			 concerns, and for other purposes.</official-title></form>
	<legis-body id="HD7D59593EEAA4919BEB28DEFAA070E7F" style="OLC">
 <section id="HD042B9412BE4448AB7FDAA95A78344C7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Small Business Emergency Disaster Bridge Loan Act of 2017</short-title></quote>.</text> </section><section id="H9B680B55F29B44D2A4876E964F9AC867"><enum>2.</enum><header>Small business emergency bridge loan program</header><text display-inline="no-display-inline">Section 7(b) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(b)</external-xref>) is amended by inserting after paragraph (15) the following new paragraph:</text>

				<paragraph id="HBCE5593A371E42F6A931AF6A893A98E8"><enum>(16)</enum><header>Small business emergency bridge loan program</header>
 <subparagraph id="H7F81AEF3FDCA45C389BB6826720BA173"><enum>(A)</enum><header>In general</header><text>The Administrator may guarantee a bridge loan to a small business concern made by an eligible lender, if such small business concern was located within an area and during the time period with respect to which—</text>
 <clause id="H5E12CFC4E3584E6399486A47D65EB09F"><enum>(i)</enum><text>a major disaster was declared by the President under section 401 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5170">42 U.S.C. 5170</external-xref>); or</text>
 </clause><clause id="HE400CF4093AF452FB3DDAB817BCCE9D0"><enum>(ii)</enum><text>the Administrator determined a disaster occurred.</text> </clause></subparagraph><subparagraph id="HFAA141D339DF4F9ABE38BA179D9E7A1F"><enum>(B)</enum><header>Procedures</header><text>Except as otherwise provided in this paragraph, a bridge loan guarantee made under this paragraph shall be subject to the same requirements and procedures that are used to make loans pursuant to this subsection.</text>
 </subparagraph><subparagraph id="H07821128FBA04A36A77D950FE0C4B3FE"><enum>(C)</enum><header>Use of funds</header><text>A small business concern described in subparagraph (A) may apply to the Administrator—</text> <clause id="H1DEC7522864A4BEA9E74B77C4B252D8F"><enum>(i)</enum><text>for a bridge loan to repair or replace real property or property of the small business concern property damaged or destroyed by reason of such major disaster; or</text>
 </clause><clause id="HEEB5388946CB478DBC9AD05481C47B4F"><enum>(ii)</enum><text display-inline="yes-display-inline">if such a small business concern has suffered substantial economic injury by reason of such major disaster, for a bridge loan to assist such a small business concern.</text>
 </clause></subparagraph><subparagraph id="H36997E412C91489BA44847E7B7E137A2"><enum>(D)</enum><header>Rate</header><text display-inline="yes-display-inline">The Administrator may guarantee not more than 95 percent of a bridge loan made under this paragraph.</text>
 </subparagraph><subparagraph id="HDCB6B30CAAB04FB5951B05848BACF1F8"><enum>(E)</enum><header>Requirements</header><text display-inline="yes-display-inline">A bridge loan guaranteed under this subsection—</text> <clause id="H81D3C0958C4C49BA854BF4CE8D03782A"><enum>(i)</enum><text display-inline="yes-display-inline">may not exceed $50,000;</text>
 </clause><clause id="H2D292D4C51FB4481B9757FCAEADFFFDE"><enum>(ii)</enum><text>shall be for a term of not more than 10 years;</text> </clause><clause id="H8A6FE922E3504D37A7C024996697DA09"><enum>(iii)</enum><text>during the 6-month period beginning on the date on which the bridge loan is disbursed, the rate of interest on such loan shall be zero and the borrower shall not be required to make any payments on such bridge loan; and</text>
 </clause><clause id="H28158FA8D8EF44FFB3ADB0B0AC9BF393"><enum>(iv)</enum><text>after such 6-month period, the rate of interest on such bridge loan shall be determined by the Administrator.</text>
 </clause></subparagraph><subparagraph id="HE6F06DC9BDC24431975859C50DDD7D6F"><enum>(F)</enum><header>Underwriting</header><text display-inline="yes-display-inline">An eligible lender shall use the procedures and forms of such eligible lender in making a bridge loan under this subsection.</text>
 </subparagraph><subparagraph id="H3AA8BF29FC86458EAA374200D2BD15FE"><enum>(G)</enum><header>Definitions</header><text>In this paragraph:</text> <clause id="H4088B99B3A594A4EA8CFECBABDF47D56"><enum>(i)</enum><header>Bridge loan</header><text display-inline="yes-display-inline">The term <term>bridge loan</term> means a loan made to a small business concern while the application of such concern for assistance under a disaster loan program is pending.</text>
 </clause><clause id="H52621F26CC194695B900742F2A53D5A7"><enum>(ii)</enum><header>Disaster loan program</header><text>The term <term>disaster loan program</term> means a program established under paragraphs (1), (2), or (9) of this subsection.</text> </clause><clause id="HA9E9F35FD8B143838DE9CD254A699072"><enum>(iii)</enum><header>Eligible lender</header><text>The term <term>eligible lender</term> means a lender who is a community development financial institution, as defined in section 103(5) of the Riegle Community Development and Regulatory Improvement Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/12/4702">12 U.S.C. 4702(5)</external-xref>) or another lender that the Administrator has determined is an appropriate lender.</text>
