			 mineral engineering programs in the United States by funding activities at
			 mining schools, and for other purposes.</official-title></form>
	<legis-body id="H147CD4C9EB014CD6A4111C5563D8FAC6" style="OLC">
 <section id="HFFA5EFE064BE4AC488E4BB42D5E87235" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Mining School Enhancement Act</short-title></quote>.</text> </section><section id="H12FFACD94ECB4E428B56A668565442CF"><enum>2.</enum><header>Support for mining schools</header><text display-inline="no-display-inline">Section 721 of the Surface Mining Control and Reclamation Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/30/1309b">30 U.S.C. 1309b</external-xref>) is amended—</text>
 <paragraph id="HD9F5F57D806B4F9AA813DB7837389D09"><enum>(1)</enum><text>by striking <quote>The Office of Surface Mining Reclamation and Enforcement</quote> and inserting the following:</text> <quoted-block id="H94467AEEFC784C5FAA596D3EC85D1CC9" style="OLC"> <subsection id="H57DD9D04D0124FABB302A7806BA7934D"><enum>(a)</enum><header>In general</header><text>Subject to subsection (b), the Office of Surface Mining Reclamation and Enforcement</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block>
 </paragraph><paragraph id="H5A7F2E27D2384373920EB8E98F20C53F"><enum>(2)</enum><text>by adding at the end the following:</text> <quoted-block id="H578083BDBA364D4798FD81E2A9BFD599" style="OLC"> <subsection id="HF378D1C65FB24F72B3A442FC7ADE4712"><enum>(b)</enum><header>Mining program support</header> <paragraph id="H40ECC4E06C8D4C62A5F03971590D4099"><enum>(1)</enum><text>Of the amounts made available under this Act for activities authorized under this section, the Director of the Office of Surface Mining Reclamation and Enforcement shall ensure that at least 50 percent is expended to enhance and support mining and mineral engineering programs in the United States by funding activities at mining schools.</text>
 </paragraph><paragraph id="H59B9445614C541C6BA860014026A5607"><enum>(2)</enum><text>In expending funds under this section, the Director shall consult with relevant stakeholders and ensure a significant opportunity for participation by undergraduate and graduate students at mining schools.</text>
 </paragraph><paragraph id="H1AF3343E737B44D58C3784DF79C3B31A"><enum>(3)</enum><text>The Director shall ensure that the activities conducted under this section relate to resource development and production, and include—</text>
 <subparagraph id="HE65EF5966DC14D24AC476C040D052E60"><enum>(A)</enum><text>studies of mining, mineral extraction efficiency, and related processing technology;</text> </subparagraph><subparagraph id="HB9B50510E2A84CE5AC13A274A60F2374"><enum>(B)</enum><text>mineral economics, reclamation technology, and practices for active mining operations;</text>
 </subparagraph><subparagraph id="H9133F52303104C7C81E79E258D353FDA"><enum>(C)</enum><text>the development of remining systems and technologies that facilitate reclamation that fosters the recovery of resources at abandoned mine sites;</text>
 </subparagraph><subparagraph id="HB9714FDBDFD5430F81960AA840869490"><enum>(D)</enum><text>investigations of mineral resource extraction methods that reduce environmental and human impacts;</text> </subparagraph><subparagraph id="H4D720C21610545D795937F0D2E455FA4"><enum>(E)</enum><text>reducing dependence on foreign energy supplies;</text>
 </subparagraph><subparagraph id="H2C957EC55FD24B84829A658CEFC8BF7A"><enum>(F)</enum><text>enhancing the competitiveness of United States energy technology exports;</text> </subparagraph><subparagraph id="H52178E094C7145F6A64B3F2D5A1E9888"><enum>(G)</enum><text>the extraction or processing of coinciding mineralization, including rare earth elements, within coal, coal processing byproduct, overburden or coal residue; and</text>
 </subparagraph><subparagraph id="HD1547ECB81D24151A010A07ADF4B77BF"><enum>(H)</enum><text display-inline="yes-display-inline">enhancing technologies and practices related to mitigation of acid mine drainage, reforestation, and revegetation in the reclamation of land and water resources adversely affected by coal mining.</text>
 </subparagraph></paragraph></subsection><subsection id="H203D8AAD96FE4AB082E931B47E7E53DE"><enum>(c)</enum><header>Mining school defined</header><text display-inline="yes-display-inline">In this section the term <term>mining school</term> means a mining, metallurgical, or mineral engineering program or department accredited by the Accreditation Board for Engineering and Technology, Inc., that is located at an institution of higher education (as that term is defined in section 631(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1132">20 U.S.C. 1132(a)</external-xref>)) in the United States.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
