Trade program.</toc-entry> </toc> </subsection></section><section id="id1abe1b99b48a4436993edac3e0f4824c"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this Act is to promote smart technologies and systems to improve community livability, services, communication, safety, mobility, energy productivity, and resilience to natural and manmade disasters, to reduce costs, traffic congestion, and air pollution, and to promote economic growth and opportunities for communities of all sizes by—</text>
 <paragraph id="idac4b73cd8c314228bc4691f309f91dcd"><enum>(1)</enum><text>improving Federal Government coordination and outreach with respect to smart city or community technologies;</text>
 </paragraph><paragraph id="iddd0d107d28e344bea1f05cb20be944db"><enum>(2)</enum><text>promoting the quality and performance of smart city or community technologies while protecting—</text> <subparagraph id="id2FA55F5CC0B84003BB4DD5CD2DAD195B"><enum>(A)</enum><text>the security of data and systems; and</text>
 </subparagraph><subparagraph id="id5B5ED27B7B53420185CF2B246CDB37E4"><enum>(B)</enum><text>privacy;</text> </subparagraph></paragraph><paragraph id="idb79c308ad5e44be9a3fe2d6d26bf3483"><enum>(3)</enum><text>demonstrating the value and utility of smart, local government-owned and -operated services through the development and implementation of performance standards;</text>
 </paragraph><paragraph id="id8fb73e71ed9d4c8eb50ec9e50ebc61d6"><enum>(4)</enum><text>providing assistance to local governments interested in implementing smart city or community technologies;</text>
 </paragraph><paragraph id="id2c286e8b79624d259134865669f4ff1f"><enum>(5)</enum><text>developing a workforce skilled in smart city or community technologies; and</text> </paragraph><paragraph id="ida24ad1331421407c8caaa9b14a8d6b1d"><enum>(6)</enum><text>expanding international cooperation and trade in smart city or community technologies.</text>
 </paragraph></section><section id="ide88abba8f7c9464f8dfd654b9087c19c"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="id0E2363A48F2644208ECE5C8C94FB8540"><enum>(1)</enum><header>Council</header><text>The term <term>Council</term> means the Interagency Council on Smart Cities established under section 101(a)(1)(A)(i).</text>
 </paragraph><paragraph id="id7b1d7ade1d994f80985556ce168c53aa"><enum>(2)</enum><header>Data</header><text>The term <term>data</term> includes information and images.</text> </paragraph><paragraph id="iddfa72bc1270d4bc9a25f905502835fcb"><enum>(3)</enum><header>Local workforce development board; state workforce development board</header><text>The terms <term>local workforce development board</term> and <term>State workforce development board</term> have the meanings given the terms <term>local board</term> and <term>State board</term>, respectively, in section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>).</text>
 </paragraph><paragraph id="id95f4a922af594b1195f7f124a3064afd"><enum>(4)</enum><header>Secretaries</header><text>The term <term>Secretaries</term> means the Secretary, acting in coordination with—</text> <subparagraph id="idCCC1BF18A12449C6B798EB15D79D03B5"><enum>(A)</enum><text>the Secretary of Energy;</text>
 </subparagraph><subparagraph id="id96D293F1BBB643E1B848C0EBBA249BCF"><enum>(B)</enum><text>the Secretary of Housing and Urban Development;</text> </subparagraph><subparagraph id="id9BF67680B93743C9A582D40095C6D331"><enum>(C)</enum><text>the Secretary of Transportation;</text>
 </subparagraph><subparagraph id="id6D52FA2E913A4FD19A9B19B157E4B693"><enum>(D)</enum><text>the Director of the National Science Foundation; and</text> </subparagraph><subparagraph id="idB3E2F1E95E5645DFBFF1D654D1BBA644"><enum>(E)</enum><text>as the Secretary determines to be appropriate—</text>
 <clause id="id853FFDF736014697AD3B6EB3684C16A5"><enum>(i)</enum><text>the Secretary of Health and Human Services;</text> </clause><clause id="id3397E4D5AF1740A886314A18878244DA"><enum>(ii)</enum><text>the Secretary of Homeland Security;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id8030EC61DD5749D1967476A6300D1CED"><enum>(iii)</enum><text>the Secretary of Labor; and</text> </clause><clause id="id294BFFFF754B4E11AEF8299B083788A8"><enum>(iv)</enum><text>the Secretary of State.</text>
 </clause></subparagraph></paragraph><paragraph id="idca60c0a6f77c45a1bc33fd39a2cea8fb"><enum>(5)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Commerce.</text> </paragraph><paragraph id="id56b55d4146c84bdfb43cbf32ffb448e8"><enum>(6)</enum><header>Smart city or community</header> <subparagraph id="id6bb04f44f3b54af4b2377be543eb2b94"><enum>(A)</enum><header>In general</header><text>The term <term>smart city or community</term> means a community in which innovative, advanced, and trustworthy information, communication, and energy technologies and related mechanisms are applied—</text>
 <clause id="id9c11359d4b544a8594769f8a8ed16aec"><enum>(i)</enum><text>to improve the health and quality of life of residents;</text> </clause><clause id="id02d8e3a2a08e4f0f80d5077e391c070e"><enum>(ii)</enum><text>to increase the efficiency and cost effectiveness of civic operations and services;</text>
 </clause><clause id="idaeba780096524544b5b09f0f5b4e82e3"><enum>(iii)</enum><text>to promote economic growth; and</text> </clause><clause id="idc6ab9aea857b416a91d849eac62dd429"><enum>(iv)</enum><text>to create a community that is safer and more secure, sustainable, resilient, livable, and workable.</text>
 </clause></subparagraph><subparagraph id="id0779e97150514e78a09eb1c4faf453ef"><enum>(B)</enum><header>Inclusions</header><text>The term <term>smart city or community</term> includes a local jurisdiction that—</text> <clause id="iddc1e98cad7ca484896f4e517a39f68cb"><enum>(i)</enum><text>gathers and incorporates data from systems, devices, and sensors embedded in civic systems and infrastructure to improve the effectiveness and efficiency of civic operations and services;</text>
 </clause><clause id="id28107178a471499588d7ceb50593d39d"><enum>(ii)</enum><text>aggregates and analyzes gathered data;</text> </clause><clause id="id6ab56b9c1790486a93a999ebfa9136aa"><enum>(iii)</enum><text>communicates the analysis and data in a variety of formats;</text>
 </clause><clause id="id3b8e11f5ccd1490aa5147ea37d071ccb"><enum>(iv)</enum><text>makes corresponding improvements to civic systems and services based on gathered data;</text> </clause><clause id="id605e40c0e57142119c552b3eef885224"><enum>(v)</enum><text>coordinates with relevant public and private sector entities (including entities providing electric, water, telecommunications, energy, and transportation services) to leverage the activities carried out by those entities;</text>
 </clause><clause id="id236c4da3952747fd848e07bce5c7e694"><enum>(vi)</enum><text>integrates measures—</text> <subclause id="idc796dd0c26fe4c56853c2e979b003d0e"><enum>(I)</enum><text>to ensure the resilience of civic systems against cybersecurity threats and physical vulnerabilities and breaches;</text>
 </subclause><subclause id="id3892ce2f25284ec8afdf08801bbcb463"><enum>(II)</enum><text>to protect the private data of residents; and</text> </subclause><subclause id="id8de3ab2664844c18969fcf3f13c7656f"><enum>(III)</enum><text>to measure the impact of smart city or community technologies on the effectiveness and efficiency of civic operations and services; and</text>
 </subclause></clause><clause id="id0FBD7E43C50C4EF3BAFBB8BD676BD590"><enum>(vii)</enum><text>promotes regional coordination of the activities described in clauses (i) through (vi).</text> </clause></subparagraph></paragraph><paragraph id="ID914346B62C5D497EA7E427F09091F8FA"><enum>(7)</enum><header>State</header><text>The term <term>State</term> means—</text>
