			 provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To improve the safety of school buses, and for other purposes.</official-title></form>
	<legis-body id="H83BAB739BDA7437FBF1A68306EC965FB" style="OLC">
 <section id="HE9B6D208EE9549E9A4F3DF7C471084F1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Best to Use Safety Belts Act of 2017</short-title></quote> or the <quote>BUS Act of 2017</quote>.</text> </section><section id="H032012FEF77E4B1587413AEDEAFB7FE6"><enum>2.</enum><header>Seat belt requirement for school buses</header> <subsection id="H9F3EB3C2D48F4BB39AEDE9ABCBABAD15"><enum>(a)</enum><header>Requirement</header><text display-inline="yes-display-inline">Section 30125 of title 49, United States Code, is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H4D0FBA06C83044C782C580D7FDC2ED1B" style="USC">
 <subsection id="HBAD4CCA83B9C4F0CA59E406F339086B5"><enum>(d)</enum><header>Seat belts required</header><text display-inline="yes-display-inline">A person may not manufacture for sale, sell, offer for sale, introduce or deliver for introduction in interstate commerce, or import into the United States a schoolbus that is not equipped with a seat belt that includes both lap and shoulder belts for each intended passenger. A violation of this subsection shall be treated as a violation of a motor vehicle safety standard prescribed under section 30111 of this subchapter.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="HEC7E14FB2AC54A9FAE6D2D7292498DB7"><enum>(b)</enum><header>Effective date</header><text>The amendment made by subsection (a) shall take effect 90 days after the date of enactment of this Act.</text>
			</subsection></section><section id="HE01C4E85D39F44A89DB7AFC8F5885E2C"><enum>3.</enum><header>School bus safety upgrades grant program</header>
 <subsection id="H5868B4E304C445268034D69D069E052B"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 90 days after the date of enactment of this Act, the Secretary of Transportation shall establish a program to provide school buses with seat belts and other safety features.</text>
 </subsection><subsection id="H39E08BE9633F4CB29F167C7D16565586"><enum>(b)</enum><header>Grant authority and eligible recipients</header><text display-inline="yes-display-inline">In carrying out the program established under subsection (a), the Secretary may make a grant, on a competitive basis, to a State educational agency and a local educational agency (as such terms are defined in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>)).</text>
 </subsection><subsection id="HEA2BE92E67C647EA8D07B44078A8ED81"><enum>(c)</enum><header>Grant uses</header><text>A recipient of a grant made under subsection (b) may use grant funds only to—</text> <paragraph id="H3199CFA6D0A641A0B647235BF8D1BA80"><enum>(1)</enum><text>retrofit a school bus with seat belts; or</text>
 </paragraph><paragraph id="HA6754CD5017E421B9CFCAA94E33B5828"><enum>(2)</enum><text display-inline="yes-display-inline">make another safety upgrade to a school bus that demonstrably decreases the risk of injury or death to students in the event of an impact or rollover, including an upgrade designed to prevent a rollover.</text>
 </paragraph></subsection><subsection id="HDA91514989ED41DA8A0865F217910BE4"><enum>(d)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out the program established under subsection (a) $3,000,000,000.</text>
 </subsection><subsection id="H7F1692111C2B4DEFA4C3FA22AE0BF888"><enum>(e)</enum><header>Termination</header><text>The program established under subsection (a) shall terminate on the date that is 2 years after the date on which the program is established.</text>
