<section id="HDF9767977EB54286A54936F861F90047" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Municipal Finance Support Act of 2017</short-title></quote>.</text> </section> <section id="H4590EF846A7C472AA5465B7FC7140623"><enum>2.</enum><header>Treatment of certain municipal obligations</header> <subsection id="H1F3101077E744F75AEE3A9859AAE28A9"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 18 of the Federal Deposit Insurance Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1828">12 U.S.C. 1828</external-xref>) is amended—</text> 
<paragraph id="HB6BF16BF937E4EC48F466D056ABC8D23"><enum>(1)</enum><text>by moving subsection (z) so that it appears after subsection (y); and</text> </paragraph> <paragraph id="HABC32D9E775B4F6E9DA0CC5C46E6F194"><enum>(2)</enum><text>by adding at the end the following:</text>

<subsection id="H52E40A81827E42BBB10F015C784C819F"><enum>(aa)</enum><header>Treatment of certain municipal obligations</header> 
<paragraph id="HEC6F11BFBF7B48ABBD879DDA195D4230"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">For purposes of the final rule titled <quote>Liquidity Coverage Ratio: Liquidity Risk Measurement Standards; Final Rule</quote> (79 Fed. Reg. 61439; published October 10, 2014) (the <quote>Final Rule</quote>) and any other regulation which incorporates a definition of the term <quote>high-quality liquid asset</quote>, the appropriate Federal banking agencies shall treat a municipal obligation that is both liquid and readily marketable (as defined in the Final Rule) and investment grade as of the calculation date as a high-quality liquid asset that is no lower than a level 2B liquid asset.</text> </paragraph> <paragraph id="HFE9F7F10931D4389904C337B90CEA64B"><enum>(2)</enum><header>Definitions</header><text>For purposes of this subsection:</text> 
<subparagraph id="H85640BB0C5AC4E2FA82ACF5E646FBD34"><enum>(A)</enum><header>Investment grade</header><text>With respect to an obligation, the term <quote>investment grade</quote> has the meaning given that term under part 1 of title 12, Code of Federal Regulations.</text> </subparagraph> <subparagraph id="H1F4B7207E1F547A88E8D28631A9FDE31"><enum>(B)</enum><header>Municipal obligation</header><text display-inline="yes-display-inline">The term <quote>municipal obligation</quote> means an obligation of a State or any political subdivision thereof, or any agency or instrumentality of a State or any political subdivision thereof.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></subsection>
<subsection id="H9E56A8B89FD74CFCBAC1EE7E254EF61A"><enum>(b)</enum><header>Amendment to liquidity coverage ratio regulations</header><text display-inline="yes-display-inline">Not later than the end of the 3-month period beginning on the date of the enactment of this Act, the Federal Deposit Insurance Corporation, the Board of Governors of the Federal Reserve System, and the Comptroller of the Currency shall amend the final rule titled <quote>Liquidity Coverage Ratio: Liquidity Risk Measurement Standards; Final Rule</quote> (79 Fed. Reg. 61439; published October 10, 2014) to implement the amendments made by this Act.</text> </subsection></section> </legis-body> <attestation><attestation-group><attestation-date date="20171003" chamber="House">Passed the House of Representatives October 3, 2017.</attestation-date><attestor display="no">Karen L.