 <subparagraph id="ID1AA0C8024B5B488EA17F81A36FBC1821"><enum>(A)</enum><text>a State;</text>
 </subparagraph><subparagraph id="ID792A8B98FE9C42679797E3F1D68FC25F"><enum>(B)</enum><text>the District of Columbia;</text>
 </subparagraph><subparagraph id="ID28D43A31F3264D79A65D4436F400AF2F"><enum>(C)</enum><text>the Commonwealth of Puerto Rico; and</text>
 </subparagraph><subparagraph id="ID4912258B462B4AAD8DC29F5610699D3D"><enum>(D)</enum><text>any other territory or possession of the United States.</text>
 </subparagraph></paragraph><paragraph id="idEA50DC9E2A314C75A58429695C878988"><enum>(8)</enum><header>Working Group</header><text>The term <quote>Working Group</quote> means the Cybersecurity Working Group established under section 202(b)(1).</text> </paragraph></section><title id="id52da8f8447104371af7060e188aade9e"><enum>I</enum><header>Enhancing Federal coordination and investment in smart city or community programs</header> <section id="idbcd8973e2d2142eebb885c2a7e24ab18"><enum>101.</enum><header>Coordination of activities among Federal agencies</header> <subsection id="id7e3a76e04b0c4e71880eb3f4a583c968"><enum>(a)</enum><header>Coordination</header> <paragraph id="id0a62e4f230c647db94132285d0d329a0"><enum>(1)</enum><header>Coordination of activities</header> <subparagraph id="id9c170557a0b04485a2bb5d0e9a6315fd"><enum>(A)</enum><header>Federal council</header> <clause id="id3572D0F26D2741499D49222F8FE074AC"><enum>(i)</enum><header>Establishment</header><text>The Secretaries shall establish a council of Federal agencies, to be known as the <quote>Interagency Council on Smart Cities</quote>, to promote the coordination of the activities and funding from Federal agencies relating to smart cities or communities.</text>
 </clause><clause id="idD9E0F5CFA6714F089AD584B7B0F35F62"><enum>(ii)</enum><header>Membership</header><text>The Council shall—</text> <subclause id="idF32396B27D95454EBEBA39A1C2B06A70"><enum>(I)</enum><text>be led by the Secretary; and</text>
 </subclause><subclause id="id170D8465DA65428D907B7956EC041E17"><enum>(II)</enum><text>include—</text> <item id="idCAFAA1732EA44CCAA2099FC6F8992530"><enum>(aa)</enum><text>the Secretary of Energy;</text>
 </item><item id="id26277B4B20674321999A055FC5EAFE35"><enum>(bb)</enum><text>the Secretary of Housing and Urban Development;</text>
 </item><item id="idF721ACD9992543FF8C7BEC5839DD225E"><enum>(cc)</enum><text>the Secretary of Transportation;</text> </item><item id="id8C224F2EAF014AB6B967B96506C644D6"><enum>(dd)</enum><text>the Director of the National Science Foundation;</text>
 </item><item id="id1B0640D715EB48D29D2EC94E14956795"><enum>(ee)</enum><text>the heads of such other departments and agencies as the Secretary determines to be appropriate, including—</text>
 <subitem id="id78BD85F27F56492DA96181BF072C5A3E"><enum>(AA)</enum><text>the Secretary of Homeland Security;</text> </subitem><subitem id="idFFCC2A8D71D047A9B88C4171230E5513"><enum>(BB)</enum><text>the Secretary of Labor; and</text>
 </subitem><subitem id="id640B7A3013914A3EA26989EC2B0F6E41"><enum>(CC)</enum><text>the Secretary of State; and</text> </subitem></item><item commented="no" id="id4DEB1F0810C7417B99654C1E0F35824B"><enum>(ff)</enum><text>such representatives of industry expert organizations and local government entities as the Secretary determines to be appropriate.</text>
 </item></subclause></clause></subparagraph><subparagraph id="idfbfe8ad6f02c49ba8cefeb904debe996"><enum>(B)</enum><header>Prioritization</header><text>For purposes of coordinating Federal activities under subparagraph (A), the Secretaries shall prioritize the conduct of Federal activities that would—</text>
 <clause id="id589ffa675cbd4cb3873c438c7e9ec70b"><enum>(i)</enum><text>demonstrate smart city or community technologies in repeatable ways that can rapidly be scaled;</text> </clause><clause id="id845631E258AF424992E9D91F69993ECB"><enum>(ii)</enum><text>encourage public, private, regional, national, and international sharing of data and best practices;</text>
 </clause><clause id="id6bcd3911f2274abdaa1adf99bf202c61"><enum>(iii)</enum><text>encourage private sector innovation by promoting industry-driven technology standards, open platforms, technology-neutral requirements, and interoperability;</text>
 </clause><clause id="id76f6472145974b5f890c12bace43d83c"><enum>(iv)</enum><text>promote—</text> <subclause id="idF9240C488A884284B7AACED0FC0F9314"><enum>(I)</enum><text>a skilled workforce;</text>
 </subclause><subclause id="id258BDDDA79BF4362819E84F5392EA969"><enum>(II)</enum><text>an open and competitive global market for smart city or community technologies;</text> </subclause><subclause id="idbd728910d4e74d499fca2a6bd17b1270"><enum>(III)</enum><text>inclusion of all citizens, including minority or disadvantaged groups; and</text>
 </subclause><subclause id="idb83944abc3734a9683959f1aa26e210c"><enum>(IV)</enum><text>protocols and standards that allow for the measurement and validation of the cost savings and performance improvements associated with the installation and use of smart city or community technologies and practices;</text>
 </subclause></clause><clause id="id475a8e2f8e1b431599921948b29090e8"><enum>(v)</enum><text>foster the growth of the smart city or community technology industry and workforce in the United States;</text>
 </clause><clause id="id3a42940dafb34791b233950995260903"><enum>(vi)</enum><text>encourage the adoption of smart city or community technologies by communities;</text> </clause><clause id="id102c72b02ad942f8a7dfc5426795a957"><enum>(vii)</enum><text>safeguard cybersecurity, including by promoting industry practices regarding cybersecurity; and</text>
 </clause><clause id="id6F5FFE93FFCD44E088ADAF36C2B2FB0F"><enum>(viii)</enum><text>safeguard privacy and, in consultation with cities, communities, and industry entities, establish parameters and best practices for the full life cycle management of all types of smart city or community data, including collection, storage, ownership, and sharing of data.</text>
 </clause></subparagraph><subparagraph id="idf71bf84cb1c44e8ab5de120b7bfbff59"><enum>(C)</enum><header>Considerations</header><text>The Secretaries shall—</text> <clause id="id2179558a91be4fdead9646d4d4726878"><enum>(i)</enum><text>ensure that the Federal activities described in subparagraph (B) related to safeguarding cybersecurity take into account existing Federal, State, and local frameworks, guidelines, and best practices when considering their application to smart city technologies;</text>
 </clause><clause id="idfc090380fc954eb0a4d1c93c5b06c5be"><enum>(ii)</enum><text>ensure that the Federal activities described in subparagraph (B) take into consideration software quality, especially as that quality impacts reproducibility, maintainability, reliability, and security, especially of high-confidence systems;</text>
 </clause><clause id="ided309e3e6d674b718c5b4c45a6be8cc4"><enum>(iii)</enum><text>conduct privacy impact assessments for Federal activities that could negatively affect privacy; and</text> </clause><clause id="idcce41f06529d4bc6a1b8ed46298b93cf"><enum>(iv)</enum><text>ensure the privacy of individuals through the use of technologies with inherent privacy and security considerations.</text>
							</clause></subparagraph></paragraph><paragraph id="id19955BC7D84F43178FD9BF1B7C09E262"><enum>(2)</enum><header>Strategy</header>
 <subparagraph id="idAD6A674426DD47AE894F44C823251A57"><enum>(A)</enum><header>In general</header><text>The Secretaries, acting through the Council, in consultation with industry entities, cities, and communities, shall develop a multiyear strategy for—</text>
