			 ultrafine particles, and for other purposes.</official-title></form>
	<legis-body id="HD183944CB76C44FA8F05DD45718700EB" style="OLC">
 <section id="H9ACFC09A912E49CBBF404154895D65E6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protecting Airport Communities from Particle Emissions Act</short-title></quote>.</text> </section><section id="H5A932073F4EB4B4CA99594E0D76CE98E"><enum>2.</enum><header>Study on ultrafine particles</header> <subsection id="H45D8E485331148B78B0E50B293F3DBE0"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Administrator of the Federal Aviation Administration shall conduct a study that—</text>
 <paragraph id="H5DC20602C1FC4099A8945F26211B5778"><enum>(1)</enum><text display-inline="yes-display-inline">includes a review of the results of previous studies on ultrafine particles in the air, including the health impacts of such particles;</text>
 </paragraph><paragraph id="H11D41AF0FA4B45DDBCFE2C98B495AB77"><enum>(2)</enum><text display-inline="yes-display-inline">for each of the 20 largest airports in the United States (as measured by calendar year 2016 revenue enplanements), analyzes and evaluates with respect to the communities surrounding, near, and impacted by airport-generated air traffic—</text>
 <subparagraph id="H722E717CEEE04A4AB26BCFAA84174F1C"><enum>(A)</enum><text display-inline="yes-display-inline">the ultrafine particles present in the air;</text> </subparagraph><subparagraph id="H7F5DBD5C62EA4FBF9F14EE535F086A38"><enum>(B)</enum><text display-inline="yes-display-inline">the characteristics of such particles;</text>
 </subparagraph><subparagraph id="HDE502EA160744F86B834B03C369E7049"><enum>(C)</enum><text display-inline="yes-display-inline">the spatial distribution patterns and concentration of such particles;</text> </subparagraph><subparagraph id="HAF20AC25D111490383A5DF66CD960F21"><enum>(D)</enum><text display-inline="yes-display-inline">the primary sources of such particles;</text>
 </subparagraph><subparagraph id="H3FA64C42DB5A4A518568F7BF18D334CE"><enum>(E)</enum><text display-inline="yes-display-inline">the contributions made by aircraft to such particles relative to other primary sources;</text> </subparagraph><subparagraph id="H4C9BCB0C20974B38952F8F2AB47ED6C3"><enum>(F)</enum><text display-inline="yes-display-inline">the health impacts of such particles, including with respect to heart and lung diseases, asthma rates, nervous system disorders, and any other impacts observed in or suggested by previous studies reviewed under paragraph (1); and</text>
 </subparagraph><subparagraph id="H5D53858B53854E9AB9FB1A7856CB3410"><enum>(G)</enum><text display-inline="yes-display-inline">disproportionate rates of exposure, risks, and other negative impacts on communities of color, economically insecure residents, vulnerable groups, and disparately impacted communities; and</text>
 </subparagraph></paragraph><paragraph id="HD1A20CBAEA04402EBD01CC0827C460C9"><enum>(3)</enum><text display-inline="yes-display-inline">analyzes the potential impacts of mitigation options, emissions reductions, and the increased use of aviation biofuels with, or in place of, commonly used petroleum-based aviation fuels on—</text>
 <subparagraph id="H39A24B21D68F4BF9A0F6A85ECB6F8C3C"><enum>(A)</enum><text display-inline="yes-display-inline">ultrafine particles in the air surrounding airports; and</text> </subparagraph><subparagraph id="H4A5A34381930484483586CBB735AB1AA"><enum>(B)</enum><text>human health.</text>
 </subparagraph></paragraph></subsection><subsection display-inline="no-display-inline" id="HE6ED01D6AE2248E790CE3FB9538F5CAF"><enum>(b)</enum><header>Coordination</header><text display-inline="yes-display-inline">The Administrator shall carry out the study in coordination with the Environmental Protection Agency and the Department of Health and Human Services and may carry out the study in coordination with any other Federal department or agency that the Administrator determines is appropriate.</text>
 </subsection><subsection id="H1635D654A95744499BD08153650A2509"><enum>(c)</enum><header>Report</header><text>Not later than 2 years after the date of enactment of this section, the Administrator shall submit to Congress a report on the results of the study that includes related findings, analysis, and a detailed description of the methods and data utilized.</text>
 </subsection><subsection id="H9AA8D13A58BC4E72A6626389BB20EE31"><enum>(d)</enum><header>Ultrafine particle defined</header><text>In this section, the term <quote>ultrafine particle</quote> means a particle under 100 nanometers in diameter.</text> </subsection></section></legis-body></bill>
