		<section id="H43B94F88C86246169ACB5EEECFEC9028" section-type="section-one"><enum>1.</enum><header>Clarification of coverage of employees of Helsinki and China commissions under congressional
			 accountability act of 1995</header>
 <subsection id="H7DAA0707731E4B1099EB431DD94F4F12"><enum>(a)</enum><header>Clarification of Coverage</header><text display-inline="yes-display-inline">Section 101 of the Congressional Accountability Act of 1995 (<external-xref legal-doc="usc" parsable-cite="usc/2/1301">2 U.S.C. 1301</external-xref>) is amended—</text> <paragraph id="H5DE659E834D24E71AD89179E0A297E8D"><enum>(1)</enum><text>by striking <quote>Except as otherwise</quote> and inserting <quote>(a) <header-in-text level="subsection" style="OLC">In general</header-in-text>.—Except as otherwise</quote>; and</text>
 </paragraph><paragraph id="H648E136BD6CE4BFA88D6C1E89A279B88"><enum>(2)</enum><text>by adding at the end the following new subsection:</text> <quoted-block display-inline="no-display-inline" id="H1D6A99A61CD24F9DBB082E7A42A84FCE" style="OLC"> <subsection id="HC373DF549BAF4469AD1304015561D64F"><enum>(b)</enum><header>Clarification of coverage of employees of certain commissions</header> <paragraph id="H8DD3DF48164242C8B31CEF3F9CC7C336"><enum>(1)</enum><header>Coverage</header><text>With respect to the China Commission and the Helsinki Commission—</text>
 <subparagraph id="H628ED6F45D7D4A9FA8F90C0302F23B7F"><enum>(A)</enum><text>any individual who is an employee of such Commission shall be considered a covered employee for purposes of this Act; and</text>
 </subparagraph><subparagraph id="HF5E768B16C204AB59736E8344F9C12B0"><enum>(B)</enum><text>the Commission shall be considered an employing office for purposes of this Act.</text> </subparagraph></paragraph><paragraph id="H47E065D610494905BB8552CD96A46733"><enum>(2)</enum><header>Definitions</header><text>In paragraph (1)—</text>
 <subparagraph id="H0C3B9EDA375B424F92F5AEEE7DB71AA2"><enum>(A)</enum><text display-inline="yes-display-inline">the term <term>China Commission</term> means the Congressional–Executive Commission on the People’s Republic of China established under title III of the U.S.-China Relations Act of 2000 (<external-xref legal-doc="public-law" parsable-cite="pl/106/286">Public Law 106–286</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/22/6911">22 U.S.C. 6911</external-xref> et seq.); and</text>
 </subparagraph><subparagraph id="HECFB401592B4470FB3A1EB75446C8A97"><enum>(B)</enum><text display-inline="yes-display-inline">the term <term>Helsinki Commission</term> means the Commission on Security and Cooperation in Europe established under the Act entitled <quote>An Act to establish a Commission on Security and Cooperation in Europe</quote> (<external-xref legal-doc="public-law" parsable-cite="pl/94/304">Public Law 94–304</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/22/3001">22 U.S.C. 3001</external-xref> et seq.).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></subsection><subsection id="H4EC38870C81242D6B3551BDB71118A88"><enum>(b)</enum><header>Effective date</header><text>The amendments made by this Act shall take effect as if included in the enactment of the Congressional Accountability Act of 1995.</text>