 <clause id="id184414A9B86C45A8804CD2B740BCC0E9"><enum>(i)</enum><text>the coordination of activities and funding under paragraph (1)(A);</text> </clause><clause id="idF26E5CA34B8749EEA9F3BB222E381707"><enum>(ii)</enum><text>the development of partnerships with the private sector relating to smart cities or communities; and</text>
 </clause><clause id="id1BF4E1C22D7144F68CD17B37A15B3C01"><enum>(iii)</enum><text>the promotion of international cooperation with respect to smart city or community technologies and standards.</text>
 </clause></subparagraph><subparagraph id="idB19A2963CBD74676A89B911A0A767F46"><enum>(B)</enum><header>Requirement</header><text>The Secretaries shall coordinate with the heads of any applicable Federal agencies to leverage private sector and non-Federal public investment in smart city or community technologies consistent with the strategy developed under subparagraph (A).</text>
						</subparagraph></paragraph><paragraph id="id8da637c76d3a4583bad667a102c055bd"><enum>(3)</enum><header>Assessment</header>
 <subparagraph id="id6DDA0DAF49964416A0303582F1348491"><enum>(A)</enum><header>In general</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary of Labor, in consultation with the heads of other applicable Federal agencies, shall coordinate with such private and public organizations and units of local government as the Secretary of Labor determines to be appropriate regarding the preparation of a smart city or community technology workforce needs assessment.</text>
 </subparagraph><subparagraph id="id219E277A2272400388FB57A770B7EBF6"><enum>(B)</enum><header>Submission</header><text>On completion of the assessment prepared under subparagraph (A), the Secretary of Labor shall submit to the appropriate committees of Congress and the Council the completed assessment.</text>
 </subparagraph></paragraph><paragraph id="id6c4059474e10420198807b3d8294bbd0"><enum>(4)</enum><header>Coordination of funds</header><text>In promoting the coordination of Federal funding relating to smart city or community activities under paragraph (1)(A) and in accordance with the strategy developed under paragraph (2)(A), each of the Secretaries shall—</text>
 <subparagraph id="idb08cffe0ee4e45aea6e870ecbb0bef77"><enum>(A)</enum><text>track, with respect to the appropriate agency, the expenditures and planned expenditures of Federal funds for smart city- or community-related activities, together with leveraged non-Federal matching funds; and</text>
 </subparagraph><subparagraph id="idB65822DF7DE8445AA4DA4DA12AA75286"><enum>(B)</enum><text>coordinate with the head of any other applicable Federal agency that allocates funds for smart city or community activities—</text>
 <clause id="id7C07278D311345EBB1333015C4F66795"><enum>(i)</enum><text>to achieve greater benefits from activities using Federal funds;</text>
 </clause><clause id="id510493CDF640487392986458D167226A"><enum>(ii)</enum><text>to produce integrated projects relating to those activities; and</text>
 </clause><clause id="id60E63C5745024E4AA301200130932242"><enum>(iii)</enum><text>to leverage complementary investments of other Federal agencies in those activities.</text> </clause></subparagraph></paragraph></subsection><subsection id="id2ed85c6123d44247b51552320f08d624"><enum>(b)</enum><header>Submission of information and biennial report</header><text>During the 6-year period beginning on the date of enactment of this Act—</text>
 <paragraph id="id75AD2884CFD647E6BA0C4C1B7C36EA87"><enum>(1)</enum><text>the head of each applicable Federal agency shall submit to the Secretary information for inclusion in the report submitted under paragraph (2); and</text>
 </paragraph><paragraph id="idF6FECA9BB8AD49529D6BEE9F1C952E3C"><enum>(2)</enum><text>not less frequently than once every 2 years, the Secretary shall submit to the Committees on Commerce, Science, and Transportation and Energy and Natural Resources of the Senate and the Committees on Energy and Commerce and Transportation and Infrastructure of the House of Representatives a report, based on the information under paragraph (1), that includes—</text>
 <subparagraph id="id6e42d84dbafa455abde3f037a816c596"><enum>(A)</enum><text>an update of the status of relevant smart city or community technology developments and applications, including broadband infrastructure;</text>
 </subparagraph><subparagraph id="id484468161DBF432F99C15D39150C59C2"><enum>(B)</enum><text>a description of any related program or activity that is funded by the Federal agency during the period covered by the report;</text>
 </subparagraph><subparagraph id="id8A400D382B4D4E0581E81B3BEA311F48"><enum>(C)</enum><text>the budget of the agency for supporting smart city or community activities, as described in subsection (a)(4)(A);</text>
 </subparagraph><subparagraph id="idDB509594A19B4722933255E8A7E6A4F1"><enum>(D)</enum><text>any non-Federal cost-share contributed for activities for which Federal assistance is provided under this section;</text>
 </subparagraph><subparagraph id="idC6C3F737362E4C2A9A0269D39DE50D80"><enum>(E)</enum><text>a description of the applicable strategy under subsection (a)(2)(A), including a description of how the relevant programs are progressing under that strategy;</text>
 </subparagraph><subparagraph id="id595784b7ad5b4030b116dc74e58627ba"><enum>(F)</enum><text>a description of outreach activities conducted under section 102(d), including the amount and type of assistance required by cities and communities to overcome barriers to implementing smart city or community technologies, and any Federal actions that are needed to meet those needs;</text>
 </subparagraph><subparagraph id="id93add6a99bad4cbebc6dd96d0788c192"><enum>(G)</enum><text>a description of projects funded under section 201, including a description of—</text> <clause id="idD85E7C56C8014EB08A186BFF380DACDA"><enum>(i)</enum><text>project outcomes and performance; and</text>
 </clause><clause id="idC1733F220A8F497C941F3008C46B039A"><enum>(ii)</enum><text>the use of leveraged non-Federal funds; and</text> </clause></subparagraph><subparagraph id="id40456b446e2d462e93414da1e3ca8c81"><enum>(H)</enum><text>such other information as the Secretary determines to be necessary.</text>
						</subparagraph></paragraph></subsection></section><section id="ida4d9d69679a145c293961c431e4e8cce"><enum>102.</enum><header>Smart city and community resource guide</header>
				<subsection id="id2f3d6be6103b4c7293eeb0edf6168c15"><enum>(a)</enum><header>Publication</header>
 <paragraph id="idE814D91A0F8340B7A81F9E0EA74CACCC"><enum>(1)</enum><header>In general</header><text>The Secretaries, in coordination with the heads of any other applicable Federal agencies, shall create, publish, and maintain, for a period of at least 6 years beginning on the date that is 1 year after the date of enactment of this Act, a resource guide designed to assist States and United States communities and cities in developing and implementing smart city or community programs.</text>
 </paragraph><paragraph id="id7C8B121C78C142109E52AD34B0A2A9AC"><enum>(2)</enum><header>Information included</header><text>The Secretaries, in coordination with cities, communities, and industry entities, shall determine which information shall be included in the guide under paragraph (1).</text>
 </paragraph></subsection><subsection id="id862db22ac957468383bde3730faeeee1"><enum>(b)</enum><header>Requirements</header><text>The guide published under subsection (a)—</text>
 <paragraph id="idC450EDED1D234C239AAAF2C87B99D6E8"><enum>(1)</enum><text>shall be maintained electronically on a website;</text> </paragraph><paragraph id="idD6A17CF5C0BF46DEA5CD5ED4AADC2BBE"><enum>(2)</enum><text>shall be provided as an electronic reference guide available to the public free of charge; and</text>
