			 neutron source, and for other purposes.</official-title></form>
	<legis-body id="H379A0005A0A2424DBD6FA54176DF2D2E" style="OLC">
 <section id="H593077218A2F46A1B415ABDBFB33B2DD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Nuclear Energy Research Infrastructure Act of 2017</short-title></quote>.</text> </section><section id="HED4818FD3E25407680B14E48C60A7C12" section-type="subsequent-section"><enum>2.</enum><header>Versatile neutron source</header> <subsection id="HED9C2DB67687479297047E15B6807775"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Energy shall provide for a versatile reactor-based fast neutron source, which shall operate as a national user facility. The Secretary shall consult with the private sector, universities, National Laboratories, and relevant Federal agencies to ensure that the versatile neutron source is capable of meeting Federal research needs for neutron irradiation services.</text>
			</subsection><subsection id="H1E3D1277D0EE409FB21F334FD5D25AE3"><enum>(b)</enum><header>Facility capabilities</header>
 <paragraph id="HD5AE86F6D20843A79DCF691BBDAD5953"><enum>(1)</enum><header>Capabilities</header><text display-inline="yes-display-inline">The Secretary shall ensure that the facility described in subsection (a) will provide, at a minimum, the following capabilities:</text>
 <subparagraph id="H9B1EDB93DDF041C7B08965359F16AE99"><enum>(A)</enum><text>Fast neutron spectrum irradiation capability.</text> </subparagraph><subparagraph id="HFA57FBD030394EFA86475A100C6877FE"><enum>(B)</enum><text>Capacity for upgrades to accommodate new or expanded research needs.</text>
 </subparagraph></paragraph><paragraph id="H9380F4DC2CD848C8B42911A97D57E91C"><enum>(2)</enum><header>Considerations</header><text display-inline="yes-display-inline">In carrying out paragraph (1), the Secretary shall consider the following:</text> <subparagraph id="HBE68CF8F227743A7B69F101CAA83D013"><enum>(A)</enum><text>Capabilities that support experimental high-temperature testing.</text>
 </subparagraph><subparagraph id="HAD78CEE79C134EDE8DB50843A7CE58B1"><enum>(B)</enum><text>Providing a source of fast neutrons at a neutron flux higher than that at which existing research facilities operate, sufficient to enable research for an optimal base of prospective users.</text>
 </subparagraph><subparagraph id="H22ECB21F820A40A68AD41DF011CC44BF"><enum>(C)</enum><text>Maximizing irradiation flexibility and irradiation volume to accommodate as many concurrent users as possible.</text>
 </subparagraph><subparagraph id="H7936B6CF43A747C589C27A758E2C88B9"><enum>(D)</enum><text>Capabilities for irradiation with neutrons of a lower energy spectrum.</text> </subparagraph><subparagraph id="H1F7ECE39A82140E5BEB2266B75733B11"><enum>(E)</enum><text>Multiple loops for fuels and materials testing of different coolants.</text>
 </subparagraph><subparagraph id="HF1626A84441546A7B06B0AE1ED076A36"><enum>(F)</enum><text display-inline="yes-display-inline">Capabilities that support irradiating and processing targets for isotope production.</text> </subparagraph><subparagraph id="H8F84DA9AB41044F2919156129FA9B634"><enum>(G)</enum><text>Additional pre-irradiation and post-irradiation examination capabilities.</text>
 </subparagraph><subparagraph id="H32CB96B3C6874B7A96AD0A12CCCECACA"><enum>(H)</enum><text>Lifetime operating costs and lifecycle costs.</text> </subparagraph></paragraph></subsection><subsection id="H61216742E3D94C5D86A202EB8F6EA044"><enum>(c)</enum><header>Start of operations</header><text display-inline="yes-display-inline">The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the facility under this section occurs before December 31, 2025.</text>
 </subsection><subsection id="HAC14D058301F463E83700865FC50493B"><enum>(d)</enum><header>Funding</header><text display-inline="yes-display-inline">Out of funds appropriated to the Office of Nuclear Energy, there shall be made available to the Secretary to carry out activities, including design and construction of the facility, under this section—</text>
 <paragraph id="H88ED89F42449430FA377C6ED70C5A692"><enum>(1)</enum><text>$35,000,000 for fiscal year 2018;</text> </paragraph><paragraph id="HCD971C9BF7894E838F4B2E0241973E92"><enum>(2)</enum><text>$100,000,000 for fiscal year 2019;</text>
 </paragraph><paragraph id="H97B2E7B220DD4003B12C5EDF59E87706"><enum>(3)</enum><text>$200,000,000 for fiscal year 2020;</text> </paragraph><paragraph id="H2038C693FBE64269A64C8DFF82D13F3C"><enum>(4)</enum><text>$260,000,000 for fiscal year 2021;</text>
 </paragraph><paragraph id="H545E1A56672C47768336D9ACE504246D"><enum>(5)</enum><text>$340,000,000 for fiscal year 2022;</text> </paragraph><paragraph id="H82FCA9E61C914F278B61463A8BAA56B2"><enum>(6)</enum><text>$350,000,000 for fiscal year 2023;</text>
 </paragraph><paragraph id="HB1744AEDD5CA4820AE97268F69523983"><enum>(7)</enum><text>$350,000,000 for fiscal year 2024; and</text> </paragraph><paragraph id="HFB6B5975762048D588B3719E6DF42DE3"><enum>(8)</enum><text>$350,000,000 for fiscal year 2025.</text>
