		<section id="H9981963A8BB54683B10DA9446174B813" section-type="section-one"><enum>1.</enum><header>Tableting machines, encapsulating machines, and controlled substance counterfeiting materials</header>
			<subsection id="HDEB8DDCF31624271AEE6FBD5D932ECD5"><enum>(a)</enum><header>Mailability</header>
 <paragraph id="H00BF48505EA04CECB4EB373E0E726D06"><enum>(1)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/39/30">Chapter 30</external-xref> of title 39, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/39/3002a">section 3002a,</external-xref> the following new section:</text>

						<section commented="no" id="H3FA480561E7443BEBE966896AE21803D"><enum>3002b.</enum><header>Nonmailability of tableting machines, encapsulating machines, and controlled substance
			 counterfeiting materials</header>
 <subsection commented="no" id="HBE26137D94F3452595B972FFDBA9BE8B"><enum>(a)</enum><text display-inline="yes-display-inline">Any tableting machine, encapsulating machine, or controlled substance counterfeiting material is nonmailable matter, shall not be carried or delivered by mail, and shall be disposed of as the Postal Service directs, unless such device or material is mailed—</text>
 <paragraph commented="no" id="HAD7ED1196276411BAB610FDBB1A4F113"><enum>(1)</enum><text>to a regulated person (as defined in section 102(38) of the Controlled Substances Act); or</text> </paragraph><paragraph commented="no" id="HC2BEC7976A274343AB5BB74DAC1FCCD7"><enum>(2)</enum><text>to a person registered to manufacture a controlled substance by the Attorney General pursuant to section 302 of the Controlled Substances Act.</text>
 </paragraph></subsection><subsection commented="no" id="H3D172E65FBB94740A97FB72B03EF2B61"><enum>(b)</enum><text>For the purpose of this section—</text> <paragraph commented="no" id="HD71ED1FE38924D858738EAFAC22BA719"><enum>(1)</enum><text display-inline="yes-display-inline">the term <term>controlled substance counterfeiting material</term> means any punch, die, plate, stone, or other thing described in section 403(a)(5) of the Controlled Substances Act;</text>
 </paragraph><paragraph commented="no" id="HFE8A0C813CA94EB49D83217AEB5ACE16"><enum>(2)</enum><text>the term <term>encapsulating machine</term> means any manual, semiautomatic, or fully automatic equipment which may be used to fill shells or capsules with any powdered, granular, semisolid, or liquid material; and</text>
 </paragraph><paragraph commented="no" id="HEDC732D3AA9748B894D37F531041C241"><enum>(3)</enum><text>the term <term>tableting machine</term> means any manual, semiautomatic, or fully automatic equipment which may be used for the compaction or molding of powdered or granular solids, or semisolid material, to produce coherent solid tablets.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph><paragraph id="H62E91F486FC446F690FC5B21BF522561"><enum>(2)</enum><header>Clerical amendment</header><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/39/30">chapter 30</external-xref> of title 39, United States Code, is amended by inserting after the item relating to <external-xref legal-doc="usc" parsable-cite="usc/39/3002a">section 3002a</external-xref> the following new item:</text>

				</paragraph></subsection><subsection id="H51E95783BBA9465EA169E8A369A22848"><enum>(b)</enum><header>Penalty</header>
 <paragraph id="H062D437F56FD43D1A77898DB521C3090"><enum>(1)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/83">Chapter 83</external-xref> of title 18, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/18/1716E">section 1716E</external-xref> the following new section:</text>

						<section id="H911FCB39D311464AADD0D39E88085C7B"><enum>1716F.</enum><header>Nonmailability of tableting machines, encapsulating machines, and controlled substance
 counterfeiting materials</header><text display-inline="no-display-inline">Whoever knowingly deposits for mailing or delivery, or knowingly causes to be delivered by mail according to the direction thereon, or at any place to which it is directed to be delivered by the person to whom it is addressed, any matter declared to be nonmailable by section 3002c of title 39, shall be fined under this title or imprisoned not more than 1 year, or both.</text></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph><paragraph id="H1CEB8A0F56604B77BC7232A30AD88F65"><enum>(2)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/83">chapter 83</external-xref> of title 18, United States Code, is amended by inserting after the item relating to <external-xref legal-doc="usc" parsable-cite="usc/18/1716E">section 1716E</external-xref> the following new item:</text>