 </paragraph><paragraph id="id3084764f2d2040b9ab4782b8a8d14c2b"><enum>(3)</enum><text>may include—</text> <subparagraph id="id04cb7a464d8041a78edb18b7cd9889bd"><enum>(A)</enum><text>a compilation of existing related programs of the Federal Government available to communities, including technical assistance, education, training, research and development, analysis, and funding;</text>
 </subparagraph><subparagraph id="idec6133711e344a5d9b6c61a6e7307467"><enum>(B)</enum><text>available examples of local governments engaging private sector entities in order to implement smart city or community solutions, including public-private partnership models, such as the use of energy savings performance contracts and utility energy service contracts or other innovative models, that could be used to leverage private sector funding to increase energy productivity and reduce water, transportation, and other costs to cities and communities, including the results of the study under section 204;</text>
 </subparagraph><subparagraph id="id4f8355b901be44f09e883df0feb90f35"><enum>(C)</enum><text>available examples of proven methods for local governments and utilities to facilitate integration of smart technologies with new and existing infrastructure and systems;</text>
 </subparagraph><subparagraph id="idfed9bcae8be048c88f80b5d3c27ce722"><enum>(D)</enum><text>best practices and lessons learned from technology demonstrations, including return on investment and performance information to help cities decide how to initiate integration of smart technologies;</text>
 </subparagraph><subparagraph id="idcd483bb988964609afc02bbb5e109d24"><enum>(E)</enum><text>Federal, State, and local best practices for safeguarding cybersecurity and ensuring appropriate data management and data privacy;</text>
 </subparagraph><subparagraph id="id486F938E69DE4174A91447A5D61313EF"><enum>(F)</enum><text>technical specifications for wireless or wired broadband infrastructure to support smart city technologies; and</text>
 </subparagraph><subparagraph id="id7b0780599e3b48b6b14b11d255fa5e93"><enum>(G)</enum><text>such other topics as are requested by industry entities or local governments or determined to be necessary by the Secretaries.</text>
 </subparagraph></paragraph></subsection><subsection id="idb98f4f2b0f71440d964e82470379e165"><enum>(c)</enum><header>Existing guides</header><text>In creating, publishing, and maintaining the guide under subsection (a), the Secretaries shall consider Federal, State, and local guides published before, on, or after the date of enactment of this Act relating to smart city or community goals, activities, and best practices—</text>
 <paragraph id="idAB0771A372BC44A9AF39F54BB680D24E"><enum>(1)</enum><text>to prevent duplication of efforts by the Federal Government; and</text> </paragraph><paragraph id="idF2729CE111B548E09E2FD88C82B59EE2"><enum>(2)</enum><text>to leverage existing complementary efforts.</text>
					</paragraph></subsection><subsection id="idcae7c6ffd30041cfaf11dfd73b441a12"><enum>(d)</enum><header>Outreach</header>
 <text display-inline="yes-display-inline">The Secretaries, in coordination with the heads of any applicable Federal agencies and in consultation with applicable private sector entities, shall conduct outreach to States, cities, and communities—</text>
 <paragraph id="idfbe17e5a88d043c888b64e21d47984c6"><enum>(1)</enum><text>to provide interested States and cities with the guide published under subsection (a);</text> </paragraph><paragraph id="idd18ede9dbce14a18bfffa6c46916aa7e"><enum>(2)</enum><text>to promote the consideration of smart city or community technologies and encourage States and local governments to contribute smart city or community program and activity data to the guide published under subsection (a);</text>
 </paragraph><paragraph id="id16c2c603a1b04e16a3b0481c979b4df6"><enum>(3)</enum><text>to identify—</text> <subparagraph id="id5CB2C4B52C3B4585925154AFB032C554"><enum>(A)</enum><text>barriers to smart city or community technology adoption;</text>
 </subparagraph><subparagraph id="id5013F3567E3D44D3A9D3A58977993E3A"><enum>(B)</enum><text>any research, development, and assistance that is needed, including in Tribal, rural, and underserved communities; and</text>
 </subparagraph><subparagraph id="id4eeb1d03e9204cd29145c54e084c8d24"><enum>(C)</enum><text>local government programs that could be included in the guide under subsection (a);</text> </subparagraph></paragraph><paragraph id="id04bcb28c58da49dfa5d778f2335b8c1f"><enum>(4)</enum><text>to respond to requests for assistance, advice, or consultation from cities; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id089289E3B50941EDBFE5B0CAE3D844E9"><enum>(5)</enum><text>for other purposes, as identified by the Secretaries.</text> </paragraph></subsection></section></title><title id="id23C3B244B45A4B6DB627FBEB33AE483F" style="OLC"><enum>II</enum><header>Providing assistance to cities and communities</header> <section id="id73ddc6f7f5314a1ba84c05d389d3d586"><enum>201.</enum><header>Technology demonstration grant program</header> <subsection id="id74fd0b5ba66e429a8355a75d62b69f8a"><enum>(a)</enum><header>In general</header><text>The Secretary shall establish a smart city or community regional demonstration grant program under which the Secretary shall conduct demonstration projects focused on advanced smart city or community technologies and systems in a variety of communities, including small- and medium-sized cities and rural and Tribal communities.</text>
 </subsection><subsection id="id88dc8aa677584c05a528f952f0400b7e"><enum>(b)</enum><header>Goals</header><text>The goals of the program established under subsection (a) are—</text> <paragraph id="ida02263c265ff4b60af5096d0ed4d581f"><enum>(1)</enum><text>to demonstrate—</text>
 <subparagraph id="id83A6556206BD46C19C9FD1484F991EEF"><enum>(A)</enum><text>potential benefits of concentrated investments in smart city or community technologies that are repeatable and scalable across cities of different sizes; and</text>
 </subparagraph><subparagraph id="id01D4AC147FF54DA7A4F278012C31F2DD"><enum>(B)</enum><text>the efficiency, reliability, and resilience of civic infrastructure and services;</text>
 </subparagraph></paragraph><paragraph id="id7580685da6a046d2a261d4d677a2e56b"><enum>(2)</enum><text>to facilitate the adoption of advanced smart city or community technologies and collaboration between small- and medium- to large-sized cities; and</text>
 </paragraph><paragraph id="idfe708ba2dcb14e6a9c99cbf501d6d785"><enum>(3)</enum><text>to demonstrate protocols and standards that allow for the measurement and validation of the cost savings and performance improvements associated with the installation and use of smart city or community technologies and practices.</text>
					</paragraph></subsection><subsection id="id862124fc31e5444a99ee6718139735a9"><enum>(c)</enum><header>Demonstration projects</header>
 <paragraph id="id5367DFF950574C2DAF1811766F744CAF"><enum>(1)</enum><header>Eligibility</header><text>Subject to paragraph (2), a unit of local government shall be eligible to receive a grant for a demonstration project under this section.</text>
 </paragraph><paragraph id="idc833d4af4cd04036a9415fb547b8bd4d"><enum>(2)</enum><header>Application; Cooperation</header><text>To qualify for a demonstration project under this section, a unit of local government shall—</text> <subparagraph id="idB1B3F3A073C043B59139FBF2C8FE19A2"><enum>(A)</enum><text>submit to the Secretary an application for a grant for a demonstration project at such time and containing such information as the Secretary may require; and</text>
