	<legis-body id="H144DE99F088047DAABC4F33DFE38A6E1" style="OLC">
 <section id="H8F7D58AA5E2A4078AD91F3F4DAA2306A" section-type="section-one"><enum>1.</enum><header>Growth Accelerator Fund Competition</header><text display-inline="no-display-inline">The Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/631">15 U.S.C. 631</external-xref> et seq.) is amended—</text> <paragraph id="H3D8D04F2AB9246BCB9CC84182045525A"><enum>(1)</enum><text>by redesignating section 47 as section 48; and</text>
 </paragraph><paragraph id="H92BBABBDBD5F450793CAB4EA440501C6"><enum>(2)</enum><text>by inserting after section 46 the following:</text> <quoted-block display-inline="no-display-inline" id="H151FC6AF6E38451A99CD7089FA37431B" style="OLC"> <section id="HA9FB46F66C5E40A3B4962A5D08E0F40B"><enum>47.</enum><header>Growth Accelerator Fund Competition</header> <subsection id="HD65F9410ECBB4FBE8818D9B518DBD080"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">There is established a program within the Small Business Administration to be known as the <quote>Growth Accelerator Fund Competition</quote>, under which the Administrator shall award prizes competitively to covered entities that—</text>
 <paragraph commented="no" id="HB35CCD731A594D8697AB86DF982D5218"><enum>(1)</enum><text>assist small business concerns access capital, mentors, and networking opportunities; and</text> </paragraph><paragraph commented="no" id="H78CB0C77F63645A79D0B0C3BD1D18928"><enum>(2)</enum><text display-inline="yes-display-inline">advise small business concerns, including advising on market analysis, company strategy, revenue growth, and securing funding.</text>
 </paragraph></subsection><subsection commented="no" id="HC2F537F32D02406EAFCFCE9DCDAA2A89"><enum>(b)</enum><header>Prize competition</header><text display-inline="yes-display-inline">Except as otherwise provided in this section, the Administrator shall carry out the program established under this section in accordance with the requirements of section 24 of the Stevenson-Wydler Technology Innovation Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/15/3719">15 U.S.C. 3719</external-xref>).</text>
 </subsection><subsection id="H3B31EFF8354D4E6EA8B89BA1484C1AF2"><enum>(c)</enum><header>Application</header><text>A prize only may be awarded to a covered entity that submits to the Administrator an application at such time, in such manner, and containing such information as the Administrator may require.</text>
 </subsection><subsection id="H1F42DBA977B241C5875E9E853FD8C662"><enum>(d)</enum><header>Eligibility</header><text display-inline="yes-display-inline">To be eligible to apply for a prize under this section, a covered entity—</text> <paragraph id="H9F4D2FD158E14A3F8AEDE165A6B252BB"><enum>(1)</enum><text>may not have an outstanding, unresolved financial obligation to the Federal Government; and</text>
 </paragraph><paragraph id="H943CD7AEFC824FADA34AF8CAED78F714"><enum>(2)</enum><text display-inline="yes-display-inline">may not be currently suspended or debarred as specified in subpart 9.4 of title 48, Code of Federal Regulations (or any successor regulation).</text>
 </paragraph></subsection><subsection id="H02E00ECC99EB406D8BC07D292B481B12"><enum>(e)</enum><header>Selection of small business concerns</header><text display-inline="yes-display-inline">A covered entity that receives a prize under this section shall use a selective process to identify small business concerns to assist and advise under the Growth Accelerator Fund Competition.</text>
 </subsection><subsection id="H8D2E8D9FF7104BA8A52D1D49EA218D9D"><enum>(f)</enum><header>Selection of covered entities</header><text display-inline="yes-display-inline">From applications submitted under subsection (c), the Administrator shall select covered entities that will provide to small business concerns identified under subsection (e)—</text>
 <paragraph id="HB80BAAC22E2F4322957777D4E9FD0494"><enum>(1)</enum><text display-inline="yes-display-inline">regular networking opportunities, including introductions to customers, partners, suppliers, advisory boards and others persons;</text>
