 <section id="H2D7DE6784E2641A0811600B4F77168EB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Microloan Modernization Act of 2017</short-title></quote>.</text> </section><section id="HFA20294135454724A4842A443A82B990"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act—</text>
 <paragraph id="H0BE8D1363D6B4EB6AD77FA9037FD9AFC"><enum>(1)</enum><text>the term <term>intermediary</term> has the meaning given that term in section 7(m)(11) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(m)(11)</external-xref>); and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE0BF81178F524F0EAB6627E63341966D"><enum>(2)</enum><text>the term <term>microloan program</term> means the program established under section 7(m) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(m)</external-xref>).</text> </paragraph></section><section id="H280D024E7375475CAEEF807FAE5F790C"><enum>3.</enum><header>Microloan intermediary lending limit increased</header><text display-inline="no-display-inline">Section 7(m)(3)(C) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(m)(3)(C)</external-xref>) is amended by striking <quote>$5,000,000</quote> and inserting <quote>$6,000,000</quote>.</text>
 </section><section id="H80F551E9FA20474A960308A043B64C6C"><enum>4.</enum><header>Microloan technical assistance</header><text display-inline="no-display-inline">Section 7(m)(4)(E) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(m)(4)(E)</external-xref>) is amended by striking <quote>25 percent</quote> each place such term appears and inserting <quote>50 percent</quote>.</text> </section><section display-inline="no-display-inline" id="H4597E25B0499480689AB1252E0EDF8FC" section-type="subsequent-section"><enum>5.</enum><header>SBA study of microenterprise participation</header><text display-inline="no-display-inline">Not later than 1 year after the date of enactment of this Act, the Administrator of the Small Business Administration shall conduct a study and submit to the Committee on Small Business and Entrepreneurship of the Senate and the Committee on Small Business of the House of Representatives a report on—</text>
 <paragraph id="H89A2A07B2DCC4419817836E9187875F8"><enum>(1)</enum><text display-inline="yes-display-inline">the operations (including services provided, structure, size, and area of operation) of a representative sample of—</text>
 <subparagraph id="H1153295C556D4868801406E0EA03E3B5"><enum>(A)</enum><text display-inline="yes-display-inline">intermediaries that are eligible to participate in the microloan program and that do participate; and</text>
 </subparagraph><subparagraph id="HD1621E0A637649009810D6D762F08AE0"><enum>(B)</enum><text display-inline="yes-display-inline">intermediaries that are eligible to participate in the microloan program and that do not participate;</text>
 </subparagraph></paragraph><paragraph id="HC588799B76C84564A85C738AF21A844F"><enum>(2)</enum><text>the reasons why eligible intermediaries described in paragraph (1)(B) choose not to participate in the microloan program;</text>
 </paragraph><paragraph id="H5356A7BF8EFB4AC9A5655489C3A6B972"><enum>(3)</enum><text display-inline="yes-display-inline">recommendations on how to encourage increased participation in the microloan program by eligible intermediaries described in paragraph (1)(B); and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7D66127A090942B99CDE7632A9C26E34"><enum>(4)</enum><text>recommendations on how to decrease the costs associated with participation in the microloan program for eligible intermediaries.</text>
 </paragraph></section><section commented="no" display-inline="no-display-inline" id="HD371213ED7304F698CA88D2F56DBC7D3" section-type="subsequent-section"><enum>6.</enum><header>GAO study on microloan intermediary practices</header><text display-inline="no-display-inline">Not later than 1 year after the date of enactment of this Act, the Comptroller General of the United States shall submit to the Committee on Small Business and Entrepreneurship of the Senate and the Committee on Small Business of the House of Representatives a report evaluating—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="HD328CA46C3D5455297E8CFC916F9F638"><enum>(1)</enum><text display-inline="yes-display-inline">oversight of the microloan program by the Small Business Administration, including oversight of intermediaries participating in the microloan program; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HEBF3C8D960784469AC4B6E88920A79F7"><enum>(2)</enum><text display-inline="yes-display-inline">the specific processes used by the Small Business Administration to ensure—</text> <subparagraph commented="no" display-inline="no-display-inline" id="H7A4A7C1669B3493AB4CD09893DE2395B"><enum>(A)</enum><text display-inline="yes-display-inline">compliance by intermediaries participating in the microloan program; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HAB9B3914CAF64B31B5E4484A7F386B4A"><enum>(B)</enum><text display-inline="yes-display-inline">the overall performance of the microloan program.</text> </subparagraph></paragraph></section></legis-body> <endorsement display="yes"> <action-date>July 12, 2017</action-date> <action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement> </bill>