 </subparagraph><subparagraph id="id321A58FA353D4BDB933A966ECE68B014"><enum>(B)</enum><text>agree to follow applicable best practices identified by the Secretaries, in consultation with industry entities and institutions of higher education, to evaluate the effectiveness of the implemented smart city or community technologies to ensure that—</text>
 <clause id="idBD0D1FE71360465F85073BE3EE47ECED"><enum>(i)</enum><text>technologies and interoperability can be assessed;</text> </clause><clause id="id711E7677E8A849B6ADDC15DBFA45F62B"><enum>(ii)</enum><text>best practices can be shared; and</text>
 </clause><clause id="id34c94b3f476843458fb020b8221f1dce"><enum>(iii)</enum><text>data can be shared in a public, interoperable, and transparent format.</text> </clause></subparagraph></paragraph><paragraph id="id69c2ee01b55b4063b92d33c31f023813"><enum>(3)</enum><header>Federal share of cost of technology investments</header><text>The Secretary—</text>
 <subparagraph id="id27420AC11D62490E82FBD39280947F3A"><enum>(A)</enum><text>subject to subparagraph (B), shall provide to a unit of local government selected under this section for the conduct of a demonstration project a grant in an amount equal to not more than 50 percent of the total cost of technology investments to incorporate and assess qualifying smart city or community technologies in the applicable jurisdiction; but</text>
 </subparagraph><subparagraph id="id1109bd6d6ff44e2c9d5b5859d256d570"><enum>(B)</enum><text>may waive the cost-share requirement of subparagraph (A) as the Secretary determines to be appropriate.</text>
 </subparagraph></paragraph></subsection><subsection id="id2FD6E0599762401A8A196BBFE9C0DB04"><enum>(d)</enum><header>Requirement</header><text>In conducting demonstration projects under this section, the Secretary shall—</text> <paragraph id="id97B7E00C51094D19AD916124B305CBF4"><enum>(1)</enum><text>develop competitive, technology-neutral requirements;</text>
 </paragraph><paragraph id="id7E64E6637F234064BAB4CC79D28D23B2"><enum>(2)</enum><text>seek to leverage ongoing or existing civic infrastructure investments; and</text>
 </paragraph><paragraph id="id1F1D3CB6E6E54D5984C045D5B3A7897C"><enum>(3)</enum><text>take into consideration the non-Federal cost share as a competitive criterion in applicant selection in order to leverage non-Federal investment.</text>
 </paragraph></subsection><subsection id="id94829c9fe46441dcb2d5dea3ae5da532"><enum>(e)</enum><header>Public availability of data and reports</header><text>The Secretary shall ensure that reports, public data sets, schematics, diagrams, and other works created using a grant provided under this section are—</text>
 <paragraph id="id1b4feafc02e9479ba0fe4f0b60b44c93"><enum>(1)</enum><text>available on a royalty-free, non-exclusive basis; and</text> </paragraph><paragraph id="idb6c712b2cc8c46e7859252ef228a7b6f"><enum>(2)</enum><text>open to the public to reproduce, publish, or otherwise use, without cost.</text>
 </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ide4514a6d5ebd49be9a5d9b7ef686083e"><enum>(f)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out subsection (c) $100,000,000 for each of fiscal years 2018 through 2022.</text>
				</subsection></section><section id="id20689FEE78FD48708D8B34A346E67C9B"><enum>202.</enum><header>Cybersecurity Working Group</header>
 <subsection id="id6aaf9817731044ab899ac965abe994a8"><enum>(a)</enum><header>Sense of Congress</header><text>It is the sense of Congress that—</text> <paragraph id="ided85d5cda1124c7ca3dc9f41f6bf59d2"><enum>(1)</enum><text>the work conducted by the Internet Policy Task Force and the Digital Economy Leadership Team of the Department of Commerce to foster an enabling environment for Internet of Things technology to grow and thrive, allow the private sector to lead, and promote technology-neutral standards and consensus-based multistakeholder approaches to policymaking at local, Tribal, State, Federal, and international levels on issues ranging from the security to the competitiveness of the United States is valuable and should be continued; and</text>
 </paragraph><paragraph id="id60768856435444f8aa9581b24fde0c2a"><enum>(2)</enum><text>the work conducted by the Department of Commerce and the National Telecommunications and Information Administration to create resources for communities seeking to adopt smart cities or communities technology is valuable and should be continued.</text>
					</paragraph></subsection><subsection id="idfc40594bde3345b9bd4fad3b73d64666"><enum>(b)</enum><header>Establishment</header>
 <paragraph id="id65aa5f5d88a14fb3973692609987353e"><enum>(1)</enum><header>In general</header><text>The Secretary, in consultation with the Council, shall convene a multistakeholder working group, to be known as the <quote>Cybersecurity Working Group</quote>, to develop tools for communities to use to evaluate the cybersecurity of smart city or community technologies.</text>
					</paragraph><paragraph id="id145CEDFB246843D58E5CBD4070D08106"><enum>(2)</enum><header>Membership</header>
 <subparagraph id="id2D2F919315CE496C94650FF6450F91AE"><enum>(A)</enum><header>In general</header><text>In appointing members to the Working Group, the Secretary shall consider appointing—</text> <clause id="idbe4c7ccda3324394b95e30df5cfaf7d5"><enum>(i)</enum><text>representatives of consumer groups;</text>
 </clause><clause id="id8ecce59d92c0494fae2ddb35687b4c71"><enum>(ii)</enum><text>representatives of small units of local government, as determined by the Secretary;</text> </clause><clause id="ida1225c2255e9422d8eed32ff5a0e1b0d"><enum>(iii)</enum><text>representatives of large units of local government, as determined by the Secretary;</text>
 </clause><clause id="id3f343a186ca34cb8b5a4d16acb7a53fe"><enum>(iv)</enum><text>manufacturers of smart city or community devices, equipment, and software;</text> </clause><clause id="id4e6d0fc7e68a41369f5a488ae67d94ad"><enum>(v)</enum><text>individuals with expertise in communications networks;</text>
 </clause><clause id="idfb69e95158da4f3c88e88fda6ce51223"><enum>(vi)</enum><text>Federal, State, and local law enforcement officials;</text> </clause><clause id="idff18750883724f8d97955f15e929ec5e"><enum>(vii)</enum><text>individuals with other expertise necessary to carry out the duties of the Working Group; and</text>
 </clause><clause id="idf755e4e028c5411dab90a1ef37441439"><enum>(viii)</enum><text>such representatives of the Council as the Secretary determines to be appropriate.</text> </clause></subparagraph><subparagraph id="id325055FA01F341338E552A034AE419A0"><enum>(B)</enum><header>Representation</header><text>In appointing members to the Working Group, the Secretary shall ensure that the Working Group includes a multidisciplinary cross section of smart city or community stakeholders.</text>
 </subparagraph></paragraph><paragraph id="id18e045b9fc7641168bb2b9481fb409e8"><enum>(3)</enum><header>Duties</header><text>The Working Group shall—</text> <subparagraph id="idD5B7EF16865044458557F514E3682DD4"><enum>(A)</enum><text>leverage and build on previous activities carried out by the Department of Commerce relating to Internet of Things technology;</text>
 </subparagraph><subparagraph id="id7df88cb2d7aa4748b3debaf83dea7b7c"><enum>(B)</enum><text>develop tools for communities to evaluate the cybersecurity of smart city or community technology being considered by the communities for adoption in those communities;</text>
 </subparagraph><subparagraph id="idfdcfc4a83bb748c0ade4ac1478ff58e8"><enum>(C)</enum><text>develop tools for communities to protect against cybersecurity threats relevant to the technology the community has chosen to adopt;</text>
