	<legis-body id="H0F269F9DE5ED4C8BBBB6D02A85EF565C" style="OLC">
 <section id="H1D8D7B58C9D14CC38C9461D67BFABDE1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stopping Threats On Pedestrians Act of 2017</short-title></quote> or the <quote><short-title>STOP Act of 2017</short-title></quote>.</text> </section><section id="H5956B25D77344170A7EFA883F127A438"><enum>2.</enum><header>Bollard installation grant program</header> <subsection id="H89784ACE984B4502A2EE1FC53E9BFB88"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Secretary of Transportation shall establish a program to assist bollard installation projects designed to prevent pedestrian injuries and acts of terrorism in areas utilized by large numbers of pedestrians.</text>
 </subsection><subsection id="H6576C9F5534A405ABAB2F6DD293E4534"><enum>(b)</enum><header>Grant authority</header><text>In carrying out the program established under subsection (a), the Secretary may award a grant, on a competitive basis, to a local government entity.</text>
 </subsection><subsection id="H29CB9C9CE41B43C8B0F380242F4E46A8"><enum>(c)</enum><header>Application</header><text>To be eligible for a grant under this section, a local government entity shall submit to the Secretary an application at such time, in such form, and containing such information as the Secretary determines appropriate, which shall include, at a minimum—</text>
 <paragraph id="H792904F30C1A49B795E3F5AE26DD4437"><enum>(1)</enum><text>a description of the proposed bollard installation project to be carried out;</text> </paragraph><paragraph id="H12BBA7618522483381D56FBBFD7F55A4"><enum>(2)</enum><text>a description of the pedestrian injury or terrorism risks with respect to the proposed installation area; and</text>
 </paragraph><paragraph id="HDB3F5A953AE542C1AFB034CEF87ABC96"><enum>(3)</enum><text>an analysis of how the proposed project will mitigate such risks.</text> </paragraph></subsection><subsection id="H4267A7C1E34B4F08AA89E9663E386FBD"><enum>(d)</enum><header>Grant uses</header><text>A recipient of a grant awarded under this section may use the proceeds of such grant only for a bollard installation project.</text>
 </subsection><subsection id="HA20C9768C361403FA089F94C594675FE"><enum>(e)</enum><header>Federal share</header><text>The Federal share of the costs of a bollard installation project assisted with a grant awarded under this section may not exceed 100 percent.</text>
 </subsection><subsection id="H49C7EC18DA2A47C380D5748FC1264AF0"><enum>(f)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary of Transportation to carry out this section $5,000,000 for each of fiscal years 2018 through 2027.</text>
 </subsection><subsection id="HF158D985A0814A048C3F5C36C1302BE4"><enum>(g)</enum><header>Bollard installation project defined</header><text>In this section, the term <term>bollard installation project</term> means a project to install raised concrete or metal posts on a sidewalk adjacent to a roadway that are designed to slow or stop a motor vehicle.</text>
