			 provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To allow Homeland Security Grant Program funds to be used to safeguard faith-based community
			 centers across the United States, and for other purposes.</official-title></form>
	<legis-body id="HC2A9339A8EEE48B7B687F9D3433876AE" style="OLC">
 <section id="HDEE85418C93D45D383FB3476C90BA244" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Faith-Based Community Center Protection Act</short-title></quote>.</text> </section><section id="HCB1728CED79F4718973DC12253FE3900"><enum>2.</enum><header>Amendment to Homeland Security Grant Program</header><text display-inline="no-display-inline">Title XX of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/601">6 U.S.C. 601</external-xref> et seq.) is amended—</text>
 <paragraph id="H051C141A298D45CB94C9B8B9C42B6551"><enum>(1)</enum><text>in section 2001 (<external-xref legal-doc="usc" parsable-cite="usc/6/601">6 U.S.C. 601</external-xref>)—</text> <subparagraph id="HB25A5117C9FB48E698A0E1B83C52EC32"><enum>(A)</enum><text>by redesignating paragraphs (6) through (14) as paragraphs (7) through (15), respectively; and</text>
 </subparagraph><subparagraph id="HEA67F56B15524ACE9421B0D7D3DE5FF5"><enum>(B)</enum><text>by inserting after paragraph (5) the following:</text> <quoted-block display-inline="no-display-inline" id="HAE987A8DA8E24CF4A1F40FCC739328A8" style="OLC"> <paragraph id="H7DA6DB983E0B41A5AAE744960B165BB3"><enum>(6)</enum><header>Faith-based community center</header><text display-inline="yes-display-inline">The term <term>faith-based community center</term> means a facility operated by a nonprofit faith-based community organization for the provision of recreational, social, or education services. For purposes of this paragraph, the term <quote>nonprofit</quote> means an organization described under <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and exempt from tax under section 501(a) of such Code.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="HBEB960DB8EE14CAB8368E27EFEDE4DB9"><enum>(2)</enum><text>in section 2008 (<external-xref legal-doc="usc" parsable-cite="usc/6/609">6 U.S.C. 609</external-xref>)—</text> <subparagraph id="HBEBE30C217BB46669282ED500385502D"><enum>(A)</enum><text>in subsection (a)—</text>
 <clause id="HF48A3B6C033244E4A4B0C40715CBB577"><enum>(i)</enum><text>in paragraph (13), by striking <quote>and</quote> at the end;</text> </clause><clause id="HED2474BFE09C4A63BB13F0F24E3058AD"><enum>(ii)</enum><text>by redesignating paragraph (14) as paragraph (15); and</text>
 </clause><clause id="H0BA624C517EA46A78922C34507964F6D"><enum>(iii)</enum><text>by inserting after paragraph (13) the following:</text> <quoted-block display-inline="no-display-inline" id="HBB337645E41940B2BB67F24FE3FA19C7" style="OLC"> <paragraph id="HCAC6740341684C0F8431648F5CC8C7EE"><enum>(14)</enum><text>protecting faith-based community centers or vulnerable populations, including children or the elderly; and</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </clause></subparagraph><subparagraph id="H1212FFD708DB4E848C0EFD73B2253497"><enum>(B)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H0CCB740BD4BD4BC4BDAEBB7672129BFF" style="OLC"> <subsection id="HF54EACA3CE1D4D53A2F10A0E3ADD4786"><enum>(g)</enum><header>Protection of faith-Based community centers and vulnerable populations</header> <paragraph id="HEFFA0AF86B894A3FB76F84F4A9352236"><enum>(1)</enum><header>Allocation of grant funds</header><text>Of the total amount authorized to be appropriated under paragraph (3) for grants awarded for the purpose described in subsection (a)(14), the Administrator shall award—</text>
 <subparagraph id="HDE98D9262B6844CE91FC2DF167BB918F"><enum>(A)</enum><text>50 percent for the protection of faith-based community centers and vulnerable populations in communities with a population of not more than 1,000,000 individuals, as determined by the latest available decennial census; and</text>
 </subparagraph><subparagraph id="H3FBA6BE4B0AE4BE8A6ED08B624657E90"><enum>(B)</enum><text>50 percent for the protection of faith-based community centers and vulnerable populations in communities with a population of more than 1,000,000 individuals, as determined by the latest available decennial census.</text>
								</subparagraph></paragraph><paragraph id="H30C856F4C9C541F7A3903D4F4CEA6189"><enum>(2)</enum><header>Federal share</header>
 <subparagraph id="HB7106105697345EC9C098A213523CAB1"><enum>(A)</enum><header>In general</header><text>The Federal share of a grant awarded for the purpose described in subsection (a)(14) may not exceed 50 percent of the total cost of a project and the non-Federal share shall be the remaining percentage of such total cost.</text>
 </subparagraph><subparagraph id="H08B37E2391354F468B869A9F5632D161"><enum>(B)</enum><header>Method of payment</header><text>The non-Federal share of project costs under a grant awarded for the purpose described in subsection (a)(14) may be paid in cash or in-kind from a grantee or a nonprofit entity involved with the project.</text>
 </subparagraph></paragraph><paragraph id="H349D2AC2624343959ED5BB4A52F81254"><enum>(3)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated $20,000,000 for fiscal year 2017 to the Administrator to make grants for the purpose described in subsection (a)(14).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" id="HF53C5957F1DA4D46AA9BFE35B2574104" section-type="subsequent-section"><enum>3.</enum><header>False information and hoaxes</header><text display-inline="no-display-inline">Section 1038(a)(1)(A) of title 18, United State Code, is amended by striking <quote>5 years</quote> and inserting <quote>10 years</quote>.</text> </section></legis-body></bill>
