paragraph><paragraph id="HEB897023BB054893B8BB6D7D3A266853"><enum>(2)</enum><text>the United States Geological Survey, National Oceanic and Atmospheric Administration, National Aeronautics and Space Administration, and other agencies within the United States Global Change Research Program have observed that the fish, wildlife, and plants of the United States are facing increasing risks from changing patterns of extreme weather and climate, including—</text>
 <subparagraph id="HDE2FCC8A89A749D79D7183B9AECAC46A"><enum>(A)</enum><text>severe droughts and heatwaves;</text> </subparagraph><subparagraph id="H9B862278D6FB409BBAC6CEB8C52AD8E1"><enum>(B)</enum><text>severe storms and floods;</text>
 </subparagraph><subparagraph id="H90F8FCA5077E457983778A3417B77307"><enum>(C)</enum><text>frequent and severe wildfires;</text> </subparagraph><subparagraph id="HB2BA26AA04FA493F9CC906D99C04D42C"><enum>(D)</enum><text>more frequent and severe outbreaks of forest pests and invasive species;</text>
 </subparagraph><subparagraph id="H092BDD4A75E44361AD54FFA9048841DB"><enum>(E)</enum><text>flooding and erosion of coastal areas due to rising sea levels;</text> </subparagraph><subparagraph id="HC58604EE1164426D97A765B69BF0B324"><enum>(F)</enum><text>melting glaciers and sea ice;</text>
 </subparagraph><subparagraph id="HB7515F2805D84A1EBACDC184FE2E581E"><enum>(G)</enum><text>thawing permafrost;</text> </subparagraph><subparagraph id="H2EE42A2314FC474FAFECB377BA306C71"><enum>(H)</enum><text>shifting distributions of fish, wildlife, and plant populations;</text>
 </subparagraph><subparagraph id="H312177FF34004A018729BC3D04FE6A88"><enum>(I)</enum><text>disruptive shifts in the timing of fish, wildlife, and plant natural history cycles, such as blooming, breeding, and seasonal migrations;</text>
 </subparagraph><subparagraph id="H707EE8E539E4481D89AEB89DC82FD5B0"><enum>(J)</enum><text>increasing ocean temperatures and acidification;</text> </subparagraph><subparagraph id="H7AA46157B625427D8035F02BD35AF144"><enum>(K)</enum><text>altered patterns of rain, snow, runoff, and streamflow; and</text>
 </subparagraph><subparagraph id="H7D9BADE6FAD94F98A70DE42E03652F00"><enum>(L)</enum><text>habitat loss, degradation, fragmentation, and movement; and</text> </subparagraph></paragraph><paragraph id="HF0EDBF9089D34456B2A748675075C1A0"><enum>(3)</enum><text>the Federal Government should provide leadership in preparing for and responding to the effects described in paragraph (2) to ensure that present and future generations continue to receive the benefits of the abundant and diverse fish, wildlife, and plant resources of the United States.</text>
 </paragraph></subsection><subsection id="HE5BC0475C8264E0FA7898D1916EE99BC"><enum>(b)</enum><header>Purposes</header><text>The purpose of this Act is to establish an integrated national approach—</text> <paragraph id="H6412902E40734502BC5D3CB6EE2C4712"><enum>(1)</enum><text>to respond to ongoing and expected effects of extreme weather and climate change by protecting, managing, and conserving the fish, wildlife, and plants of the United States; and</text>
 </paragraph><paragraph id="HC3DE155D7D76464B98857B88E83DC963"><enum>(2)</enum><text>to maximize Government efficiency and reduce costs, in cooperation with State, local, and Tribal Governments and other entities.</text>
 </paragraph></subsection><subsection id="H05E3F1C2E11D48E2A0BCDDF101468ADF"><enum>(c)</enum><header>National fish, wildlife, and plants climate change adaptation policy</header><text>It is the policy of the Federal Government, in cooperation with State and local governments, Indian Tribes, and other interested stakeholders to evaluate and reduce the increased risks and vulnerabilities associated with climate change and extreme weather events, and to use all practicable means to protect, manage, and conserve healthy, diverse, and productive fish, wildlife, and plant populations.</text>
 </subsection></section><section id="H5BCE692590D14A739CB87EF1E6EB4830"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="H9DE940D65C1F4840809164798926F0CB"><enum>(1)</enum><header>Adaptation</header><text display-inline="yes-display-inline">The term <term>adaptation</term> means—</text>
 <subparagraph id="H8CFDEB08E7DD4E5F9298CCF5A8CE29D5"><enum>(A)</enum><text display-inline="yes-display-inline">the process of adjustment to actual or expected climate and the effects of climate change; and</text> </subparagraph><subparagraph id="HD61C4B5CA5154BC9A9A0DCAAA922E7A7"><enum>(B)</enum><text display-inline="yes-display-inline">with respect to fish, wildlife, and plants, protection, management, and conservation efforts designed to maintain or enhance the ability of fish, wildlife, and plants to withstand, adjust to, or recover from the effects of extreme weather and climate change (including, where applicable, ocean acidification, drought, flooding, and wildfire).</text>