 </subparagraph><subparagraph id="id9e391995b37744819aef8a7062a4ddc1"><enum>(D)</enum><clause commented="no" display-inline="yes-display-inline" id="id9081483B0E2C4AEE9C9E4CCB1CC1518E"><enum>(i)</enum><text>assess—</text> <subclause id="id691B7D0B18774BB5A18B9F69BAFC0336" indent="up1"><enum>(I)</enum><text>whether Internet of Things cybersecurity standards should exist; and</text>
 </subclause><subclause id="id86C1D49DAF654A599FEE3E92C55165DB" indent="up1"><enum>(II)</enum><text>whether the standards described in subclause (I) should be voluntary or mandatory; and</text>
 </subclause></clause><clause id="id60FF2B7239B940AA99C80933A794CCC0" indent="up1"><enum>(ii)</enum><text>identify which entity is appropriate to devise the standards described in clause (i)(I); and</text>
 </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1e83ddbf23d44df3a67aaaba0fcad84b"><enum>(E)</enum><text>submit to the Council a report that describes the findings of the Working Group.</text> </subparagraph></paragraph></subsection></section><section id="id4eb12a70137c4d14b17e3640e2bd49cd"><enum>203.</enum><header>TechHire Workforce Training and Development Program</header> <subsection id="id3ac79a94d3f242cc84b2a746bfdef1d7"><enum>(a)</enum><header>In general</header><text>Not later than 18 months after the date of enactment of this Act, based on findings from the needs assessment conducted under section 101(a)(3), the Secretary of Labor, in consultation with the Secretary, shall establish a pilot program, to be known as the <quote>TechHire Workforce Training and Development Pilot Program</quote>, under which the Secretary of Labor, during the 5-year period beginning on the date of enactment of this Act, shall provide to eligible entities, on a competitive basis, grants for technology-based job training and education programs that provide industry-recognized credentials.</text>
 </subsection><subsection id="id5964F3F8FBA347728BB1B3558774074C"><enum>(b)</enum><header>Requirements</header><text>A job training and education program that is awarded a grant under this section shall—</text> <paragraph id="id83D5F7DFB6C44FEA837E2D469D917569"><enum>(1)</enum><text>provide technology-based training across two or more sectors;</text>
 </paragraph><paragraph id="idB3B03A3C9F6941E69AB20B6641E2CB7D"><enum>(2)</enum><text>focus on smart city or community technologies, systems, and infrastructure across all sectors of the economy;</text>
 </paragraph><paragraph id="idc35f87fc927a4c1b82db014470b8fb37"><enum>(3)</enum><text>address privacy and cybersecurity considerations; and</text> </paragraph><paragraph id="id24CAEE4559D6481BB012A5D0396A73AA"><enum>(4)</enum><text>address smart city or community workforce needs identified by the Secretary of Labor, after consultation with other applicable Federal agencies.</text>
 </paragraph></subsection><subsection id="id0cc429f053b44a2daa3d20831d26a004"><enum>(c)</enum><header>Eligible entities</header><text>To be eligible to receive a grant under this section, an entity shall be a public organization or an organization described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)</external-xref> of the Internal Revenue Code of 1986 and exempt from taxation under section 501(a) of that Code that—</text>
 <paragraph id="id40bd72de50434855bf9ff1f76aed98b8"><enum>(1)</enum><text>includes an advisory board, which may be—</text> <subparagraph id="idd9f90bbf2ac44548b82a28ba9586c532"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="id4A609B2922E742D8A7186DB7D6E760EF"><enum>(i)</enum><text>a local workforce development board;</text>
 </clause><clause id="idAE75C766751646819A15D0A3C1A6830A" indent="up1"><enum>(ii)</enum><text>a State workforce development board; or</text> </clause><clause id="id93BA2A3909F646B78AD45FDF0C534D75" indent="up1"><enum>(iii)</enum><text>an appropriate subgroup of a local workforce development board or a State workforce development board; or</text>
 </clause></subparagraph><subparagraph id="idba26fcb85fdc45a28121f37a9f2644fb"><enum>(B)</enum><text>a board of proportional participation, as determined by the Secretary of Labor, of relevant organizations, including—</text>
 <clause id="idc742da5b74b1453e8739f9d649523681"><enum>(i)</enum><text>relevant industry organizations, including public and private employers;</text> </clause><clause id="id29f075e3576745498f8efbe8a26725a9"><enum>(ii)</enum><text>labor organizations;</text>
 </clause><clause id="idd7e694decf7345738c81fce42d42c599"><enum>(iii)</enum><text>one or more units of local government that are actively pursuing smart city or community programs; and</text>
 </clause><clause id="id646f0a1a4a8c4f20866e5d684547f830"><enum>(iv)</enum><text>postsecondary education organizations;</text> </clause></subparagraph></paragraph><paragraph id="idfdf49904194f4e0f80ede161408e3658"><enum>(2)</enum><text>demonstrates experience in implementing and operating job training and education programs;</text>
 </paragraph><paragraph id="ida5ea917938ed40e1ac8e64acf9ef080a"><enum>(3)</enum><text>demonstrates the ability to recruit and support individuals who plan to work in a relevant sector on the successful completion of relevant job training and education programs;</text>
 </paragraph><paragraph id="id4f9bec96b39144988493fdb39ce4899c"><enum>(4)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id2BB63461420F42638D59687F0B5340A9"><enum>(A)</enum><text>provides students who complete the training and education program with an industry-recognized credential; or</text>
 </subparagraph><subparagraph id="id5ABDD5A4DA73479FAEC23051C0EA29C2" indent="up1"><enum>(B)</enum><text>uses a curriculum that has received extensive feedback from employers; and</text>
 </subparagraph></paragraph><paragraph id="idBDD429BC95344D3D83EF73609AB81585"><enum>(5)</enum><text>demonstrates successful outcomes connecting graduates of job training and education programs to quality jobs relevant to the job training and education programs.</text>
 </paragraph></subsection><subsection id="id229efd212ee84d6ab9f7f43e2080716a"><enum>(d)</enum><header>Applications</header><text>An eligible entity seeking a grant under this section shall submit to the Secretary of Labor an application at such time, in such manner, and containing such information as the Secretary of Labor may require.</text>
 </subsection><subsection id="id3500a70a5e0a4ab781372fca0cb7304a"><enum>(e)</enum><header>Priority</header><text>In selecting eligible entities to receive grants under this section, the Secretary of Labor shall prioritize applicants that—</text>
 <paragraph id="id20aa061837884aec93f5fa0b0dfc676d"><enum>(1)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id3EBF94F6A27444DDA92693E1943545B5"><enum>(A)</enum><text>are a local workforce development board or State workforce development board; or</text> </subparagraph><subparagraph id="idFAF7B936D95F4610BB8BD074C7DB4BB2" indent="up1"><enum>(B)</enum><text>demonstrate a strong partnership with a local workforce development board or State workforce development board;</text>
 </subparagraph></paragraph><paragraph id="idDA9E4ACADD41441C8FD9201F50C7B794"><enum>(2)</enum><text>house the job training and education program in—</text> <subparagraph id="iddb86b5ac8fae42d5aaf517ae8b44b1b0"><enum>(A)</enum><text>a community college or institution of higher education that includes basic science, technology, and math education in the curriculum of the community college or institution of higher education; or</text>
 </subparagraph><subparagraph id="idfeb23fdf61e94d3c9ad282e45a58a4f1"><enum>(B)</enum><text>an apprenticeship program registered with the Department of Labor or a State;</text> </subparagraph></paragraph><paragraph id="ide412eb91c4b447b08923af5459d5cab4"><enum>(3)</enum><text>work with the Secretary of Defense or veterans organizations to transition members of the Armed Forces and veterans to careers in a relevant sector;</text>
