			 provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Public Health Service Act to provide loan repayment incentives for physician
			 assistants, and for other purposes.</official-title></form>
	<legis-body id="H25780C79A97E4B8B888585F9F17B49AC" style="OLC">
 <section id="H00EA92F31D9C47919FED63E71059D919" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Physician Assistant Education Public Health Initiatives Act of 2017</short-title></quote>.</text> </section><section id="H2731DA180F3E40EBB7B43D85EB9CA102" section-type="subsequent-section"><enum>2.</enum><header>Improvement activity credit for service as a clinical preceptor for physician assistant training</header><text display-inline="no-display-inline">Section 1848(q)(2)(B)(iii) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395w-4">42 U.S.C. 1395w–4(q)(2)(B)(iii)</external-xref>) is amended by adding at the end the following new subclause:</text>
			<quoted-block display-inline="no-display-inline" id="HBFA6DBF2B5104E36B43040EF6A73C0EC" style="OLC">
 <subclause id="H66793188D1FD4998AC27E443C48A8271"><enum>(VII)</enum><text display-inline="yes-display-inline">The subcategory of workforce development, such as through service as a preceptor at a clinical training site for students training to become physician assistants.</text></subclause><after-quoted-block>.</after-quoted-block></quoted-block>
 </section><section id="H1C6DEAE29E0D4987B2B571D723923184"><enum>3.</enum><header>Reauthorization of primary care training and enhancement programs</header><text display-inline="no-display-inline">Section 747(c) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/293k">42 U.S.C. 293k(c)</external-xref>) is amended—</text> <paragraph id="HCDCAC0364A694ED199D2DF37D75969DB"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1), by inserting after <quote>2014</quote> the following: <quote>and each of fiscal years 2018 through 2022</quote>; and</text>
 </paragraph><paragraph id="H55E263D4DB5A4A0893F91FDEC5720917"><enum>(2)</enum><text>in paragraph (2), by striking <quote>Fifteen</quote> and inserting <quote>At least 15</quote>.</text> </paragraph></section><section id="H0122F56E412E4F3EA2CB9E1DB15EC503"><enum>4.</enum><header>Grants for research on physician assistant education</header> <subsection id="HB0B77B6A14294A2CACF47AFD51947CD5"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services shall provide grants to eligible entities to fund eligible researchers to increase research on physician assistant education.</text>
 </subsection><subsection id="HC48BE74DE8014ED2B9CAF8C31EEA9FA8"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">An eligible entity desiring a grant under this section shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text>
 </subsection><subsection id="H07C4DF0630E0487CAA524D6474294E10"><enum>(c)</enum><header>Condition of receipt</header><text display-inline="yes-display-inline">As a condition of receipt of a grant under this section, an entity shall each year award not fewer than eight eligible researchers funds to support physician assistant education research.</text>
 </subsection><subsection id="HF6E30EBEE4414C02A4123516CADB75D8"><enum>(d)</enum><header>Report requirement</header><text>An entity receiving a grant under this section shall provide to the Secretary with respect to each year that such entity receives funds under this section a report on the activities conducted using such funds, including—</text>
 <paragraph id="H29EB70E353ED4D6CBE0E6FA3FAC386C3"><enum>(1)</enum><text display-inline="yes-display-inline">the number of researchers supported during such year by such entity using such funds;</text> </paragraph><paragraph id="H38BDA11CF5B54924981804F2E77D6AA8"><enum>(2)</enum><text>a list of the researchers counted under paragraph (1), organized by researcher, including—</text>
 <subparagraph id="H2BD9B5DA8922487ABD4475FF5B0C3290"><enum>(A)</enum><text>the institution such researcher is affiliated with; and</text> </subparagraph><subparagraph id="H04249AB626AA4091A0E47E6EABEF3692"><enum>(B)</enum><text>the research topic of such researcher;</text>
 </subparagraph></paragraph><paragraph id="HE4B72BA597374A7C83D6CB5DDC0509AD"><enum>(3)</enum><text display-inline="yes-display-inline">citations to published clinical and scientific research by researchers described in paragraph (1) that is attributable to support under this section;</text>
 </paragraph><paragraph id="H30D839A39C4C4DEA903438751116C2B4"><enum>(4)</enum><text>an evaluation of the benefits of grants under this section; and</text> </paragraph><paragraph id="HA2211A3A6BD04726A22E72A04BB3A4A1"><enum>(5)</enum><text>any other information the Secretary may request.</text>
 </paragraph></subsection><subsection id="HA0DCBDCF3B5149EBAF4F722ACF018930"><enum>(e)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text> <paragraph id="H75F5C02FB29D4214921D93F8B42851B3"><enum>(1)</enum><header>Eligible entity</header><text display-inline="yes-display-inline">The term <term>eligible entity</term> means an organization that—</text>
 <subparagraph id="H9586605AD87E4F8082FF3DE9D8A502FA"><enum>(A)</enum><text>is a nonprofit organization; and</text> </subparagraph><subparagraph id="H1C57F538C87C422693F6DA71079BB9E2"><enum>(B)</enum><text>has demonstrated expertise in physician assistant education and faculty development.</text>
 </subparagraph></paragraph><paragraph id="H43DA3FC8F17841D092D7253420F3AD0B"><enum>(2)</enum><header>Eligible researcher</header><text>The term <term>eligible researcher</term> means, with respect to an eligible entity, a researcher that—</text> <subparagraph id="H982DC45AD8264B4FBBC6639A9DC00F71"><enum>(A)</enum><text display-inline="yes-display-inline">has demonstrated expertise in physician assistant education and faculty development; and</text>
 </subparagraph><subparagraph id="H24080962B1B4432BBD7D0FB21E070A8B"><enum>(B)</enum><text display-inline="yes-display-inline">at such time and in such manner as such entity may require, provides such entity with a research proposal on improving physician assistant education and faculty development.</text>
 </subparagraph></paragraph><paragraph id="H7AC240A66FC34DBA9EE948CA09240AB5"><enum>(3)</enum><header>Physician assistant education</header><text display-inline="yes-display-inline">The term <term>physician assistant education</term> means selecting, educating, and graduating students in accredited graduate physician assistant educational programs.</text>
 </paragraph><paragraph id="H8B792072D01240F1817454A95D9C567D"><enum>(4)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Health and Human Services.</text> </paragraph></subsection><subsection commented="no" id="HAD9EF3D50A9642FC8153B3CE6E8B2C60"><enum>(f)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated such sums as may be necessary to carry out this section for each of fiscal years 2018 through 2022.</text>
