			 visas, and for other purposes.</official-title></form>

 <section id="HD773D3EE8815404A833B821A30BDEDD6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Small and Seasonal Business Relief Act</short-title></quote>.</text> </section><section id="HE56B36C862E94EBDA690425B5B92C7FE"><enum>2.</enum><header>Returning worker exemption</header> <subsection id="H196603BF094545BAB1596398EC89DA5B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 214(g)(9)(A) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1184">8 U.S.C. 1184(g)(9)(A)</external-xref>) is amended to read as follows:</text>

					<paragraph id="H86EA9FE02108438D857F5B6527000F64" indent="up1"><enum>(9)</enum>
						<subparagraph commented="no" display-inline="yes-display-inline" id="H87BA7D70E6FB4802909E2808881CB8DD"><enum>(A)</enum>
 <clause commented="no" display-inline="yes-display-inline" id="H99DA9B94CB0F49DBA6E44BDF92A681C2"><enum>(i)</enum><text>Subject to subparagraphs (B) and (C), an alien who has already been counted toward the numerical limitation of paragraph (1)(B) during fiscal year 2016 or 2017 shall not again be counted toward such limitation during fiscal year 2018. Such an alien shall be considered a returning worker.</text>
 </clause><clause id="H62303C4162884B6889D779DDA87FC034" indent="up2"><enum>(ii)</enum><text>Subject to subparagraphs (B) and (C), an alien who has already been counted toward the numerical limitation of paragraph (1)(B) during fiscal year 2018 or 2019 shall not again be counted toward such limitation during the next fiscal year. Such an alien shall be considered a returning worker.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="H13930AA63A0148FD9518A32DEAB37677"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendment made by subsection (a) shall take effect as if enacted on October 1, 2017.</text> </subsection></section></legis-body></bill>