 </paragraph><paragraph id="idcf13c65ac404487fbc59ba4c9e187676"><enum>(4)</enum><text>include in the application an entity that receives State funding or is operated by a State agency;</text> </paragraph><paragraph id="idd94673fcea4148658b49777cd65faefa"><enum>(5)</enum><text>include an apprenticeship program registered with the Department of Labor or a State as part of the job training and education program;</text>
 </paragraph><paragraph id="idc5b68b0398ca47998d7532a7c02d84bd"><enum>(6)</enum><text>provide support services and career coaching;</text> </paragraph><paragraph id="id6cdf6ef3cead4699b8a9b841bb6f2e74"><enum>(7)</enum><text>provide entry-level technology workforce training aimed at matching workers with well-paying jobs; or</text>
 </paragraph><paragraph id="id6C32C48F40AD4CEFAC1243C7175904A6"><enum>(8)</enum><text>propose to serve—</text> <subparagraph id="idD1EF7E985E7F4572953C6B50139BB493"><enum>(A)</enum><text>young adults between the ages of 16 and 24; or</text>
 </subparagraph><subparagraph id="id42B345D78D3E4FFDB983BC08218AE6CC"><enum>(B)</enum><text>individuals with barriers to employment (as defined in section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>)).</text>
 </subparagraph></paragraph></subsection><subsection id="id876f12d0ac994a42b4c2c2b655618049"><enum>(f)</enum><header>Additional consideration</header><text>In making grants under this section, the Secretary of Labor shall consider regional diversity.</text> </subsection><subsection id="id3ff23d0f71a94932896310f29a756f07"><enum>(g)</enum><header>Limitation on applications</header><text>An eligible entity may not submit, either individually or as part of a joint application, more than 1 application for a grant under this section during any 1 fiscal year.</text>
 </subsection><subsection id="idbf4aa4f68ca34e5ca128aac874520b05"><enum>(h)</enum><header>Limitations on amount of grant</header><text>The amount of a single grant provided under this section for any 1 year shall not exceed $5,000,000.</text>
				</subsection><subsection id="ideab3befb07d043f7a6dced2bd27fa7c8"><enum>(i)</enum><header>Non-Federal share</header>
 <text>The non-Federal share of the cost of a job training and education program carried out using a grant under this section shall be not less than 25 percent of the total cost.</text>
 </subsection><subsection id="idf816d16a42e04457b22278336d171972"><enum>(j)</enum><header>Reduction of duplication</header><text>Before submitting an application for a grant under this section, each applicant shall—</text> <paragraph id="id38C5F6AD142D4B2B9CBB36015C97FAFA"><enum>(1)</enum><text>consult with the heads of appropriate Federal agencies; and</text>
 </paragraph><paragraph id="idF8804FFA30924751BAC6EFAFAFADF6AD"><enum>(2)</enum><text>coordinate the proposed activities of the applicant with existing State and local programs.</text>
 </paragraph></subsection><subsection id="idba3bce33f3994753b95c3634354431bb"><enum>(k)</enum><header>Technical assistance</header><text>The Secretary of Labor, in consultation with the Secretary, may provide technical assistance to eligible entities under subsection (c) to leverage the existing job training and education programs of the Department of Labor and other relevant programs at appropriate Federal agencies.</text>
 </subsection><subsection id="id20e8f7b6f9fb49dca9b077487efab014"><enum>(l)</enum><header>Report</header><text>Not less frequently than once every 2 years, the Secretary of Labor shall submit to Congress, and make publicly available on the website of the Department of Labor, a report on the program established under this section, including a description of—</text>
 <paragraph id="id6062e1789e814051b6acf33d39067416"><enum>(1)</enum><text>any entity that receives a grant under this section;</text> </paragraph><paragraph id="id041cef77d7cc4893b2abbbbf0b23263b"><enum>(2)</enum><text>any activity carried out using the grants under this section;</text>
 </paragraph><paragraph id="ida8baacc3cacf48659750d6a3877076cf"><enum>(3)</enum><text>best practices used to leverage the investment of the Federal Government under this section; and</text> </paragraph><paragraph id="idd6b671a14d644144a166220fd3229e48"><enum>(4)</enum><text>an assessment of the results achieved by the program established under this section, including the rate of employment for participants after completing a job training and education program carried out using a grant under this section.</text>
 </paragraph></subsection><subsection id="id9cb153d1d2cc42de808c8e56fec8e4db"><enum>(m)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $100,000,000 for each of fiscal years 2018 through 2022.</text>
 </subsection></section><section id="id8dc622f20df94650b6516b951b78e4ea"><enum>204.</enum><header>GAO study on innovative financing</header><text display-inline="no-display-inline">Not later than 1 year after the date of enactment of this Act, the Comptroller General of the United States shall conduct a study to identify—</text>
 <paragraph id="id77b96a2223db4f12be5ea1a466539311"><enum>(1)</enum><text>financial and procurement mechanisms currently available to public and private entities to fund smart city or community activities and associated demonstration projects, including <quote>pay for performance</quote> financing that could deliver measurable and verifiable market and non-market values to smart cities or communities;</text>
 </paragraph><paragraph id="idb6b464e22fc24a1d9676ad7a1f15ca4d"><enum>(2)</enum><text>new, innovative financial and procurement mechanisms under development or used experimentally that may be available, in the near term, to public and private entities to fund smart city or community activities and associated demonstration projects;</text>
 </paragraph><paragraph id="id80c02ce0731c45d39442e4a9a5f22439"><enum>(3)</enum><text>barriers to creative financing solutions for those activities and projects, including procurement barriers faced by State and local governments; and</text>
 </paragraph><paragraph id="id64ecb54631604ce0a1445cb04e750c19"><enum>(4)</enum><text>ways to leverage private sector investments in smart cities and communities.</text> </paragraph></section></title><title id="id015a357975cd43f788224188860bc7ae"><enum>III</enum><header>Improving performance and interoperability</header> <section id="idad4e88e5c43a42e787120d71a871984a"><enum>301.</enum><header>Standards and interoperability framework</header> <subsection id="id57e380cf2add4c739aad5970aa638d2d"><enum>(a)</enum><header>Participation</header><text>To strengthen the public-private partnership approach to smart city- or community-related standards development and interoperability, the Secretary, acting through the Director of the National Institute of Standards and Technology, shall strongly encourage and support participation by Federal Government experts in private sector-led standards-related activities that convene smart city or community stakeholders, including representatives of applicable Federal agencies.</text>
 </subsection><subsection id="idf91f17657644479b84f4bafb58f31aa0"><enum>(b)</enum><header>Activities</header><text>To promote innovation and economic competitiveness and to achieve interoperability of smart city or community devices and systems, while strengthening the United States approach to private sector-led standardization activities and the participation of Federal representatives under subsection (a), the Secretary, in consultation with private and public sector stakeholders, shall—</text>
