			 award grants for naloxone rescue kits in public libraries, and for other
			 purposes.</official-title></form>
	<legis-body id="H82E5D6DBDE9F431D93D6549A47702DE6" style="OLC">
 <section id="HF4D367FC10044F589908913F3ABAA47F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Lifesaving Librarians Act</short-title></quote>.</text> </section><section id="H7F532E61366B4AA7B6335B6207DC1965"><enum>2.</enum><header>Grant program for naloxone rescue kits</header><text display-inline="no-display-inline">The Public Health Service Act is amended by inserting after section 514 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb-7">42 U.S.C. 290bb–7</external-xref>) the following:</text>
			<quoted-block display-inline="no-display-inline" id="H62460295E63149F6A13AE2A26D537702" style="OLC">
				<section id="HCA337E28EE534C0FBA005363988E665F"><enum>514A.</enum><header>Grant program for naloxone rescue kits</header>
 <subsection id="H37B0943C2FD94005BD354116190536F2"><enum>(a)</enum><header>Grant program establishment</header><text>The Secretary of Health and Human Services shall establish a program to award grants to public libraries for one or both of the following purposes:</text>
 <paragraph id="H629565585CE4465499F473D9C5E40F33"><enum>(1)</enum><text display-inline="yes-display-inline">To purchase naloxone rescue kits for use in such public libraries.</text> </paragraph><paragraph id="H37E44787927D4C3589D12A19EFCBD27C"><enum>(2)</enum><text display-inline="yes-display-inline">To provide training to enable employees of such public libraries to use naloxone rescue kits.</text>
						</paragraph></subsection><subsection id="H7149F8DA7DC34E49A0008083A7D1F3EA"><enum>(b)</enum><header>Eligibility</header>
 <paragraph id="H155BB95E86D944EAA908C6D505EB8854"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">To seek a grant under this section, a public library shall submit an application to the Secretary at such time, in such form, and containing such information as the Secretary may require.</text>
 </paragraph><paragraph id="HE85CEF0F07194F7E9CDFF3767EF4A1E5"><enum>(2)</enum><header>Eligible public library</header><text display-inline="yes-display-inline">To be eligible for a grant under this section, a public library—</text> <subparagraph id="H920811FD9C2249568D253B219F4CFFD3"><enum>(A)</enum><text display-inline="yes-display-inline">shall certify that it owns, or will purchase within 90 days of receipt of such grant, a naloxone rescue kit;</text>
 </subparagraph><subparagraph id="H6BCECD27C46B4C94ABB1C501DFB29EB7"><enum>(B)</enum><text>must be maintained for, and open to, the general public; and</text> </subparagraph><subparagraph id="HC398067580DB4EEC85407E965541C924"><enum>(C)</enum><text display-inline="yes-display-inline">must be in a county designated as a high-intensity drug trafficking area pursuant to section 707 of the Office of National Drug Control Policy Reauthorization Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/21/1706">21 U.S.C. 1706</external-xref>).</text>
 </subparagraph></paragraph><paragraph display-inline="no-display-inline" id="HAB45E46B8D744973A04678FB330AC758"><enum>(3)</enum><header>Limit on grants</header><text>A library that receives a grant under this section shall not be eligible to receive another grant under this section until one year has elapsed from the date of receipt of such grant.</text>
						</paragraph></subsection><subsection id="HB538DD11A6AE4C17858C3216D53A8873"><enum>(c)</enum><header>Trained employee required</header>
 <paragraph id="HED9B44E43C994C6785B7A923B1A68EDA"><enum>(1)</enum><header>In general</header><text>To be eligible to receive a grant under this section, a public library shall certify that—</text> <subparagraph id="H79A2AD40CDB5462A9053508977D83D2D"><enum>(A)</enum><text display-inline="yes-display-inline">on the date of receipt of such grant, it will employ a full-time employee who has been trained in the use of naloxone rescue kits; or</text>
 </subparagraph><subparagraph id="H487A81C3A142450FAFC7009F6DF12CD3"><enum>(B)</enum><text display-inline="yes-display-inline">if on the date of receipt of such grant it will not employ a full-time employee who has been trained in the use of naloxone rescue kits, it will hire such an employee within 90 days of the date of receipt of such grant.</text>
 </subparagraph></paragraph><paragraph id="H6E9816779BBF413589F31568AD641BD5"><enum>(2)</enum><header>Continuity in employment</header><text display-inline="yes-display-inline">To be eligible to receive a grant under this section, a public library shall certify that for a continuous period of one year following the date of receipt of such grant—</text>
 <subparagraph id="H06952C53B2284C7BA15D1BEB4B5C4BC3"><enum>(A)</enum><text display-inline="yes-display-inline">in the case of a library that makes a certification pursuant to paragraph (1)(A), it shall not lack a full-time employee who has been trained in the use of naloxone rescue kits for a continuous period of longer than 30 days; or</text>
 </subparagraph><subparagraph id="HD560E8246F5449029B0CBA26C5D15D13"><enum>(B)</enum><text display-inline="yes-display-inline">in the case of a library that makes a certification pursuant to paragraph (1)(B), following the date upon which it first hires a full-time employee who has been trained in the use of naloxone rescue kits, it shall not lack such an employee for a continuous period of longer than 30 days.</text>
 </subparagraph></paragraph><paragraph id="H00B4B45E932D473E9258451D2AB05833"><enum>(3)</enum><header>Full-time employee</header><text display-inline="yes-display-inline">In this subsection, the term <quote>full-time employee</quote> means, with respect to any month, an employee who is employed on average at least 30 hours of service per week.</text>
 </paragraph></subsection><subsection id="HDE8F9422817A458CB59C75FB31A86AE7"><enum>(d)</enum><header>Reporting required</header><text display-inline="yes-display-inline">As a condition on receipt of a grant under this section, a public library receiving such grant shall certify that it will report the use of naloxone or a naloxone rescue kit on its property to the Secretary on a quarterly basis for a period of one year after the date of receipt of such grant.</text>
 </subsection><subsection id="H6C73F592507C4D0FB9184FE950396A84"><enum>(e)</enum><header>Sunset</header><text display-inline="yes-display-inline">The Secretary shall not award grants under this section after the end of fiscal year 2022.</text> </subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </section></legis-body></bill>