 </subparagraph></paragraph><paragraph id="H8CD8973B727447B98DA09D3C44791A2B"><enum>(2)</enum><header>Center</header><text display-inline="yes-display-inline">The term <term>Center</term> means the National Climate Change and Wildlife Science Center established under section 6(a)(1).</text> </paragraph><paragraph id="H1FF211AC696347DCBF96465A877F18AF"><enum>(3)</enum><header>Committee</header><text display-inline="yes-display-inline">The term <term>Committee</term> means the Advisory Committee on Climate Change and Natural Resource Sciences established under section 6(b)(1).</text>
 </paragraph><paragraph id="H367218A9089C4333BA167094A23505E6"><enum>(4)</enum><header>Ecological processes</header><text display-inline="yes-display-inline">The term <term>ecological processes</term> means biological, chemical, or physical interaction between the biotic and abiotic components of an ecosystem, including—</text>
 <subparagraph id="H9ABDD63DC1A54043BC2028C3C76B8D60"><enum>(A)</enum><text display-inline="yes-display-inline">decomposition;</text> </subparagraph><subparagraph id="HC8AF92A96FC94EBFB009EA52EDBB3E47"><enum>(B)</enum><text display-inline="yes-display-inline">disease epizootiology;</text>
 </subparagraph><subparagraph id="HC6EDB3CD091F41159F0812D6C36AF8EE"><enum>(C)</enum><text display-inline="yes-display-inline">disturbance regimes, such as fire and flooding;</text> </subparagraph><subparagraph id="H32865556EF444F1AA54FFE907930C3D2"><enum>(D)</enum><text display-inline="yes-display-inline">gene flow;</text>
 </subparagraph><subparagraph id="H8F34BF5E88B64EEE9805A5B8FD1C8EF2"><enum>(E)</enum><text display-inline="yes-display-inline">hydrological cycling;</text> </subparagraph><subparagraph id="H120FE93A72794421BA213E04F6BE7ABB"><enum>(F)</enum><text display-inline="yes-display-inline">larval dispersal and settlement;</text>
 </subparagraph><subparagraph id="HBD655CE7493641F5A08DCBA9166F60A5"><enum>(G)</enum><text display-inline="yes-display-inline">nutrient cycling;</text> </subparagraph><subparagraph id="H81221E996BDE4D3A9BDA2B11A35C1850"><enum>(H)</enum><text display-inline="yes-display-inline">pollination;</text>
 </subparagraph><subparagraph id="HB8852B23C8BC48878C0D175101633247"><enum>(I)</enum><text display-inline="yes-display-inline">predator-prey relationships; and</text> </subparagraph><subparagraph id="H4D29F8070C8C4D9695B6E1027F2E5241"><enum>(J)</enum><text display-inline="yes-display-inline">soil formation.</text>
 </subparagraph></paragraph><paragraph id="H70B6B6E4154742E3AA7F5C43D7D4BB4B"><enum>(5)</enum><header>Habitat</header><text display-inline="yes-display-inline">The term <term>habitat</term> means the physical, chemical, and biological properties that fish, wildlife, or plants use for growth, reproduction, survival, food, water, or cover (whether on land, in water, or in an area or region).</text>
 </paragraph><paragraph id="H41E92A89576F42EFBDFEE48DA05C2320"><enum>(6)</enum><header>Habitat connectivity</header><text display-inline="yes-display-inline">The term <term>habitat connectivity</term> means areas that facilitate terrestrial, marine, estuarine, and freshwater fish, wildlife, or plant movement that is necessary—</text>
 <subparagraph id="HC68640F34AAB4A4A9C88782FDAC20527"><enum>(A)</enum><text display-inline="yes-display-inline">for migration, gene flow, or dispersal; or</text> </subparagraph><subparagraph id="HA0F1623CF2EA4124B7AFA691115A9A5E"><enum>(B)</enum><text display-inline="yes-display-inline">to respond to the ongoing and expected effects of climate change (including, where applicable, ocean acidification, drought, flooding, and wildfire).</text>
 </subparagraph></paragraph><paragraph id="H54A890FF181B4E35A8C48E1E26BFBF41"><enum>(7)</enum><header>Indian Tribe</header><text display-inline="yes-display-inline">The term <term>Indian Tribe</term> has the meaning given the term <term>Indian tribe</term> in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304(e)</external-xref>).</text> </paragraph><paragraph id="H431291556F734B70AFA298C28420B6C7"><enum>(8)</enum><header>National Strategy</header><text display-inline="yes-display-inline">The term <term>National Strategy</term> means the National Fish, Wildlife, and Plants Climate Adaptation Strategy released March 26, 2013.</text>
 </paragraph><paragraph id="H76F6878563DD4217A39945CB01CC503D"><enum>(9)</enum><header>Resilience; resilient</header><text display-inline="yes-display-inline">The terms <term>resilience</term> and <term>resilient</term> mean the ability to anticipate, prepare for, and adapt to changing conditions and withstand, respond to, and recover rapidly from disruptions.</text>
