		<section id="H40BA52765D3F41CE839D32ED8A9E9426" section-type="section-one"><enum>1.</enum><header>Energy efficiency materials pilot program</header>
 <subsection id="H2510B19D300F4A5D90B80D0C6396ECF5"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="H1D01797AB3E04C589256C651619E5C8B"><enum>(1)</enum><header>Applicant</header><text>The term <term>applicant</term> means a nonprofit organization that applies for a grant under this section.</text>
				</paragraph><paragraph id="H419D1B0C37DC464BAC16485C893DEA44"><enum>(2)</enum><header>Energy-efficiency material</header>
 <subparagraph id="H1A887373DEE645568525D30A379F3A82"><enum>(A)</enum><header>In general</header><text>The term <term>energy-efficiency material</term> means a material (including a product, equipment, or system) the installation of which results in a reduction in use by a nonprofit organization of energy or fuel.</text>
 </subparagraph><subparagraph id="HA0ACFD752EFF44FC801AC3BFB5A6131B"><enum>(B)</enum><header>Inclusions</header><text>The term <term>energy-efficiency material</term> includes—</text> <clause id="H13DBBE301EE6432C92BAB1B7B0A02E46"><enum>(i)</enum><text>a roof or lighting system or component of the system;</text>
 </clause><clause id="HAFE481B396814778A0FDECF96B646CBA"><enum>(ii)</enum><text>a window;</text> </clause><clause id="H6E07D14C7DD44B00A5BF92080EE44C8F"><enum>(iii)</enum><text>a door, including a security door;</text>
 </clause><clause id="H3B288C6EFAE8436989DFC3AD6DF6C559"><enum>(iv)</enum><text>a heating, ventilation, or air conditioning system or component of the system (including insulation and wiring and plumbing improvements needed to serve a more efficient system); and</text>
 </clause><clause id="H9B5C70E5FF62455B8A95961266D79F6F"><enum>(v)</enum><text>a renewable energy generation or heating system, including a solar, photovoltaic, wind, geothermal, or biomass (including wood pellet) system or component of the system.</text>
						</clause></subparagraph></paragraph><paragraph id="H0A93DDB49E4A47B492BBBDB0B4D257D4"><enum>(3)</enum><header>Nonprofit building</header>
 <subparagraph id="H44B2B64783EC4E4B86F8A44BF47877C6"><enum>(A)</enum><header>In general</header><text>The term <term>nonprofit building</term> means a building operated and owned by an organization that is described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and exempt from tax under section 501(a) of such Code.</text>
 </subparagraph><subparagraph id="HF34B3183D727449C86B9D8E47F3F6B6B"><enum>(B)</enum><header>Inclusions</header><text>The term <term>nonprofit building</term> includes a building described in subparagraph (A) that is—</text> <clause id="H4D655CE7CDF144F79E7AB3376BD62B11"><enum>(i)</enum><text>a hospital;</text>
 </clause><clause id="H1F7C77DA0FF9446098E4FE47385DD681"><enum>(ii)</enum><text>a youth center;</text> </clause><clause id="HC29DACC310B44EA7A80B0B68ABC6E4E6"><enum>(iii)</enum><text>a school;</text>
 </clause><clause id="HC8026120F5F44D42B1F379955858BD1F"><enum>(iv)</enum><text>a social-welfare program facility;</text> </clause><clause id="HC4BFCCB50E574B4FB39652B33510E575"><enum>(v)</enum><text>a faith-based organization; or</text>
 </clause><clause id="H90C6E1A649014079B458A64D7189EF27"><enum>(vi)</enum><text>any other nonresidential and noncommercial structure.</text> </clause></subparagraph></paragraph><paragraph id="HF5E4E57BB997471EA4DE343DC5FF18A2"><enum>(4)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Energy.</text>
 </paragraph></subsection><subsection id="H8016282DF79A421185E5AFE7E0024758"><enum>(b)</enum><header>Establishment</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary shall establish a pilot program to award grants for the purpose of providing nonprofit buildings with energy-efficiency materials.</text>
			</subsection><subsection id="H8EF70BF1BE79413AB375BB5A6A59A864"><enum>(c)</enum><header>Grants</header>
 <paragraph id="H29693841C99B4A568E1CA9EB19B59878"><enum>(1)</enum><header>In general</header><text>The Secretary may award grants under the program established under subsection (b).</text> </paragraph><paragraph id="H4BAF1DA2A72D4094B95B4F742C7D6907"><enum>(2)</enum><header>Application</header><text>The Secretary may award a grant under paragraph (1) if an applicant submits to the Secretary an application at such time, in such form, and containing such information as the Secretary may prescribe.</text>
 </paragraph><paragraph id="H8FAE91DCCA55490F888E0D93B88D7428"><enum>(3)</enum><header>Criteria for grant</header><text>In determining whether to award a grant under paragraph (1), the Secretary shall apply performance-based criteria, which shall give priority to applicants based on—</text>
 <subparagraph id="HB5682EEB4AEF4B088F190D8A294DB6A0"><enum>(A)</enum><text>the energy savings achieved;</text> </subparagraph><subparagraph id="H77A90EBDA90341EFA6B766F23E27E14E"><enum>(B)</enum><text>the cost-effectiveness of the use of energy-efficiency materials;</text>
 </subparagraph><subparagraph id="H7D517C87642A47D2811AFA4C891803D7"><enum>(C)</enum><text>an effective plan for evaluation, measurement, and verification of energy savings; and</text> </subparagraph><subparagraph id="H661690844C7F4A3B9DFCA170BAD44886"><enum>(D)</enum><text>the financial need of the applicant.</text>
 </subparagraph></paragraph><paragraph id="HCFC40F6D4D1B444BBCF39E3FD8AA9EF8"><enum>(4)</enum><header>Limitation on individual grant amount</header><text>Each grant awarded under this section shall not exceed $200,000.</text> </paragraph></subsection><subsection id="H88C5AAEF687E4B75A961123C2A172534"><enum>(d)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $10,000,000 for each of fiscal years 2018 through 2022, to remain available until expended.</text>
 </subsection><subsection id="H0A2FC3BB1B5C47B8A94FDAD10225C894"><enum>(e)</enum><header>Offset</header><text display-inline="yes-display-inline">Section 422(f) of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17082">42 U.S.C. 17082(f)</external-xref>) is amended—</text> <paragraph id="H4BB12339332044F585AFB72C1C9D9F03"><enum>(1)</enum><text>in paragraph (3), by striking <quote>and</quote> at the end;</text>
 </paragraph><paragraph id="HE5A81CD6E5F5435EB1ECB1F4D6213B59"><enum>(2)</enum><text>in paragraph (4), by striking <quote>2018.</quote> and inserting <quote>2017; and</quote>; and</text> </paragraph><paragraph id="H48E5B1952A5E4A3B8AD16B37EF074661"><enum>(3)</enum><text>by adding at the end the following:</text>
