<section id="H3BACC0327EC24C48BFF876982C0F2AC4" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> <paragraph id="HF046F8F9CF7C422A856C0E8564194D6B"><enum>(1)</enum><text>Kazakhstan allows its citizens the right and opportunity to emigrate, free of any heavy tax on emigration or on the visas or other documents required for emigration and free of any tax, levy, fine, fee, or other charge on any citizens, as a consequence of the desire of those citizens to emigrate to the country of their choice.</text></paragraph> 
<paragraph id="HA28DC4EF6DEA4DB7B2B053D60246AD16"><enum>(2)</enum><text>Kazakhstan has been found to be in full compliance with the freedom of emigration requirements under title IV of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2431">19 U.S.C. 2431</external-xref> et seq.) since 1994.</text></paragraph> <paragraph id="H83A622AA6A6748E290D882ECD681B7A2"><enum>(3)</enum><text>Kazakhstan has received normal trade relations treatment since concluding a bilateral trade agreement with the United States that entered into force in 1992.</text></paragraph> 
<paragraph id="H87C1844720EB4CE7932BD46671C2E86B"><enum>(4)</enum><text>On November 30, 2015, Kazakhstan officially acceded to the World Trade Organization.</text></paragraph></section> <section id="H67429EA1CB0B4F4D98A4660AE2C5CA4B"><enum>2.</enum><header>Termination of application of title IV of the Trade Act of 1974 to the products of Kazakhstan</header> <subsection id="H1F855B3269C3457AAE3463F92233C10A"><enum>(a)</enum><header>Presidential Determinations and Extension of Nondiscriminatory Treatment</header><text display-inline="yes-display-inline">Notwithstanding any provision of title IV of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2431">19 U.S.C. 2431</external-xref> et seq.), the President may—</text> 
<paragraph id="H31FF3B2BBF5F4EC8A9F7318D0590C4F6"><enum>(1)</enum><text>determine that such title should no longer apply to Kazakhstan; and</text></paragraph> <paragraph id="H48F6B23787264F0AB5B99B9FD3DCD083"><enum>(2)</enum><text>after making a determination under paragraph (1) with respect to Kazakhstan, proclaim the extension of nondiscriminatory treatment (normal trade relations treatment) to the products of Kazakhstan.</text></paragraph></subsection> 
<subsection id="H0ACD2D337EC0427287621716F62C2A38"><enum>(b)</enum><header>Termination of Applicability of Title IV</header><text display-inline="yes-display-inline">On and after the date on which the President extends nondiscriminatory treatment to the products of Kazakhstan pursuant to subsection (a), title IV of the Trade Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/19/2431">19 U.S.C. 2431</external-xref> et seq.) shall cease to apply to Kazakhstan.</text></subsection></section> </legis-body></bill>