 </paragraph><paragraph id="H1B8712EE43C44334A00761EA40231F4F"><enum>(10)</enum><header>State</header><text display-inline="yes-display-inline">The term <term>State</term> means—</text> <subparagraph id="H5B7DF2EC8206476989D3F42A9B4A2A2F"><enum>(A)</enum><text display-inline="yes-display-inline">a State of the United States;</text>
 </subparagraph><subparagraph id="H75D0C2CE5E364A8AB690AEFBAF885749"><enum>(B)</enum><text display-inline="yes-display-inline">the District of Columbia;</text> </subparagraph><subparagraph id="H0B309C2D136D4E2A8F6B045EA4AFA2DB"><enum>(C)</enum><text display-inline="yes-display-inline">American Samoa;</text>
 </subparagraph><subparagraph id="H5764F3437AE542E1A73D0829CED10442"><enum>(D)</enum><text display-inline="yes-display-inline">Guam;</text> </subparagraph><subparagraph id="H7853C8EC8E2F4BABBBA2D8DBCE5DC1DA"><enum>(E)</enum><text display-inline="yes-display-inline">the Commonwealth of the Northern Mariana Islands;</text>
 </subparagraph><subparagraph id="H0A4462700F6A4DAEA58D98F068DB9B3D"><enum>(F)</enum><text display-inline="yes-display-inline">the Commonwealth of Puerto Rico; and</text> </subparagraph><subparagraph id="H5A6B4EE2A3CF4AAA9EFE0CE4160E9EC2"><enum>(G)</enum><text display-inline="yes-display-inline">the United States Virgin Islands.</text>
 </subparagraph></paragraph><paragraph id="HE0406639134D48E1826CA4591C825A55"><enum>(11)</enum><header>Working group</header><text display-inline="yes-display-inline">The term <term>Working Group</term> means the National Fish, Wildlife, and Plants Climate Adaptation Strategy Joint Implementation Working Group established under section 4(a).</text>
			</paragraph></section><section id="H14F5547571764D868AAE347989270628"><enum>4.</enum><header>National fish, wildlife, and plants climate adaptation strategy joint implementation working group</header>
 <subsection id="HA212D7997608463A954B49242BAF875C"><enum>(a)</enum><header>Establishment</header><text>Not later than 90 days after the date of enactment of this Act, the President shall establish a National Fish, Wildlife, and Plants Climate Adaptation Strategy Joint Implementation Working Group composed of the heads of Federal and State agencies or departments with jurisdiction over fish, wildlife, and plant resources of the United States, and Tribal representatives, as follows:</text>
 <paragraph id="H5EE4B5C61B004CCD9B6DFACA9CF60ABE"><enum>(1)</enum><text>The Administrator of the Environmental Protection Agency.</text> </paragraph><paragraph id="H06F2A3E96B8C4882A248DFB9E582EC1B"><enum>(2)</enum><text>The Administrator of the Federal Emergency Management Agency.</text>
 </paragraph><paragraph id="H46C26B4CEF184463B74ACF1171362A68"><enum>(3)</enum><text>The Administrator of the National Oceanic and Atmospheric Administration.</text> </paragraph><paragraph id="H7185C412BCAD4190845D4298FF8119B3"><enum>(4)</enum><text>The Chair of the Council on Environmental Quality.</text>
 </paragraph><paragraph id="HFB78330CB06247E89BF30B1F612DE841"><enum>(5)</enum><text>The Chief of Engineers.</text> </paragraph><paragraph id="HF6384CC2D4B3403BA69949AB7DD872A9"><enum>(6)</enum><text>The Chief of the Forest Service.</text>
 </paragraph><paragraph id="H7960B0C5CE7648EA84EF8C6E6B5A7DC7"><enum>(7)</enum><text>The Commissioner of Reclamation.</text> </paragraph><paragraph id="H094C897BAAB348629D6C6443A7D1FF64"><enum>(8)</enum><text>The Director of the Bureau of Indian Affairs.</text>
 </paragraph><paragraph id="HB7B0D79C0DCB4795B0D28769EE149F0E"><enum>(9)</enum><text>The Director of the Bureau of Land Management.</text> </paragraph><paragraph id="H25A87BB606014FAD9DE50D8B29EF82EF"><enum>(10)</enum><text>The Director of the National Park Service.</text>
 </paragraph><paragraph id="H7514B65758FA478D93E9006D96DC4C64"><enum>(11)</enum><text>The Director of the United States Fish and Wildlife Service.</text> </paragraph><paragraph id="H193F1656D00D410EBFA646B9CC38A1B5"><enum>(12)</enum><text>The Director of the United States Geological Survey.</text>
 </paragraph><paragraph id="H5CF7CB9087884B9F9AD765B687A65A5E"><enum>(13)</enum><text>The Secretary of Agriculture.</text> </paragraph><paragraph id="H8B1220BBBBDF4C7BA49237D45A5E433E"><enum>(14)</enum><text>The Secretary of Defense.</text>
 </paragraph><paragraph id="H1CA5A818748744829978BFFBCABE8F18"><enum>(15)</enum><text>State representatives from each regional association of State fish and wildlife agencies.</text> </paragraph><paragraph id="HB1429A1045654BB4BBDAE421F9D769DD"><enum>(16)</enum><text>Not less than 2 Tribal representatives.</text>
 </paragraph></subsection><subsection id="H7BEEAC7370D04AEB901CFE478695A0B0"><enum>(b)</enum><header>Duties</header><text>The Working Group shall serve as a forum for interagency consultation on, and the coordination of, the development and implementation of the National Strategy.</text>
 </subsection><subsection id="H1F6123C2270A45BF8C05A354A76DD6F1"><enum>(c)</enum><header>Co-Chairs</header><text>There shall be 4 co-chairs, of whom—</text> <paragraph id="H6916E91B549F449190B400BFB78B5F0A"><enum>(1)</enum><text>two shall be representatives of the Federal Government;</text>