 <paragraph id="id72a7d332f8c340a0a62b6115320df349"><enum>(1)</enum><text>survey and review domestic and international smart city or community performance standards, existing architectures, applications, and deployments, and interoperability standards;</text>
 </paragraph><paragraph id="id8b62018f50c34c7188f869ade4dd47e1"><enum>(2)</enum><text>make consensus-based recommendations—</text> <subparagraph id="idc26efeb6be5647c6a4f8942809796464"><enum>(A)</enum><text>to identify gaps in the smart city or community performance standards and interoperability standards under paragraph (1);</text>
 </subparagraph><subparagraph id="idf186605470f94256b700d69921e045a1"><enum>(B)</enum><text>to harmonize existing standards and deployment efforts and enable greater interoperability across smart city or community technologies;</text>
 </subparagraph><subparagraph id="id0f725dd9330041bead394e9f9ba6fb2a"><enum>(C)</enum><text>to coordinate domestic and international performance standards and interoperability standards to promote uniform performance standards and interoperability standards worldwide, including with respect to the need for testing and demonstration; and</text>
 </subparagraph><subparagraph id="id3884c0ff405a47bbb2e2d4e9056165b8"><enum>(D)</enum><text>for guidelines to enable interoperability in the collection, storage, ownership, and sharing of data;</text>
 </subparagraph></paragraph><paragraph id="id02622e0bdc8447fd8a3f3e2d69f07de7"><enum>(3)</enum><text>based on the recommendations under paragraph (2), develop a consensus-based framework that includes protocols and model standards for the management and exchange of information, including existing guidelines, best practices, and industry consensus standards;</text>
 </paragraph><paragraph id="id0c39d6d5731d412ea2005ba5aa237e92"><enum>(4)</enum><text>ensure that cybersecurity and privacy are core elements of the recommended performance standards and interoperability standards; and</text>
 </paragraph><paragraph id="id667dee4991a548e091c22a16b058ed10"><enum>(5)</enum><text>lead international coordination efforts to develop industry-led, technology-neutral, voluntary, consensus-based global smart city or community performance standards and interoperability standards.</text>
					</paragraph></subsection></section></title><title id="id63d370391ee94859952c3fabaea1eb25"><enum>IV</enum><header>International cooperation and best practices</header>
			<section id="id418f78dbc36549289f70bdcf0d440916"><enum>401.</enum><header>Development of global smart city or community best practices</header>
 <subsection id="idc0e34ffbc6454d08b143065046e6d9f7"><enum>(a)</enum><header>In general</header><text>The Secretaries may carry out activities—</text> <paragraph id="id217f8a6c82df4628affd9d8e066d4592"><enum>(1)</enum><text>to enable cities and communities in the United States and other countries to work together toward shared smart city- or community-related goals;</text>
 </paragraph><paragraph id="ide025e31d233d4e85b232fcb5a34e2ba3"><enum>(2)</enum><text>to promote smart city or community solutions that provide measurable benefits to local governments and residents;</text>
 </paragraph><paragraph id="ida3b33cc7a8fd4de99f4cb1fecbc4a4e7"><enum>(3)</enum><text>to enable an open, global market place for smart city or community technologies based on voluntary, consensus-based, and technology-neutral standards; and</text>
 </paragraph><paragraph id="id99f15ccdf24c48999c63c09f68960459"><enum>(4)</enum><text>to connect innovators from industry and academia to local governments to catalyze the emergence of open and advanced technologies that—</text>
 <subparagraph id="id255D758D86914D2F9A45E00733716C15"><enum>(A)</enum><text>meet community needs; and</text> </subparagraph><subparagraph id="idD6E47B1E500747C5A3AB7B86AD73C372"><enum>(B)</enum><text>advance innovation and open competition.</text>
 </subparagraph></paragraph></subsection><subsection id="id17f62a8b1765443f8178ca78a4f9efb9"><enum>(b)</enum><header>Eligible activities</header><text>The activities referred to in subsection (a) may include grants, contracts, challenges, prize competitions, public-private partnerships, and other innovative mechanisms.</text>
				</subsection><subsection id="ida97ce2a023a7411c832e7822df3803d1"><enum>(c)</enum><header>Authorization of appropriations</header>
 <paragraph id="idA19EAE5835874C639A41D691F6B462CC"><enum>(1)</enum><header>In general</header><text>There is authorized to be appropriated to the Secretaries to carry out this section $20,000,000 for each of fiscal years 2018 through 2022.</text>
 </paragraph><paragraph id="id377EBDCC48FA4C57A82F870D6E6C4400"><enum>(2)</enum><header>Limitation on use of funds</header><text>Funds made available under paragraph (1) may be not used to provide assistance to—</text> <subparagraph id="id2976B6FD7E884492AAFA234CF45C87A2"><enum>(A)</enum><text>a foreign country; or</text>
 </subparagraph><subparagraph id="idE0A33EB1C3CC4727ABBFC57A4C935402"><enum>(B)</enum><text>a foreign company (excluding any United States subsidiary of a foreign holding company).</text> </subparagraph></paragraph></subsection></section><section id="idde6e0e5d3cf84b6bb9127e2f9ca3c586"><enum>402.</enum><header>Trade program</header><text display-inline="no-display-inline">The Secretary, in consultation with the Secretary of State, such other members of the Council as the Secretary determines to be appropriate, and private stakeholders, shall establish a strategic international smart cities and communities trade program, which shall include trade missions—</text>
 <paragraph id="ida22a78e821c04dfd95e1c9ae8ce2ee1f"><enum>(1)</enum><text>to promote the export of United States smart cities or communities technologies;</text> </paragraph><paragraph id="idfaf2139b564b4f65a6471d9918b4f66b"><enum>(2)</enum><text>to stimulate job growth in the United States;</text>
 </paragraph><paragraph id="idc51fd4e054044c529099209fa081ff3b"><enum>(3)</enum><text>to identify potential partners and strategies for United States companies in target foreign market sectors;</text>
 </paragraph><paragraph id="id03cc337655dd43ca998b2064f3fc3dcb"><enum>(4)</enum><text>to organize events with local governments, businesses, associations, academia, and other stakeholders to promote smart city or community partnerships;</text>
 </paragraph><paragraph id="id60bcc001f8734b0e91370e273c8a1363"><enum>(5)</enum><text>to assist in the development of competitive strategies and foreign market access for United States smart city or community technology business interests;</text>
 </paragraph><paragraph id="id15f4275095244a63b0849c12f10d0e90"><enum>(6)</enum><text>to assist in developing appropriate United States policy regarding United States business and international smart cities or communities business interests;</text>
 </paragraph><paragraph id="id2da78f56926a47148eadf0ccb348363b"><enum>(7)</enum><text>to assist in achieving United Nations Framework Convention on Climate Change commitments;</text> </paragraph><paragraph id="ide4aebdf124bc4d4a8a4a507ca2552e72"><enum>(8)</enum><text>to assist in lowering the cost to consumers of smart cities or communities technologies;</text>
 </paragraph><paragraph id="id4698d8ba414445f4811186194108fa09"><enum>(9)</enum><text>to leverage expertise in infrastructure to deliver solutions that can help make communities more efficient, livable, and sustainable; and</text>
 </paragraph><paragraph id="id1f81c08be9814e1f88004ad8918f19fb"><enum>(10)</enum><text>to work with the United States Agency for International Development, the Overseas Private Investment Corporation, and the Export-Import Bank of the United States to identify opportunities to finance international investment in United States smart cities or communities technology companies.</text>
