<section id="HF67F0798F19547E6B64B7F96CBF94322" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Community College Energy Training Act of 2017</short-title></quote>.</text></section> <section id="HC7352E7AC04046BD827BFB39454BDDA7"><enum>2.</enum><header>Sustainable energy training program for community colleges</header> <subsection id="H2B6E7889346C41A1B60BD2A7F541C4AC"><enum>(a)</enum><header>Workforce training and education in sustainable energy</header><text>From funds made available under <internal-xref idref="HA3F27EF98849439F9CE6AA940FBC69DA" legis-path="2.(c)">subsection (c)</internal-xref>, the Secretary of Energy, in coordination with the Secretary of Labor and the Secretary of Agriculture, shall carry out a joint sustainable energy workforce training and education program under which the Secretaries award grants to community colleges to provide workforce training and education in industries and practices such as—</text> 
<paragraph id="H5E19AE189898408982CD9474FEA1B677"><enum>(1)</enum><text>clean energy, including wind and solar energy;</text></paragraph> <paragraph id="HB62AF6B4888747648FC36420B89558F6"><enum>(2)</enum><text>high-performance green building construction, design and redevelopment;</text></paragraph> 
<paragraph id="H193144D57E9041649AA0D5C560C9CA7E"><enum>(3)</enum><text>sustainable energy technologies, including chemical technology, nanotechnology, and electrical technology;</text></paragraph> <paragraph id="H9D579117E30945D0BAFDFB37B9E6447F"><enum>(4)</enum><text>water, energy, and resource conservation;</text></paragraph> 
<paragraph id="HAD7EE0405CE648C9B280FEE348DB6E4F"><enum>(5)</enum><text>recycling and waste reduction; and</text></paragraph> <paragraph id="H3753835302A049DABB0777C361C712E2"><enum>(6)</enum><text>sustainable agriculture and farming.</text></paragraph></subsection> 
<subsection id="H1050F0C1C65447EDBE886CD663E1CEDE"><enum>(b)</enum><header>Award considerations</header><text>In awarding grants under this section, the Secretaries shall—</text> <paragraph id="H302D314D174C4128A458F739C4DE7C96"><enum>(1)</enum><text>ensure that of the funds made available under <internal-xref idref="HA3F27EF98849439F9CE6AA940FBC69DA" legis-path="2.(c)">subsection (c)</internal-xref> for a fiscal year, not less than one-half of such funds are awarded to community colleges with existing (as of the date of the award) sustainability programs that lead to certificates, credentials, or degrees in one or more of the industries and practices described in paragraphs (1) through (6) of <internal-xref idref="H2B6E7889346C41A1B60BD2A7F541C4AC" legis-path="2.(a)">subsection (a)</internal-xref>; and</text></paragraph>
<paragraph id="H99FF435BAF1645B69E0623AFBD506CFD"><enum>(2)</enum><text display-inline="yes-display-inline">give priority to community colleges that plan to use the grant to carry out programs that are developed and maintained through consultation with such industries and practices.</text></paragraph></subsection> <subsection id="HA3F27EF98849439F9CE6AA940FBC69DA"><enum>(c)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $100,000,000 for each of the fiscal years 2018 through 2022.</text></subsection> 
<subsection id="HB3BC8CC45682484C928B137A54AD020C"><enum>(d)</enum><header>Definitions</header><text>In this Act:</text> <paragraph id="H6D4C524F90DC4571B6AAED0D1CC4050A"><enum>(1)</enum><header>Community college</header><text>The term <term>community college</term> means an institution of higher education, as defined in section 101(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>), that—</text> 
<subparagraph id="HC9109B2E43764A91A7F8960EFD3B73F1"><enum>(A)</enum><text>provides a 2-year program of instruction for which the institution awards an associate degree; and</text></subparagraph> <subparagraph id="H809EA51595D442FB9372B9F876819F58"><enum>(B)</enum><text>primarily awards associate degrees.</text></subparagraph></paragraph> 
<paragraph id="HA2ED1965CD1F4F9A98425C47DB6526D3"><enum>(2)</enum><header>High-performance green building</header><text>The term <term>high-performance green building</term> has the meaning given the term in section 401(13) of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17061">42 U.S.C. 17061(13)</external-xref>).</text></paragraph> <paragraph id="H6513E120BE1D40C6A12F752F5FF7EDF3"><enum>(3)</enum><header>Secretaries</header><text display-inline="yes-display-inline">The term <quote>Secretaries</quote> means the Secretary of Energy, in coordination with the Secretary of Labor and the Secretary of Agriculture.</text></paragraph></subsection></section>