 </paragraph><paragraph id="H02640FB962424F0980B404E8E0B1AE65"><enum>(2)</enum><text>one shall be a representative of a State; and</text> </paragraph><paragraph id="H5E3EE89309AD4A96A2A2B6A2965EABA1"><enum>(3)</enum><text>one shall be a Tribal representative.</text>
				</paragraph></subsection></section><section id="H0B87DB6190A94E36BCFD3F377C488498"><enum>5.</enum><header>National fish, wildlife, and plants climate adaptation strategy</header>
 <subsection id="H1392046672524855B2818324D57DA96F"><enum>(a)</enum><header>In general</header><text>The Working Group shall adopt the National Strategy to protect, manage, and conserve fish, wildlife, and plants to maintain the inherent resilience and adaptability of fish, wildlife, and plants to withstand the ongoing and expected effects of extreme weather and climate change.</text>
 </subsection><subsection id="H88947B00B36C43198E0352EB985FC17C"><enum>(b)</enum><header>Review and revision</header><text>Not later than 1 year after each release of the assessment required under section 106 of the Global Change Research Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/15/2936">15 U.S.C. 2936</external-xref>), the Working Group shall—</text>
 <paragraph id="H427BE7FFA09548C590C8AD60DA1A528D"><enum>(1)</enum><text>use sound science to review and revise the National Strategy to incorporate—</text> <subparagraph id="HA0C5AE8580D6467C9A7644E058C52528"><enum>(A)</enum><text>new information regarding the ongoing and expected effects of climate change on fish, wildlife, and plants; and</text>
 </subparagraph><subparagraph id="H1870E5D35DCF4E4095FD252C9B08D5C8"><enum>(B)</enum><text>advances in the development of fish, wildlife, and plant adaptation strategies; and</text> </subparagraph></paragraph><paragraph id="H2BC7BE5498524C65A360B1A09723BD3C"><enum>(2)</enum><text>in carrying out paragraph (1), provide public notice and opportunity for comment.</text>
 </paragraph></subsection><subsection id="HFB161E0A8E9047188F57E6F107510182"><enum>(c)</enum><header>Contents</header><text>A revised National Strategy shall—</text> <paragraph id="HB8E1FBB16D174553A85E45B3A7DD65EF"><enum>(1)</enum><text>assess the vulnerability of fish, wildlife, and plants to climate change, including short-term, medium-term, long-term, and cumulative impacts;</text>
 </paragraph><paragraph id="HA11D2569ED6F4292B369C3856C082AE7"><enum>(2)</enum><text>describe current, observation, and monitoring activities at the Federal, State, Tribal, and local levels relating to the ongoing and expected effects of climate change on fish, wildlife, and plants;</text>
 </paragraph><paragraph id="H2B51155D343D4C85A48250E52E1AB064"><enum>(3)</enum><text>identify and prioritize research and data needs;</text> </paragraph><paragraph id="H2D3350F0266948D39E62BD11188ED73B"><enum>(4)</enum><text>identify fish, wildlife, and plants likely to have the greatest need for protection, restoration, and conservation due to the ongoing and expanding effects of extreme weather and climate change;</text>
 </paragraph><paragraph id="H8D0B3361084F491ABA85FD6130DD7464"><enum>(5)</enum><text>include specific protocols for integrating fish, wildlife, and plant adaptation strategies and activities into the conservation and management of natural resources by Federal agencies to ensure consistency across agency jurisdictions;</text>
 </paragraph><paragraph id="HE6E302A57B2049BE940446B1DCAEEB12"><enum>(6)</enum><text>identify opportunities for maintaining, restoring, or enhancing fish, wildlife, and plants to reduce the risks of extreme weather and climate change on other vulnerable sectors of society;</text>
 </paragraph><paragraph id="H6B8FB80D7D314AAFB15E951A587B7FA6"><enum>(7)</enum><text>identify Federal policies and actions that may reduce resilience and increase the vulnerability of fish, wildlife, and plants to extreme weather and climate change;</text>
 </paragraph><paragraph id="H5414AB4236A145D08F9EE9FDC5921F58"><enum>(8)</enum><text>include specific actions that Federal agencies shall take to protect, conserve, and manage fish, wildlife, and plants to maintain the inherent resilience and adaptability of fish, wildlife, and plants to withstand, adjust to, or recover from the ongoing and expected effects of climate change, including a timeline to implement those actions;</text>
 </paragraph><paragraph id="H454882B8F4C04CED9E15DCCAC7ACFCC5"><enum>(9)</enum><text>include specific mechanisms for ensuring communication and coordination—</text> <subparagraph id="HBC3962E3DDAC4C1AA954B2CEBD5E56CA"><enum>(A)</enum><text>among Federal agencies; and</text>
