 <section id="H349EA20B734F439991FFA823291A0BF0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Border Enforcement Security Task Force Reauthorization Act of 2017</short-title></quote>.</text> </section><section id="H617439C820E846D681528ACBD21678C0"><enum>2.</enum><header>Modified instructions</header> <subsection id="H14BB20595EAF433B8905D8275C4C21DF"><enum>(a)</enum><header>Updated considerations for the establishment of units</header><text>Paragraph (2) of section 432(c) of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/240">6 U.S.C. 240(c)</external-xref>) is amended—</text>
 <paragraph id="H5A67BF0DC491451CACB052D48D1A7B01"><enum>(1)</enum><text>in the matter preceding subparagraph (A), by striking <quote>the Secretary shall consider</quote> and inserting <quote>the Secretary shall apply risk-based criteria that takes into consideration</quote>;</text> </paragraph><paragraph commented="no" id="H00E0600602D54F28B565D63D4E3FA9F8"><enum>(2)</enum><text>in subparagraph (A), by inserting before the semicolon the following: <quote>, including threats posed by transnational criminal organizations</quote>;</text>
 </paragraph><paragraph commented="no" id="HB4DF269078394CF8BAE8F8D35AA5AE29"><enum>(3)</enum><text>in subparagraph (C), by striking <quote>and</quote> after the semicolon;</text> </paragraph><paragraph id="HED46858397A146C1BDFACD019E8D141C"><enum>(4)</enum><text>in subparagraph (D), by striking the period at the end and inserting <quote>; and</quote>; and</text>
 </paragraph><paragraph id="H10BACB3120A5468CB61485ADEFAB8389"><enum>(5)</enum><text>by adding at the end the following new subparagraphs:</text> <quoted-block display-inline="no-display-inline" id="HFA04BE0B83BB480D95B28E0664EFDFC5" style="OLC"> <subparagraph id="HECF12ADF6E324E05815E950A3F64ADD3"><enum>(E)</enum><text display-inline="yes-display-inline">the extent to which the BEST unit would advance the Department’s homeland and border security strategic priorities and related objectives; and</text>
 </subparagraph><subparagraph id="HBA2D19EAE80C431A8E190E2137AF78C3"><enum>(F)</enum><text display-inline="yes-display-inline">whether departmental Joint Task Force operations as established pursuant to section 708 and other joint cross-border initiatives would be enhanced, improved, or otherwise assisted by the BEST unit to be established.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection display-inline="no-display-inline" id="H502E43C776CC4E359276BA2AD128C789"><enum>(b)</enum><header>Port security</header><text display-inline="yes-display-inline">Subsection (c) of section 432 of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/240">6 U.S.C. 240</external-xref>) is amended by adding at the end the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="HB89B3A04D5534D40A25A5BFD6E3DDA14" style="OLC">
 <paragraph id="H4CF33A2E077F4AC499B2E0274ED0D293"><enum>(4)</enum><header>Port security BEST units</header><text display-inline="yes-display-inline">A BEST unit established pursuant to paragraph (2) with a port security nexus shall be composed of at least one member of each of the following:</text>
 <subparagraph id="HAA6D31E035B0473B957E47874CFAC309"><enum>(A)</enum><text>The Coast Guard Investigative Service.</text> </subparagraph><subparagraph id="H64048FAA62C34C65A6FBCD8EEAC7E61F"><enum>(B)</enum><text>The geographically-responsible Coast Guard Sector Intelligence Office.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="H150D2400FEBD4AC4B964B90B2708371D"><enum>(c)</enum><header>Updated report elements</header><text>Subsection (e) of section 432 of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/240">6 U.S.C. 240</external-xref>) is amended to read as follows:</text>
				<quoted-block id="H7E0C75D5EAC74BA9AF20CD80D30D6A61" style="OLC">
 <subsection id="HBC82DF8C575446979D9FB07482CB96DC"><enum>(e)</enum><header>Report</header><text>Not later than 180 days after the date of the enactment of this section and annually thereafter for the following 5 years, the Secretary shall submit to Congress a report that includes the following:</text>
 <paragraph commented="no" id="H929446307B2E4EFC8E88146A59AB314C"><enum>(1)</enum><text>A description of the effectiveness of BEST in enhancing border security, disrupting and dismantling transnational criminal organizations, and reducing drug trafficking, arms smuggling, illegal alien trafficking and smuggling, violence, and kidnapping along and across the international borders of the United States, as measured by crime statistics, including violent deaths, incidents of violence, and drug-related arrests.</text>
 </paragraph><paragraph commented="no" id="H873D241240854355ACFD6DF08A9AF549"><enum>(2)</enum><text display-inline="yes-display-inline">An assessment of how BEST enhances information-sharing, including the dissemination of homeland security information, among Federal, State, local, tribal, and foreign law enforcement agencies.</text>
 </paragraph><paragraph id="H023B92613CA545FAB0FE379E3E984098"><enum>(3)</enum><text>A description of how BEST advances the Department’s homeland and border security strategic priorities and effectiveness of BEST in achieving related objectives.</text>
 </paragraph><paragraph id="H722F2159B8BA4C8D90211B2A35849DA3"><enum>(4)</enum><text>An assessment of BEST’s joint operational efforts with departmental Joint Task Force<pagebreak></pagebreak> operations established pursuant to section 708 and other joint cross-border initiatives.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