 </paragraph><paragraph id="H930D38FECFB447DEB57AFF9240CDDB98"><enum>(2)</enum><text display-inline="yes-display-inline">mentorship opportunities, including advice on advice on strategy, technology, finances, and commercialization assistance;</text>
 </paragraph><paragraph id="H41EA9A9FCE294971BCA36F72E6F36D3B"><enum>(3)</enum><text>shared working environments focused on building a strong community amongst other similar small business concerns;</text>
 </paragraph><paragraph id="HC15263D7C28C417D81FBA89DC040ADC6"><enum>(4)</enum><text display-inline="yes-display-inline">resources and co-working arrangements;</text> </paragraph><paragraph id="H5E06E2707909465A9B6E6E4E00DB6426"><enum>(5)</enum><text display-inline="yes-display-inline">opportunities to pitch ideas to investors and other capital formation opportunities;</text>
 </paragraph><paragraph id="HEFD2DCEFF4F94A15BAFD25659DAC9583"><enum>(6)</enum><text>small amounts of angel money, seed capital, or structured loans; and</text> </paragraph><paragraph id="H325CA5A84C8840FBB4115462E6722085"><enum>(7)</enum><text>where appropriate, assistance in securing funding under the SBIR program or the STTR program established under section 9.</text>
							</paragraph></subsection><subsection id="HDA4FCB9397B14D6D86F8F1E391100176"><enum>(g)</enum><header>Priority</header>
 <paragraph id="H113ACB7BCB12417290303B613E86E680"><enum>(1)</enum><header>In general</header><text>The Administrator, in approving applications under this section, shall give priority to applications that include methods to provide services to underserved communities, such as women, veterans, and economically disadvantaged individuals.</text>
 </paragraph><paragraph id="HEB16AA03080A4889A703E1765C48850E"><enum>(2)</enum><header>Allocation</header><text>Of prizes awarded to covered entities under this section in a fiscal year, the Administrator shall ensure that—</text>
 <subparagraph id="H4AFBE0B75E7D44069E50BFAAD6449606"><enum>(A)</enum><text>not less than 20 percent of such covered entities will assist and advise small business concerns owned and controlled by women; and</text>
 </subparagraph><subparagraph id="H0E21584ACA6A42AB886BC13D73F9F89C"><enum>(B)</enum><text display-inline="yes-display-inline">not less than 20 percent of such covered entities will assist and advise small business concerns owned and controlled by socially and economically disadvantaged individuals defined in section 8(d)(3)(C).</text>
 </subparagraph></paragraph></subsection><subsection id="HCBDBBD3501644C95963C74C7004FB0C4"><enum>(h)</enum><header> Development of metrics</header><text display-inline="yes-display-inline">The Administrator shall develop metrics to evaluate the effectiveness and the benefit to the people of the United States of the Growth Accelerator Fund Competition that—</text>
 <paragraph id="H0A9DF350F9DE4BDFBC7BF9D6351EF7E9"><enum>(1)</enum><text>are science-based and statistically driven;</text> </paragraph><paragraph id="H6A72CDECECC14BFB9BCE81AC25C7F3C3"><enum>(2)</enum><text>reflect the mission of the Administration; and</text>
 </paragraph><paragraph id="H2F9AEF418C114C8993DAD55C8F9DD2D6"><enum>(3)</enum><text display-inline="yes-display-inline">include factors relating to the economic impact of the Growth Accelerator Fund Competition.</text> </paragraph></subsection><subsection id="H94D64FE058F14430B68913E2C3B64E08"><enum>(i)</enum><header>Covered entity defined</header><text display-inline="yes-display-inline">In this section, the term <quote>covered entity</quote> means a private entity that is incorporated in and maintains a primary place of business in the United States.</text>
 </subsection><subsection id="HAE12DBD3F094484CAADB39429A1038D5"><enum>(j)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to the Administrator such sums as may be necessary to carry out the Growth Accelerator Fund Competition.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