 </subparagraph><subparagraph id="H3EE1B2ABF1D342F58FF9FCA4261EE11A"><enum>(B)</enum><text>between Federal agencies and State agencies, territories of the United States, Indian Tribes, private landowners, conservation organizations, and other countries that share jurisdiction over fish, wildlife, and plants with the United States;</text>
 </subparagraph></paragraph><paragraph id="H824FFF6F7500478CA13AE454EE6FD37A"><enum>(10)</enum><text>include specific actions to develop and implement coordinated fish, wildlife, and plants inventory and monitoring protocols through interagency coordination and collaboration with States and local governments, Indian Tribes, and private organizations; and</text>
 </paragraph><paragraph id="H5C08F8CF37C149598F5E77534D3BB7C5"><enum>(11)</enum><text>include procedures for guiding the development of detailed strategy implementation plans required under section 7.</text>
				</paragraph></subsection><subsection id="H88B4964281B4410790D0DF5B791D3B4A"><enum>(d)</enum><header>Implementation</header>
 <paragraph id="H0244B06A314C4D7CA5E792FAB5C1F0E5"><enum>(1)</enum><header>In general</header><text>Consistent with other laws and Federal trust responsibilities concerning Indian land or rights of Indians under treaties with the United States, each Federal agency shall integrate the elements of the National Strategy that relate to conservation, management, and protection of fish, wildlife, and plants into agency plans, environmental reviews, and programs.</text>
 </paragraph><paragraph id="HF45CA2F372D8442795C1D7F142B67577"><enum>(2)</enum><header>Public report</header><text>The Working Group shall, on a biannual basis, between revisions to the National Strategy, make available to the public a report documenting any actions implementing the Strategy.</text>
 </paragraph><paragraph id="H7EC3D80F06E0463292C2026A6B0C373F"><enum>(3)</enum><header>Coordination</header><text>The Working Group shall coordinate the implementation of the National Strategy with Federal agencies not represented on the Working Group to achieve the policy of the United States described in section 2(c).</text>
				</paragraph></subsection></section><section id="H75D5592E6F8A430C88CA2B8CD37D9065"><enum>6.</enum><header>Fish, wildlife, and plants adaptation science and information</header>
			<subsection id="HAB18057768B44F75AE035ED1F208A177"><enum>(a)</enum><header>National climate change and wildlife science center</header>
 <paragraph id="HE1FBE341C01840138175BF0FC8ED1D3A"><enum>(1)</enum><header>Authorization</header><text>The Secretary of the Interior, in collaboration with the States, Indian Tribes, and other partner organizations, shall establish a National Climate Change and Wildlife Science Center.</text>
 </paragraph><paragraph id="H362FB47DEA514869BA8D0A963D0365E6"><enum>(2)</enum><header>Duties of center</header><text>The Center shall assess and develop scientific information, tools, strategies, and techniques to support the Working Group, Federal and State agencies, Tribes, regionally based science and conservation centers, regional coordinating entities, and other interested parties in addressing the effects of extreme weather and climate change on fish, wildlife, and plants.</text>
 </paragraph><paragraph id="HAADE860DA0064E33B8C068E520023F32"><enum>(3)</enum><header>General authority to enter into contracts, grants, and cooperative agreements</header><text>The Secretary may enter into contracts, grants, or cooperative agreements with State agencies, State cooperative extension services, institutions of higher education, other research or educational institutions and organizations, Tribal organizations, Federal and private agencies and organizations, individuals, and any other contractor or recipient, to further the duties under paragraph (2) without regard to—</text>
 <subparagraph id="H03229265E55E47D9BC4E16BA85AA9322"><enum>(A)</enum><text>any requirements for competition;</text> </subparagraph><subparagraph id="H18675C49B08142049D87A840E5B73040"><enum>(B)</enum><text>section 6101 of title 41, United States Code; or</text>
 </subparagraph><subparagraph id="H926489B5F23F409D89886A08C2058DF1"><enum>(C)</enum><text>subsections (a) and (b) of section 3324 of title 31, United States Code.</text> </subparagraph></paragraph></subsection><subsection id="H2A28B155125F4B848F9FC97434835DA9"><enum>(b)</enum><header>Advisory committee on climate change and natural resource sciences</header> <paragraph id="H897037A146394ABCA9ECD744637A86C3"><enum>(1)</enum><header>In general</header><text>Not later than 180 days after the date of enactment of this Act, and pursuant to the Federal Advisory Committee Act (5 U.S.C. App.), the Secretary of the Interior shall establish an Advisory Committee on Climate Change and Natural Resource Sciences.</text>
 </paragraph><paragraph id="H075CA6E2E0F3493A8B08B49BB434DDA6"><enum>(2)</enum><header>Membership</header><text>The Committee shall be comprised of 25 members who—</text> <subparagraph id="H177F86071B9B48758C8FB6442162DE8F"><enum>(A)</enum><text>represent—</text>
