 <section id="H3F57F4C5EB2E47D795E2CB097B49B8E1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protecting Americans from Credit Entanglements Act of 2017</short-title></quote> or the <quote><short-title>PACE Act of 2017</short-title></quote>.</text> </section><section id="H53F3FC335DAE4CB6B35EE28E535C76BA"><enum>2.</enum><header>Real property retrofit loans</header> <subsection id="HFF5F6F2FD4F64D7B914C272EF2C85068"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 103 of the Truth in Lending Act (<external-xref legal-doc="usc" parsable-cite="usc/15/1602">15 U.S.C. 1602</external-xref>) is amended—</text>
 <paragraph id="H5EE8E28C2A774B4186CE89D51CAC60F9"><enum>(1)</enum><text>in subsection (g), in the last sentence, by inserting <quote>and a person who lends money to consumers for real property retrofit loans</quote> before <quote>for purposes</quote>;</text> </paragraph><paragraph id="H03BD089DAF6F406BAE8EEF42C0F6C183"><enum>(2)</enum><text>by redesignating subsection (cc) (relating to definitions relating to mortgage origination and residential mortgage loans) and (dd) as subsections (dd) and (ee), respectively; and</text>
 </paragraph><paragraph id="H8899520D9355478AB5B146155EAC2F76"><enum>(3)</enum><text>adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H378A08D11EA64DF584AAB11C8C68CD7A" style="OLC"> <subsection id="H9B2A699B87DC47DA93BE0EB6862DE035"><enum>(ff)</enum><text>The term <term>consumer credit transaction</term> includes a real property retrofit loan extended to a consumer.</text>
 </subsection><subsection id="HEF37A879715B4DABA4A4BD431DCAD993"><enum>(gg)</enum><text>The term <term>real property retrofit loan</term> means a financing instrument—</text> <paragraph id="HFB9DF6FED30444A2A4F998F8D87DA178"><enum>(1)</enum><text>secured by an interest in real property;</text>
 </paragraph><paragraph id="HDB34E8199F2A4505A9FBD3DE1F2923B1"><enum>(2)</enum><text>that is repayable in installments through payments made concurrently with the payment of property taxes on the real property; and</text>
 </paragraph><paragraph id="H70FEA8F5E16C4E4E95D537D881BD65A4"><enum>(3)</enum><text display-inline="yes-display-inline">that is used to finance real property retrofits, including property assessed clean energy loans for the purposes of energy efficiency upgrades, renewable energy installations, windproofing or seismic retrofits, water conservation upgrades, septic tanks, or other similar real property improvements or retrofits to a particular parcel of property.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="H1C3DF0F77DD74A14819B9CFDA1432E72"><enum>(b)</enum><header>Real property retrofit loan disclosure</header><text>Section 128 of the Truth in Lending Act (<external-xref legal-doc="usc" parsable-cite="usc/15/1638">15 U.S.C. 1638</external-xref>) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HF13CF432C7EE45E58D8160957136A9EC" style="OLC">
 <subsection id="HFFBD42DD1A334218BCEC9C6CCBA10A4F"><enum>(g)</enum><header>Real property retrofit loan disclosure</header><text display-inline="yes-display-inline">At the time of application for a real property retrofit loan, the creditor shall disclose that the real property retrofit loan will result in a lien on the real property securing the loan</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