 <clause id="HFF075F566DE74E55879020DEA82C9A8F"><enum>(i)</enum><text>Federal agencies;</text> </clause><clause id="H1EA62AF007C44B53BBCD941795B5E760"><enum>(ii)</enum><text>State, local, and Tribal Governments;</text>
 </clause><clause id="H44253C61D7FA486D8AC89E0994CD480A"><enum>(iii)</enum><text>nongovernmental organizations;</text> </clause><clause id="HB262EB52EA5C445E999ED188E8363281"><enum>(iv)</enum><text>academic institutions; and</text>
 </clause><clause id="H8B7E91F9988146C299E2FC6E48CEB2A8"><enum>(v)</enum><text>the private sector; and</text> </clause></subparagraph><subparagraph id="H5E185A2C8C5940BB86BCE21A6BA8B256"><enum>(B)</enum><text>have expertise in—</text>
 <clause id="H523885538BB649EB8E8011F21696EB18"><enum>(i)</enum><text>biology (including fish, wildlife, plant, aquatic, coastal, and marine biology);</text> </clause><clause id="HFB89EE4FD8D04070A78AC20324E12A1C"><enum>(ii)</enum><text>ecology;</text>
 </clause><clause id="H303818AC7A9B485D8DF3566505E776C5"><enum>(iii)</enum><text>climate change (including, where applicable, ocean acidification, drought, flooding, and wildfire); and</text>
 </clause><clause id="H1086067BD8F14EE5990B08F1180E99D7"><enum>(iv)</enum><text>other relevant scientific disciplines.</text> </clause></subparagraph></paragraph><paragraph id="HD05CE33521424B6E96D52A65497C639B"><enum>(3)</enum><header>Chair</header><text>The Secretary of the Interior shall appoint a Committee Chair from among the members of the Committee.</text>
 </paragraph><paragraph id="HA110C7ECA5E143869D96CC529D3011A5"><enum>(4)</enum><header>Duties</header><text>The Committee shall—</text> <subparagraph id="H99C1D770074D425697C315D041FE2400"><enum>(A)</enum><text>advise the Working Group on the state of the science regarding—</text>
 <clause id="HA04105E9EF414D0C990BBAC9E873C650"><enum>(i)</enum><text>the ongoing and expected effects of extreme weather and climate change on fish, wildlife, and plants; and</text>
 </clause><clause id="H6F0A7C0B1C4443F58E313E08104584CC"><enum>(ii)</enum><text>scientific strategies and mechanisms for fish, wildlife, and plant adaptation;</text> </clause></subparagraph><subparagraph id="H7F53F710EF8C4D09ADE50BFB5B096C49"><enum>(B)</enum><text>identify and recommend priorities for ongoing research needs on the issues described in subparagraph (A) to inform the research priorities of the Center described in subsection (a) and other Federal climate science institutions; and</text>
 </subparagraph><subparagraph id="H5A23385BEAF442D0A04CF2A901DF7987"><enum>(C)</enum><text>review and comment on each revised National Strategy before that National Strategy is finalized.</text> </subparagraph></paragraph><paragraph id="H5E70E0E840D3438E9792A585B311EF42"><enum>(5)</enum><header>Collaboration</header><text>The Committee shall collaborate with climate change and fish, wildlife, and plant research entities in other Federal agencies and departments.</text>
 </paragraph><paragraph id="H5A58254FB3C34E2193812368ED2EE2FA"><enum>(6)</enum><header>Availability to public</header><text>The advice and recommendations of the Committee shall be made available to the public.</text> </paragraph></subsection></section><section id="HA8EE0C5B8ED84EC6B2CB0AABA69163BB"><enum>7.</enum><header>Strategy implementation plan</header> <subsection id="H6518463957C44393BE48CF6C6D0C2ABA"><enum>(a)</enum><header>Development</header><text>Not later than 1 year after the date of enactment of this Act and not later than 1 year after the date of each revision of the National Strategy, the Working Group shall—</text>
 <paragraph id="HC5610C78C3BF4825A3065DE9CE150BBD"><enum>(1)</enum><text>complete a strategy implementation plan;</text> </paragraph><paragraph id="H275FEA177419430B83F34907559EF319"><enum>(2)</enum><text>provide opportunities for public review and comment on the plan; and</text>
 </paragraph><paragraph id="H94E97330B6734CCDBAD5A4345B3C5C63"><enum>(3)</enum><text>submit the plan to the President for approval.</text> </paragraph></subsection><subsection id="H5937B4C321F745CE9C31D324E87BC064"><enum>(b)</enum><header>Requirements</header><text>The strategy implementation plan shall—</text>
 <paragraph id="HFA40E9EA37AE48EBAFA0C40DC653BA8E"><enum>(1)</enum><text>identify and prioritize specific conservation and management strategies and actions that address the ongoing and expected effects of extreme weather and climate change on fish, wildlife, and plants, including—</text>
 <subparagraph id="H74FA689AB0B84BDB9FB88E3FE9EB4D02"><enum>(A)</enum><text>protection, management, and conservation of terrestrial, marine, estuarine, and freshwater habitats and ecosystems;</text>
 </subparagraph><subparagraph id="H87C19261237541A79587589F9A326987"><enum>(B)</enum><text>establishment of terrestrial, marine, estuarine, and freshwater habitat connectivity corridors;</text> </subparagraph><subparagraph id="HDB321651FA0148FB934FB7A671E9A363"><enum>(C)</enum><text>restoration and conservation of ecological processes;</text>
 </subparagraph><subparagraph id="H17432599645A46C6BB9EDD84E5208CD5"><enum>(D)</enum><text>protection of a broad diversity of species of fish, wildlife, and plant populations; and</text> </subparagraph><subparagraph id="H72912BFB48594D80A7741440E9674EB0"><enum>(E)</enum><text>protection of fish, wildlife, and plant health, recognizing that climate can alter the distribution and ecology of parasites, pathogens, and vectors;</text>
 </subparagraph></paragraph><paragraph id="H702B571CC8F8445282AC6B80517C57F1"><enum>(2)</enum><text>establish methods—</text> <subparagraph id="HD7931B7F46DC408687111E4D8CD94CCA"><enum>(A)</enum><text>to assess the effectiveness of strategies and conservation actions implemented by the agencies to protect, manage, and conserve fish, wildlife, and plants; and</text>
 </subparagraph><subparagraph id="H5A0B5D50CA624D5C8D1D8AD2E998BE55"><enum>(B)</enum><text>to update those strategies and actions to respond to new information and changing conditions;</text> </subparagraph></paragraph><paragraph id="H9FF8348BA1484B64A848922BE1F9CF7A"><enum>(3)</enum><text>describe current and proposed mechanisms to enhance cooperation and coordination of fish, wildlife, and plant adaptation efforts with other Federal agencies, State and local governments, Indian Tribes, and nongovernmental stakeholders;</text>
 </paragraph><paragraph id="HBF76B88A38EA4E35AA23F0EB47DFBB1A"><enum>(4)</enum><text>include written guidance to resource managers; and</text> </paragraph><paragraph id="HF829951C07214D88B9BBBF020AC1AC07"><enum>(5)</enum><text>identify and assess data and information gaps necessary to develop fish, wildlife, and plant adaptation plans and strategies.</text>
				</paragraph></subsection><subsection id="H41EBCB89F9DA45E09C2E1CD641E2C419"><enum>(c)</enum><header>Implementation</header>
 <paragraph id="HC83DCE5A77014EFEBB3D14293DE22CFA"><enum>(1)</enum><header>In general</header><text>On approval by the President, each Federal agency shall, consistent with existing authority, implement the strategy implementation plan under subsection (a)(1) through existing and new plans, policies, programs, activities, and actions.</text>
 </paragraph><paragraph id="H0C447965A971486984093D993442A981"><enum>(2)</enum><header>Consideration of effects</header><text>To the maximum extent practicable and consistent with existing authority, fish, wildlife, and plant conservation and management decisions made by each Federal agency shall consider and promote resilience to the ongoing and expected effects of extreme weather and climate change.</text>
 </paragraph></subsection><subsection id="H9A83E678104F4E68AE1B86605EBDE841"><enum>(d)</enum><header>Revision and review</header><text>Not later than 1 year after the National Strategy is revised under section 5(b), the Working Group shall review and revise the strategy implementation plan under subsection (a)(1) to incorporate the best available science, including advice and information pursuant to section 6 and other information, regarding the ongoing and expected effects of climate change on fish, wildlife, and plants.</text>
			</subsection></section><section id="HEEE64341BED644D5B8D792A76A4186D3"><enum>8.</enum><header>State fish, wildlife, and plants adaptation plans</header>
 <subsection id="HA525CE92417C454C9E38556C57E5CC46"><enum>(a)</enum><header>Requirement</header><text>To be eligible to receive funds pursuant to subsection (d), not later than 1 year after the date of enactment of this Act and not later than 1 year after the date of each revision of the National Strategy, each State shall prepare and submit to the Secretary of the Interior and the Secretary of Commerce, a State fish, wildlife, and plant adaptation plan detailing current and future efforts of the State to address the ongoing and expected effects of climate change on fish, wildlife, and plants and coastal areas within the jurisdiction of the State.</text>
 </subsection><subsection id="H3C379F1D9D914684845366F0C160C4F3"><enum>(b)</enum><header>Review or approval</header><text>The Secretary of the Interior and the Secretary of Commerce shall—</text> <paragraph id="HEC841FF69E5C4A3F9C84DFAD5EC78FE5"><enum>(1)</enum><text>review each State adaptation plan; and</text>
 </paragraph><paragraph id="H92AD5EE6812E46C0B3313CCBA75D0FFE"><enum>(2)</enum><text>approve a State adaptation plan if the plan—</text> <subparagraph id="H5EAEAB9B3CDF4ADE8FB6670E2334534C"><enum>(A)</enum><text>meets the requirements of subsection (c); and</text>
 </subparagraph><subparagraph id="H80204C92052948E383301EFE74E35EB4"><enum>(B)</enum><text>is consistent with the National Strategy.</text> </subparagraph></paragraph></subsection><subsection id="HE4DEC7F4B6A04C93B496A25FCD1280FF"><enum>(c)</enum><header>Contents</header><text>A State adaptation plan shall—</text>
 <paragraph id="H7A79DBD27E224E6B87A380672F0972F9"><enum>(1)</enum><text>meet the requirements described in section 7(b);</text> </paragraph><paragraph id="H28F7D2494AE44514A8378CDFA2561B45"><enum>(2)</enum><text>include the adaptation provisions of any State comprehensive wildlife conservation strategy (or State wildlife action plan) that has been—</text>
 <subparagraph id="H7B5A05D675794B93B8578E2A22C7B3CD"><enum>(A)</enum><text>submitted to the Director of the United States Fish and Wildlife Service; and</text> </subparagraph><subparagraph id="H0A3C1CA48D1048719DDCC4C55C2A2AEE"><enum>(B)</enum><text>approved, or is pending approval, by the Director of the United States Fish and Wildlife Service;</text>
 </subparagraph></paragraph><paragraph id="H470A1DD109994B71ADB36E442676DE21"><enum>(3)</enum><text>include the adaptation provisions of a statewide assessment and strategy for forest resources required under section 2A of the Cooperative Forestry Assistance Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/16/2101a">16 U.S.C. 2101a</external-xref>) that has been—</text>
 <subparagraph id="HA3AFAFD9533341C69CC756424B619D7F"><enum>(A)</enum><text>submitted to the Secretary of Agriculture; and</text> </subparagraph><subparagraph id="H7BD13ED259F74904987D4FABA76B434B"><enum>(B)</enum><text>approved, or is pending approval, by the Secretary of Agriculture; and</text>
 </subparagraph></paragraph><paragraph id="HEF7FBD8158FD41938FEB56606B840A1B"><enum>(4)</enum><text>include the adaptation provisions of a Coastal Zone Management Plan or a Coastal and Estuarine Land Conservation Program Plan that has been—</text>
 <subparagraph id="H9450736FD33D48ECBEC981FED2BE4D73"><enum>(A)</enum><text>submitted to the Administrator of the National Oceanic and Atmospheric Administration; and</text> </subparagraph><subparagraph id="H711842F45E61419AB810031F5F6E20DC"><enum>(B)</enum><text>approved, or is pending approval, by the Administrator of the National Oceanic and Atmospheric Administration.</text>
 </subparagraph></paragraph></subsection><subsection id="HCBDADC26EE9E46A380AC7E36F333BDD2"><enum>(d)</enum><header>Distribution of funds to States</header><text>Any funds made available pursuant to this Act shall be—</text> <paragraph id="H6943E4B91FED4EE697CC0961DD71A216"><enum>(1)</enum><text>used to carry out activities in accordance with adaptation plans approved under this section; and</text>
 </paragraph><paragraph id="HB747ACF58E9541DA89C392E2340915CD"><enum>(2)</enum><text>made available through—</text> <subparagraph id="H26D9119A334E4DC88E0F88319E100B89"><enum>(A)</enum><text>the State and Tribal wildlife grant program under title I of division F of the Consolidated Appropriations Act, 2008 (<external-xref legal-doc="public-law" parsable-cite="pl/110/161">Public Law 110–161</external-xref>; 121 Stat. 2103); and</text>
					</subparagraph><subparagraph id="HDB63F6C4E2F34649A768C5437FB84B4A"><enum>(B)</enum>
 <clause commented="no" display-inline="yes-display-inline" id="H4F69AB43C4EB4746A70A50834860B315"><enum>(i)</enum><text>the grant program under section 306 of the Coastal Zone Management Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/16/1455">16 U.S.C. 1455</external-xref>);</text> </clause><clause id="H9B278AFC98A14DC987D92F265F29FA66" indent="up1"><enum>(ii)</enum><text>the Coastal and Estuarine Land Conservation Program established under title II of the Department of Commerce and Related Agencies Appropriations Act, 2002 (<external-xref legal-doc="usc" parsable-cite="usc/16/1456d">16 U.S.C. 1456d</external-xref>); and</text>
 </clause><clause id="HB3A39AEE954249F698E1E15752C3FB38" indent="up1"><enum>(iii)</enum><text>programs established under the Cooperative Forestry Assistance Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/16/2101">16 U.S.C. 2101</external-xref> et seq.).</text>
 </clause></subparagraph></paragraph></subsection><subsection id="HD4E04A9D53DB4199B53E660CD92DB225"><enum>(e)</enum><header>Public input</header><text>In developing an adaptation plan, a State shall solicit and consider input from the public and independent scientists.</text>
 </subsection><subsection id="HAFCBC8F97CC048EFA418DBA9531421D7"><enum>(f)</enum><header>Coordination with other plans</header><text>A State adaptation plan shall, where appropriate, integrate the goals and measures set forth in other climate adaptation, hazard mitigation, and fish, wildlife, and plant conservation strategies and plans.</text>
 </subsection><subsection id="H17197F9DBC7F426FB8A9107C9778C504"><enum>(g)</enum><header>Updates</header><text>Each State adaptation plan shall be updated at least every 4 years.</text> </subsection></section></legis-body></bill>
